    [General]**1. LGA Seeking Simpler OS Licensing Agreements**The [1]Local Government Association is in talks with the

    Ordnance Survey (OS) over

    its proposed new business model, and is 'hopeful' it cannegotiate simpler licensingagreements for councils.

    The Government announced last month that, following a review of

    the OS, the mixed-model,where the OS has partly a 'public good' function, partly a

    commercial function,would continue.

    However, former junior housing minister, Iain Wright, said costssuch as licensingfees would be 'brought down over time'. Wright claimed the

    business strategy would'balance the need to maintain the highest-quality standards with

    the need to stimulateinnovation in the geographical information market'.

    Tim Allen, the LGA' Director, Local Government Association

    Analysis and Research,

    said: 'The combined model feels good. But there isdisappointment that we have notclearly defined what the public good purpose of the OS is.'

    The Association wants address information to be made freely

    available. 'It's curiousthat data on streets and addresses, much of which is collected

    by local authorities,is not made available by the OS in the same way that national

    statistics are,' hesaid.

    The LGA said it would continue talking to the OS, as part of the

    consultation onits draft business strategy, which proposed 'aligning methods of

    data capture andprovision to ensure efficiency for the public purse'.

    **2. Responses to the OS New Business Strategy**

    The Advisory Panel on Public Sector Information (APPSI) welcomedthe principlesunderpinning the OS new Business publishing a [1]response on its

    website on May29th just after publication of the last Ezine. The purpose of

    the reponse was tohighlight many of the issues which needed to be resolved before

    any Strategy couldbe realised and to add some constructive comments.

    **3. OS replies to the Guardian's Free our Data FOI Requests**The replies from OS to the campaign's requests were posted on

    the Guardian's [1]blogon June 24th and make interesting reading, as do the initialcomments. However,in keeping the "black ink" age in which we now live there's a

    lot of it blankingout large sections of the report!

    **4. GeoInformation Group New Mapping Programme**The GeoInformation Group has announced a new mapping programme.

    [1]UKMap is theUK's first commercially funded, large-scale topographic mapping

    and address databasecreated completely independently of the Ordnance Survey.

    Started more than two years ago, the UKMap Programme has

    involved more than 100people across three continents, UKMap forms part of an ambitious

    five-year programmeto map over 500 towns and cities covering all urban areas with a

    population greater

    than 10,000 - some 24,000 square kilometres throughout the UK.London is the first complete UKMap city covering over 1,700 sq

    km and will be availableon September 1st 2009.

    **5. Planning Portal to Use NLPG Data**After negotiations between Local Government Information House

    (LGIH), The Planning

    Portal and Cardiff City Council all parties have come to anagreement that willallow the Planning Portal to use NLPG data within the non

    commercial arm of thePlanning Portal. Cardiff City Council will be acting as lead

    authority on behalfof all other Planning Authorities in England and Wales.

    Obviously the power of theUPRN will streamline the service and facilitate a more efficient

    interaction betweenthe Planning Portal and all Local Authorities.

    As part of this unique agreement the Planning Portal will be

    taking monthly updates

    of NLPG data direct from the hub as part of an extendedcontractual arrangementbetween Cardiff and IA.

    **6. NLPG Commercial Resellers**

    Copies of the NLPG Commercial Reseller Arrangements are nowavailable from NickTurner, Business Development Manager at IA. Development of the

    agreements willallow other commercial organisations to build solutions and

    applications aroundthe NLPG and sell the product (including the NLPG data) to

    organisations not currentlycovered by the Mapping Services Agreement (MSA). The resellers

    willbe able to encouragethe whole of Central Government and strategic Private Sector

    organisations to usethe NLPG and utilise the power of the UPRN as a mechanism

    enabling the sharing ofinformation.

    **7. GeoConnexion's Burning Issue**Mike Saunt, managing director of Astun Technology, has thrown

    down the gauntlet,in GeoConnexion (June/July 2009 edition in his "Keeping an open

    eye" column), toall those who have had issues with public sector derived data

    licensing. He is aimingto mould an alternative OS derived data licensing model that

    can be put to governmentto help encourage geographic innovation, especially in the

    public sector.

    To this end he is setting up, and funding as required, a

    [1]website and welcomesanyone and everyone to visit it and partake in the process -

    Ordnance Survey included.The website will start to build an outline strategy document

    that will be put forwardto the Ordnance Survey, HM Treasury, OPSI, Welsh Assembly,

    Scottish Government andthe Conservative Party to communicate the issues relating to the

    restrictive nature

    of the Derived Data license. The aim is to reinvigorateinnovation and the use ofgeographic information by the UK public sector whilst

    stimulating the economy.

    **8. OPSI Launches PerSpectIves**PerSpectIves is the Office of Public Sector Information (OPSI)

    [1]blog, with a strongfocus on the re-use of public sector information agenda.Launched as part of thegovernment's response to the Power of Information, it is a way

    of OPSI sharing itswork with a wider audience - a platform for those things that it

    thinks others willfind most helpful and interesting, and where it would like

    comment and feedback.

    **9. Birmingham Aims to Become Britain's First 'IntelligentCity'**GIS, which has long been viewed as a specialist back-room area

    of council services,is now ready to move to the mainstream and become part of core

    service planningand delivery, according to Glyn Evans, Corporate Director of

    Business change atBirmingham City Council.

    A project consortium including the council, Birmingham ScienceCity Partnership,Microsoft and map developer Shoothill hopes to make Birmingham

    England's first "intelligentcity" by creating an integrated, fully digitised transport

    network.The Council will be trialling a 'digital assistant' offering

    live information ontraffic flows and car parking either online or to any mobile

    device enabled to receive

    GPS (global positioning system).Birmingham also uses digital maps in its contact centres, where

    staff can pinpointthe caller's property on a map and quickly bring up information

    relevant to thatlocation

    **10. Berners-Lee to Advise the Government on Using Data**The Prime Minister has announced [1](Full Press Release) the

    appointment of theman credited with inventing the World Wide Web, Sir Tim Berners-

    Lee as expert adviser

    on public information delivery. The announcement was part of astatement on constitutionalreform made in the House of Commons on Thursday 11th June.

    He will head a panel of experts who will advise the Minister for

    the Cabinet Office

    on how government can best use the internet to make non-personalpublic data aswidely available as possible.

    He will oversee the work to create a single online point of

    access for governmentheld public data and develop proposals to extend access to data

    from the wider publicsector, including selecting and implementing common standards.

    He will also helpdrive the use of the internet to improve government consultation

    processes.The panel will work closely with the recently-appointed Director

    for Digital Engagementand other officials in the Cabinet Office, the Office for Public

    Sector Information,and the Technology Strategy Board.

    **11. VOA Data**The VOA match to the NLPG is progressing extremely well. The

    current match ratesare 98.89% for Council Tax and 73.1% for Non-Domestic Rates -

    the highest they haveever been. There is now only 1 local authority with a VOA

    Council Tax match rateof less than 90% The total unmatched figure (for both CTAX and

    NDR) is now lessthan 750,000 with the amount of CTAX records at just over

    265,000 and NDR just over480,000.

    All English Local Authorities now have a regional CTAX average

    above 98% with sixregions over 99% (Yorkshire and Humberside, North East, West

    Midlands, North West,South East and East Midlands).

    **12. Validation for the CORE Project**

    This service is aimed at local authorities who have finishedmatching their Registerof Electors to the Local Land and Property Gazetteer (LLPG) and

    wish to check thevalidity of their work.

    It analyses matches between your Register of Electors (RoE) and

    the National Landand Property Gazetteer (NLPG), and, amongst other tests, will:

    check that all UPRNs that are matched to RoE records exist inthe NLPG;check whether any of the UPRNs relate to properties classified

    as non-residential;check whether any of the UPRNs relate to properties that are

    historic or rejected;check whether there are any UPRNs that are duplicated in the RoE

    data;check whether any of the UPRNs are located outside the local

    authority area or donot exist in the NLPG;

    check whether any of the ELR xrefs are duplicated.Apart from giving authorities this feedback IA is interested in

    the results to assesswhether there are any changes that should be considered to help

    the data standardisationprocess, particularly in the matching of data and the resolution

    of issues. Thefindings will be shared with the MoJ.

    the Register of Electors unique reference and the NLPG UPRN thatis matched to thatunique reference. The file can also include the address elements

    **13. CORE Data Matching**Intelligent Addressing (IA) is helping EROs in many Local

    Authorities to bring theirelectoral data up to the required standard. This involves a

    five-stage process which:checks data integrityconverts it to BS7666 format

    matches it to the NLPGprovides a detailed report suggesting how each authority should

    proceedreturns anomalies that must be resolved at the local level.

    The IA Special Projects Team has now received 134 files, with

    four more expectednow that the European elections are over, and has returnedreports on 132 of themusing IA's combined software and manual matching processes. Over

    8 million recordshave been processed with an average match rate of 97.38%. Any

    local authoritiesinterested in using IA for their CORE data matching should

    **14. We Are Not Alone! Germany has Similar Problems withAddresses**A German member of the PSI Alliance (lobbying for access to PSI

    in Europe) has sentus an article from "Der Tagesspiegel" about address issues in

    Berlin. There aremany similarities to the system in this country but they also

    have inconsistenciesas explained by Berlin's equivalent of our Street Naming and

    Numbering Officer.[N.b. it seems that our addressing system came about as a

    result of the Great Fireof London in 1666 - is this correct?] He also includes a quote

    from Mark Twainon addresses: "which idiot thought of the system"!! Many of us

    will have had similarfrustrations - which is why the NLPG, based on UPRNs, is the

    rigorous 21st century

    solution! Some examples from Berlin included in the article are[apologies forthe picture quality]...

    Gazetteer (LLPG),monitoring the Local Development Framework (LDF) and developing

    spatial analysis

    through Geographic Information Systems (GIS). An opportunity hasarisen for a multi-skilledindividual to contribute to the delivery of these service areas.

    The candidate willprimarily be responsible for further developing and implementing

    the Street Namingand Numbering Service, but will also contribute to the

    development of the monitoringframework for the LDF through the use of GIS and other

    IA has recently welcomed two new IT team members. Don Sasikumar(left) has joinedIA as a Java Systems Developer and is working on several web

    services projects.Sweta Chandak (right) has joined IA as a Java Web Developer.

    allow submission inthe new DTF7.1 Format. We obviously encourage everybody to

    **2. NSG Downloaders**We are seeing an increasing number of utilities and MSA

    downloaders using the dataeach month. It is now possible to download data in both DTF7.1

    and NSG CSV formats.(NSG CSV available until 1st April 2010) and already we are

    seeing a take up ofthe new DTF7.1 files by utilities.

    Data initially converted from NSG CSV to DTF 7.1 by Intelligent

    Addressing willnot be available for authorities to download in July. If you

    would like a copy ofthis data to see what potential errors may occur when you

    upgrade your system toDTF 7.1 please contact the NSG Helpdesk

    **3. Eton 5**We encourage all Authorities to update their OD files on the NSG

    hub when changesare made. OD files should be checked with current data. If you

    are unable to submitcurrent data but would like to publish a new version of the EToN

    file the NSG hubcan do this under exceptional circumstances. In the first

    **4. Common Errors due to new Compliance Checks with DTf7.1Submissions**We would like to highlight some of the key changes in the DTF7.1

    Type 15 record mandatoryTown name mandatory for Type 1 and 2 streetsLocality and Towns cannot be the sameIf a locality is included then there must be town nameLanguage field mandatory

    Welsh Authorities now have two distinct records in Type 15 (ENGand CYM)Latest versions only - always set to 1 (ESUs and Streets)Type 1 and 2 streets cannot be cross referenced to other Type 1

    and 2 streetsType 3 streets cannot be cross referenced to other type 3

    streetsRecord types for ASD have changed61 (Mandatory),62 (Mandatory),

    63 (optional),64 (optional),65 (optional)Whole road interest records.Cannot have two interest record 1 on the same whole roadNew checks on whole road and part road records to prevent

    duplication of noticesAll roads should have an interest record of 1 or be in the

    temporarily suspended.The health checks are currently being rewritten to conform to
