    [General]**1. CORE Standards become Statutory Obligation**

    The Ministry of Justice (MoJ) requires that all ElectoralRegisters comply with

    the new Electoral Registration Data Standards by December 1st2009. This is a

    new legislative requirement and failure to comply leaves the EROopen to criminal

    sanction.

    In addition to specific naming standards the address elementmust be held and maintained

    in the BS7666:2006 Standard with a valid UPRN included againstevery entry; this

    should be sourced from the LLPG or the NLPG for out of areadata.

    The MoJ is currently considering how it may quality assure the

    data on individualregisters. As part of their implementation local authorities

    should seek confirmationand evidence from suppliers that their systems are compliant.

    The process requires input from all LLPG custodians who need tomeet with their

    ERO to plan out how the process is going to be implemented intheir authority

    **2. IA Match 1st Million CORE Records**Following the MoJ's recent distribution of guidelines for theCORE project IA are

    well on the way to converting and matching the first 1 millionrecords for a number

    of Urban, Rural, and Inner City districts. Data from Strand,Pickwick and Xpress

    has all been processed.

    The average match rate has been just over 95%. IA is urgingauthorities to send

    the data in now rather than wait until the software vendors havedeveloped theirBS7666 compliant packages, as this will enable them to resolve

    any outstanding issueswith their LLPG Custodians before populating the software when

    it is successfullyinstalled. IA will hold the data, and maintain it until such

    time as the authorityrequires. It will then be returned in whatever format the

    Authority wishes.

    Each authority using IA will receive a detailed report coveringthe data input,

    processing and output, as well as observations on the LLPG and asection on next

    actions to be taken.

    IA will begin the "cleaning and matching" exercise on receipt ofa purchase order

    for 1,806.00+VAT, and the data, which can be sent to adedicated CORE FTP site

    (login details will be forwarded to authorities taking up the IAService).

    **3. CORE Access to NLPG Search Site**All managers of Electoral Registers are able to access the

    [1]NLPG Search Site providingthey submit their request through their authority's ALO

    (Authority Liaison Officer)who is responsible for ensuring that the users are covered by

    the appropriate licences.Those interested in accessing the NLPG search website should asktheir ALO to email

    email and postal address for the individual concerned.

    **4. Local Authority Business Transformation Saves up to 13

    million**IMS Executive undertook a [1]Survey to assess how differentlybusiness transformation

    was being applied from one local authority to another.

    The research highlighted annual cost savings between 500,000 to13 million achieved

    through smart procurement and service redesign aimed atbenefiting those who pay

    council tax.

    With a very high response of 20% to the IMS Executive Survey,the research has delivered

    a comprehensive and in-depth picture, including several notablecase studies of

    business transformation in the public sector.

    Meanwhile, Glyn Evans, Birmingham City Council's chiefinformation officer, said,

    at the Sapphire 2008 conference in Berlin, that he wasfrustrated by how long it

    transformational governmentproject in the UK. Their project is made up of nine separate

    programmes, each aimingto bring efficiency to a different department. Two key

    programmes include the CorporateServices Transformation, which aims to rebuild the council's

    back office, and CustomerFirst, which aims to create a single point of contact forcustomers using council

    services.

    **5. NLPG NSG Exemplar Awards - October 16th 2008**

    The 2008 NLPG and NSG Exemplar Awards, to be held at theInternational ConventionCentre, in Birmingham on October 16th 2008, will recognise the

    outstanding servicedelivery, effort, commitment and innovation by local

    authorities, fire and policein the creation, maintenance and utilisation of the National

    Land & Property Gazetteer(NLPG) and National Street Gazetteer (NSG).

    The Awards brochure for the 2008 NLPG NSG Exemplar Awards has

    been mailed to Custodiansand ALOs this week. The Award categories are:

    **6. NLPG NSG Annual Conference**The Underpinning Transformational Government conference is the

    biggest event of

    the NLPG NSG calendar and is a great opportunity for custodiansand ALOs to networkwith the target audience for the 2008 event which includes:

    heads of service, policy,ICT and eGovernment in local authorities, directors and managers

    of highways, landand property professionals, GIS specialists, electoral

    registration officers, streetnaming and numbering officers, managers and practitioners from

    the emergency servicesand national parks authorities.

    The 2008 Exemplar Awards will be presented during theconference.

    The conference is free to all signatories of the MappingServices Agreement. The

    2007 conference attracted over 200 attendees from 94 differentlocal authorities,

    police and the fire services. [1]Registration is now open.

    **7. EURADIN**Intelligent Addressing is involved with a European project,

    EURADIN (European AddressesInfrastructure) which aims at constituting a Best Practice

    Network to promote theharmonisation of European Addresses. The emphasis will be put indefining how access

    to existing address data should be made to ensure theinteroperability of existing

    address data and working out a strategy on how to build upaccess services to national

    or regional addresses infrastructures.

    The project main result will be the proposal for the EuropeanAddress Infrastructure

    and the implementation, testing, and validation of a pilotEuropean Address Infrastructure.The results shall be used as a reference for all European Member

    States to fulfilthe INSPIRE recommendations with respect to addresses.

    **8. A Collection of Information on Address Standards**The proceedings from the ISO Workshop on Address Standards -

    Considering the issuesrelated to an international address standard have now been

    published, together witha collection of information on address standards. These can be

    **9. Scots Go Online for the Census**The General Register Office for Scotland has awarded a 18.5m

    contract to processthe 2011 census, including an option for online questionnaires

    passcodes, allowingsecure access to a website for those who wish to fill it out

    online. CACI, whichwon the contract, will help develop the website for the census,

    as well as the printedquestionnaires and systems for automated data capture of

    handwriting. The firm willcarry out the data capture and coding in Scotland, with

    government statisticiansanalysing the results.

    Scotland will carry out a voluntary census rehearsal on March29th 2009 in West

    Edinburgh, Lewis and Harris, to test the new technology. Thisshould indicate likely

    demand for the online version.

    **10. Enfield Seeks GIS Mapping Officer**

    Permanent contract. 36 hours per week. Salary (Scale 5)20,595- 22,428 inc.of London weighting.

    An exciting job opportunity has arisen in the GIS (Geographical

    Information Systems)Team to carry out the role of GIS Mapping Officer. The team is

    responsible for managingthe Councils Corporate GIS datasets and maintaining the Local

    Street and PropertyGazetteer function.

    You will be responsible for carrying out the duties of a GISprofessional in the

    delivery, creation and maintenance of spatial data, you'll alsoresolve technical

    queries with data owners, deal with existing datasets andprovide ad-hoc mapping.

    This includes database management of the Corporate SpatialDatabase, ensuring the

    data held complies with the desired accuracy and metadatastandards. You will be

    converse in MapInfo Professional and other IT. Yourapplication must demonstrate

    experience of general office practices including the use of MSOffice software.

    [NLPG]**1. Candidate Record Conventions Group**

    The inaugural meeting of the Candidate Record Conventions Groupwas held on June

    10th. The group consists of LLPG Custodians and NLPG Data usersin the form of

    FRS representatives and is chaired by David Heyes, AddressManager at Wigan MBCand National Chair of LLPG Regional Custodians.

    The group reviewed the types of locations that are starting to

    arise from increaseduse of NLPG in the fire and rescue services and whether certain

    property types werein the scope of current NLPG guidance.

    The group is due to meet again shortly to review some research

    undertaken on complexmulti-occupied commercial and industrial premises, military andsecurity establishments

    and land parcels.

    For those LLPG Custodians that utilise their own in-house LLPGsoftware please note

    that a technical specification for the transfer of candidaterecords has been made

    available on the [1]NLPG website. In order to receive candidaterecords via the

    NLPG your systems will need to be able to receive data in thisformat. For all

    other custodians using proprietary software, all vendors havebeen sent this specification

    and are currently reviewing their products with an aim forOctober 2008 for implementation.

    **2. New Unitary Councils**From April 1st 2009 it is planned that 9 new Unitary councils

    will be formalisedfrom existing two-tier councils across England. IDeA has

    already begun a project

    to understand how each of the new councils will be administeredand more specifically

    the arrangements for the onward maintenance of LLPGs and LSGswithin these new areas.

    A working group has been formed to discuss the options for aseamless data migration.

    [NSG]**1. NSG Usernames and Passwords**

    Intelligent Addressing have increased the security requirementson accessing the

    NSG website. Users now need a minimum 8 character username anda minimum 8 character

    alphanumeric password. The password must contain at least one

    uppercase characterand four digits.

    A small number of NSG users, who created usernames and passwordsnot meeting the

    above standard of security, will not be able to update theirlogin details when

    their current password expires. If you are experiencingproblems please contact

    7747 3502) and they will change the username and password asnecessary.

    **2. NSG Publications**Following the move to TMA 2004 approximately 70 custodians are

    updating the LSGand ASD to the National Hub on a monthly basis. Many other

    authorities are stillexperiencing software and procedural problems that are

    preventing them from makingmonthly submissions.

    All custodians are reminded that it is an MSA contractual

    obligation and statutoryobligation to update their LSG and ASD every month.
