RISHIKESH With India introducing electronic visa for 150 nations and other steps, government is confident that the country to become a popular destination for tourists and investors, an official today said. Tourism promotion is at the center of Narendra Modi Government's scheme of things and it has taken a number of steps, including Smart City and Make in India, which reflect this commitment, Tourism secretary Lalit K Panwar said. "Over 1.5 lakh people from 150 countries includ- ing China were issued online electronic travel visas by the Centre in the last seven months which is something never done by any previous government. "This shows how keen the government is to attract people to India, see things for themselves and invest here. The ambitious Smart City project is also a step in that direction," Mr Panwar told PTI. "Given the present situation of my withdrawal, theneed for my appearance before the committee does notarise," she said in an email to the Internal ComplaintsCommittee's (ICC) chairman.

The complainant, a research scholar at the college hadwithdrawn her complaint from the ICC on June 21claiming that she has lost faith in the committee's pro-ceedings. The HRD ministry, however, had instructedthe college to expedite the probe, and she was asked toappear before the ICC.

The research scholar had approached police on June19 alleging that she was molested by Satish Kumar, anassistant professor in college's Chemistry Department.She had also accused college Principal Valson Thampuof "shielding" the accused when the matter was report-ed to the ICC.

Taking cognisance of the controversy, DelhiCommission of Women had also written to the collegeseeking an action taken report.

The accused, who was also the Bursar of the collegewas last week denied anticipatory bail by a Delhi Courtin connection with the case, following which he hadresigned from the post.

Ban on farming along Yamuna:Farmers approach Green TribunalNEW DELHI

A farmers' body on Wednesday approached theNational Green Tribunal against the demolition drive ontheir farms carried out by DDA in pursuance to thegreen panel's ban order on cultivation of edible crop onfloodplains of Yamuna here. The Delhi DevelopmentAuthority (DDA) had on June 16 demolished huts andrazed farms spread over 20 acres in order to clear thebanks of Yamuna of unauthorized settlements andfarms. A bench headed by NGT Chairperson JusticeSwatanter Kumar, which refused to pass any direction,asked Delhi Peasants Multipurpose Society to get thecrops tested in the laboratory in order to check the levelof contamination in the produce.

"Can you dispute the fact that Yamuna is highly pol-luted. Why should we permit you to save the agricultur-al produce. We cannot put the health of people at stakefor your monetary gains," the bench said while postingthe matter for next hearing on July 14.

The farmers society has sought modification ofJanuary 13 order of the Tribunal by which it had prohib-ited cultivation of edible crop on the floodplains ofYamuna here, saying the vegetables grown there were"highly contaminated" and their consumption couldlead to cancer. It also seeks permission to allow themembers of the society to continue farming activities inYamuna as "it is source of livelihood for about 10,000families". The farmer society has contended that they donot use polluted water from Yamuna for cultivation ofcrops and instead use fresh water extracted out ofborewells for irrigation purposes.

the High Court that they havequashed the show cause noticesagainst city police Commissioner andothers, issued by Delhi Assembly'sPrivileges Committee on MLAJarnail Singh's complaint allegingbreach of privilege.

Justice V P Vaish was informedthrough the counsel of the law-mak-ing body that since the reply wasfiled in pursuance to the notice, "wehave no grievance against the Delhipolice Commissioner and other offi-cials."

"The notice only demanded replyfrom the Commissioner of Police(Delhi). Once he filed the response,which was very much satisfactory,we have dropped the proceedings on

June 4, 2015," Delhi government'sstanding counsel Naushad AhmadKhan, appearing for Delhi VidhanSabha, said.

The court, however, asked thecounsel to file an affidavit regardinghis submission before July 8.

The court on May 5 had soughtresponse of Delhi Assembly, itsPrivileges Committee and JarnailSingh on a plea filed by theCommissioner of Police, DeputyCommissioner of Police (WestDistrict) and Station House Officer(SHO) of Tilak Nagar who wererecipients of show cause notices onthe MLA's complaint. It had stayedthe notice till today.

Additional Solicitor GeneralSanjay Jain, appearing for the Delhipolice Commissioner, however, said

that even though the notice wasquashed, the same was illegal andmisconceived.

The Privileges Committee had onMay 22 issued show cause notices onSingh's plea that the police officialscommitted breach of privilege byclaiming he was absconding, after anFIR was lodged against him forallegedly interfering with the duty ofan MCD engineer who was trying todemolish an alleged illegal construc-tion.

To this, ASG Jain, had contendedthat the allegations by Singh did notconstitute breach of privilege as suchstatements were allegedly made bythe police commissioner after an FIRwas registered against the MLA andadded that the investigation wasongoing.

SC Orders Compensation of Rs 1.8 crore toChennai Girl in Medical Negligence Case

has failed to prove thatfunds of over 19,000 croreallocated for various proj-ects have been properlyutilised, the governmentauditor has said.

The funds have beenallocated over the last 10years for various projects,but there are no "utilizationcertificates" -- which con-stitute proof of the moneyspent -- for it, said a reportby the Comptroller andAuditor General, orCAG.

"There were delays inobtaining utilisation cer-tificates from variousgrantee institutions," saidthe CAG. "Of 5,235 grantsamounting to Rs.26,434.30 crore given tillMarch 2013, 4,784 UCs(utilisation certificates)amounting to Rs.19,064.02 crore wereawaited from variousdepartments at the end ofMarch 2014."

Nearly half of this 4,784missing utilization certifi-cates, 2267 -- representingfunds worth Rs. 5,651.17

crore -- have been pendingfor over a decade, the CAGsaid.

The government cameunder criticism in otherareas as well. The underassessment and short levyof revenue was to the tuneof Rs. 905.66 crore in 2001cases during 2013-14, thereport said.

The performance in theeducation sector too, wasdismal, the report said,pointing out that in select-ed primary schools, theaverage attendancedecreased from 74% in2009-10 to 66% in 2013-14, the report said.

"There are several

instances were doctors arebeaten and manhandled.Have you (police andDelhi government) regis-tered any FIR on theissue," the court said,adding that "please getinstruction and comeback".

The court also issuednotice to Delhi governmentand Delhi PoliceCommissioner directingthem to file their reply,including detailing thesteps they have taken withregard to preventing suchattacks and the details ofthe FIR's, if any, beforeSeptember 9.

Medical services inDelhi were left crippled asover 15,000 resident doc-

tors from 20 governmenthospitals went on an indef-inite strike from June 22 topress for various demands,including heightened secu-rity for them in hospitals.The strike was called offtwo days later.

The court's directioncame during hearing of aPIL filed by IndianMedical Association(IMA)Delhi North-Zone, whichalleged that Delhi govern-ment and city police hadfailed to ensure safety andsecurity of life and proper-ty of doctors in the nation-al capital.

IMA's counsel ManavGupta also contended thatthe issue of the securityand safety of doctors, was

said that they have arrest-ed six people, includingthe main accused, in con-nection with lynching ofthe school principal fol-lowing the recovery of thebodies of two studentsfrom a ditch.

The principal, DevendraPrasad, was thrashed by amob in Nalanda onSunday and died while hewas being treated at thePatna Medical Collegeand Hospital (PMCH), thepolice said.

TV footage showed thatMr Prasad was merciless-ly beaten up with sticks bya mob who held him

Morena, Madhya Pradesh: The father ofNarendra Singh Tomar, an accused in thehigh-profile MPPEB scam who died onSaturday, demanded a Central Bureau ofInvestigation or CBI probe into the death.

Mr Tomar (29), a government veterinar-ian, had been arrested in February thisyear on the charge of helping a studentfrom Jhabua in cracking the 2009 Pre-Medical Test through fraudulent means.

His father Kailash Singh Tomar todaydemanded a CBI probe and alleged thatthe police officer Ajay Jain had demandedRs. 7 lakh from Narendra and on failure topay he was framed in the MPPEB scam

and tortured.Narendra's body was cremated at his

native place Parosa area in the districtamid police presence on Tuesday.

Narendra is the 24th accused in theMPPEB scam who died an unnaturaldeath.

The Vyapam case, which came to lightin 2013, is a massive admission andrecruitment scandal involving politicians,bureaucrats and middlemen. Severalpoliticians including former Educationminister Laxmikant Sharma, a host of offi-cials and scores of aspirants have beenarrested in the case.

Nilesh, a dancer by pro-fession, was arrested by the Pant NagarPolice on June 26 when he confessed hiscrime.

An officer from the Pant Nagar Policestation informed a leading daily thatNilesh had been raping the girl repeatedlyfor a month along with a friend. Theywould take the girl to public toilets orother isolated places and then rape her.

Reportedly, the girl’s teacher observedthat she had been behaving abnormally forsome time. When the teacher questionedher, she (teacher) found out that theteenager was being abused sexually bythree boys. She informed about the sameto the girl’s parents who then filed a com-plaint at the Pant Nagar Police station onJune 25.

The officer also informed that Nilesh’stwo broken front teeth served as a majorclue. So they called him in for question-ing. After a little probe, Nilesh confessedto the crime and was booked under IPCsections 376D (gang rape), 377 (unnaturaloffences) and 34 (acts done by several per-sons in furtherance of common intention).

Though the victim had accused threepeople, the Police have only been able toconfirm the involvement of two. WhileNilesh has already been arrested, the otheraccused is on the run and Police is huntingfor him.

LONDONJust weeks after India

banned Maggi instantnoodles, the UK food reg-ulator has declared thatthe product is safe anddoes not contain excesslead.

"The Food SafetyAgency can confirm thatresults from testing sam-ples of Maggi Noodles inthe UK have all found thatlevels of lead in the prod-uct is well within EU per-missible levels and wouldnot be a concern to con-sumers," the regulator saidin statement.

The agency said that itdecided to test Maggi noo-dles after India orderedmanufacturer Nestle topull thousands of packetsfrom stores.

Similarly, food regula-tors of other countriesincluding Australia andSingapore have cleared

samples of Maggi noodlesimported from India.

Earlier this week, theBombay High Court per-mitted Nestle to continueexporting the instant noo-dles to countries includingCanada and the UK. Inthe US, Nestle does notimport, market or distrib-ute Maggi noodles said.Any Maggi noodle prod-ucts in U.S. stores aresourced by retailers orimported through thirdparties.

The withdrawal anddestruction of thousandsof packets of Maggi inIndia cost Nestle 320crores or 45 million dol-lats, the manufacturersaid. Nestle withdrew allvarieties of Maggi noodleson June 5, hours beforethe India's food safetyauthority (FSSAI) bannedthe snack, ruling it "unsafeand hazardous".

The Indian Institutes of ManagementBill, placed for comments in thepublic domain until recently,

intends to bring the IIMs under an Act ofParliament. An IIM Act would enable theIIMs to confer degrees, instead of diplo-mas and fellowships. The leading IIMsare up in arms against the Bill. One won-ders what the fuss is all about.

The framework that the Bill intends forthe IIMs is more liberal than the IITs Act.For instance, the Bill intends only aCoordination Forum for the IIMs, unlikethe IIT Council which has powers of pol-icy-making and oversight. The IITs have ahigher standing globally than the IIMs.Admissions, curricula and faculty recruit-ment at the IITs have all remained freefrom government interference. If the IITAct has not cramped the IITs, why shouldwe believe that the proposed IIM Actwould erode the autonomy of IIMs?

The issue here is what the leading IIMsmean by autonomy. These IIMs have longtaken the position that what they need isnot just academic autonomy (which theyhave always had) but financial and opera-tional autonomy. Since the early 2000s,they have enjoyed financial autonomy aswell, meaning they are self-supporting.They now demand operational autonomy.

The expression ‘operational autonomy’,as used by the IIMs, is rather misleading.It’s not just the freedom to implementpolicies, as the expression would seem toconnote. It includes the framing of poli-cies, including those related to matters ofgovernance. The leading IIMs have longcontended that all appointments and deci-sions related to the institutes should beleft to their boards of governors.

They would like the chairperson, boardmembers (other than the governmentnominees) and the director to be all select-ed by the board. Faculty compensationtoo should be set by the board. The gov-ernment should have no say on the feestructure. Defining the powers andresponsibilities of the director should beleft to the board. And so on. The govern-ment’s role, these IIMs believe, should beconfined to setting broad objectives andensuring that these objectives are met.

The IITs do not have these privileges.

Nor were these privileges intended for theIIMs in the memorandum of associationunder which they are governed. In 2004,V.K. Shunglu, a former Comptroller andAuditor General, submitted a report onthe finances of the IIMs. In his report, heremarks caustically, “IIM (Ahmedabad)

continues to implicitly assume authority itarguably does not possess and explicitlyseeks autonomy and ownership whichdoes not emerge from the Articles ofAssociation.” Leaving aside the legalposition, how appropriate are the IIMs’demands? The question is best answeredby addressing three issues. What are theconditions, in general, for boards to beeffective? How are public universities inthe U.S. and elsewhere governed? Whathas been the track record of the leadingIIMs on matters of governance?

Boards do not become effective becausethey are composed of wise men andwomen who will offer sage counsel. Theyare effective when they are held toaccount. In the corporate world, threeconditions must be met for boards to beeffective. There must be competition inthe market, and large or dominantinvestors who monitor performanceclosely. The financial markets must beefficient. Even where these conditions aremet in large measure, boards are seen tobe not effective enough.

American universities

Universities in the U.S. may not be sub-ject to the discipline of financial marketsbut they certainly face fierce competition.There’s very little difference amongst thetop 20 universities or, for that matter,

amongst the top B-schools. Rankings andresearch output are closely monitored bythe various stakeholders. Alumni are bigdonors and often sit on the boards of uni-versities. As a result, boards are underpressure to deliver. Non-performing pres-idents and deans are shown the door.

The IIMs lack serious competition. Thepecking order amongst the IIMs them-selves has hardly changed over a verylong period. Board members, includingthe chairperson, come and go and have lit-tle stake in the institutions. IIM boardshave not set performance norms for direc-tors. Under these conditions, it’s unrealis-tic to expect that the boards can enforceaccountability. It’s important for the dom-inant stakeholder and promoter, namely,the Government of India, to keep a watch.This will require monitoring of decisions,not just outcomes. It will be especiallyrequired if the IIMs come to be coveredby an Act of Parliament as the govern-ment itself is accountable to Parliament.

Although American higher education isdominated by private, non-profit universi-ties, there are also State universities of thehighest quality. How are they governed?Well, California has one of the best Statesystems in higher education. The board ofgovernors at California — called theBoard of Regents — has 26 members, ofwhom seven (including the governor ofthe State) are ex-officio members. Thegovernor appoints 18 members. Theboard appoints one student as Regent. AtTexas, the nine-member board is likewiseappointed by the governor. These highlyregarded universities don’t bleat aboutany threat to their autonomy.

The functioning of the IIM boards itselfhas left much to be desired. In September2008, a committee headed by R.C.Bhargava made scathing observations onIIM boards. It said, “Board agendas arefilled with routine administrativeapproval requests…only rarely do boardsdiscuss strategy and prepare any long-term plans.” Even today, murmurings areheard in the IIM system about the per-functory nature of board meetings.

Shortcomings

The government has had to step in to fixserious shortcomings in governance in theIIM system. For decades, some of theIIMs had outsized boards with some 25members. The government had to per-suade the IIMs to prune their boards to amore compact number of around 15 (andeven this was construed as a threat toautonomy!). IIMA has not thought it nec-essary to change its statutory auditors for50 years; the IIM Bill now has a sensibleprovision for rotating the statutory auditorevery four years.

The IIMs have not had fixed tenures forboard members, something that onewould regard as a basic axiom of goodgovernance; the IIM Bill limits the termsof board members to a maximum of sixyears. In 2012, the five-person committeeconstituted by the IIMA board to select adirector did not have a single academic onit; it was composed entirely of peoplefrom the corporate world. The IIM Billwisely mandates a desirable compositionof the selection committee.

There has never been any threat to theautonomy of the IIMs. It’s the attempts ofsuccessive governments to inject a mod-icum of accountability that have beenconstrued as threats to autonomy. Thereare provisions in the IIM Bill that, per-haps, require discussion — for instance,the provision that states that all regula-tions made by the IIM boards require theprior approval of the government.However, the IIMs can hardly contest thebasic thrust of the Bill, namely, to put inplace transparent processes and clearnorms for accountability in the system.

Constant allegations of corrup-tion or impropriety havebecome the raucous template

of India’s political life. On manyoccasions these are not tenable orverified, and are hurled around onlyfor transient political mileage. Atother times, they are both serious andsubstantive, and need to be dealt within accordance with the law and thedemocratic conventions that mustguide public life.

The current maelstrom of bothfinancial wrongdoing and constitu-tional impropriety that has hit the rul-ing Bharatiya Janata Party (BJP)needs to be seen objectively, withouthysteria and the shrill tone of tele-vised debates. Such a calm approachis not what the BJP should expectfrom its opponents. During theUnited Progressive Alliance’s (UPA)rule, the BJP was nothing short ofobstreperous in pursuing its cam-paign against public immorality.Entire sessions of Parliament werestalled as it took its protest both to thestreets and to the highest temple ofdemocracy. Ms. Sushma Swaraj, thenLeader of the Opposition in the LokSabha, had said that “not allowingParliament to function is also a formof democracy, like any other form”.

Mr. Arun Jaitley, her counterpart inthe Rajya Sabha, and now the UnionFinance Minister in this government,had in an interview in August 2012,justified the disruption of Parliament.The problem in democracy is thatwhat you say in one context comesback to haunt you in another. Now,the BJP is at the receiving end, and itcan hardly expect the Opposition tobe particularly decorous, restrainedor forgiving.

A ‘humanitarian gesture’

Even so, the facts of the caseregarding Ms. Swaraj and theRajasthan Chief Minister,Vasundhara Raje, must be evaluatedobjectively. I have the highest per-sonal regard for Sushmaji. She is an

exceptionally competent Minister,and a person of principle and integri-ty. What made her then seek to helpLalit Modi’s request for travel docu-ments without consulting either herown Ministry, or the FinanceMinistry, or our High Commission inLondon? After all, the allegationsagainst Lalit Modi were not of aninsignificant nature. He was accusedof violations against both the ForeignExchange Management Act andPrevention of Money LaunderingAct. His passport stood revoked sinceMarch, 2011. The EnforcementDirectorate has sent not one but asmany as 15-16 show cause notices tohim. And, Mr. P. Chidambaram, theformer Union Finance Minister in theUPA, had, as per his own admission,written to his counterpart in theUnited Kingdom to send him back toIndia to face charges.

True, Mr. Modi’s request was in thecontext of the need for him to travelto Portugal to be with his wife beingoperated for cancer. It is also true thatthere was a personal friendshipbetween Mr. Lalit Modi and Ms.Swaraj, and that her husband, SwarajKaushal, and daughter, were part ofMr. Modi’s legal team. The jury isout on whether such a friendship nec-essarily constitutes conflict of inter-est. But, certainly, it does not providesufficient ground for her to dub herimpulsive action as a “humanitarian”gesture. The External AffairsMinister of a country is not allowedsuch “humanitarian” luxuries; nor dopersonal friendships matter when youhave to take decisions as part of thegovernment of which you are a cabi-net minister. Governments are a con-tinuum, and if a new party comes topower, it must take cognisance ofactions taken by its predecessor.Therefore, her decision to act unilat-erally, without consulting her owngovernment, and, in particular theFinance Minister, may not have beenmala fide but it was certainly inap-propriate.

Line of personal friendships

In the case of Ms. Raje, the issuesbecome more complex and evenmore serious. What is really inexcus-able is that she decided to sign astatement of support for Mr. Modi’scontinued stay in the U.K., with theexpress condition that her actionshould not come to the notice of herown government. At the time whenshe did this, she held a Constitutional

position as Leader of the Oppositionin Rajasthan, and had entered theAssembly with an oath to serve theConstitution.

Moreover, there is increasing evi-dence that her action may have beeninfluenced by what appears to berather dubious monetary investmentsworth several crores made by Mr.Modi in her son’s company, and thatshe herself could have been the bene-ficiary of such investments.Unfortunately, her case too showsclearly that personal friendships gotthe better of both morality and legal-ity.

Probity and foreign practices

Just as a matter of perspective, itcould be instructive to try and envis-age what would happen in similarmatters in other responsible democra-cies. Suppose, for a moment, that inthe U.K., the foreign minister, andanother politician of near equalimportance, had intervened directly

with India, behind the back of theirown government, to assist a personsought by their country for allegedlyserious economic offences, and proofof their clandestine interventionalong with evidence of conflict ofinterest and dubious financial trans-actions became public, would they beallowed to continue in office? Theanswer, most certainly, is a categori-

cal “no”, and, in all probability theywould resign themselves, as severalof them have indeed done in the pastfor far less aberrations. Much of ourparliamentary system is modelled onthe British model. If we can borrowthe hardware of our democracy fromour former colonisers, why can’t weemulate their practices as far as pub-lic probity is concerned?

The BJP’s attempt to brazen outthese charges is not going to be easy.First, to do so would be diametricallyopposite to the high moral groundMr. Narendra Modi took while cam-paigning for the last Lok Sabha elec-tion. At that time, with the scams inthe UPA II government as his target,all his speeches were full of thepromise of providing a clean andtransparent dispensation. “Nakhaoonga, na khane doonga [I willnot take bribes, nor will I allow any-body to do so”] was his high mindedassurance to the people of India who,trusting him, gave his party anabsolute majority. Now, if he reneges

on that promise, his personal credi-bility and the entire moral edifice ofhis campaign and one-year-old gov-ernment will collapse.

Second, it is unlikely that the polit-ical opposition will let him off thehook so easily. If no action is forth-coming against the erring Ministers,the monsoon session of Parliamentpromises to be a washout. A thoroughinvestigation is in order, and aSpecial Investigation Team (SIT)under a judge of the Supreme Courtneeds to probe the entire matter.

In the interim, the most dignifiedthing would be for both Ms. Swarajand Ms. Raje to voluntarily resign.Their mentor, and the seniormostleader of the BJP, L.K. Advani, hashinted that this would be the bestthing for them to do, citing his ownimmediate decision to resign whenthe Hawala scam broke. The BJPleadership should remember too, thatCongress leaders like Law MinisterAshwani Kumar and RailwayMinister Pawan Kumar Bansal hadbeen forced to resign underOpposition pressure on the basis of“public probity” even when nocharges had been proved againstthem.

Rumblings within

Third, Ms. Swaraj and Ms. Raje arenot the only problems the BJP is fac-ing. In Madhya Pradesh, ChiefMinister Shivraj Singh Chouhan isincreasingly facing the heat in theVyapam recruitment scam. InMaharashtra, Women and ChildWelfare Minister Pankaja Munde’spurchase order for Rs.206 crore in asingle day in February this yearthrough 24 government resolutionswithout inviting tenders has raisedserious questions of financial propri-ety. In Delhi, Union Minister forHuman Resource DevelopmentSmriti Irani’s several versions of hereducational qualifications in hersworn affidavit to the ElectionCommission, has been taken cogni-sance by a court of law. Mr. Kirti

Azad, a senior BJP MP has, mean-while, in June 2015, requested theDelhi police to file an FIR againstMr. Jaitley for alleged wrongdoingsin the Delhi and District CricketAssociation (DDCA). Indeed, affairsin the party are also far from happy.Mr. Advani has also spoken about thepossibility of an Emergency beingimposed again. Another senior partyleader, Mr. Yashwant Sinha, hasopenly castigated the party leadershipfor considering anyone over the ageof 75 to be brain-dead! Other influen-tial MPs like Mr. R.K. Singh fromBihar have surprisingly broken ranksand struck a discordant note over Ms.Swaraj and Ms. Raje extending helpto Mr. Lalit Modi. In several States,the BJP’s political barometer is farfrom being sanguine. The drubbing itreceived in the Delhi Assembly elec-tions, so soon after its massive victo-ry in the Lok Sabha election, is stillfresh. In Jammu and Kashmir, thealliance with the Jammu and KashmirPeoples Democratic Party is in dan-ger of running aground on its owncontradictions. And, in Bihar, there isvisible confusion as an entire host ofputative BJP leaders pull each otherdown in the race for who would bethe BJP chief ministerial candidate inthe forthcoming State elections.

In all of this, the silence of thePrime Minister is deafening. For aman who is known to tweet on themost inconsequential things, his stoicrefusal to comment on the goings-onin his own party, is most revealing. Inno other ethically functioning democ-racy would the head of the govern-ment keep silent on such matters.Tactics, strategy and expediency can-not become a substitute for publicaccountability. It appears that ourPrime Minister’s acclaimed elo-quence was much more in evidencewhen he was making the promise ofacche din, but now that the dream hasbegun to go sour, he has somehowlost his voice.

As financial markets worldwide tumbled overconcerns that Greece would default on its debtto the troika comprising the European

Commission, the European Central Bank and theInternational Monetary Fund, the people of Greece werebeing presented with a Hobson’s choice by its govern-ment led by the leftist party platform, Syriza. In themidst of intense negotiations with representatives of thetroika over rolling over debt payments, the Syriza gov-ernment sought to extend the deadline for payments inorder to allow it to put the conditionalities of the troikafor a bailout extension to a referendum vote. PrimeMinister Alexis Tsipras has denied that this referendum,scheduled for July 5, is on whether or not to continuewithin the eurozone; he says it is only on the acceptanceof the troika’s demands. But with the troika unrelentingon the June 30 deadline for repayment of debts to theIMF, and Greece being in no position to pay, the refer-endum could more or less be on remaining in the euro-zone. This presents a difficult choice for the people ofGreece. After all, the Syriza was voted to power inJanuary 2015 precisely on the promise of halting theprogramme of austerity imposed by creditors that hasresulted in a drastic contraction of Greece’s economyand increase in unemployment. Yet, the mandate wasalso for negotiations to remain within the eurozone asGreek voters had realised that the Grexit would meantoo much pain (at least in the near term) due to capitalflight, a run on the banks and other troubles in returningto the drachma as currency. Over the past five months,Syriza representatives, true to their mandate, havesought to alter Greece’s terms of engagement with itscreditors, seeking debt relief that would allow fiscalexpansionary policies to spur the economy. Yet, the troi-ka’s response has been to stonewall the proposals andinstead push Greece to further the austerity measures ithas pursued following the first major bailout in 2010 andanother in 2012. The troika’s reasoning is simple: toler-ating a Greek default would amount to sending signalsto other creditor-nations about similar leniency. Instead,the troika has merely offered a five-month extension ofGreece’s bailout programme with fresh funds but withpersisting austerity conditions. With barely a concessionto the Greek position, there remains a wide gap betweenthe Greek people’s expectations and the EU recommen-dations. With Greece already having to impose capitalcontrols and bank holidays to avoid further capital flight— measures that were supposed to be taken in the eventof an exit from the EU — it begs the question whetherthe Grexit is inevitable.

governance. M-governance doesn't stand for 'Modi

Governance'. It stands for 'Mobile gover-nance'. E-stands for Economically easy gover-

nance. Running around, getting papers signedetc will be a thing of the past. At times, a kid's school bag is heavier

than him. Now, the entire syllabus can be inthe palm of his hand. When the world witnessed the

Industrial revolution, we fell back becausewe were slaves. Now, we have the talent and time is on

our side. We must not fall behind on the ITrevolution. Cannot stand the fact that India's is the

second highest importer of electronic goods . We may overtake the US when it comes

to startups soon. Design in India is as important as Make

in India. Design in India can give the required

push to Digital India. The world is so worried about cyber

security. One click can change a lot of things. Now a 10th grader, 1000's of miles

away can hack your bank account. Want India to ensure to reduce depend-

ence on e-imports and launch Indian-madeelectronics and products. The day is not far when we can trans-

fer our documents into a digital godown. I dream of a digital India where high

speed digital highways unite the nation. I dream of a digital India where gov-

ernment is open and governance is transpar-ent. I dream of a digital India where tech-

nology ensures that government accountabil-ity is incorruptible. I dream of a digital India where quali-

ty education is accessible. I dream of a digital India where quali-

ty health care is for all. I dream of a digital India where farm-

ers are empowered with real time informa-tion. I dream of a digital India where where

cyber-security becomes an integral part ofnational security. I dream of a digital India where where

e-commerce drives the economy.

by 31 per cent in open defecation, a progresstermed as "moderate" by the report.

"The Southern Asia region, where the num-ber of open defecators is highest, has alsomade significant improvements. Bangladesh,Nepal and Pakistan have all achieved reduc-tions of more than 30 percentage points since1990," the report said.

"The 31 per cent reduction in open defeca-tion in India alone represents 394 millionpeople and significantly influences regionaland global estimates," it said.

The report, however, noted that in India,there has been very little change over the last20 years in reducing open defecation amongthe poor.

The report further said that India has "metits target" of increasing use of drinking waterresources to its population.

India was among the nine countries thatsucceeded in halving the proportion of thepopulation without improved drinking waterin both rural and urban areas.

The other countries are Belize, Egypt,Jordan, Mexico, Pakistan, Paraguay, Tunisiaand Uganda.

From 71 per cent in 1990, India now has 94per cent of its population with access todrinking water sources, the report said.

The report, however, warned that the lackof progress on sanitation globally threatens toundermine the child survival and health ben-efits from gains in access to safe drinkingwater.

"Until everyone has access to adequate san-itation facilities, the quality of water supplieswill be undermined and too many people willcontinue to die from water-borne and water-related diseases," said Maria Neira, Directorof the WHO Department of Public Health,Environmental and Social Determinants ofHealth.

Fast-growing Dubai, where something new is alwaysbeing added to the skyline, may have found a wayto make construction move even faster.

The Gulf commercial hub on Tuesday announced plansto add the world's first office building made using three-dimensional printer technology to its collection of eye-catching buildings.

Mohammed al-Gergawi, the United Arab Emirates'minister of Cabinet affairs, said the project is part of abroader effort by the seven-state federation to embracecutting-edge technology and make it a global hub forinnovation.

"This building will be a testimony to the efficiency andcreativity of 3D printing technology, which we believewill play a major role in reshaping construction anddesign sectors," he said in a statement.

The roughly 2,000 square-foot office building and fur-niture used inside will be printed out layer by layer froma mixture of reinforced concrete, gypsum and plasticusing a 20-foot tall 3D printer.

The project is a partnership with WinSun Global, aChinese company which has begun assembling housesand other buildings made using 3D printers, and architec-tural and engineering firms Gensler, ThorntonThomasetti, and Syska Hennessy.

The Emirati statement said 3D printing technology hasthe potential to cut building construction time and laborcosts by at least half, and reduce construction waste by 30

to 60 percent. It described the proposed Dubai office as "the most

advanced 3D-printed structure ever built at this scale" andthe first to be put into actual use.

No details on the time-frame or cost were made public.Officials plan to use the office as the temporary head-

quarters of a $136 million (roughly Rs. 865 crores)"Museum of the Future" announced earlier this year thatis expected to open in 2017.

Ajinkya Rahane Seeks MS Dhoni's Calmness, Virat Kohli's Aggression First, you begin with a goal; a goal of

representing your country as you goabout the rigours of domestic cricket.

And once you have done that you visualiseyourself at some point of time to lead yourside when you cross that boundary rope. Headheld high, donning the jersey with an addedpump on your chest and leading by example;all of them at one go are bound to give anycricketer a kind of high that he cannot put towords. India's latest entrant in the captain'scorner Ajinkya Rahane is experiencing thatkind of high at the moment. It's been barely36 hours since the young lad was named cap-tain of the ODI side for the Zimbabwe tourstarting in a week's time. He hasn't allowedthe latest feather in his cap to get into hishead. Instead, Rahane is focussed on leadingby example and excel in this new responsibil-ity. In an exclusive chat with bcci.tv, Rahanespeaks about the elation of captaining India inthe forthcoming tour of Zimbabwe as helooks for consistency in the 50-over format.

Excerpts from the interview

First of all, how excited are you to lead theODI side in Zimbabwe?

I am really excited about this. I would liketo thank BCCI and the selectors for giving methis opportunity. The decision of naming mecaptain did come as a surprise because I was-n't thinking about captaincy ever. I didn'tknow how to react when I heard the news. Icalled my parents and took their blessings andthey were happy. Once the news slowly beganto sink in, I became really confident of han-dling this new responsibility. I am sure thismove will take me forward and I will strive todo my best. It is a new challenge and respon-sibility in my career and I am looking forwardto it. I know my work ethics and I willachieve success step by step.

You have captained the Mumbai U-19 sidein the past. How was that experience?

That experience was really good. I cap-tained the Mumbai U-19 side in the CoochBehar trophy and the Ranji Trophy T20 team.I did a bit for the Mumbai ODI side too. Ilearnt a lot from those experiences eventhough I was just a year or two old in mydomestic career that time. Playing forMumbai and now captaining India, it all feelslike a dream. I know my abilities and I knowhow capable I am. I am looking forward tothis new role.

Growing up, did you ever feel you wouldcaptain the Indian ODI side one day?

I never thought about it. I normally like tobe in the present. But, every cricketer's dreamis playing for your country and captainingIndia is like the ultimate goal. I am reallyproud of myself at the moment and I am glad

that the BCCI and selectors found myselfworthy of being a captain of the side. I knowit is just for one series, but I am really happyat the moment. Being the captain will give me

a lot of confidence. I am looking forward toenjoying this new responsibility as a captainand as a player. Captaining India is huge andI am proud of this little achievement. I amhappy the way I have paced my career so farand I will continue to give my best from hereon. I am sure I will do my team proud.

Talking about the Zimbabwe tour, how dif-ficult & challenging will it be to lead a sidethat is without the services of the cream ofseniors?

It is a very good side that we have for theZimbabwe tour. These are guys who have hada good run in the domestic and IPL season.They have got their rewards for their consis-tent performances. Every player has playedtheir part towards their respective team's suc-cess. I am excited to lead this bunch of guysand looking forward to joining them reallysoon. As a captain I believe it is alwaysimportant to back your players and give themconfidence. I want to lead by example and bepositive at all times. It is a challenge to lead aside that doesn't have the services of the sen-iors, but every international tour is challeng-ing. We take every opposition seriously andZimbabwe is no different. My motive will beto give the guys the confidence to perform,speak to them and motivate each otherthroughout the tournament.

Over the years, you have played under var-ious captains - Rahul Dravid, MS Dhoni &Virat Kohli. What are the things that youwould like to imbibe from each of thosecaptains?

Firstly, playing under MS Dhoni I would

observe how he would be calm on the field.He has a very peculiar and calm way of han-dling situations. I would like to take that qual-ity from him. What I would like to take from

Virat Kohli would be controlled aggression.You can see that quality in his batting and hiscaptaincy. And finally, Rahul bhai is someonewho likes to keep things really simple on thefield which I got to know while playing underhim with the Rajasthan Royals. Having saidthat, I have my own set of ideas and I knowwhat I have to do on the field. Obviously Ihave others to help me out as well and Iwouldn't mind running up to them foradvices. But I would like to take calmness,controlled aggression and simplicity from thethree captains that I just spoke about.

You have a very close association withDravid during your stint with RajasthanRoyals. Have you ever had talks about cap-taincy in particular with Dravid?

When I am with Rahul bhai during the IPLfor the Rajasthan Royals, I always go up tohim and talk to him in general about cricket.We would have long chats during practicesessions. I didn't speak to Rahul bhai aboutcaptaincy in particular, but we would definite-ly talk about the planning process. I haveobserved planning patterns of MS Dhoni aswell and all such instances will help me whenI am captaining the side in Zimbabwe. Evenduring the match I would always think like acaptain and try to evaluate ways of reactinglike a captain. I would ask myself what Iwould have done and how my thinkingprocess would have been if I were the captainof the side in a similar situation. Even in gen-eral it is very important to analyse every gameand cricketer. This helps in gaining morecricketing knowledge. If you keep improvingon the cricketing knowledge and you have ahunger to learn, you will achieve the desired

results for your team.

What brand of captaincy would you belooking to incorporate in this tour?

As a captain you have to think about a lot ofthings. You have to access the situations andconditions and analyse every opposition. Wewill actually get a good idea of how to strate-gise when we meet as a group and jot downour plan in Zimbabwe. I am just looking for-ward to back my instincts and back my styleof leadership. Every cricketer has his ownstyle of playing the game and captaining theside. I am sure that my little experiences ascaptain at the Junior level will help me here.My main motive will be to give confidence toall the players in the side and back them. Iwill be taking help from the support staff aswell. I also have the experience of HarbhajanSingh in the side whose guidance will be ofgreat help. I have tried to learn from each andevery captain I have played under. I wouldlike to keep things simple just like my batting.I feel I am strong and I can handle any situa-tion.

Have you taken a cue or two from playingunder Steven Smith and Shane Watson inthe IPL?

It has been a great learning experience play-ing under both of them. Steven Smith is avery instinctive captain and Watson is some-one who would give a listen to advices fromall corners. From Smith's point of view Irealised that as a captain you have to backyour instincts. You have to believe in yourown abilities and trust your instincts to comegood. Even Dhoni is someone who backs hisinstincts. I will do the same and keep thingsreally simple.

Shifting focus to your batting form inODIs, do you think you haven't been ableto transform your T20 & Test success inthe 50-over format?

I am in good form at the moment and I havebeen batting well. I am looking for consisten-cy in the ODI format and I am learning frommy mistakes. I try to rectify my mistakes ineach and every practice session and everytime I walk out to bat I try not to repeat thosemistakes. It is a constant effort to learn andimprove your game irrespective of the format.I know my batting well and have been learn-ing about my skills from my senior players aswell.

What are the areas you think you need towork on to get better in ODIs?

I think it is all about how you think in everyformat. I feel in T20s and Test matches mymindset has been really great. I bat in a differ-ent zone in those two formats but in ODIs Ithink I need to work on my thought process.

My time is now, I am confident but not overconfident. I am confident that I will do well inODIs as well and I am not far away fromstriking form in the 50-over format. If I givemy hundred percent in the process I am surethe results will flow.

But there has been a lot of talk about yourpaltry success in ODIs. Does it bother youat all?

Everyone is entitled to their own opinionand my aim is to keep looking after myselfand my game. If I do such things well, I knowthis game will reward me back. It is theprocess that matters to me and not the results.I am sure I will get consistent in ODIs like inTests & T20s. Ups and downs are part andparcel of a cricketer's life. It is very importantto think positive during those times.

Does it get difficult to play in the middle-order especially after you have been play-ing as an opener in your formative years?

I have been opening for Mumbai and theRajasthan Royals but I don't have a say in thethe batting order. It is up to the team manage-ment. There is no technical change that youneed to do to become successful in a specificbatting position. It is all about the mindset.Technique comes into the picture when youare playing under different situations.Mindset is the ultimate key for a batsman or abowler to be successful. My success willdepend on how I prepare mentally for certainroles in the team. If you are batting at the toporder, you have the time to get used to thenew ball movement and then play your shots.In the middle order you need to play accord-ing to the demands of the situation. You haveto change your game accordingly. I have beenworking on that aspect for success in the mid-dle order.

What do you make of the new ODI rules?

With the new ODI rules in place, it will bea new challenge and we will get used to itonce we start implementing it in theZimbabwe tour. You also need to change thestrategies accordingly. We will get an idea ofit after the first ODI and understand how chal-lenging it will be for the batsmen and thebowlers.

What do you look to achieve from theZimbabwe tour?

We would like to finish on a high and wewant to do well in Zimbabwe. Zimbabwehave been playing well of late and put up aspirited performance in the World Cup. Wewill play to our potential and give our bestand I am sure every player in the squad isreally confident and looking forward to theseries. As a captain and a team player I wantto do well and come out winning.

"I like to accept correctand constructive criticism,but when someone saysBlatter is corrupt, becauseFIFA is corrupt, then I canonly shake my head," headded.

Cuba on Tuesday became thefirst country in the world toeradicate the transmission

of HIV and syphilis from motherto newborn, according to theWorld Health Organisation(WHO).

The WHO announced in a pressrelease that it validated Cuba's suc-cess in eliminating mother-to-childtransmission.

"Eliminating transmission of avirus is one of the greatest publichealth achievements possible,"WHO Director-General MargaretChan said.

"This is a major victory in ourlong fight against HIV and sexual-ly transmitted infections, and animportant step towards having anAIDS-free generation," she added.

Cuba celebrated getting therecognition from the internationalagency.

"It is a historic day for the pre-vention of HIV and AIDS and forprogress towards a generation freeof this burden both nationwide andaround the world," Xinhua citedCuba's state daily Granma as say-ing.

"This is a celebration for Cubaand a celebration for children andfamilies everywhere. It shows thatending the AIDS epidemic is pos-sible and we expect Cuba to be thefirst of many countries coming for-ward to seek validation that theyhave ended their epidemics amongchildren," said Michel Sidibe,

executive director of UNAIDS.Every year, an estimated 1.4 mil-

lion women around the globe liv-ing with HIV become pregnant.Untreated, they have a 15-45 per-cent chance of transmitting thevirus to their children during preg-nancy, labor, delivery or breast-feeding, according to the WHO.

The good news is that the riskdrops to just over 1 percent if anti-retroviral medicines are given toboth mothers and childrenthroughout the stages when infec-tion can occur.

The number of children bornannually with HIV has almosthalved since 2009, down from

400,000 in 2009 to 240,000 in2013, but much more needs to bedone "to reach the global target ofless than 40,000 new child infec-tions per year by 2015", the WHOsaid.

Nearly 1 million pregnantwomen worldwide are infectedwith syphilis annually, which canresult in early fetal loss and still-birth, neonatal death, low-birth-weight infants and serious neona-tal infections.

Thanks to Cuba's "equitable,accessible and universal healthsystem", infected pregnant womenare ensured key early access toprenatal care, and HIV and

syphilis testing for them and theirpartners, the WHO said.

Cuba succeeded in lowering theHIV transmission rate to 1.85 per-cent, below the 2 percent targetrate countries in the region in con-junction with the WHO and otherhealth agencies had been aimingfor.

"Cuba's achievement today pro-vides inspiration for other coun-tries to advance towards elimina-tion of mother-to-child transmis-sion of HIV and syphilis," saidCarissa F. Etienne, director of thePan American HealthOrganisation.
