In the past year, we were regularly reminded why free speech is forever critical. We saw timeless and contemporary books challenged, cutting-edge and classic art cloaked, student speech stifled, entertainment demonized, and mass surveillance exposed. With the First Amendment on our side, we took on incidents from Massachusetts to Oregon, prevailing more than 80 percent of the time.

As a national advocate, we mobilized important academic freedom victories on college campuses across the country and influenced policy on book ratings, museum best practices, and video games. As a local activist, we helped to restore a record number of books like The Invisible Man and The Perks of Being a Wallflower to school libraries and classrooms, and fought for controversial art like the Prime Example exhibit, and controversial artists like Kara Walker, to be seen and understood.

Yet, we can only do so much. NCAC’s impact multiplies and reverberates when new generations of free speech defenders are formed from our advocacy and education efforts. Hundreds of students, artists, teachers, parents, and countless free-minded community members from all 50 states joined our defense of free speech in 2013.

In 2014, NCAC celebrates forty years of protecting your freedom. Our coalition is lasting because we all have a personal stake in culturally vibrant and enlightened communities. History tells us that censors will continue to sound the alarms, but we know that when they do, you’ll be in the fight. ARTS ADVOCACY PROJECT The AAP is the only national initiative that works directly with artists, arts organization leaders, curators, and college professors on specific censorship incidents in the visual arts, including last year’s cancellation of the art exhibition program at the Kansas University Medical Center in Topeka, and the removal of several expressionist nude paintings from the Hispanic Heritage Art Exhibit at the San Bernardino County Government Center in California. The AAP continues to maintain the Art Law Library, which offers plain-language summaries of case law affecting artists’ free speech rights, and its leadership role in ARTSFEX, the first global network for the protection and promotion of artistic freedom.

YOUTH FREE EXPRESSION PROJECT

YFEP confronts the kinds of censorship young people encounter on a daily basis and promotes policies that emphasize informing, educating, and guiding young people so that they can safely navigate and participate in contemporary culture and grow into thoughtful, mature and informed adults. The Kids’ Right to Read Project and the Youth Film Contest are important elements of YFEP, which also addresses issues such as censorship of sex education, policies restricting student use of social media, cyber-bullying and anti-harassment policies in schools, student dress codes, regulation of popular music, and other government activities that restrict young people’s access to information or limit their ability to express ideas. A YFEP issue that gained traction in 2013 was video game censorship; NCAC protested the banning of video games from public venues, commented on constitutionally questionable legislative proposals in Massachusetts and New Jersey, and published letters and articles in several media outlets, including The New York Times.

HIGHER EDUCATION Public educational institutions are bound by the First Amendment not to discriminate against particular ideas, no matter how controversial they might be. NCAC produces legal and policy analysis to draw a clear line between serious problems like sexual harassment and discussions of sexual subject matter, which some students may find uncomfortable; between legitimate requests for balance and attempts to silence unpopular political viewpoints; and between a university’s concern for students’ feelings and its obligation to educate about sensitive topics. In 2013, we appeared as amicus curiae in support of student speech, condemned government officials’ attempt to muzzle a debate on the Israeli-Palestinian conflict at Brooklyn College, and organized national support to help reinstate a University of Colorado professor who was simply doing her job.

FREE EXPRESSION NETWORK

FEN is an alliance of the 45 leading U.S. organizations dedicated to protecting and preserving First Amendment rights. The network promotes collaborative activities and information sharing under the leadership of NCAC. FEN members meet regularly to report on activities of mutual concern and to develop coordinated strategies. The FEN listserv facilitates collaborative activities, including joint campaigns and letters, amicus briefs, and legislative comments and testimony, and highlights for the public the work of member organizations and breaking news on free speech issues.

NCAC continued to build the Censorpedia Wiki prior to its formal launch in 2014. The participatory wiki of censorship incidents from the Iron Age to the 21st Century now contains more than 1,000 searchable and categorized articles about cases from around the globe, including information about what subjects and communities are vulnerable to attack, and a guide to strategies and tactics that have defeated past attempts at censorship.

FEN is an alliance of the 45 leading U.S. organizations dedicated to protecting and preserving First Amendment rights. The network promotes collaborative activities and information sharing under the leadership of NCAC. FEN members meet regularly to report on activities of mutual concern and to develop coordinated strategies. The FEN listserv facilitates collaborative activities, including joint campaigns and letters, amicus briefs, and legislative comments and testimony, and highlights for the public the work of member organizations and breaking news on free speech issues.

CENSORPEDIA

NCAC continued to build the Censorpedia Wiki prior to its formal launch in 2014. The participatory wiki of censorship incidents from the Iron Age to the 21st Century now contains more than 1,000 searchable and categorized articles about cases from around the globe, including information about what subjects and communities are vulnerable to attack, and a guide to strategies and tactics that have defeated past attempts at censorship.
