3. Vision

The Bennett County School District will prepare its students to graduate with the knowledge and skills necessary to excel in higher education and in careers with the confidence not only to dream but also to determine their futures.

As we advance through the 21st Century, the challenge we face is to create an environment that prepares our students to successfully participate in a highly competitive society. We will cultivate an environment where technology is a part of the academic culture empowering students to meet state academic standards in all content areas using traditional and innovative technologies. We will develop independent life-long critical thinkers and learners who can communicate effectively, work cooperatively, and solve problems efficiently by using technology.

4. Needs Assessment

Bennett County School District staff complete a Technology survey annually. The Technology Team reviews the results from the survey with the results contributing to the goals and objectives of the Technology Plan, prioritizing programs, professional development and purchases. Curriculum decisions are discussed based on survey results, classes offered, and student technology skills.

During the 2017-2020 school years teachers will focus on the new South Dakota Technology Standards in their classrooms. A technology log will be developed to track/monitor standards being addressed during the year. (The Curriculum Template will need to be changed to match the new SD Technology Standards.)

5. Consolidated Application

REAP / Title II, Part D: Educational Technology

The Bennett County School District goals are to increase student achievement, especially in reading and math, and to improve the graduation and attendance rates across the district. These goals follow through in the Consolidated Application, SD LEAP, lesson planning and curriculum updates. Teachers integrate technology across the curriculum at all grade levels.

A full-time technology aide is available in each building to assist teachers in the use of technology, collaborate on projects,

make sure equipment is functioning, meet the needs of the students and staff, and suggest technology sources or programs. A .5 technology teacher provides technology instruction to MGS students outside of the classroom.

Teacher resources, in-service and workshops focus on the specific needs of the staff as represented on technology surveys and as part of the Technology Plan. Professional development opportunities will focus on 21st Century Skills and integrating technology into the classroom. These will be paid for out of Title I, General Fund and SPED.

7. Inventory

Bennett County School District meets the requirements for Public Schools by submitting annual inventory results to the SD K-12 Data Center. Our record management information on our equipment is submitted to the Business Office annually, filed in the appropriate school and saved on the site server. The data lists the serial numbers, sticker numbers, purchased dates, cost and fiscal code. A list of software licenses is attached.

Software requests are given to building administrators for review. If the request is found to be of educational use and fits the needs of the students the software request is brought to the Technology Team for review. The software is purchased if it meets the needs and money is available.

The District’s plan to review and update the network and facilities is reviewed at district technology meetings.

9. Distance Learning Policy – NO POLICY IN PLACE

Bennett County School District currently provides online learning to students. Opportunities include Odysseyware, GED, Expert 21, Alexis, Read 180, Math 180, Edgenuity and others. The number will continue to grow as the curriculum needs of the district change. Customized Learning is beginning to take place in the Junior High.Staff has the opportunity to participate in a variety of online courses and/or webinars. The district supports distance learning, but has no policy in place at this time.

10. Three Year Telecommunications Services and Equipment Policy

BCSD policy for the usage, maintenance, and upgrading of telecommunications equipment is handled through:

VOICE: The BCSD currently utilizes AT&T, Golden West Telecommunications and work with Fortigate for the network, as the vendors for all local and long distance services for telephones. The district has a total of 11 voice and 4 fax lines. These services receive e-rate funding as telecommunication services. As additional lines, maintenance, and/or services are needed the district works collaboratively with Golden West to implement changes or repairs in the most efficient manner. The BCSD receives e-rate funding as a telecommunication service. Other voice equipment maintenance or repair is often times handled by the technology aides in the district. BCSD firewall services are provided by Fortigate and troubleshooting with SDN Communications.

DATA: The BCSD utilizes Golden West fiber data circuits and switches for the connection of a WAN. The district utilizes the State Webmail for our school email accounts and SchoolWires for the district website. Switches, web servers, access points, uninterrupted power supplies, battery packs, etc. are maintained by the technology aides. If further repair is needed, the vendor is contacted for repair. Computer Village, Rapid City, is the district’s Network Administrator, providing basic maintenance as needed for repairs and services. (The five-year technology replacement/purchase plan reflects the need for maintenance and services on eligible e-rate equipment.)

VIDEO: BCSD maintains the Digital Dakota Network (DDN) interactive video communications system using compressed digital technology to provide a “meeting pipeline” for the district and community. BCHS maintains the school’s TV station, Channel 91, owned by Golden West Communication. BSCD also maintains the network connection on the weather channel antenna located at the airport for the SDSU weather.

Future upgrades will be done through collaboration with the school, Golden West, SDN and BIT.

11. E-rate Records Retention Policy

Bennett County School District Policy will retain the following documentation, to the extent applicable, for five years after the last date of service, pending any litigation or ongoing audit. Last date of service is the last day of the service delivery period of the E-rate funding year for recurring services. Last date of service for equipment purchases funded through E-rate is the latest

12. Children’s Internet Protection Act Information - ATTACHED

All Internet activity will pass through our firewall (FortiGard). This appliance will provide protection to the internal network from outside intrusion. This appliance will also provide filtering from inappropriate sites. The State of South Dakota maintains and supports the filtering software on the FortiGuard appliance.

Each Bennett County user (staff and students) will be required to sign an Acceptable Use Agreement before they will be granted access to the Internet. All users will be provided instruction on appropriate use of the Internet either through Professional Development or curriculum lessons.

Martin Grade School students complete units of instruction (K-6) on cyber bullying, appropriate use of the web, copyright, plagiarism and social media use with the technology teacher.

Social media, responsible internet use, cyber bullying, copyright infringement, email usage, Personal Electronic Devices, Google apps and Edmodo are taught in all Junior High classes. Students go through the Acceptable Use Policies prior to receiving their Chrome books.

and again with each teacher as technology is utilized in their class. The principal addresses Cyber bullying.

Bennett County School District will continue to provide parents with information on Internet Safety through public meetings, newsletter articles and safety speakers.

CIPA information is provided to parents in each building’s Enrollment Packet. A presentation is made at the first Parent Teacher Conference of the year by the Technology Aides and is included in classroom instruction. Staff reviews the CIPA during in-service in August.

13. Collaboration with Adult Literacy

As of March 1, 2014 the Bennett County School District was given the responsibility to run the Bennett County Library from the Bennett County Commissioners in a three-year agreement. The school will need to provide online/audio literacy materials and literacy training when necessary. The Bennett County School will also provide all technology and Internet services for patrons. A team has been established to develop a budget and plan for the change.

14. Evaluation

Technology is an increasing driver of change at an ever-increasing rate. In order for the Bennett County School District to become a leader in education, we must continually evaluate our technology plan. We must evaluate our existing technology, look into the future, and see what possibilities exist. The following processes will be used to evaluate our plan of action:

Every spring an annual evaluation of the BCSD Technology Plan will be completed by the technology committee reviewing the goals, activities, budgets and surveys)

An inventory of technology hardware and software will be completed each spring; this information will be used for future purchases.

The Consolidated Application annual review will address the technology goals and their coordinated goals. BCSD staff completes a survey each spring addressing the goals, activities, professional development and

curriculum. BCSD parents and students will complete a survey each spring addressing technology usage, curriculum and

updates. Addendums and changes to the Technology Plan will be made as recommended by the Technology team with

feedback from the surveys and annual reviews. Technology integration and curriculum will be analyzed based on lesson plans on Planbook.Edu

Bennett County School District Internet PolicyInternet Usage – 2017-2020

(Original Board Approval-2016)

The Internet is a global information infrastructure used by educators, businesses, the government, military, and many other organizations. The Bennett County School Board believes the use of the Internet offers vast, diverse and unique resources to students, teachers and other users. The district’s goal in providing this service to staff, students and other users is to promote educational excellence in and out of schools by facilitating resource sharing, innovation and communication.

The Bennett County School District will make every reasonable effort to give access to educationally appropriate sites. However, it may not be technologically possible to limit Internet access to only those site that have been authorized for the purpose of instruction, and research related to the curriculum.

The district firmly believes that access to the valuable information and the interaction on this global network far outweigh the possibility users may procure material that is not consistent with the educational goals for the district. However, parents and guardians are advised a determined user may be able to gain access to services on the Internet that the district has not authorized for education purposes.

Parents and guardians are also advised that the district does not censor communication on the Internet. Students participating in the use of the Internet may gain access to information and communications their parents/guardians find inappropriate, offensive or controversial. Parents/guardian assume this risk by consenting to allow their students to participate in the use of the Internet. In order to access the district’s Internet service, students and their parent/guardian must first agree to and sign the Bennett County School District’s Acceptable Use Agreement.

The Bennett County School District does not sanction any use of the Internet that is not authorized by or conducted strictly in accordance with the rules, regulations and polices of the district. Users who disregard the district’s Acceptable Use Agreement may have their privileges suspended or revoked. In some cases, when applicable, law enforcement officials may become involved in actions that violate state or federal regulations or laws. Users granted Internet through the Bennett County School District assumes all responsibility and liability, both civil and criminal, for their use of this service. The district makes no warranties of any kind, expressed or implied, for the Internet service that is provided. The Bennett County School District will not be

responsible for any unauthorized financial obligations resulting from use of this service.

Bennett County School DistrictEmployee Use of Networking Sites

Internet access is available to authorized users through the Bennett County School District. Internet is a global electronic information infrastructure; a network of global networks. Because the Internet is a constantly changing electronic environment, the information available to uses is constantly changing. Therefore, it is impossible to predict with certainty what information users might locate. This networking environment requires that the user be responsible for the appropriate use of this service. Availability of some materials on the Internet does not indicate endorsement of their content by the Bennett County School District. All users are required to sign this agreement before they may access this service. To access the Internet services users must agree to the following:

Be polite and use appropriate language in your messages to others. Obscene, abusive, sexually explicit, or threatening language will not be tolerated. Access is a privilege, not a right.

Never reveal your name or anyone else’s personal address, phone number or password. Recognize that electronic mail is not guaranteed to be private and school officials may access it. Use only your account. You cannot access any other person’s materials, information, or files without their

permission. Do nothing that threatens the integrity of the Bennett County School District network. Use the network in ways that do not disrupt the use of the network for other users. Do not send “chain letters” or “broadcast” messages to lists of individuals that would result in congestion of the

pornographic, obscene or sexually explicit material or language. You, not the district, are responsible for possession of any and all materials and for your actions with the use of

the account. You must abide by any and all local, state and federal rules and regulations. Students using this account will allow no financial transactions of any kinds. Any violations of Bennett County District policy or rules may result in the loss of district provided access to the

Internet. Additional disciplinary action may be imposed and will be determined on an individual basis in keeping with

existing practices and procedures regarding inappropriate language or behavior. When applicable, law enforcement agencies may become involved.

Internet use will be monitored by the Bennett County School District. Distinguish between personal social networking sites and professional networking site. Staff shall not invite or

accept current Bennett County School District students, except for the staff person’s relatives, into any personal social networking sites.

Disciplinary action may be taken against staff or students whose off-site communication causes a substantial disruption to the educational environment or substantially interferes with another’s rights. Employees have no expectation of privacy with respect to utilization of district property, or engagement in social networking sites.

The Bennett County School District makes no warranties of any kind, expressed or implied, for the Internet access it is providing. The Bennett County School District will not be responsible for any unauthorized financial obligations resulting fro use of this account.

Internet access is available to authorized students through the Bennett County School District. The Internet is a vast archive full of information, not all of which is relative to school. Availability of some materials on the Internet does not indicate endorsement by the Bennett County School District. In order to provide access to our students, they must carefully read and sign the following technology user agreement. A parent or guardian must also read and sign the agreement on the back.

In compliance with School Board policy (NEPN Code: JC) and procedures on student’s rights and responsibilities, the following are to be followed:

I will take good care of my Electronic Device. I will never leave my Electronic Device unattended. I will never loan out or let other individuals use my Electronic Device. I will keep food and beverages away from my Electronic Device. I will not disassemble any part of my Electronic Device or attempt any repairs. I will use my Electronic Device in ways that are educational, appropriate, and follow the Districts policies

and procedures. I understand that my Electronic Device is subject to inspection at any time without notice and remains

property of the School District. I will ensure that care is taken with all hardware, software, and shared resources (printers, scanners) and

the use of the School Network. I understand that I will keep my personal information and passwords private. I understand that inappropriate material is not allowed and will be subject to School disciplinary action. I will abide by all copyright and license agreements, including obtaining the approval for the use of another

Bennett County School District Student Google Apps/Schoology/Edmodo/LMS Permission Form

Bennett County School District (BCSD)) has the ability to create accounts for all students to allow for collaborative sharing using Google Apps for Education, Edmodo, Schoology, Canvas, etc.. These accounts will be used for school-related projects only. The rules governing proper electronic communications by students are included in the Acceptable and Ethical Use of Technology Resources Policies. Once accounts are assigned, students gain access to the wealth of collaborative tools available through these programsThis account is housed on Google and online, thereby giving your student access to Google Docs (word processor, spreadsheet, and presentation software), instant messaging, email, calendar, website authoring tools, plus additional services. This will allow your student to collaborate and share information with teachers and other students.

Official Email Address Students will be assigned a K12.SD.US student email account. This account will be considered the student's official BCSD email address until such time as the student is no longer enrolled in the BCSD. The naming convention will be first initial of their first name, first initial of their last name, and a four digit number ending with @K12.SD.US. For example: John Smith’s email address could be [email protected]. No student under the age of 13 will be assigned an account with an active K12 educational email without parent or guardian approval.

Conduct Use of obscene, profane, threatening, or disrespectful language is prohibited. In such cases, the alleged violation will be referred to the building administrator for further investigation and application of necessary consequences as indicated in the Student Discipline, Suspension and Expulsion policies. Communication with others should always be school/subject/course related. Students should never say anything via email that they wouldn’t say in a face to face conversation, wouldn’t mind seeing on the school bulletin board or in the local newspaper. Students should notify the teacher of any inappropriate use or email that makes them uncomfortable. Cyber bullying will not be tolerated. Privacy of others should be respected at all times.

Access Restriction Access to and use of Google Apps for Education and other LMS programs is considered a privilege not a right and is accorded at the discretion of the BCSD. The BCSD maintains the right to immediately withdraw the access and use of the account when there is reason to believe that violations of law or BCSD Policies have occurred. In such cases, the alleged violation will be referred to the building administrator for further investigation and application of necessary consequences as indicated in the Student Discipline, Suspension and Expulsion policies.

Security The BCSD cannot and does not guarantee the security of electronic files located on either the Google and Edmodo systems. Although Google and chosen programs do have a powerful content filter in place, the District cannot assure that users will not be exposed to non-educational material. All Internet activity will pass through the BCSD firewall (Fortigate). This appliance will provide protection to the internal network from outside intrusion and provide filtering from inappropriate sites.

Privacy The BCSD reserves the right to access and review content of the computer including

but not limited to the content in the Google Apps for Education and Edmodo systems at any time. The BCSD complies with all state and federal privacy laws. As with any educational endeavor, a strong partnership with families is essential to a successful experience. Therefore, we are asking your permission to provide Google Apps and Edmodo accounts to your child. Please fill out and return this permission slip to your child's school.

No student under the age of 13 will be assigned an account without parent or guardian approval.

Personal Electronic Device PolicyThe Bennett County School District understands the importance that Personal Electronic Devices play in our daily lives. Yet, there are instances when certain devices are not appropriate in the school environment.

Personal Electronic Devices (P.E.D.’s) encompass any electronic item in an individual’s possession that is not provided through the school district. Devices included within this policy may have any one of the following characteristics:

1. Creates and maintains a network connection either through wireless or cellular means in which to connect to the Internet or other computing network,

2. Record or playback audio, video, or textural data, and3. Allow for real-time or near real-time communications via any means to other individuals.

The use of P.E.D.’s are prohibited during the school day and during private extracurricular sessions with the school environment. Private extracurricular sessions include events such as sports’ practices or academic activities outside of the normal school day in which the public is not invited to participate.

There are exceptions to this rule. P.E.D.’s may be allowed only when a teacher or administrator gives an individual permission to use a P.E.D device. During these times, all activity must be related to the specific task assigned. Individuals may be asked to provide their P.E.D for examination in order to ensure compliancy with Federal and State regulations. Individuals may not post data on the Internet or other storage device without authorization and may be asked to remove data that is not in compliance with other rules and regulations.

Data collected or transmitted on a P.E.D. must follow all rules associated with all district policies, such as the Acceptable Use Policy.

In an effort to ensure that the district is in compliance with the Children’s Information Protection Act and the Family Educational Rights and Privacy Act, among others, we cannot allow individuals to post information that:

1. Does not meet district professional or ethical standards,2. Depicts individual in a situation that is negative towards one’s dignity, and3. Violates privacy and security regulations already in place.

Failure to abide by the rules outlined above may result in disciplinary action based on the buildings discipline guidelines.

Students are responsible for the security of the P.E.D.’s they bring to school. The district is not responsible for lost, stolen, damaged, or unauthorized use of personal electronic devices. Further, the district is not liable to any student or parent/guardian for any claims, losses, damages, suits, expensed, or costs of any kind arising out of the use or possession of a student’s personal electronic device.

Cyber Bullying

Cyber bullying is all forms of harassment over the Internet or other forms of electronic, communications, including cell phones. Students and staff will refrain from using communication devices or Bennett County School District property to harass or stalk another. The District’s computer Network and the Internet, whether accessed at school or away from school, during or after school hours, may not be used for the purpose of cyber bullying. All forms of cyber bullying are unacceptable and viewed as a violation of this policy and the District’s acceptable computer use policy and procedures.

Users are responsible for the appropriateness of the material they transmit. Hate mail, harassment, discriminatory remarks, or other anti social behaviors are expressly prohibited. Cyber bullying includes, but is not limited to the following misuses of technology: harassing, teasing, intimidating, threatening, or terrorizing another person by sending or posting inappropriate and hurtful e-mail messages, instant messages, text messages, digital pictures or images, or web site postings, including blogs. It is also recognized that the author (poster or sender) of the inappropriate material is often disguised (logged on) as someone else.

Students and community members, who believe they have been victims of such misuses of technology, as described in this policy, should not erase the offending material from the system. A copy of the material should be brought to the attention of a principal or teacher.

The administration shall fully investigate all reports of cyber bullying.

In situations in which cyber bullying originated from a non-school computer, but brought to the attention of school officials, any disciplinary action shall be based upon whether the conduct is determined to be severely disruptive of the educational process so that it markedly interrupts or severely impedes the day-to-day operations of a school. In addition, such conduct must also violate a school policy. Such conduct includes, but is not limited to, threats, or making a threat off school grounds, to harm a member of the school staff or a student.

Malicious use of the District’s computer system to develop programs or to institute practices that harass other users to gain unauthorized access to any entity on the system and/or damage the components of an entity on the network is prohibited.

Disciplinary action may include, but is not limited to, the loss of computer privileges, detention, suspension, or expulsion for verified perpetrators of cyber bullying. In addition, when any kind of threat is communicated or when a hate crime is committed, it shall be reported to law officials.

Children’s Internet Protection

It is the policy of the Bennett County School District to prevent user access over its computer network to, or transmissions of, inappropriate material via Internet, electronic mail, or other forms of direct electronic communications; prevent unauthorized access and other unlawful online activity; prevent unauthorized online disclosure, use or dissemination of personal identification information of minors; and comply with the Children’s Internet Protection Act.

To the extent, practical, technology protection measures (filters) shall be used to block or filter Internet, or other forms of electronic communications, access to inappropriate information. Specifically, as required by CIPA, blocking shall be applied to visual depictions of material deemed obscene or child pornography, or to any material deemed harmful to minors. Subject to staff supervision, technology protections measures may be disabled or in the case of minors, minimized only for bona fide research or other lawful purposes.

To the extent practical, steps shall be taken to promote the safety and security of uses of the Bennett County School District online computer network when using electronic mail, chat rooms, instant messaging, and other forms of direct electronic communications.

Specifically, as required by CIPA, prevention of inappropriate network usage includes: unauthorized access, including s-called “hacking” and other unlawful activities and unauthorized disclosure, use and dissemination of personal identification information regarding minors.

It shall be the responsibility of all members of the Bennett County School District staff to supervise and monitor the usage of the online computer network and access to the Internet in accordance with this policy and the CIPA.

Procedures for the disabling or otherwise modifying any technology protection shall be the responsibility of the Bennett County School District administrators and technology aides.

The Bennett County School District School Board reviews and approves the CIPA and Acceptable Use Policy at their annual July School Board meeting.

Parent forums to review Internet polices are scheduled to be held in conjunction with Back to School events each fall, Parent Teacher Conferences, DDN Parent Portal trainings, Parent Involvement meetings and/or Dakota STEP review sessions.
