    [General]**1. IA Seeks OPSI Report Clarification**Intelligent Addressing (IA) is still awaiting clarification from

    OPSI on aspectsof the Complaint that we submitted. Once a full response has

    been received a decisionwill be made as to what further action should be taken to secure

    what we consider

    to be fair and reasonable licensing terms from Ordnance Surveyfor the NLPG.

    In the meantime, the Government has at last responded to the OFTMarket Study onthe Commercial Use of Public Sector Information. The response

    seems less than enthusiasticalthough, when taken together with the Cabinet Offices

    response to the report

    produced by the Prime Ministers Strategy Unit, [1]ThePower of Information?, authored by Ed Mayo and Tom Steinberg, the recommendation that

    the advantagesand disadvantages of the commercial approach taken by Trading

    Funds should be properlyexamined in a wider context has been accepted. This is something

    which IA has beenpressing for since 2002.

    **2. NSAI Dropped by DCLG**In a [1]Statement by Communities and Local Government on 1 June

    2007 the

    Department said it had.. "been considering its role in theproposed National Spatial

    Address Infrastructure. During last year it consulted governmentdepartments on

    the

    core specification for addressing and continued to discuss thiswith Ordnance Survey

    and the Improvement and Development Agency (IDeA).The Department noted that there had been continued to be

    improvements in the main

    address products produced by the Ordnance Survey and the IDeAand expected thisto

    continue. It also noted that, although there were stillchallenges posed by

    addressing, local authorities were able to deliver efficienciesand government

    departments are able to deliver their business without the NSAI.On balance,

    considering the competing demands on departmental resources, ithas concluded that

    it should not carry out any further work on the NSAI at thistime.

    In the meantime we will continue to encourage Ordnance Surveyand IDeA to further

    their improvements, and would support new initiatives to improveaddressing

    infrastructure that might arise through the TransformationalGovernment agenda."

    **3. PSI Remains Underexploited!**The European Commission published the keynote [1]address made by

    Horst Forster atthe International Symposium

    devoted to PSI held in Potsdam 4th and 5th June 2007.

    The address titled Public Sector Information: A Motor for growthand Employment

    outlined how the re-use of PSI within Europe would boosteconomic growth if the

    conditions are right. The address reviewed the impact of the PSIDirective to date

    and outlined the actions the EC was taking in the run up to the

    review of the PSI

    Directive in 2008. The presentation touched on MEPSIR, CUPI,OPSI, ePSIplus, INSPIRE

    amongst other items.

    **4. NLPG Website and Data Developments**A new NLPG website is being developed by IA, together with a

    number of secure web

    services which takes the NLPG a step further in its vision ofproviding the

    definitive and most up-to-date addressing service for Englandand Wales.

    The new website will act as a gateway to a range of new secureservices availableto

    MSA participants; the first of the new services have workingtitles of: NLPG

    Search?, and NLPG Advance?. As well as having a mucheasier to use interfacethe

    website will provide access to the full range of available NLPGrelated information.

    The website will also provide particular support to localauthority LLPG Custodians

    and Street Naming and Numbering (SNN) Officers those withinlocal authoritieswho

    are responsible for the definitive street naming and numberingof roads, buildings

    and property.

    NLPG Search?

    The new NLPG Search? service will feature a Googletype? single searchbox with a

    variety of display and download options. The search enginedeveloped behind the

    NLPG Search? service will form the basis for the laterdevelopment of an NLPG

    Search? web based service enabling users of NLPG data toseamlessly integrate

    searches of the NLPG. As well as launching this revised NLPGSearch? service,

    there are also plans to introduce a new NSG Search?service.

    NLPG Advance?

    NLPG Advance? will offer a new range of services, based onnew data, beingset up

    to allow SNN Officers to collate and distribute information on

    new and recently

    changed buildings and property via the NLPG hub. Options willalso enable SNN

    Officers to create and maintain their own distribution lists.

    The next development will be a facility for all MSA participants

    and Custodiansbut

    primarily the increasing number of Receiving Authorities, such

    as the Police and

    Fire Authorities and the County Councils. This will enablecandidate? properties

    and general feedback to be sent to the NLPG hub for distributionto the relevant

    Creating Authority.

    More information on all of these new services will be providedin future Ezines,and

    following further consultation.

    NLPG:2006?

    NLPG:2006? is the name given to the NLPG hub that managesNLPG data that isbased

    on the updated version of BS7666 Parts 1 and 2. In order tohelp LLPG Custodians

    produce a consistent set of LLPGs that are compliant to theupdated British

    Standard, an "LLPG and SN&N Data Entry Data Entry Conventionsand Best Practicefor

    the NLPG" document was made available to all LLPG Custodians inNovember of last

    year.

    This document brings together a set of conventions and bestpractice to integrate

    the important functions of SNN and LLPG maintenance within localgovernment.The overall aim of the new data entry conventions document is to

    help LLPG

    Custodians produce a consistent set of LLPGs, which feed intothe NLPG to facilitate

    joined up working and the sharing of data across boundaries andorganisations. All

    authorities should be producing LLPGs consistent to BS7666:2006from 1st October

    2007.In the run-up to October 2007, some authorities will be

    maintaining BS7666:2000

    compliant LLPGs and some will be working to the new BS7666:2006guidelines. In order

    to distinguish between the 2 versions and to underline adherenceto the latest

    version of the national standard, the hub for the latter

    national dataset gazetteer

    will be described as NLPG:2006. From 1st October 2007, when itis anticipated that

    all LLPGs will be BS7666:2006 compliant, the national datasetwill revert to be

    described as the NLPG.

    **5. AGI INSPIRE Working Group Formed**The AGI has announced the formation of an [1]INSPIRE Working

    Group. At an inaugural

    meeting on the 18th

    June the group was formally established with Robin Waters,independent consultant

    and European GI columnist, appointed as Chairman. It representsa broad and balanced

    range of organisations including those from local government,

    central governmentand

    commerce.

    The INSPIRE Directive aims to set up a European Spatial DataInfrastructure to

    enable users to identify and access spatial or geographicalinformation from a wide

    range of sources. A long term programme, INSPIRE came into forceon the 15th May

    2007. EU Member States now have a two year period to transposethe Directive into

    national law as well as to contribute to the Implementing Rules.The AGI is

    registered with the European Commission as a Spatial DataInterest Community (SDIC)

    and is committed to proactively supporting UK participation inall relevant INSPIRE

    processes.

    **6. Further Guidelines for BS7666 Published**Further Guidelines for BS7666:2006 Spatial datasets for

    geographical referencing

    have been published. These cover:Creating a street gazetteer;Creating a land and property gazetteer;

    The [1]Guidelines complement the Standard (copies of

    which may be purchased from AGI), with more detailed explanationof the contentand

    a general approach to creation of gazetteers. They are notspecific to any

    particular implementation and LLPG and LSG Custodians shouldalways refer to the

    appropriate NLPG/NSG guidance from I&DeA when compiling andmaintaining their

    gazetteers.

    **7. LOCUS Considers the CUPI and The Power of InformationReports**The UK LOCUS Association June seminar was held on Monday 18th

    June 2007 in central

    London. The meeting considered The Trading Fund Model and thePSI Market. LOCUS

    Chair Michael Nicholson welcomed the speakers and the delegatesbriefly mentioning

    the LOCUS Manifesto and the LOCUS members present at the meeting

    outline the topic of the evening and introduce the threeknowledgeable speakers:Antoinette Graves - Leader of the CUPI Team at the Office of

    Fair Trading (OFT);Mark Harper MP Conservative front bench spokesman on

    Defence;Mark Todd MP Labour Member of the Treasury Select Committeeand quoted as oneof

    the busiest MPs in the current Parliament.

    **8. Value of LLPGs Expounded at AGI**David Heyes, the chair of the regional chairs LLPG custodians

    group, represented

    Local Government at the recent AGI Address Geography event.Dave's [1]presentationhighlighted the importance for authorities tocompile their own address lists at source, using the LLPG, to

    underpin service

    delivery tocitizens and customers, rather than procure third parties

    address datasets. Davepresented first and set the tone for the rest of the day,

    stimulating much debate

    for definitive addressing.

    **9. NLPG Underpins Award Winning Warwickshire Direct ServiceDelivery Project**The Warwickshire Direct Partnership (WDP) which uses the NLPG to

    underpin its

    innovative CRM system, recently won the 'Shared Services' Awardfor e-Government

    excellence. The CRM will migrate nearly 100 different boroughand district services

    it would be impossible to link all the different services that

    the WDP CRM now

    provides. Indeed the whole concept of a countywide CRM wouldhave been impossible

    without accurate and reliable addressing. Where collaborationcan be achieved over

    wider geographies, the efficiencies and savings that can be madeare substantial.

    The Warwickshire Direct Partnership is already seeing the

    benefits and its CRM is

    helping them deliver a commendably high level of service to itscitizens,' continued

    Nicholson.

    **10. e-Petition on the PMs Website**

    The petition to End the address dispute between LocalGovernment, Royal Mailand

    Ordnance has now moved into the top 400 petitions out of 7692with 463 signatories.

    **11. Recent Appointments at IA**Kate de Groot (left) has recently joined IA as

    Contracts Manager with responsibility for managing the MSA,having been workingas a

    consultant for IA helping to develop their business processes to

    support the

    requirements of the MSA.

    Kate brings extensive business experience in the GI industry and

    specific project,

    consultancy and management skills. Prior to joining Kate workedfreelance for

    several years in different areas of the GI industry on projectssuch as the BS7666

    Review, the Acacia Project and DNA-S. Before this she worked

    for Logica as aSenior Geographic Information

    consultant on various GI related projects and in the oilexploration industry, where

    she was responsible for the IT department supporting survey andcartography

    activities.

    After working part time for IA, since the launch of the company,James Neilson

    (right) has been appointed as a full time employee, as LocalAuthority Liaison

    Manager. In addition to his liaison role he hasresponsibilities for producingthe

    monthly Ezine.Prior to joining IA he worked as a consultant specialising in

    corporate and

    business-to-business public relations which followed a briefcareer as a journalist

    on provincial daily and trade newspapers.

    [NLPG]**1. Major IT Infrastructure Upgrade at IA**All ALOs and Custodians should be aware that over the weekend of

    July 13/14/15th,Intelligent

    Addressing will be making some changes to its IT infrastructure,which may requirethe attention of Authority IT Departments or their service

    providers. During theweekend a new NLPG website will go

    live, IA will move to a new ISP, and existing websites and theftp server will move

    to new IP addresses.

    FTP Server

    The ftp server will be moved to a new IP address(195.171.101.179) on the eveningof

    Friday 13th July, and will be available from the morning ofSaturday 14th. If you

    have outbound firewall restrictions you will need to allowaccess to this address.

    If you access the ftp server by hostname (ftp.nlpg.org.uk) youwill need to wait

    until the DNS record changes have propagated to your local DNSserver.

    **2. NLPG XML 7.4 Schema Released**After undergoing a consultation process with software suppliers

    and the local authoritycommunities, Intelligent Addressing has released the NLPG XML

    7.4 schema. Thisschema has been designed for the transfer and exchange of NLPG

    address information.

    The version of this XML schema is 7.4.3. This is the firstofficial release ofthe schema for development and implementation. The purpose of

    this release is toaid local authorities and software suppliers prepare to submit

    NLPG:2006 updatesto the NLPG hub in XML format. The NLPG hub will be ready to

    **3. NLPG Developments & The Provision of Data to the VOA**

    A recent statement released by the VOA said that the.." promptavailability of data

    about property changes, additions and addresses is a criticalfactor in the delivery

    of an efficient and effective service to our mutual customers,council taxpayersand

    ratepayers. Timely awareness of changes enables the ValuationOffice Agency (VOA)

    to compile and maintain up-to-date bandings and assessments forproperties in

    England and Wales.

    At a recent meeting with the VOA, Michael Nicholson (Intelligent

    Addressing) and

    Steve Brandwood (I&DeA) outlined how the NLPG's forthcoming"NLPG Advance" (seeitem

    above NLPG Website and Data Developments) initiative isdesigned to

    distribute new property address information from all Local Land

    and Property

    Gazetteers. The VOA is excited about the possibility that NLPG

    Advance could assist

    in the local taxation process, and is looking forward to seeingexactly what andhow

    this will be delivered. Once these details are clearer, the VOAwill be considering

    the customer benefits and business implications.The availability of data from Local Authorities, assisted by the

    NLPG Advance

    initiative, may be able to assist the VOA in achieving it's

    targets to further

    reduce the turnaround time of council tax and business ratesreports. The benefits

    will be realised by both billing authorities, the VOA and theirmutual customer,the

    taxpayer. Also, the early estimation of bands and rateable

    values (increasinglyin

    advance of a building being actually completed) will enablebilling authoritiesto

    project their revenues more accurately and reduce or dispel theneed to set up

    additional repayment schemes. Council taxpayers and ratepayers

    will receive their

    bills more quickly when they move in or following alterationsenabling them to

    budget with more certainty and providing them with a longerperiod of time to pay

    their bills.

    NLPG Advance will be launched shortly and the VOA looks forward

    to an early testing

    of the initial data feed. The VOA are optimistic that NLPGAdvance could proveto

    be a valuable source of data, however, we still believe that itis paramount that

    billing authorities continue to maintain and develop theircurrent methods of data

    provision for both new and altered properties whilst theeffectiveness of NLPG

    Advance is proved and implemented. We appreciate the work thatmany billing

    authorities are doing in that respect.NLPG Advance will provide address data as supplied by the LLPG.

    It is importantto

    remember that whilst the NLPG hold the Local Authority's

    version of the address,it

    is accepted by all parties that the address used by the VOA maydiffer slightlydue

    to the structure of the VOA database pre-dating the introductionof the British

    Standard. The use of the UPRN allows the LLPG / NLPG to linkthe Local Authority

    and VOA addresses, and it is this linking that is the key toconsistency."

    **4. Transitioning to NLPG:2006 a Custodians Story**Stevenage Borough Council is one of the first authorities to

    successfully manage

    the

    transition to NLPG:2006. Greg Arends, the LLPG Custodian

    explains how he managedthe

    migration and how straightforward many of the issues were tohandle.

    As a small authority with a small LLPG, with just me workingon it part-timeit has

    been important to target only the issues preventing us fromupgrading. Preparation

    for the upgrade fell into two parts: data cleansing, andinclusion of new objects.

    For data cleansing I used a Business Object report to producea list of all RPA>2

    that werent street BLPUs; for the inclusion of new objectsIve found it helpfulto

    go through the data entry conventions ticking off each part asit was done.

    It also paid to ask around for data; for example, lookingthrough Property TypesI

    came to petrol stations; it took only 10 minutes to get acomplete list from

    Environmental Health as they register them for Part B pollutioncontrol.

    The upgrade to NLPG:2006 proved straightforward as we are notyet fully integrated

    with other systems, so database changes werent a problem.Aligned Assets offered

    various options at upgrade so by including up-to-date CouncilTax cross-references

    in the LLPG they were able to classify all the residentialBLPUs.

    It just goes to show the importance of doing the VOA

    matching! There are stilla

    couple of niggles with iManage although the systems very

    usable and this new

    version has made the rather dry DTF specification come alive onscreen.?

    **5. LLPG Workshop**IA will be running an LLPG workshop on Wednesday 8th August in

    London. Topics

    covered will include NLPG:2006, migration to DTF7.3, and thevarious services

    Authorities will be implementing over the next couple of months- see item above

    NLPG Website and Data Developments). The workshops will beparticularly relevant

    to recently appointed LLPG Custodians and their teams and SNNOfficers. The

    workshops will be charged at 190 plus VAT per delegate. Thisis the standard price

    as dictated by the Mapping Services Agreement.

    [NSG]**1. Improving the NSG**

    The NSG Technical Working Party has completed the first draft ofthe guidance and

    conventions document. The document has been through the firstround of consultation

    with the LSG Custodians with positive remarks from mostrespondents.

    Following minor changes and clarification of a small number ofissues from the

    **2. May LSG Updates**Once again all 172 updated LSG extracts were received at the

    hub, and the Gazetteer

    was published on time at midday on June 14th 2007.

    The NSG Custodian would once again like to thank all LSGCustodians that contributed

    to another full update of the NSG.

    Only 4 custodians failed to submit level 3 data this time roundand with more

    streets and ASD records than any other previous submission. TheMay period has

    turned into another successful month for the NSG.!
