SAFETY SUMMARY

GENERAL SAFETY INSTRUCTIONS

This manual describes physical and chemical processes which may cause injury or death to personnel, or damage to equipment if not properly followed. This safety summary includes general safety precautions and instructions that must be understood and applied during operation and maintenance to ensure personnel safety and protection of equipment. Prior to performing any task, the WARNINGs, CAUTIONs and NOTEs included in that task shall be reviewed and understood.

WARNINGS CAUTIONS AND NOTES

WARNINGs and CAUTIONs are used in this manual to highlight operating or maintenance procedures, practices, conditions or statements, which are considered essential to protection of personnel (WARNING) or equipment (CAUTION). SAFETY PRECAUTIONS

The following safety precautions shall be observed while performing procedures in this manual.

WARNING

Wearers must be fully trained in the use and care of the equipment.

Individual warnings must be strictly adhered to which, if not, it could result in injury and or death of personnel.

The M-20.2 EEBD must not be used for purposes other than those outlined in this manual.

The M-20.2 EEBD is not to be used underwater.

M-20.2 EEBD can be belt worn for maximum of 5 consecutives years before returning to wall mount storage. Unit life must not exceed 15 years.

The M-20.2 EEBD must be inspected daily to ensure operational readiness.

If the M-20.2 EEBD fails any of the inspections, remove the unit from service immediately.

Remove the unit from service if the tamper ball is missing.

Cautions must be strictly adhered. Caution identifies a procedure, which, if not strictly observed, could result in damage to or destruction of equipment or loss of mission effectiveness, or long-term health hazards to personnel.

The occupational and environmental medicine (OEM) directorate has determined that medical evaluations are not needed for active duty navy and department of the navy civilian personnel who wear escape only respirators. However, these personnel must be given adequate initial and periodic refresher training on how to use the EEBD.

The flow of oxygen will begin automatically when the unit is removed from the base. You should not expect to hear the flow of oxygen or see the breathing bag inflate.

CHAPTER 1

GENERAL INFORMATION

1-1. GENERAL

The Ocenco M-20.2 is a belt worn or stored, compressed-oxygen, Emergency Escape Breathing Device (EEBD) and is designed to provide the 10-minute self-contained closed circuit breathing apparatus requirement for escape from confined space and the M-20.2 EEBD requirement for use in maritime shipboard confined spaces. Once activated, the M-20.2 EEBD provides breathable air, independent of the surrounding atmosphere to a person escaping from any area of toxic gas or oxygen deficiency.

1-2. EQUIPMENT DESCRIPTION

The M-20.2 EEBD consists of the breathing apparatus and a top and bottom case. The paragraphs below will describe the various components (figure 1-1) of the M-20.2 EEBD.

1-2.1 Cover. The Cover (12) has an integral yellow tab, when lifted, releases any possible vacuum that may have developed due to change in atmospheric pressure. On the exterior of the case is the Band Label (18) that should be annotated by the user with the commencement date the M-20.2 EEBD was placed into belt worn service.

1-2.2 Base. The Base (13) has integral belt loops. If belt worn, the base stays on the belt after the M-20.2 EEBD has been removed from the case. On the exterior of the base is the S-Hook (14) that receives the Yellow Latch Lever (11). Located in the interior of the base is the Activation Cable (6). It is permanently attached inside the base and activates the M-20.2 EEBD when the unit is removed from the base (13).

1-2.3 Yellow Latch Lever. The Yellow Latch Lever (11) is lifted upwards to open the M-20.2 EEBD. This should only be done when an actual emergency is occurring.

1-2.4 Tamper Indicating Ball. The Tamper Indicating Ball (17) is located in the center of the yellow latch lever (11) and assures that the unit has not been opened. If the indicator ball is missing, the unit should be removed from service.

1-2.5 Face Shield. A Face Shield (15) is provided on the M-20.2 EEBD in the event the user requires head protection from smoke or chemical vapor. It may be pulled up over the head and secured around the neck by pulling outward on the drawstrings. The face shield should only be deployed when the mouthpiece and nose clips are applied.

1-2.6 Neck Strap. A Yellow Neck Strap (3) is provided to support M-20.2 EEBD during use. It can be adjusted to fit by pulling the o-ring attached.

1-2.7 Mouthpiece. The Mouthpiece (2) is designed to fit into the mouth securely with teeth grips. The mouthpiece (2) is attached to the Scrubber (8), which contains the lithium hydroxide that removes carbon dioxide from the exhaled air.

1-2.8 Nose Clip. The corded Nose Clip (1) is attached to the base of the mouthpiece (2). The nose clip (1) is provided to seal the nose during use of the M-20.2 EEBD.

1-2.9 Oxygen Cylinder. The Oxygen Cylinder (4) contains compressed medical grade oxygen.

1-2.10 Gauge and Regulator. At the base of the oxygen cylinder (4) is the oxygen supply Gauge (7) and Regulator (5). The gauge (7) provides an indication of the amount of oxygen available. The regulator (5) ensures that the proper flow of the air to the breathing bag.

1-2.11 Breathing Bag. The Breathing Bag (9) consists of a Bag Shield (16), a Breathing Bladder, and a Relief Valve (10). The bag shield (16) protects the breathing bladder from damage during use. The relief valve (10) ensures that the bladder does not over pressurize.

1-2.12 Information Label. Located on the scrubber (8), the Information Label (19) lists the following data.

a. MFG Date: XX/XX. Indicates the date of the manufacture in months and years.

b. Life Date: XX/XX. Indicates the end of service life date in months and years.

c. Serial No.: X123456. Indicates the traceable serial number of the M-20.2 EEBD.

d. Final Insp.: XX. Indicates the final inspection from quality control.

e. Mouthpiece: X-12. Indicates the traceable lot number of the mouthpiece.

f. LiOH Lot: 123-X12. Indicates the traceable lot number of the LiOH (lithium hydroxide).

g. Scrubber: X12345. Indicates the traceable lot number of the scrubber assembly.

h. Bag Lot: XX1234. Indicates traceable lot number of the breathing bag.

i. Cylinder: XXX. Indicates the traceable lot number of the cylinder.

j. Leak Test: XX. Indicates quality control final leak test.

CHAPTER 2

OPERATION

2-1. INTRODUCTION

This chapter provides a description of the controls, indicators, and operating procedure for the M-20.2 Emergency Escape Breathing Device (EEBD). Donning of the M-20.2 EEBD should take less than 10 seconds.

2-2. CONTROLS AND INDICATORS

The following paragraphs will describe the controls and indicators on the M-20.2 EEBD.

2-2.1 Controls. The M-20.2 EEBD is only controlled by the bottom case removal. Once the bottom case is removed oxygen is flowing until the cylinder is empty.

2-2.2 Indicators. The M-20.2 EEBD has a gauge at the base of the oxygen cylinder. The following paragraphs will describe the function of the gauge. Figure 2-1 depicts the gauge indicator.

a. Gauge Indications. The gauge ranges from a green/full zone to a white/empty line. Black tick marks are provided to help operator to determine approximate amount of remaining oxygen.

b. Identifying a serviceable M-20.2 EEBD. The gauge needle residing in the green zone indicates a serviceable M-20.2 EEBD.

NOTE

Occasionally, the needle on the gauge will go beyond the right of the green zone and into the red zone. This is caused by the unit being exposed to higher temperatures. The unit still contains the proper amount of oxygen.

2-3. OPERATING PROCEDURES

Using Figure 2-2, the following paragraphs will describe the step-by-step procedure to put on the M-20.2 EEBD.

a. Remove M-20.2 EEBD from the orange case.

b. Lift the yellow lever and discard cover.

c. Remove the unit from the case by pulling the yellow neck strap upwards. Oxygen will begin to flow.

d. Insert the yellow mouthpiece into mouth.

e. Place yellow nose clip on nose.

NOTE

The face shield may be donned at this point to augment protection to the user from smoke, chemical vapor, direct flame and debris. Simply pull the face shield over the head and pull outward on the o-rings to tighten the face shield around the neck.

f. Inhale through mouth and escape.

2-4. WHEN TO USE THE M-20.2 EEBD

NOTE

During escape it is normal to experience an increased breathing air temperature. A maximum temperature of 115�F may be reached only during very hard work.

The M-20.2 EEBD should be used immediately at the first indication of a fire or explosion, even if smoke is not visible. Carbon monoxide is odorless and colorless. A fatal amount of carbon monoxide can be inhaled before smoke is present. If there is a possibility that an oxygen deficient atmosphere is present, put on the M-20.2 EEBD. Some of the possible indication of an emergency and the need for the use of the M-20.2 EEBD are as listed below. In the event of an emergency, always don the M-20.2 EEBD before attempting to escape or help others.

a. Sight of Smoke

b. Smell of Smoke

c. Sight of Fire

d. Fire or Toxic Gas Alarm

e. Sudden Increase of Air Temperature

f. Sound of an Explosion

g. Vibration of an Explosion

h. Interruption of Air Flow

i. Someone around you has difficulty breathing or passes out.

2-5. DURATION OF OPERATION

The M-20.2 EEBD is rated by NIOSH for a minimum of 10 minutes usage. During an actual shipboard escape, a M-20.2 EEBD can last between 15 to 20 minutes. In a shipboard casualty, an M-20.2 EEBD can last up to 32 minutes if the user is trapped and waiting rescue.

NOTE

NAVSEA testing has shown a maximum of 4 minutes is required to escape from the furthest reaches of a CVN class ship.

2-5.1 Duration Factors. The following paragraphs are five factors that affect the duration of the M-20.2 EEBD.

a. The amount of work required to escape affects the duration. Low ceilings, steep inclines or ladders, and irregular floors increase the work required to escape. Less work results in greater duration.

b. The physical condition or “fitness” of the user affects the duration. A high heart rate, age, and high percent of body fat decrease the fitness of the subject. The more fit the user, the greater the duration.

c. Regardless of the “fitness” of the user, the amount of oxygen required is proportional to the user’s weight. The less the user weighs, the greater the duration.

d. The breathing rate of the user affects the duration. The rate can be increased by excitement and fear. The lower the breathing rate, the greater the duration.

e. The degree of training and familiarity can affect the duration. The more training and experience the subject has with a M-20.2 EEBD, the more his breathing will be calm and controlled. If a subject is familiar with a particular escape-way it may improve the mechanics of his escape.

FUNCTIONAL DESCRIPTION

3-1. INTRODUCTION

The following paragraphs will describe the functions of the M-20.2 Emergency Escape Breathing Device (EEBD).

3-2. FUNCTIONAL DESCRIPTION

The M-20.2 EEBD is designed to provide the 10-minute self-contained closed circuit breathing apparatus requirement for escape from confined space, and the M-20.2 EEBD requirement for use in maritime shipboard confined spaces.

3-2.1 Method of Operation. The following paragraphs will describe the functional operation of the M-20.2 EEBD.

NOTE

Venting of gas through the relief valve during operation happens on occasion and should be ignored by the user.

a. General. The M-20.2 EEBD automatically and continuously flows oxygen from the cylinder into the breathing bag when the unit is pull from the bottom case. While the unit is operating, carbon dioxide is absorbed by the lithium hydroxide scrubbers, which are located within the main body of the M-20.2 EEBD.

b. Workload. The M-20.2 EEBD regulates the amount of oxygen supplied during operation. Occasionally, during low workload, the oxygen regulator supplies more oxygen than the user can use. When this occurs, the excess gas automatically vents through the relief valve.

c. Inhalation Operation. During inhalation, and whenever the bag flattens, the oxygen regulator increases the oxygen flow into the breathing bag. Oxygen passes from the breathing bag through the scrubber and into the mouthpiece.

d. Exhalation Operation. During exhalation, carbon dioxide laden air is exhaled through the scrubber and then into the breathing bag.

3-2.2 Optional Components. The M-20.2 EEBD is equipped with both a neck strap and face shield.

a. Neck Strap. The neck strap can be donned during the operation of the M-20.2 EEBD and adjusted pulling on the ring that shortens the strap.

b. Face Shield. The face shield is used in the event the user requires head protection from smoke or chemical vapor. The face shield is made of Teflon and may be helpful in avoiding contact with direct flame or debris.

4-1. INTRODUCTION

The scheduled maintenance instructions in this manual are intended to duplicate those furnished in the Planned Maintenance System (PMS). In case of conflicts, the PMS documentation takes precedence. Such conflicts should be reported immediately on the user comment sheet in accordance with TMDER procedures for this manual. Table 4-1 outlines the scheduled maintenance.

TROUBLESHOOTING

5-1. INTRODUCTION

The M-20.2 EEBD has only two indications that the unit may be defective. The following paragraphs will describe these indications.

5-2. GAUGE READING

The gauge is the main indicator to identify a faulty M-20.2 EEBD. A properly charged M-20.2 EEBD will have a gauge reading in the “Green” zone at temperatures up to approximately 120� F. The below paragraphs describe the indications of a functional and non-functional M-20.2 EEBD.

a. Normal M-20.2 EEBD. A normal indication on the gauge is when the needle is positioned in the “Green” zone, as indicated in figure 5-1.

b. Functional M-20.2 EEBD at Elevated Temperature. In figure 5-2, the needle on the gauge will go beyond the right of the “Green” zone and into the “Red” zone, when exposed to higher temperatures. If the surrounding temperature is above 120� F and the needle is above the “Green” zone, remove the unit from the area and allow to cool down to 65�-75� F. The needle should then read within the “Green” zone. In an emergency, don the M-20.2 EEBD regardless of the temperature. The amount of oxygen in the cylinder has not changed, only its pressure. The unit is still operational. A burst disk is incorporated into the oxygen valve to safely release high cylinder pressure caused by high ambient temperature. If a disk should burst, all of the oxygen in the cylinder will safely vent and the gauge will read zero psi.

c. Non-Functional M-20.2 EEBD. As shown in Figure 5-3, a gauge reading to the left of the “Green” zone is considered a non-functional M-20.2 EEBD and should be removed from service. When the gauge needle is on the “White” line, the M-20.2 EEBD has been discharged and should be removed from service.

5-3. TAMPER INDICATING BALL

The M-20.2 EEBD is equipment with a tamper indicating ball located within the yellow latch lever. Through visual inspection of the yellow latch lever, the tamper indicating ball should be visible through the lever. If the tamper indicating ball is missing, remove the M-20.2 EEBD from service. Figure 5-4 is provided for reference.

CORRECTIVE MAINTENANCE

6-1. INTRODUCTION

This chapter will provide inspection, service life, and disposal of the M-20.2 EEBD.

6-2. INSPECTION

NOTE

Do not lift the yellow latch or open the clear case to inspect the M-20.2 EEBD.

The inspections for the M-20.2 EEB are visual. The inspections described shall be performed on each M-20.2 EEBD semiannually upon deployment. Subsequently, if the M-20.2 EEBD is belt worn, the inspection shall be performed at the beginning of each work shift that the device is worn. If stored, the visual inspections should be conducted every year.

6-2.1 Visual Inspection of the M-20.2 EEBD. Use the following step-by-step procedure to inspect the M-20.2 EEBD.

WARNING

Injury or Death may occur to personnel, if Tamper Indicating Ball is missing or Latch has been opened. Remove unit immediately from service if the unit has been tampered with or if the Tamper Indicating Ball is missing.

a. Check for the presence of the Tamper Indicator Ball on the latch lever. If it is missing or the latch has been opened, remove the M-20.2 EEBD from service. Use figure 5-4 as a reference.

b. Read the Pressure Gauge. The tip of the needle on the gauge is normally in the “Green” zone. If the needle is in the “Red” zone or the white zero pressure mark, remove the M-20.2 EEBD from service immediately. If the view of the gauge is obstructed, the M-20.2 EEBD must be removed from service. If the surrounding air temperature is above 120�F (49�C) and the needle is above the “Green” zone, the unit can remain in service. The needle should return to the “Green” zone when the unit is removed from the high temperature.

c. Visually inspect the apparatus for indications of high force impacts. Indications of high force impacts are listed below. If any of these signs are present the M-20.2 EEBD must be removed from service:

(1). Case cracked, burned, deformed, or excessively worn.

(2). Excessive gap between the cover and Base.

(3). Damaged Latch or Cover Band.

(4). Dirt, debris, or moisture visible through the gauge window.

(5). Broken belt loops.

d. Ensure that the M-20.2 EEBD has not exceeded the life date printed on the information label. Ensure belt worn period (5 consecutive years) has not expired.

6-2.2 Common Abuses. Avoid the following common abuses to the M-20.2 EEBD.

a. If the M-20.2 EEBD is accidentally opened, do not close it. Remove from service.

b. Do not drop the M-20.2 EEBD, particularly when taking off the belt to which it is attached.

c. Do not clean the M-20.2 EEBD with anything other than a soft brush (only outside case)

d. Do not immerse the M-20.2 EEBD in water

e. Do not sit on the M-20.2 EEBD.

f. Do not drag the M-20.2 EEBD on the ground.

g. Do not place the M-20.2 EEBD near heat greater than 149�F (65�C).

h. Do not put tape or stickers on the M-20.2 EEBD that would impede its opening or the reading of the gauge.

6-3. SERVICE LIFE

The M-20.2 EEBD may remain in service for fifteen (15) years from the date of manufacture, provided the conditions of use are observed. The M-20.2 EEBD must be either stored (bulkhead mounted) or belt worn according to the conditions of use, throughout the service life, after which it must be returned to stored service.

6-3.1 Conditions of Use:

a. The visual inspections as described in paragraph 6-2 must be performed.

b. Proper care as described throughout this manual must be performed.

c. When stored, the M-20.2 EEBD must be contained in an Ocenco, Incorporated Secondary Container, (P/N R15997), and then placed in a rigid bracket securely fastened to a wall or other substantial structure.

d. If belt worn the M-20.2 EEBD must be worn on the person and initial date of use recorded on the Band Label. Band labels may be obtained from the ISEA, NWSC­PC (N61331).

6-4. DISPOSAL

Safe disposal is necessary after the M-20.2 EEBD has been used, fails inspection, or has exceeded the fifteen-year service life. Expended Ocenco EEBDs must be disposed of in accordance with hazardous material disposal regulations. The units can be returned to Ocenco with a Return Material Authorization (RMA) obtained from the Ocenco website at http://www.ocenco.com/rma/.

M-20.2T TRAINER

WARNING

Death or Injury may occur if the M-20.2T Trainer is used for protection from hazardous atmospheres. The M-20.2T Trainer provides NO protection from hazardous atmospheres and is to be for training purposes only. The M-20.2T Training must be segregated from regular workspaces.

A-1. INTRODUCTION

This chapter will provide detailed information on the M-20.2T Trainer EEBD. The M-20.2T Trainer is designed to look like, don like and have breathing resistance similar to the M-20.2 EEBD. The M-20.2T Trainer is identified by a blue secondary container and blue scrubber.

Opening and donning an M-20.2 EEBD is a motor skill. The most effective method of teaching a motor skill is to have the student repetitively perform the motor skill. It is essential that the students have “hands on” experience with the M-20.2T Trainer. The more often students have the M-20.2T Trainer in their hands and the more often the M-20.2T Trainer is donned in practice, the better their recall. Periodic training is highly recommended to achieve proficiency.

A training video is available from Ocenco (P/N 940013) to augment training for the M-20.2T Trainer.

A-2. M-20.2T TRAINER THEORY OF OPERATION

The following paragraphs describe the theory of operation for the M-20.2T Trainer:

a. The M-20.2T Trainer is worn on the belt to demonstrate the proper orientation on the belt or is placed in the blue Secondary Container to simulate the stored position.

b. The Latch assembly is identical to the M-20.2 EEBD, so that the opening of the M-20.2T Trainer is practiced “hands on”.

c. As the unit is pulled from the base by the Neck Strap, the Activation Cable Snap disconnects from the Oxygen Regulator, simulating the oxygen activation of the M-20.2 EEBD.

d. During inhalation, air is supplied to the student from the atmosphere through holes in the Mouthpiece.

e. During exhalation, air is exhaled into the Mouthpiece, passing through the holes in the Mouthpiece to the atmosphere. During inhalation and exhalation, the breathing resistance through the Mouthpiece holes simulates the breathing resistance of the M-20.2 EEBD.

A-3. CLEANING AND REPACKING THE M-20.2T TRAINER

Follow the below step-by-step procedures to clean and repack the M-20.2T Trainer.

a. Remove the Mouthpiece from the Scrubber by pressing the release button with a standard pencil or similar object and pulling upwards on the Mouthpiece removing it from the Scrubber.

b. Sanitize the Mouthpiece using one of the following methods:

(1). Immerse mouthpiece for 2 minutes in a warm water 110°F (or 43°C) solution of hypochlorite solution (approximately one milliliter of liquid laundry bleach to 1 liter of water).

(2). Immerse mouthpiece for 2 minutes in a warm water 110°F (or 43°C) solution of Wescodyne (approximately 2 tablespoons of Wescodyne per 1.5 gallons of water).

c. Rinse under clean running warm water at a temperature of about 110°F, DO NOT exceed 122°F (or 50°C).

d. Allow Mouthpiece to air dry in such a way as to prevent distortion of mouthpiece. Do not dry Mouthpiece by placing near heat or in direct sunlight.

e. Wipe remainder of the M-20.2T Trainer with a sponge dampened in cleaning solution.

f. Air dry in a clean, uncontaminated area. Do not dry by placing near heat or in direct sunlight.

g. Snap the Mouthpiece onto the Scrubber Spring Clips.

h. Fold the Breathing Bag into a rectangle no larger then the bottom of the Scrubber.

i. Snap the Activation Cable onto the Oxygen Regulator.

j. Carefully set the M-20.2T Trainer into the Base while holding the Breathing Bag (folded) against the bottom of the Scrubber. It may be may be helpful to use a packing strap to hold the Breathing Bag in place. Remove the strap after the M-20.2T Trainer is in the Base.

k. Hold the Mouthpiece and Nose clip and fold the Neck Strap on top of the Mouthpiece and Cylinder. It may be helpful to use a packing strap to hold in place.

l. Place the Cover on the Base. Make sure to remove the packing strap if it was used.

m. Hook the S-Hook on the Belt Loop side of the Base Assembly with the two hooks curling away from the case.

n. Hook the Latch Assembly on the front side of the Base, making sure it is correctly secure in the slot as shown in Figure A-1.
