Support volunteer groups within our shire

Host & review the 4 Volunteer Recognition events in consultation with the Volunteering and Wellbeing Advisory Committee.

Volunteering and Wellbeing Advisory Committee

Achieved. Community Volunteer Recognition events held in Casterton, Nelson, Heywood and Portland. Events were reviewed by the Volunteering and Wellbeing Advisory Committee. Post event reviews were undertaken to address any opportunities for improvement.

Provide training opportunities for Volunteer groups throughout the Glenelg Shire.

Volunteering and Wellbeing Advisory Committee

Achieved. 2 Recruit, Retain and Recognise Volunteer Training Sessions were conducted with over 30 volunteer groups in attendance. HACC Volunteers provided training in Food Handling, Manual Handling and Elder Rights. Modified social sport delivery workshops were also offered to sporting clubs across Shire.

Promote a positive volunteer culture both internally & externally, to encourage staff and community to volunteer.

Volunteering and Wellbeing Advisory Committee

On Track. Development of role description templates for volunteer positions within Council are being developed. An internal working group has been created to address initiatives that support Council to meet National Volunteer Standards.

Develop a Club Committee Kit to support governance & volunteers for sporting clubs and community groups.

On Track. Kit has been developed and is available on the Council website.

Support and promote opportunities to increase social connection, support and belonging

Maintain audience engagement and community connectivity activities with selected performances at the Portland Arts Centre.

Achieved. 6 additional community participation workshops based around touring shows scheduled. 6 shows programed specifically during the day for school attendance.

Maintain the development of Youth Action Groups across the Glenelg Shire.

On Track. Heywood Youth Action group is gaining momentum, working towards a Youth Zone at Heywood Wood Wine and Roses Festival. Casterton Youth Action group successfully running local events in partnership with community organisations.

Continue to uphold & promote the guiding principles and statements of the Youth Charter across all work with young people.

Live4Life Inc. Western Bulldogs Leadership Program.

On Track. Young people across the Shire are engaged, empowered and valued through various programs, activities and advocacy opportunities. Some examples of this include: Local Drug Action Team consultation, co design of the Youth Development Plan, Headspace Partnership, Glenelg Shire Culture and Arts Youth Advisor. Participation by young people in community decision making has been identified by local organisations as a priority which has been evidenced in the increased number of consultation opportunities for youth.

Advocate for increased levels of digital connectivity across the Shire

Finalise Smart Cities Framework (including digital infrastructure plan) to guide development of increased connectivity and digital opportunities.

On Track. The framework has been reviewed and embedded into the 5 year Digital Glenelg Strategy.

Support digital literacy training to build skills in the community.

Achieved. 4 online business connectivity workshops held, with a launch event and a conclusion meet up, with the aim of creating ongoing networking between local businesses building their online presence.

Initiative held as part of the Digital Innovation Festival. Be Connected Program collaboration between Aged Services and Glenelg Libraries running 5 digital literacy training sessions for seniors in Portland, Heywood and Casterton.

Advocate for improved access to adequate health and social services

Continue to offer training to staff to support the ongoing delivery of quality service provision within Home And Community Care and Programed Activity Groups.

Achieved. Training occurs on near monthly basis including OHS, Dementia Awareness, Elder Rights Advocacy and training on the new Aged Care Quality Standards.

Advocate for increased funding for and provision of key health services across the Glenelg Shire

On Track. Portland District Health is currently working to develop a Service Provision Plan. Continually working to assess and respond to health service provision. Heywood Rural Health has funding to provide service provision, but identify recruiting staff to allied health positions as a top challenge to providing key health services. Heywood Rural Health has secured visiting Royal Flying Doctors Services: Mental Health and Wellbeing Specialist. Casterton Memorial Hospital is collaborating with key mental health services across the region to increase telehealth availability for clients. Advocating for regular ongoing public dental services, carer support to improve access to respite services for carers.

Support schools to deliver mental wellbeing initiatives e.g. R U OK Day, Achievement program, Resilience Project, Live 4 Life.

Achieved. Resilience Project delivered in November 2018 with 570 participants. Ongoing support provided to schools as required.

Continue and grow social support programs for LGBTIQ+ young people

Brophy, Safe in the South West

On Track. 12 months funding secured for part time Bright Futures position. Within this role the re-development of Youth Social Support group Skittles has occurred. The Bright Futures position funded until June 2020.

Promote activities, services and initiatives that address improvement of mental health of residents

Promote Headspace service to young people and their families in the Glenelg Shire

Brophy, Secondary Welfare Action Group, Beyond The Bell, GSC

Achieved. Formalized partnership between Glenelg Shire Youth Development team and Headspace Portland with the Headspace Community Engagement Plan being developed in collaboration. Headspace attendance at key Glenelg Shire Council youth events included in this plan. Headspace services are one of the key referral points through the Live4Life initiative through mental health education and online promotional material.

Deliver/support initiatives under Mental Health Week Campaign.

Volunteering & Wellbeing Advisory Committee

Achieved. Mens Mental Health Community Forum held October 2019. Council participation in the Push Up Challenge for Mental Health.

Support initiatives that improve mental health and wellbeing of residents and reduce high levels of psychological distress

Continue to develop the sustainability of the Live4Life program and expand partnerships.

Live 4 Life, schools, school nurses, GSGLLEN, VicPol, Brophy, Beyond The Bell

Achieved. Ongoing sustainability is being developed with the inclusion of some program costs being shared with key stakeholder groups, increased community awareness and support for the program, with funding received to further develop sustainability. Program scope will be reviewed in light of recent decision to withdraw from the Western Bulldogs Leadership Program.

Promote mental health first aid training across the Shire

Lifeline

Achieved. 2 sessions held at Council Depots on Mind Your Mates training through Lifeline. 3 Youth Mental Health First Aid Sessions with over 60 adult participants. 200 Year 8 and 240 Year 11 students across the Shire trained in teen mental health first aid.

Pilot Active Ageing Programs

YMCA

Achieved. Seniors Week Activities extended to include Active Ageing programs with a focus on resilience and capacity building. Functional fitness class delivered under this Girl Can Campaign during Seniors Week. Seniors activities have been extended to cover the whole week, rather than the single day previously conducted.

Formal adoption of the Open Space Strategy by Glenelg Shire Councillors.

Investigate funding opportunities for refurbishment of libraries within Heywood and Casterton

On Track. Scoping has been completed for the refurbishment of both Libraries. A report will be prepared to go to Council for consideration.

Identify funding opportunities to implement the Portland Coastal Management Plan

Not Achieved. Unsuccessful application submitted for Climate Change Adaptation Funding.

Develop the Active Your Way Glenelg Sport and Recreation Plan 2018 -2028.

Achieved. Endorsed by Council June 2019.

Increase connection to place and civic pride

Continue to research a suitable permanent location to display the Glenelg Shire Council Cultural Collection

On Track. First stage of National Libraries of Australia funding enabled a Significance Assessment to be completed, identifying items of National Significance within the collection. This identification allows progression to the second stage of applications.

Display the Glenelg Shire Cultural Collection through the ARTSGlenelg/Artefacts program

Achieved. 3 Exhibitions were held at the Portland Arts Centre, with 6 other displays across the Shire.

Investigate the development of a Community Plan for Heywood

On Track. Absorbed into the development of the Glenelg Shire 2040 Plan, with Heywood being included in this document as its own Charter.

Promote initiatives that increase sustainable living practices and resilience in our community

Continue the implementation of the Waste Education Strategy

On Track. Initiatives undertaken to achieve a variety of goals within the strategy including; trialing new smart bins in Dartmoor and bi-lingual signage, working with VCAL students on community projects around waste management and undertaking bin audits to determine contamination rates.

Continue to deliver the Enhancing Networks for Resilience project, including broadening the scope of work to a state wide level.

Achieved. The Enhancing Networks for Resilience Project has been completed and the final report for stage two has been published. The report highlights how the partnerships and networks existing within the PCP can contribute to disaster resilience outcomes. The report outlines several recommendations for applied learning and networking for disaster preparedness. SGGPCP has since been funded through the Lord Mayors Charitable Foundation to broaden the scope of this work to a state wide level.

Continue to advocate positioning Portland as the renewables capital.

Achieved. Ongoing advocacy to State and Federal Government through CEO and Economic Development. Powering Glenelg Stakeholder Session held in May 2019. Creation of video promotion positioning Glenelg Shire as a viable prosperous region for new business and industry.

On Track. Portland District Health in partnership with SGGPCP ran a group model building session looking at influencing factors around youth and alcohol, which has informed further work with the Australian Drug Foundation and alcohol at community events. Casterton Memorial Hospital Health Promotion team provides support and provision of health information to schools as required.

Implement the key actions of the Glenelg Youth Alcohol project

Glenelg Shire Council

On Track. A partnership group is facilitating the delivery of community based strategies around alcohol and other drug prevention in young people with four focus areas: mental health and

consistent with the Australian dietary guidelines

embed learnings.

Review Nutrition Policy across Children’s Services and implement information sessions for Children’s Services Staff.

Primary Care Partnership Glenelg Southern Grampians.

Achieved. Policy reviewed with changes embedded across Children’s Services, including non – food birthday celebrations. Changes were discussed with staff at meetings.

Support community initiatives and programs that address overweight and obesity in our community

Investigate financial incentives for clubs to increase diverse participation in recreation.

On Track. The development of a new Pricing and Access Policy is currently under development, which will outline an incentives system for clubs.

resilience, parent engagement and education, community culture and peer pressure. Work is being undertaken to make community events more family friendly and inclusive with the aim to reduce risk from alcohol. An online survey was conducted to seek insights into community perception of alcohol service and management at community events, findings from this survey will inform ongoing work.

Provide alcohol, drug and smoke free events for young people through the FReeZA program

Achieved. 5 FREEZA events held across the Shire in Portland, Heywood and Casterton. Events included; Casterton Show, BreakFest, Hooked On Festival, Youth Week, and a Colour Run in Casterton.

Support and advocate for increasing accessibility in our communities

Implement the Glenelg Access and Inclusion (Disability) Action Plan 2018-20

On Track. All Council Service units are progressing towards meeting specified actions with the first progress report due to Council in March 2020. Actions achieved include; free Hall Hire for P2E reunion (7 May 2019), training for a selection of officers in Extended Signing and Auslan. Easy English, Communication Access and Wayfinding workshops held for targeted officers with ongoing support from SCOPE. Promotion of Autism Awareness Month (April) and encouragement to participating businesses to continue throughout the year.

Support and advocate for increasing accessibility in our communities

Provide and promote the One and All Inclusive events program to community and disability agencies

Local disability support agencies

On Track. Program is available on Council’s website. All Disability agencies have their own event policies that they adhere to, which go above and beyond the One and All Inclusive Events Program. Council is also ensuring that all Council lead events are inclusive to all abilities.

Collaborate with disability support agencies to ensure awareness events are held within the Shire and are well promoted.

On Track. Council has been working with Kyeema Support Services, Portland Bay School, Western District Employment Agency and Workskills on ‘The Big Picture Project 2nd Edition’ which is focusing on Disability Awareness. This project will be rolled out over the Shire from

Deliver an annual International Day of People with Disability event, including an element of physical activity.

Achieved. Successfully led by Council with strong support from Kyeema Support Services. Multiple physical activities and health promotion throughout the day.

Continue linkages with local sporting clubs to improve inclusion and participation for people with disability.

On Track. Equity and Inclusion workshops provided to sporting clubs across Shire, with support to develop individual club action plans.

Support and deliver activities that foster cultural inclusion

Support the Economic Migration Project and continue representation on the working group.

Support initiatives that reduce the prevalence and impact of family violence and injury

Deliver 16 Days of Activism events annually

Glenelg Shire Council

Achieved. The 2018 Equity in the Bag campaign ran across the South West district, partnering with local IGA’s and Local Governments. Over 10,000 reusable shopping bags with messages of gender equity on them were provided free to communities in these areas distributed from the local IGAs. An online social media campaign ran in parallel with this campaign for the 16 days of Action.

Implement actions within the Gender Equity and Inclusion plan to ensure Glenelg Shire Council workplace is equitable

On Track. A number of actions have been completed or are in progress. This includes language review of Position Descriptions and Expression of Interest for backfill roles to address unconscious bias and gendered language. The role out of a mentoring program has occurred alongside the development of a reward and recognition program for all staff. The Accord program has also been provided to a number of women in the organisation to support and foster their professional development. Several training sessions for various staff have been delivered including Gender Equity in the workplace. Support initiatives that reduce the prevalence and impact of family violence and injury. Prevention of Violence Training is scheduled to occur before the end of 2019. Glenelg Shire participated in the MAV bench marking survey for local government and also submitted an application to be considered for the

Support initiatives that reduce the prevalence and impact of family violence and injury

Implement phase two of Project Respect in Heywood.

Achieved. Project Officer employed for a 12 month period to roll out phase two, in Heywood. Focusing on building community capacity to enhance respectful relationships and gender equity through a variety of forums, workshops, trainings and internal policy reviews for key partner organisations. The project will commence in February 2020.

Launch with endorsement from partners, the second phased of the Prevention of Violence against Women and Children Strategy 2019 – 2022 and begin the implementation.

Recognise and participate in cultural celebrations across the Shire i.e. Reconciliation Week, NAIDOC Week and Indigenous Literacy Week.

Achieved. 3 Community events held during Reconciliation Week, development of a Youth Public Art Project. The Year of Indigenous Language was also recognized during these events. Council Staff attended other Agency and Partner events for NAIDOC Week.

Advocate to increase the breadth of education opportunities, pathways and access to education support programs for young people.

Glenelg Shire Council , Beyond The Bell

On Track. The Discovery Hospitality training Centre steering group comprising of Portland Secondary College, Heywood District Secondary College, Bayview and Portland Bay School, South West TAFE and the Glenelg Southern Grampians LLEN are currently exploring ways to improve access to the Centre and potential VET provision in the area in the future. The Koorie Youth Engagement Network comprising of elders, representatives from Dhauwurd Wurrung Elderly and Community Health Service and Winda Mara, local Koorie youth workers, KESO representative, Victoria Police and Glenelg Southern Grampians LLEN have advocated to the Commissioner for Aboriginal Children and Youth for improved system response for vulnerable Koorie young people. A representative from the Commission will visit the region in October to speak with local representatives. This group recently won a Wurreker Award for its work. GSGLLEN made a submission into the inquiry into Rural and Regional Education. A number of local representatives from the education and health sectors participated in a Regional Partnership forum to identify key priorities for the region. These will be considered by the partnership going forward.

Advocate for sustainable funding to support early years transition programs including Stepping Stones to School.

On Track. Glenelg Southern Grampians LLEN in partnership with Stepping Stones to School Steering Group ( Glenelg Shire Kinder cluster coordinator, Department Education Training KESO team, Oz Child, local primary schools and independent kinder) have advocated for ongoing financial support for the stepping stones program. This has included: - a highly successful independent evaluation of the program - application to the State Trustees for three year funding for the Glenelg SSTS program ($58000 per year) - successful application for $450,000 for an expansion of the model into other communities and the development of promotional campaign/ material for families describing the AECD domains and their importance for learning. - provision of cross sectoral training for primary school and kinder managers and practitioners with high profile early childhood expert Anthony Semann on 'continuity of learning'' - Promoting the work with Department of Education and Training (DET) and exploring the possibility of using DET school readiness funding to support the initiative going forward.

partnership with National Federation of Disability organisations GSGLLEN and National Disability Coordination Officer program are currently exploring an application to the Information Linkages and Capacity grants to support the delivery of further P2E programs in the future. A small grant from WDEA works provided the opportunity for a reunion day of past P2E participants to check in on their progress towards their transition goals.

Advocate for programs that encourage increases in the number of young people who are engaged in full time education or work

Achieved – Ongoing. Glenelg Shire Council representative on the LLEN board. Together with other partners collective advocacy takes place. The LLEN has recently announced funding for a further four years from 2020 – 2024.
