Flood Forecasting Activities of CWC

• CWC declared as line department for Flood Management.

• Provides Flood Forecasting services based on hydro-meteorological data from its network, reservoir release data received from project authorities, QPF from IMD (in real-time domain) First FF site- 1958 –Delhi

• Present network- 175 (147+28)• 20 divisions• 9 Major River Basins

– 71 sub basins– 17 states/UTs

Forecast Frequency Major rivers (Travel time >24 hours)

• Forecasts are being formulated based on 0800 hrs/ 0900 hrs

• water level data and forecst issued once in a day at 1000 hrs with advance warning time from 24 hrs to 36 hrs

Medium rivers (Travel time 12-24 hours)• Forecasts are being formulated based on 0600 hrs and

1800 hrs• water level data and forecast issued twice in a day at

0700 hrs and 1900 hrs with advance warning time from 12 hrs to 24 hrs

Flashy rivers (Travel time < 12 hours)• Forecasts are being formulated based on any hr • water level data and forecast issued multiple times

(more than twice) in a day with advance warning time less than 12 hrs

Flood Situation during 2013

• Severe flooding observed at many places• Unprecedented Flooding at two stations-

Mawi(Yamuna in UP/Haryana) & Bhagalpur (Ganga in Bihar)

• High Flooding at 20 Stations-Brahmaputra(Assam), Yamuna(DL), Ganga(UK, UP), Subarnaekha & Burhabalang(Odisha), Ghagha(UP & BH), Rapti(UP), Wardha(MH), Kosi(BH)

• Total 7060 forecasts were issued • Flood Forecasts activity was extended beyond

15th October 2013 to cover the floods due to “Phailin” in the states of Odisha, West Bengal, Jharkhand and Bihar.

• Liaison with IMD & project authorities of concerned State Governments until the threat of floods receded.

Review of Warning and Danger Levels Review of Warning and Danger levels has been done at

Srinagar on river Alaknanda in Uttarakhand and is reduced from 539 and 540 m respectively to 535 and 536 m respectively.

Review of Warning and Danger Levels at Rosera on Burhi Gandak in Bihar has also been taken up and is likely to be finalised before the start of the ensuing flood season.

Review of Warning Level for Mathura (Prayag Ghat) on Yamuna in Uttar Pradesh has been taken up with the concerned Revenue authorities of UP and will be done after confirmation from respective District / Revenue authorities.

Notification

• A notification No. 3/120/2013-FFM/2638-2717 dated 3rd December 2013 has already been issued modifying the designated flood periods for various basins to be followed from monsoon 2014 onwards.

Notification

• In case of floods in any basin beyond the above designated flood period due to unexpected rain/releases from dams or other reasons, the flood forecasting activity shall be resumed in affected basins by the concerned organisation/division till the water level falls below warning level/inflow falls below threshold limit at all FF/ IF stations and necessary bulletins shall be disseminated as usual to all users as well as CFCR.

Review of Danger levels and Warning levels especially in respect of CWC FF stations where situation warrants need to be done and intimated to regional offices of CWC.

Flood Damage statistics may be updated regularly during monsoon followed by confirmation copy after the season is over for record

Latest Mobile numbers of nodal officers for receiving SMS in case of High & Unprecedented Floods need to be supplied to CWC.
