The United Nations Development Programme (UNDP) is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP works with governments and people on their own solutions to global and national development challenges to help empower lives and build resilient nations, . helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to sustain development results .

UNDP Cuba Disaster Risk Reduction UNDP supports risk management and post-disaster recovery in Cuba, a nation highly recognized internationally for its proven capacity in disaster risk prevention and reduction this area is part of the current CPD and represents significant share of UNDP portfolio with important resource mobilization for the CO.

UNDP Country Office supports the strengthening of the management capacities of local governments and the sectors responsible for Early Warning Systems (EWS) in terms of Disaster Risk Reduction from the creation of Centers of Management for the Reduction of Risks (CMRR), Early Warning Points (EWP) and incorporating the necessary analysis of the impact of Climate Change, the threat of earthquakes and the effects of drought. In addition, it introduces the integration of the gender approach and the empowerment of women and vulnerable groups.

This area works in close coordination with Environmental & Energy and Human, Economics and Social Development area.

In all the processes of the UNDP Risk area plays a decisive role in South-South cooperation and the transfer of Cuban knowledge management tools and products in the regional sphere.

Under the guidance and direct supervision of the Assistant Resident Representative for

Programmes, the Risks and Disasters Prevention and Recovery Programme Analyst evaluates the political, social and economic trends and he/she participates in the formulation, management and evaluation of programme activities within the portfolio.

The Risks and Disasters Prevention and Recovery Programme Analyst supervise and lead programme support staff. He/She works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams and with other UN Agencies.

Summary of key functions:

o Implementation of programme strategies o Management of the CO programme o Creation of strategic partnerships and implementation of the resource mobilization strategy o Provision of top quality advisory services to the Government and facilitation of knowledge

response in coordination with the other two areas of Cuba CO: Environmental & Energy and Human, Economics and Social Development

The Natural Disasters and Risks Prevention Programme Analyst will be responsible for the following functions

o Assists management in the identification, promotion and execution of actions that allow the fulfilment of the COP planned strategy in order to achieve the expected results in the area of risk management reduction .

o Leads the work of the team under his/her supervision, assuring complementary actions as well as the efficiency in the achievement of results .

o Promotes team work and a favourable environment with commitment to the organization

o Proposes to the management the required actions to achieve the agreed results on time.

o Warns management about the risks which may impact the achievement of results and proposes mitigation actions to apply.

o Contributes actively to the strengthening of bonds with interested partners in the issue, supporting the mobilisation of new resources for this area, proposing and implementing actions which contribute in this way.

o He/She has full knowledge of the national context and He/She keeps updated on the main challenges

VI. Recruitment Qualifications

Education:

Experience:

lVlaster's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field .

Bachelor degree in combination with qualifying work experience may be accepted in lieu of the advanced university degree.

Minimum of five (5) years of work experience with a Master degree or ten (10) years of experience with Bachelor degree.

Relevant experience at the national or international level in providing management advisory services and hands-on experience in design , monitoring and evaluation of natural disasters and risks prevention / recovery development projects.

Experience in the use of computers and office software packages and handling of web based management systems.

Work experience with UN Agencies is an asset.
