BATTLE CREEK PUBLIC SCHOOL OVERVIEW

The purpose of this manual is to provide a quick reference guide to use in a crisis. It is the Battle Creek Public

School philosophy that a preplanned and organized approach is more effective in reducing psychological and

social difficulties following a crisis in a school.

This Crisis Response Manual includes procedures that were designed to deal with a number of crises that

could occur in the district. These procedures do not cover every condition that might develop and it may not

always be possible to follow every procedural step. This manual can be used in conjunction with our building

emergency plans.

Checklist for Responding to a Crisis

In-school

MEDIA PROCEDURES

The only means to inform the general public is by the mass media; therefore, it is important to ensure that the media receive prompt, accurate information. Isolated quotes from individuals can be incomplete or misleading and should be avoided.

After calling appropriate emergency personnel and following safety procedures:

_____ Determine who the building media contact person will be (Mr. Bellar)

_____ Inform office staff of the situation and how to handle phone inquiries.

_____ Recommend that students and staff not talk to the media.

_____ Do not allow media personnel in the building.

UTILIZING THE CRISIS RESPONSE TEAM

The Crisis Response Team is a supportive service that can help schools assess, plan, and intervene in crises affecting staff and students. A preplanned, organized approach has been shown to be effective in reducing the emotional and social impact of a crisis. The Battle Creek Public Schools Crisis Response Team has had specialized training to assist building administrators in directing crisis resolution activities.

* Assist in handling media coverage.

* Facilitate staff meeting to provide information related to the crisis.

SAMPLE LETTER TO PARENTS

Battle Creek Public School

TO: Parents and/or Guardians of Battle Creek Public School

FROM: Jay Bellar, Superintendent of Schools

RE: Emergency Procedures for Battle Creek Public School

The Battle Creek School District has developed a Crisis Response Plan that is designed to minimize danger to anyone occupying a school should an emergency occur. Our main objective is to attend to the health and welfare of your child/children in the event of a crisis. In most emergencies your child/children will remain and be cared for at the school he/she attends. In the rare event of an emergency affecting the school your child attends that prohibits re-entry to the building (such as a broken gas or water main, a fire or toxic chemical spill) all students will be evacuated to the nearest and most appropriate facility.

We ask that you follow this procedure if you hear of any school emergency:

1. TURN ON YOUR RADIO. We will keep the Norfolk radio stations informed of any emergency.

2. PLEASE DO NOT TELEPHONE THE SCHOOL. We have limited phone lines. These MUST be used to respond to the emergency.

3. PLEASE DO NOT COME TO THE SCHOOL UNLESS REQUESTED TO PICK UP YOUR CHILD AT SCHOOL. Any emergency involving your child's school may mean emergency vehicles and workers must be able to get to the building. If the emergency necessitates relocation of staff and students you will be informed via the media.

TIPS FOR INTERVIEWS

* Be honest. If you don't know the answer say so. Tell the reporter you will get back to him/her with the answer as soon as you can. If you make a mistake in an interview, say so.

* There is no such thing as "off the record."

* If you are in a room with a microphone or a camera, always assume they are turned on.

* Try to have a goal for the interview. What do you want to accomplish?

* Prepare for the interview. If you need more time, ask for it.

* Understand what you are going to say so that you can talk about the topic knowledgeably.

* Anticipate the "worst question" you may have to answer and plan for that in advance.

* Bridge a question from where you are in the interview to where you want to be.

* Never say "no comment." It makes it sound like you have something to hide.

* Don't use jargon. You won't have a translator.

* ONLY A MEMBER OF THE CRISIS TEAM WILL TALK TO THE MEDIA.

1LOCKDOWN PROCEDURES

ProceduresA Lockdown procedure will occur if a threat occurs on campus or in the local neighborhood which requires students to be taken indoors where it is less likely that they will be injured. This will usually be the result of an attack by an armed person on campus or gunshots fired on campus (or in the near neighborhood).

Administrator’s Responsibility Teacher’s Responsibility

1. Assess the crisis as information is received. If the Lockdown is warranted and has not been initiated elsewhere, declare the Lockdown via the alarm system.2. Call 911 to report the situation.3. Call offices and other locations to acquire information.4. Call the faculty roll to determine the location of people.5. Confirm that the Medical Team is in place in case they are needed after the Lockdown.6. Inform the Medical Team of injuries as necessary after the Lockdown.7. If the Lockdown is not being directed by civil authorities, determine and deliver the instructions to all staff following the end of the Lockdown. Give notice as to why the Lockdown occurred and what they are to do next.

1. If outside, move students around you (or your class, if you are with them) into the closest classroom or building. Leave behind those who are dead or very seriously injured/immobile; take care of the living in order to prevent further death.

2. Once inside the room or if you were already in a room when the Lockdown was declared, lock all doors, shut and lock the windows, instruct students to get on the floor in a corner away from door and windows.

3. Call 911 if you have vital information and cannot reach the Command Center on radio.

4. Do not respond to knocks or voices at the door unless directed by a school administrator or civil authority.

5. DO NOT EVACUATE BUILDING IF FIRE ALARMS GO OFF DURING ANY PRE-PLANNED ALARM UNLESS YOU SEE OR SMELL SMOKE, OR ARE TOLD TO EVACUATE BY A MEMBER OF THE CRISIS RESPONSE TEAM.

6. Remain with students and await further instructions. Keep students silent to make the room appear vacant. Do not respond to a fire alarm (room evacuation alarm). Only evacuate when directed to do so by administration or civil authorities.

EMERGENCY PLANS

(1) G-MAIL – "TEACHERS, PLEASE CHECK YOUR G-MAIL"This warning indicates CAUTION - you need to check your G-MAIL for instructions.(e.g. Ambulance/Police) The school bells should be turned off until the emergency is cleared.

(2) SHELTER IN PLACE – “TEACHERS, WE ARE IN A SHELTER IN PLACE”This warning indicates teachers should keep students in their classrooms until further announcements are made. Class may continue with normal activity; however, students and staff should remain in the room and hallway activity should be for emergency purposes only until the Shelter in Place is called off. The school bells should be turned off until the emergency is cleared.

(3) MODIFIED LOCKDOWN – “TEACHERS, WE ARE IN A MODIFIED LOCKDOWN; PLEASE FOLLOW PROCEDURES IN YOUR CRISIS RESPONSE MANUAL”This warning indicates that all outside doors are locked down and no one is allowed to leave the building until the Modified Lockdown is lifted. Do not allow anyone to enter the building without administration approval. Students and staff are to continue with the regular school day.

(4) LOCKDOWN – TEACHERS, WE ARE IN LOCKDOWN MODE; PLEASE FOLLOW PROCEDURES IN YOUR CRISIS RESPONSE MANUAL”This warning indicates we are in a lockdown mode. Teachers are to (a) lock the classroom; (b) not allow students to leave classroom; (c) have students take a seat by an interior wall away from windows & doors; (d) wait for further notice from administrators (e) Teachers should place appropriate color attendance card(s) (red & green) in their interior and exterior windows. Green indicates all of my students are with me; red indicates some of my students are missing; both red & green together means I have my students PLUS extra students with me. The school bells should be turned off until the emergency is cleared.

(5) EVACUATION – "TEACHERS, PLEASE FOLLOW EVACUATION PROCEDURES TO ST. PATRICK'S, THE HIGH SCHOOL, OR THE ELEMENTARY SCHOOL"This warning means we are to leave the building and meet where the announcement says to go. (e.g. Chemical spill or Bomb Threat)

Teachers take accurate count of students. Principal will determine need to notify police and school superintendent of any emergency situation.

EVACUATION /ALTERNATE SCHOOL LOCATIONS

Although it is highly unlikely, some crisis situations may require that school be evacuated and the students be relocated. If emergency personnel determine that the building will be unsafe for some time:

Keep the media informed of evacuation/relocation plans so parents will have accurate information. Alternate locations are the elementary school and high school buildings should the evacuation involve one

building. (ie; elementary school goes to high school, vice versa) Notify St. Patrick's if we need to use the Parish Hall as an alternate site if both schools are involved. Determine if or when dismissal will occur. Dismissal would be from the Parish Hall.

1BOMB THREAT – Phone Threat

BOMB THREAT CHECKLISTDo not hang up. Use another phone to call police.

Record the exact words used by the caller

Administrators’ Responsibilities Teachers’/Staff Responsibilities1. Call 911 or 675-21002. Evaluate the bomb threat and, in consultation with emergency personnel, determine if building evacuation is called for. If evacuation is determined, use pre-planned building evacuation procedures – Do not use fire alarm!3. Activate Crisis Response Team. (CRT)4. Turn off bell system.5. Don't use PA system after evacuation announcement.6. Turn off all two-way radios.7. Do not utilize the fire alarm system to evacuate the building.8. Dispatch CRT to notify each classroom of the need to evacuate the school. While completing this task, conduct a limited search of common areas of the school.9. In consultation with police/fire officials, determine when it is safe to reenter the school

1. Upon receipt of notification to evacuate the school, conduct a limited search of classroom to determine if any strange or unknown objects are in the room.2. Proceed to pre-designated evacuation point with class roll book.3. Maintain control of students and advise CRT member of any missing children.4. Do not re-enter the building until directed to do so by a CRT member or someone in authority.

1BOMB THREAT – Device FoundProcedure: Device Found

1. Upon discovery of a suspicious device, immediately send word to the Administrator in charge. 2. If the device is found in a classroom with students, immediately, but in an orderly

fashion/manner, evacuate the classroom. 3. UNDER NO CONDITION ATTEMPT TO TOUCH OR MOVE THE DEVICE.

Administrators’ Responsibilities Teachers’/Staff Responsibilities1. The Superintendent will call the police and declare an emergency and initiate a Room Evacuation procedure of the appropriate buildings or full campus.2. Upon notification of a device found:

Call 911 - advise that building is being evacuated because a suspected bomb has been discovered. If possible, give a description of the device.

Activate the CRT. Turn off the bell system. Do not use the PA system. Turn off all two-way radios. Do not use the fire alarm system to evacuate the

building.3. Dispatch CRT to begin the evacuation process. The order of evacuation should be:

Classroom in which the device is located. Classrooms on either side of, across the hall from,

that back up to, or are directly above or below the classroom containing the device.

Continue increasing the size of the evacuation area until all students and staff are at a safe distance.

School personnel are to remain out of the threatened building. The police will conduct the bomb search.

Any student or personnel who believes a box or other type of container to be suspicious should not touch the item and should immediately report it to the School Principal or Superintendent.

4. The Superintendent (and Crisis Response Team) will investigate and declare an emergency, if deemed necessary, and initiate a Room Evacuation procedure.5. The Superintendent will call the police.6. The area where the suspect device is located will be cleared by at least 200 feet.7. School personnel are to keep away from the suspected device and allow the police to deal with it.

1. Upon receipt of notification to evacuate the classroom, proceed to pre-designated evacuation location with class roll book.2. Maintain control of students and advise CRT members of any missing or unaccounted for students.3. Do not enter the school until directed to do so by a CRT member or police/fire authority.

1INTRUDER WITH WEAPONS

Procedures1. Staff Member or Student Hears Gunshots or Sees Someone with a Gun:

A. Immediately initiate a Lockdown Procedure, even if the Lockdown alarm has not sounded.B. Notify the administration using your phone, cell phone, e-mail or whatever communication is available inside the

locked down room). Do not exit the room in order to send notification; do not send runners to the office.C. Do not exit the room to investigate the situation. Wait for further instructions from the administration or civil

authorities.2. Armed Individual Comes into the Classroom (See also Hostage Situation below):

A. If possible, notify the administration of the situation. Do not place yourself or students at risk to notify anyone of the situation.

B. Do as the gunman demands.C. Do not make sudden moves which could frighten the subject (ask permission to move).D. Never argue.E. Take your time.F. Keep your students as calm as possible.G. Physical force should not be used unless someone's life is in imminent danger.H. Talk to the gunman.I. Learn as much as you can about the gunman.J. Keep the gunman's attention on you, not on your students.K. If more than one person is involved, concentrate on only the one person.L. Be observant.M. Do not stare at the gunman in observing him/her.N. Mentally record a detailed description of the individual and the weapon.O. Identify a distinctive feature and continue to concentrate on that one item.P. Remember what objects the intruder touches and preserve them for law enforcement.Q. It is critically important to preserve the crime scene and never touch or move or disturb any possible evidence or

objects at that site.R. If the gunman starts shooting, tell the students to get down and lie on the floor.S. Take cover on the floor and/or behind equipment.

Administrators’ Responsibilities Teachers’/Staff Responsibilities

1. Direct 911 should be called.2. If appropriate, declare a Lockdown or an evacuation. A

response or no response should be determined by the situation. Follow established procedures.

3. Isolate the area. Designate personnel to monitor hallways and other areas of the building and direct students to a safe area.

4. Direct that all appropriate notifications be made.5. Await the arrival of the police and provide needed assistance.6. Make a list of those being held hostage.7. If the decision is made to evacuate the unaffected portion of

the school, accountability for all evacuated students and staff becomes a critical issue.

8. Keep the media informed of the situation so parents will have accurate information.

9. Plan how to inform families of students and staff directly affected.

10. Plan on how to assist students and staff in dealing with the

placing yourself or others in further danger.3. Await the arrival of the police.4. Remember, time is on your side. Don’t threaten or attempt

to intimidate or disarm the intruder.5. If students are involved as victims, attempt to keep them

calm and minimize their involvement with the intruder.6. If not directly involved, follow instructions quickly and

without comment.7. When notified of the Lockdown or evacuation, follow

established procedures.8. Be able to account for all students under your control.

1DEATH OF A STUDENT OR STAFF MEMBER

ProceduresNot occurring on school property

1. Upon notification of death, arrange for an emergency staff meeting where procedures will be reviewed and updated information be provided.

2. Arrange for counseling services for students and staff. 3. Prepare a notice to be sent home to parents with particulars regarding any arrangements that

may have been decided by the family of the deceased.

If death occurred during the school day, on school property, follow LOCK DOWN procedures and treat the event as a criminal act.

Administrators’ Responsibilities Teachers’/Staff Responsibilities

1. Call a meeting of CRT members to formulate the school’s response to the notice.

2. Verify the incident.3. Activate the calling tree to school staff if

notification is received after school hours or during non-school days.

4. Contact family/friends of the deceased to offer support and obtain information regarding arrangements.

5. Make necessary announcements to students.6. Arrange for appropriate counseling services.

Identify students and staff most affected. Set up grief rooms, initiating the Grief Recovery Process.

7. Update information to staff and parents as it becomes available.

8. Work with family(ies) on funeral/memorial plans.

9. If the student or staff member had personal property in school, secure the property, including locker contents, until authorized to release to family or a relative.

1. Keep informed of plans and procedures that may be implemented in response to the death.

2. Be observant of students’ and fellow staff members’ reaction to news. If required, refer the person(s) to counseling.

3. Do not deny your own emotional response to this situation and seek appropriate help.

4. Assist in bringing closure to this event.

POTENTIAL SUICIDE CHECKLIST

Suicide threats must always be taken seriously and intervention should be immediate. If a situation is potentially life threatening, students and staff need to recognize that the issue of confidentiality does not apply.

WHAT TO DO

______ Do not leave the individual alone.

______ Refer the individual to appropriate staff (administrator, counselor, family specialist) who will do the

following:

ASSESS THE DEGREE OF RISK

______ Ask the student directly if he/she is thinking of suicide.

______ Is there a plan, how specific is it?

______ How lethal is the method?

______ How available is the means?

______ Has there been a previous attempt?

______ Ask about feelings of anger and depression (crying, sleeplessness, loss of appetite, hopelessness).

______ Ask about losses (deaths, family changes, peer relationships).

______ Ask about history of chemical use.

______ Ask whether the student has made final arrangements (giving away possessions, saying goodbye).

INTERVENTION PLAN

______ Contact student's parent(s) or guardian(s) and plan with them how to help the student.

______ Family specialists, police and /or Child Protective Services may need to be involved if parents are unable or unwilling to help.

______ Refer parent(s) or guardian(s) to appropriate services from physicians, mental health professionals and / or community agencies.

______ Police involvement may be required in situations where the student is assessed to be in immediate danger and parents cannot be located or unable to help. (School personnel should avoid transporting students in private vehicles.)

FOLLOW UP

1CHEMICAL SPILL/TOXIC FUMES

Procedures

1. The safety of students and staff is the most important concern facing a school when dealing with one of these issues.

2. It is therefore imperative that both local as well as state officials be consulted when this section of your Emergency Plan is developed.

Outside the School Building Inside the School BuildingIf spill fumes occur Outside the school building:1. Close and secure windows and doors.2. Administration should notify custodian to disable

air ventilation system, if necessary, and meet with any fire crew called to the school.

3. Call 911 to ensure community emergency response personnel are aware of the spill or fumes.

4. If spill or fumes are observed or detected, school personnel should contact the school office immediately. Do not step in spilled material!

5. The Administration should determine whether the students are safer in a Lockdown, Shelter in Place or Campus, Evacuation procedure.

6. If possible, move crosswind, never directly with or against the wind, if it is necessary to evacuate the area.

7. Make sure students and staff do not come into contact with spilled material.

If spill fumes occur In The Building:1. Call 911 if you know a hazardous material is

involved.2. Call the office to notify the Administration of the

spill and fumes.3. Administration should notify custodian to disable

air ventilation system, if necessary, and meet with any fire crew called to the school.

4. Isolate the area and move students to another area to prevent injury or exposure.

5. If potential fire or explosive hazard exists, evacuate the building immediately.

*Do not use exit routes near the hazardous area.*Evacuate to safe area. This means a distance of at least 500 feet away upwind.*Do not return to area until directed to do so by authorized personnel.

UTILITY EMERGENCY GUIDLINES

In the event of utility service emergencies or interruptions, the Crisis Response Team will follow the following guidelines.

1. Gas Leak - Top Priority:a. Notify Director of Maintenance, Superintendent, or Building Principal.

Shut off main gas service and/or determine gas leak. b. Notify the fire department and the utility company.c. Evacuate the building per an announcement following fire drill procedures. Use

alternative locations if necessary. d. DO NOT turn off classroom lightse. DO NOT use walkie talkies until outside of the buildingf. Re-entry into the building will take place only when deemed safe by the utility

company or fire officials.g. If dismissal is necessary, follow the emergency dismissal procedure.

2. Electrical Power Failure:a. Partial or total failure notify:

1. Superintendent2. Principal3. Director of Maintenance4. Utility Company

b. CRT will decide as to containment or evacuation dependent upon weather and other conditions present at the time of electrical failure.

c. Faculty and staff will retain students in classroom until power returns or otherwise indicated by the administration.

FIRE EMERGENCY GUIDELINES

Any person identifying a fire, smoke, fumes, etc., shall1. Sound the nearest fire alarm in both school buildings. 2. Report to the Superintendent, Building Principal, or designee who will call the fire

department.All Staff Will:

1. Insure all occupants are evacuated according to posted evacuation plans. All should remain silent during the evacuation.

2. Close windows, turn off lights, and lock doors.3. Take your gradebook with you for attendance purposes.

Administrative and Maintenance Staff Will1. Take necessary action related to utilities and be available to assist and direct Fire

Department Personnel to the fire’s location.2. Implement emergency dismissal plan if necessary.3. Re-entry signal shall be given only when authorized by Fire Department in

consultation with the Superintendent, Building Principal, or designee.4. If the emergency occurs other than regular school hours, notify

NATURAL DISASTER/CIVIL DEFENSE GUIDELINES

I. Tornadoes: (check room plans)A. School Warning:

Community siren warning system

B. Building Guidelines: Principal or designee announces warning over the public address system. Report to tornado shelter areas.

Two tornado drills per year will take place during tornado awareness week.

Procedures must be posted in each classroom. These can be obtained from the appropriate school office.

Flashlights are available in each school building in case of power outage. Personal Communication Devices (Walkie-Talkie)

II. Severe Thunderstorms and/or blizzards:A. School warning.

Community warning system.

If either of the above situations occurs near dismissal time, students will be held in building or shelter until “All Clear” signal is issued.

THE RADIO IN THE SCHOOL OFFICE HAS A BATTERY BACK UP. THIS SHOULD BE CHECKED AT THE YEARLY REVIEW OF THE CRISIS MANAGEMENT PLAN. SPARES SHOULD ALSO BE AVAILABLE.

DIRECTIONS TO THE SHELTER AREA(S) SHALL BE CLEARLY POSTED IN EACH LOCATION WHERE STUDENTS AND STAFF ASSEMBLE.
