5C-4.0015 Definitions.
For the purposes of this chapter the following definitions shall apply:
(1) Accredited Veterinarian. A veterinarian licensed in the state of origin and accredited by the United States Department of
Agriculture, Animal and Plant Health Inspection Service (USDA, APHIS) to perform certain functions of the federal and cooperative-
state-federal programs in accordance with the provisions of Title 9 Code of Federal Regulations (9 CFR) § 161 (2005).
(2) Animal(s). This term shall include:
(a) Livestock including grazing animals, such as cattle, horses, sheep, swine, goats, and other hoofed animals;
(b) Ratites, limited to ostriches, emus, and rheas;
(c) Poultry or Domestic fowl which are propagated or maintained for commercial or breeding purposes; and
(d) Wild or game animals which may threaten the agricultural interests of Florida.
(3) Authorized Representative. An employee of the state or federal government, or a licensed veterinarian accredited by the
USDA, who is authorized to conduct animal disease control and eradication activities.
(4) Commercial Production Swine. Swine that have been subjected to and found negative on an annual brucellosis and
pseudorabies test and have been continuously managed with adequate facilities and practices to prevent exposure to either transitional
or feral swine and so recognized by state animal health officials.
(5) Group. One or more animals maintained on the same premises or in contact with one another.
(6) Horse. Any horse, mule, ass, zebra or other equidae.
(7) Isolation. Separation of individual animals by a physical barrier in a manner that assures one animal does not have access to
the body, excrement, or discharges of another animal; does not share a building with a common ventilation system; and is not within
ten feet of another animal.
(8) Market Class. An exhibition class consisting of finished fed animals that all go directly to slaughter immediately following the
exhibition.
(9) Official Certificate of Veterinary Inspection (OCVI). A legible record or certificate made on an official form from the state of
origin or from the USDA, or a Department-approved electronic format, issued and signed by veterinarians licensed and accredited in
the state of origin for the purpose of certifying the official individual identification, test requirements, and health status of specific
animals for movement, exhibition, and other designated purposes.
(10) Official Individual Identification. A form of unique individual animal identification including, but not limited to:
(a) Official Eartags. Must be tamper-resistant/tamper evident, approved by APHIS, capable of providing a unique identification
number for each animal, and capable of being recorded in a central repository. Such eartags must conform to one of the numbering or
tagging systems approved by the USDA, APHIS, VS in 9 C.F.R. § 71.1.
(b) Ear, tail-web or flank tattoos, approved by APHIS; breed registration tattoos when accompanied by breed registration papers;
or an official brand when accompanied by a brand registration certificate;
(c) Official leg or wing bands for poultry;
(d) Color digital images or notarized color photographs of the animal, signed by a state-licensed, USDA-accredited veterinarian;
or (e) Implanted electronic chips with a unique number that is recorded in a single, central database.
(11) Official test. A test conducted by a method approved by Department rules for the specific disease and animal species.
(12) Poultry, Domestic Fowl or Ratites. Chickens, turkeys, quail, pheasants, chukars, peafowl, guineas, ratites (limited to
ostriches, emus and rheas) and waterfowl that are propagated or maintained for commercial or breeding purposes.
(13) Segregated. To maintain a group of animals separate from another group of animals in such a manner as to prevent physical
contact between animals of the two groups.
(14) Materials. Title 9 C.F.R. § 71.1 (2005) is hereby incorporated by reference. Copies may be obtained from the United States

5C-4.0016 Applications, Cards, Forms, Other Official Documents Required and Fees.
(1) USDA. VS Form 10-11. An official USDA, APHIS, VS form required for submitting samples and reporting results of Equine
Infectious Anemia (EIA) tests.
(2) Division.
(a) Official Certificates of Veterinary Inspection (OCVI). These certificates are provided only to Florida-licensed and USDA-
accredited veterinarians and may be obtained as provided in subsection 5C-4.0016(3), F.A.C. Depending on species and purpose (sale
or movement), the following are Florida-recognized OCVIs:
1. Official Certificate of Veterinary Inspection, DACS-09000; for use with all species, in association with movement or sale. Cost
is $65 per book of 25 certificates.
2. Official Equine Certificate of Veterinary Inspection, DACS-09002; for use with equine, in association with movement or sale.
Cost is $65 per book of 25 certificates.
(b) Equine Interstate Passport Card, DACS-09207, is an official card provided by the Department to the horse owner, which
certifies the existence of an official negative EIA test within the previous 12 months and a valid Florida Official Equine Certificate of
Veterinary Inspection for interstate movement for exhibition purposes in states which accept the card. The document is valid for six
(6) months provided the conditions in subsections 5C-3.003(5)(a)-(f), F.A.C., are met. The Equine Interstate Passport Card is not
acceptable for change of ownership purposes. It may be applied for by submitting an Application for Equine Interstate Passport Card,
DACS-09219, to the Division with the associated fee of $15.00 for the first equine and $5.00 for each additional equine on the same
application. Copies may be obtained as provided in subsection 5C-4.0016(3), F.A.C.
(c) Negative EIA Test Verification Card, DACS-09160, is an official document provided by the Department to the horse owner to
show proof of a negative EIA test within the previous 12 months, for purposes other than change of ownership. The document is valid
for 12 months from the date the blood was drawn and is renewable annually with an associated fee of $5.00 per application (Card).
The Negative EIA Test Verification Card may be applied for by submitting the Application for Negative EIA Test Verification Card,
DACS-09206. Copies may be obtained as provided in subsection 5C-18.0011(4), F.A.C.
(d) Equine Event Extension (A Permit), DACS-09051, an official document provided by the Department to the horse owner,
which certifies the existence of an official negative EIA test within the previous 12 months and a valid Florida Official Certificate of
Veterinary Inspection. The document is valid for six (6) months provided the conditions in subsections 5C-3.003(5)(a)-(f), F.A.C., are
met. It may be applied for by submitting the Application for Equine Event Extension, DACS-09078, to the Division as referred to in
subsection 5C-3.003(5), F.A.C., with the associated fee of $10.00 for the first equine and $5.00 for each additional equine on the
application; copies of which may be obtained as provided in subsection 5C-3.0011(4), F.A.C.
(3) Forms. VS Form 10-11 (APR 90), is hereby incorporated by reference. Copies may be obtained from the United States
Government Printing Office, Superintendent of Documents, Mail Stop SSOP, Washington, D.C. 20402-9328. Official Certificate of

5C-4.0017 General Requirements, Exemptions and Limitations.
(1) Official Certificate of Veterinary Inspection (OCVI) Required. Animals presented for exhibition purposes in Florida, unless
specifically exempted, must be accompanied by an OCVI issued by a veterinarian accredited in the state of origin.
(a) The OCVI must be complete including the breed, sex, and registration number, and the official individual identification of
each animal.
(b) Results of a specific test requirement or herd accreditation, certification or validation number for each animal must be
recorded on the OCVI with the date of the test or herd accreditation, certification or validation.
(2) Expiration of Required OCVI.
(a) For Florida-origin animals an OCVI is valid for 90 days from the date of issue; or until the expiration date of any required
tests, whichever is the earliest date.
(b) For animals imported into Florida for exhibition purposes only, the OCVI is valid for 30 days, except that, for equine imported
into Florida using a current Equine Interstate Passport Card, DACS-09207, or equivalent of the state of origin signed by the State
Veterinarian or chief animal health official, the OCVI will be extended to the date of expiration of the Equine Interstate Passport Card
or its equivalent of the state of origin.
(3) Exemption to Required OCVI. An OCVI is not required for animals originating in Florida and entered in market classes
provided that animals are segregated from other animals and the pens are occupied only by the animals in a market class. Pens used
for market classes must not be reused until after cleaning and disinfecting.
(4) Inspection Required. Prior to immediate acceptance at an exhibition, all animals presented for exhibition must be visually
inspected by an authorized representative for:
(a) The required official individual identification of the animal; and
(b) Clinical signs of disease including, but not limited to: caseous lymphadenitis, blisters/ulcers around the mouth, nostrils,
coronary band, pinkeye, pox, scabies, lice, ringworm, atrophic rhinitis, or multiple warts that are clearly visible; and
(c) Evidence of compliance with animal tests and OCVI requirements, where required.
(5) Animals Rejected for Exhibition.
(a) Any animal in noncompliance with animal tests and OCVI requirements, or
(b) Any animal not meeting the official individual identification requirements, or
(c) Any animal which is suspected of having or showing clinical signs of dangerous transmissible, contagious or infectious
disease on visual inspection, or any animal which is known to be exposed to such diseases must be:
1. Immediately withdrawn from exhibition and returned to the place of origin, or
2. Examined by a Florida-licensed and USDA-accredited veterinarian at the owner’s expense within 24 hours, who certifies by a
signed, written statement, that the animal is free of dangerous transmissible, contagious or infectious disease and pests.
(6) Forms. Equine Interstate Passport Card, DACS-09207 Rev. 07/05, is hereby incorporated by reference. Copies may be
obtained from the Florida Department of Agriculture and Consumer Services, Division of Animal Industry, 407 S. Calhoun St.,
Tallahassee, FL 32399-0800.

5C-4.002 Cattle or Bison.
(1) OCVI Required.
(a) Florida-origin cattle or bison moved for exhibition must be accompanied by an OCVI dated not more than 90 days prior to
exhibition.
(b) Cattle or bison imported from other states for exhibition must be accompanied by an OCVI dated not more than 30 days prior
to exhibition.
(2) Test or Certification Required.
(a) Tuberculosis.
1. Florida-origin cattle or bison may be entered for exhibition without a tuberculin test.
2. Imported dairy cattle may be entered for exhibition provided they have a negative caudal fold tuberculin skin test within 30
days prior to the date of the exhibition; except that, dairy cattle from Accredited Tuberculosis-Free Herds originating in Tuberculosis-
Free States, are exempt from this test requirement.
3. Imported beef cattle or bison may be entered for exhibition without a negative caudal fold tuberculin skin test provided they
originate from Accredited Tuberculosis-Free States or Herds. Otherwise, they must meet the requirements in subparagraph 5C-
4.002(2)(a)2., F.A.C.
(b) Brucellosis.
1. Test Required. Cattle or bison, six (6) months of age or older, must have evidence of a negative brucellosis test within 30 days
prior to the date of exhibition.
2. Exemption from Required Brucellosis Test.
a. Steers and spayed heifers; and
b. Cattle or bison originating from a Certified Brucellosis-Free Herd, or a Brucellosis Class Free State or Area which when
certified, the OCVI must show the certified herd number and the date of the last herd certification test; and
c. Cattle or bison from non-quarantined herds originating from Class A State or Area provided that the cattle are under 18 months
of age.

5C-4.003 Swine.
(1) OCVI Required.
(a) Swine for exhibition must be accompanied by an OCVI dated not more than 90 days prior to presentation for exhibition.
(b) Swine imported for exhibition must be accompanied by an OCVI dated not more than 30 days prior to presentation for
exhibition.
(2) Tests or Certification Required for Breeding Swine.
(a) Brucellosis.
1. Swine six (6) months of age or older must be negative to an official test for brucellosis within 30 days prior to exhibition, or
2. Originate from a Validated Brucellosis-Free Swine herd as defined in 9 CFR § 78.1, or
3. Originate from a Commercial Production Swine Herd as defined in subsection 5C-4.0015(4), F.A.C.
(b) Pseudorabies. Swine six (6) months of age or older must be negative to an official test for pseudorabies within 30 days prior to
exhibition, or
1. Originate from a Qualified Pseudorabies-Free Herd as defined in 9 CFR § 85, or
2. Originate from an Approved Commercial Production Swine Herd.
(3) Exemptions. Swine for exhibition as “market class” swine are exempt from the OCVI and test requirements provided that all
swine in the class go directly to slaughter following the exhibition.
(4) Isolation. Breeding swine returning to the farm from exhibitions must be isolated from other swine at least 30 days before
being returned to the herd. Breeding swine for exhibition must be maintained in isolation between exhibitions or move directly
between exhibitions.
(5) Materials. 9 CFR § 78 (2005) and § 85 (2005) are hereby incorporated by reference. Copies may be obtained from the United

5C-4.004 Poultry, Domestic Fowl or Ratites.
(1) OCVI Required. An OCVI is required for poultry, domestic fowl or ratites for movement into Florida, but not specifically for
exhibition. However, poultry, domestic fowl or ratites presented for exhibition without an OCVI, must be inspected as provided in
subsection 5C-4.0017(4), F.A.C.
(2) Test or Certification Required. All poultry or domestic fowl entered for exhibition must originate from Pullorum-Typhoid
Clean flocks or hatcheries, as provided in 9 CFR § 145 (2005) and § 147 (2005), or have a negative pullorum-typhoid test within 90
days prior to exhibition.
(3) Materials. 9 CFR § 145 (2005) and § 147 (2005) are hereby incorporated by reference. Copies may be obtained from the
United States Government Printing Office, Superintendent of Documents, Mail Stop SSOP, Washington, D.C. 20402-9328.

5C-4.005 Goats or Sheep.
(1) OCVI Required.
(a) Florida-origin goats or sheep presented for exhibition must be accompanied by an OCVI dated not more than 90 days prior to
presentation.
(b) Goats or sheep imported into Florida for exhibition must be accompanied by an OCVI completed within 30 days prior to
exhibition.
(2) Identification. All goats or sheep entered for exhibition purposes must have an official individual identification in accordance
with the National Scrapie Eradication Uniform Methods and Rules, APHIS 91-55-066, June 1, 2005.
(3) Test or Certification Required.
(a) Tuberculosis Test. All dairy goats six (6) months of age or older imported for exhibition purposes must originate from an
Accredited Tuberculosis-Free Herd, or have had a negative caudal fold tuberculosis test within 90 days prior to exhibition. When
originating from accredited tuberculosis-free herds, the OCVI must show, the accredited herd number and the date of the last herd
accreditation test.
(b) Brucellosis Test. All dairy goats six (6) months of age or older imported for exhibition purposes must originate from a
Certified Brucellosis-Free Herd, or have had a negative brucellousis test within 90 days prior to exhibition. When originating from a
certified brucellosis-free herd, the OCVI must show the certified herd number and the date of the last herd certification test.
(c) Exemption From Test Requirements. There are no tuberculosis or brucellosis test requirements for meat type goats or Florida-
origin dairy goats.
(4) Materials. Scrapie Eradication Uniform Methods and Rules, APHIS 91-55-066, June 1, 2005, is hereby incorporated by
reference. Copies may be obtained from the United States Government Printing Office, Superintendent of Documents, Mail Stop
SSOP, Washington, D.C. 20402-9328.

5C-4.008 Horses.
(1) OCVI Required. An OCVI or an Equine Interstate Passport Card, DACS-09207, or equivalent of the state of origin, signed by
the State Veterinarian or chief animal health official, is required for horses for movement into Florida, but not specifically for
exhibition.
(2) Test or Certification Required. All horses presented for exhibition must be accompanied by evidence of a negative official test
for Equine Infectious Anemia (EIA), conducted within 12 months prior to exhibition. The negative EIA test must be reported on:
(a) An original owner’s copy of a VS Form 10-11;
(b) A laboratory certified copy of a VS Form 10-11;
(c) A legible photocopy of a VS Form 10-11;
(d) An Equine Interstate Passport Card, DACS-09207, or equivalent of the state of origin signed by the State Veterinarian or chief
animal health official; which may be applied for by submitting the Application for Equine Interstate Passport Card, DACS-09219 as
provided in subsection 5C-4.008(4), F.A.C.;
(e) A Negative EIA Test Verification Card, DACS-09160, or equivalent of the state of origin signed by the State Veterinarian or
chief animal health official; which may be applied for by submitting the Application for Negative EIA Test Verification Card, DACS-
09206 as provided in subsection 5C-4.008(4), F.A.C., or
(f) A Department-approved electronic EIA form containing clear, color digital images.
(3) Exemption to Test Requirement. A foal under six (6) months of age accompanied by its dam which has met the EIA test
requirement is not required to have an EIA test.
(4) Forms. VS Form 10-11 (APR 90), Equine Infectious Anemia Laboratory Test, is hereby incorporated by reference. Copies
may be obtained from the United States Government Printing Office, Superintendent of Documents, Mail Stop SSOP, Washington,

**Record books are due with your animal entry. Failure to turn in project record book will result in disqualification of the exhibit
of your animal entry. Market animal project books will be an end project using current market prices for beef and pork.
2017 Martin County Fair & Youth Livestock Show
EXHIBITOR RULES
General Livestock Rules
1. The Martin County Fair Youth Livestock Show is open to 4-H and FFA members in Martin County.
Membership must be certified by the 4-H Coordinator or FFA Advisor. Membership must be in active
status and be in good standing with the 4-H or FFA Program at the time of the show or the exhibitor will be
denied permission to show. Membership cannot be transferred after initial weigh in.
2. All exhibitors must reside in Martin County and attend a Martin County Elementary, Middle, High School,
or a program approved by the Martin County Superintendent at the time their entry form is accepted
through the time of the show. Exhibitors must turn in a copy of their report card from the entrant’s school
to the fair office by Friday, January 27, 2017. The Livestock Committee has the discretion to check
attendance with the school or approved program.
a) Definition of Attendance: Attendance must be verified by the school the entrant is enrolled in, and such entrant
must be in good standing of attendance. If an entrant completes their education by graduating and receiving a
diploma in December 2016 due to academic acceleration or excellence, such entrant shall be deemed enrolled in
school and may show at the fair.
b) Limitations: If an entrant has elected to quit school without obtaining a diploma, such entrant is deemed not to be
attending school, and may not participate in the show and sale at the fair.
3. All exhibitors must have a 2.0 Grade Point Average to show in the Martin County Fair. Certain
exceptions will apply for those in special needs classes.
4. All exhibitors must submit a livestock entry form signed by their 4-H Leader or FFA Advisor. ANY
FORM NOT HAVING THE PROPER SIGNATURES WILL BE DECLINED. This form must also
be signed by the parent or guardian of the exhibitor, and must be notarized. Forms can be mailed to the
Martin County Fair Association, Inc., 2616 SE Dixie Hwy., Stuart, FL 34996.
5. Each exhibitor will be limited to submitting an entry, weighing in and showing only one (1) market animal.
Exhibitors must attend the weigh-in unless there is a school function, illness, death in immediate
family or has prior permission to be excused. Every effort will be made to ensure that each exhibitor
submitting a livestock entry form has space in the barn. Multiple entries of breeding or dairy animals will
be allowed at the discretion of the Livestock Committee.
A lottery system will be implemented if more than the following number of entries are received by
the fair office:

If a lottery system is implemented the following will apply:
a) All prior year show and sale exhibitors shall be provided a space in the barn and allowed to show the same type
of market animal as in the prior year, so long as all other rules and requirements are met by such exhibitor.
b) Any new entrant, who did not show in the prior year, shall participate in the lottery.
c) Any prior year entrant who failed to complete their livestock project, no matter whether the fault is that of the
entrant, the livestock animal or act of God, will participate in the lottery. Completion of the project includes
participating in the final weigh-in and meeting the minimum weight and health requirements.
d) Any entrant who was in the prior year lottery or who completed their project but whose animal failed to be
admitted to show and sale will be placed at the front of the lottery pool for the current year before a new entrant.
6. Each exhibitor must comply with the current state and federal livestock health regulations and will check-in
with the licensed veterinarian or State Livestock Inspector. Removal of warts and care of open wounds
should be dealt with prior to the fair. Refer to the rules of the State of Florida printed in the Premium
Book.
7. Animals may be checked periodically at the designated location of the exhibitor by the Livestock
Committee prior to entry into the fair. No crippled, injured, or sick animals will be allowed in the barn
or show. Animals must also be free of external parasites, drugs, or steroids at the time of entry to the fair.
The Martin County Fair Livestock Committee can test your animal for any drugs.
8. Exhibitors must be able to handle and control their animals. Any exhibitor who cannot control his or her
animal in the ring may be disqualified by the Livestock Committee. Baiting, excessive usage of the cane or
whip or other excessive force or actions deemed inappropriate by the Livestock Committee will be
reviewed for possible disqualification.
9. All exhibitors will be defined as a Junior being thirteen (13) years of age and under by September 1, 2016;
or a Senior being fourteen (14) years of age and over by September 1, 2016 for the purpose of
showmanship. Exception with Swine Showmanship. *** Swine Showmanship age categories are:
Junior being eleven (11) years of age and under by September 1, 2016; Intermediate being twelve (12)
years of age to fourteen (14) years of age by September 1, 2016; Senior being fifteen (15) years of age and
older by September 1, 2016.
10. After entry into the barn the exhibitor must have a major role in the feeding, grooming, and care of their
animal. Animals must be cared for from the time of arrival until they are removed.
11. On weekends, exhibitor’s pens should be cleaned or they should be working on cleaning them by
1:00pm. During the week, pens should be cleaned by 5:00pm. The red tag system will be used. Upon
checking the stalls, if the Livestock Committee determines the housekeeping of the exhibitor is below
standard or is not being done by the exhibitor, a red tag will be issued. Upon receipt of a second (2nd) red
tag, a $25.00 deduction will be made from the premium money of all animals. If a third (3rd) red tag goes
in place the animal will be removed from the fair, and ineligible to show the next year or until satisfactory
with the livestock committee. All red tags will remain in place throughout the fair. Stalls will be checked
three (3) times daily.
12. Exhibitors will be assigned times to perform “Barn Duty” to help keep common areas such as walkways,
the wash rack, and the show ring clean. Exhibitors who fail to work at assigned times for “Barn Duty”
and on scheduled MANDATORY Work Days will be fined as follows: $25 Small Animals, $50 Non-
Market, $150 Market and $300 Senior/Graduating exhibitors including the forfeiture of all premium
monies. The exhibitor may also be ineligible to show the following year. A written essay as to why
you should be allowed to participate in the 2018 Martin County Fair & Youth Livestock Show will be
required.
13. ALL feed will be furnished by the exhibitor, including poultry and rabbit exhibitors. Feed for rabbit and
poultry exhibits will no longer be furnished by the Fair Association. Hay will be furnished by the Fair
Association. The Fair Association personnel will assist in cleaning and feeding each morning, but is
each exhibitor’s responsibility to keep his/her area clean, and to care for his/her animal from 4:00pm
until 9:00pm. All animals must be fed and watered by the exhibitor each evening before the barn
closes. On days when the exhibitor has “Barn Duty,” they are responsible for this duty until the barn closes.
Barn closing times are: 9:00pm on weekdays, 11:00pm on Fridays and Saturdays and 8:00pm (9:00pm
preceding a holiday) on Sunday. Animals are to be fed by 8:00 p.m. during the week/weekends and by
7:00p.m. Sunday.
14. Each exhibitor and two (2) parents, or legal guardians will be issued exhibitor passes at the time his/her
animal is entered into the barn. This will allow entry into the fairgrounds once a day to care for his/her
animal. Additional tickets must be purchased at the front entrance.
15. All animals MUST remain on exhibit until fair closing Saturday, February 18, 2017.
16. Appropriate dress for all participants (adult and youth) includes long pants, a club or 4-H/FFA shirt
and closed-toe shoes are required at any activity held on the fairgrounds. Shorts, tank tops, sandals,
etc. are not allowed. Official FFA and 4-H attire MUST be worn while participating in livestock
shows and sales.
18. All exhibitors will be required to attend two (2) mandatory workdays: Saturday, February 4, 2017; and
Saturday, February 25, 2017. The hours are 9:00am until 12:00 noon at the Martin County Fairgrounds,
and all exhibitors must sign in and out. Exhibitors who do not attend workdays will be fined and forfeit
premium monies (#13), along with the privilege of showing the following year. To be excused from any
scheduled workday, the exhibitor must present in writing a reason for the absence. The letter must have
both the exhibitor and the parent/guardian signatures. Letters must be turned into the fair office two (2)
weeks prior to the workday for approval by the Livestock Committee. The only acceptable excuses will be
a school functions, illness, or a death in the immediate family. Work, vacations, local sports/extra-
curricular activities and parties will not be excused as you have sufficient time to plan in advance of
these work days.
19. Each exhibitor of market animals will be required to write and mail at least six (6) buyer letters. Exhibitors
must bring a COPY of the buyer’s letter and ONLY SIX (6) NEW potential buyers’ names, along with
their mailing addresses to the fair office by Friday, October 28, 2016. The Martin County Fair Association,
Inc. or the Livestock Committee is not responsible for providing buyers for these animals. NOTE: Each
buyer name and address that is submitted will be sent an invitation to the buyers social.
20. All 4-H and FFA exhibitors ages eight (8) and older are to have taken an Ethics Workshop class. You
must provide a copy of the certification with your entry. The certificate is due by December 2, 2016 to the
fair office by 5:00pm.
21. Premium checks will not be issued to the exhibitor until the following requirements* have been met:
1) Buyer’s letters must be turned in by Friday, October 28, 2016.
2) Report cards must be turned in by Friday, January 20, 2017.
3) A Statement of Good Standing must be on file by Saturday, February 4, 2017.
4) Participate in Work Days: Saturday, February 4, 2017 and Saturday, February 25, 2017.
5) A copy of your ‘Thank You’ letter into the fair office by Friday, February 24, 2016 (Rule #22)
6) Record Books must be completed and turned in at the final weigh-in and/or upon entry date.
*These are Martin County Fair rules not a 4-H/FFA rule, though 4-H/FFA may decide to adopt said rule.
ANIMALS WILL NOT BE WEIGHED-IN OR ENTERED WITHOUT THE ABOVE RULES (#21).
PERMISSION TO SHOW IS CONTINGENT ON THESE REQUIREMENTS.
22. A COPY of your ‘Thank You’ letter to your buyer(s) is due to the fair office by Friday, February 24, 2017.
Checks for sale monies and premiums will be held until these letters are been received. Failure to submit
these letters will result in a forfeit of your premium monies.
23. There will be no 4-H Cloverbud, Mini, or Pee Wee Shows in any livestock class.
24. The entrant of a market animal to be auctioned off must be owned by the exhibitor, who will be the
only person to profit from the sale of the market animal. However, a market animal may be owned
by the 4-H Association or FFA Chapter and shown by a member of each organization for the benefit
of the organization.
25. Only individuals appointed by the Livestock Chairperson shall be allowed in the arena during shows and
sales.
26. Failure to abide by ANY these rules will result in the disqualification of the exhibitor to show in the current
year’s show and subsequent 2018 year. An essay will be required (see rule #13) for consideration to exhibit
in the 2019 Martin County Fair & Youth Livestock Show.
27. All market animal exhibitors have 30 days to deliver their plaques when they are available from the
fair office. The exhibitor must have a statement signed by the buyer that they received their plaque
and that statement must be returned to the fair office. Failure to adhere to this rule will result in
disqualification from the 2018 Show (see rule #26). Graduating SENIOR exhibitors will be fined as
determined by the Livestock Committee.
28. Exhibitors who show an animal of one particular breed or class will be eligible for only one (1) belt buckle
regardless of other awards.
BARN RULES
1. At least two (2) Livestock Committee members must be present when steers, swine, heifers, lambs, or goats
are in the arena for exercise.
2. Steers, swine, and heifers may be exercised only at designated times or when there is no time block posted,
with authorized Livestock personnel’s permission.
3. No exhibitors are to enter the fairgrounds before the fair opens except on show and sale days, when
exhibitors will be admitted at 1:00pm. All exhibitors must be at the fairgrounds by 5:00 pm weekdays
and 12:00 Noon on the weekends. However, students getting out of school between 3:00pm and 4:00pm
may be at the fairgrounds between 4:00pm and 5:00pm.
4. Upon arrival at the barn, all exhibitors shall clean their area, groom, feed and water their animal.
5. No steer, beef, or dairy animal should be led to the wash rack, the arena, or through the barn unless two (2)
Livestock Committee members are on hand, and then only at designated times. No animal will be tied
unattended in the wash area or left unattended in the grooming chutes by the exhibitor. All livestock
animals shall be clipped prior to entering the fair and exhibitors must groom their own animals
unassisted other than being instructed by parents or mentors.
6. Market animals that weigh-in at the fairgrounds will be weighed ONLY ONE (1) time; the initial weight at
that time will be official. In the event a market animal does not make the initial weight, a back-up market
animal may be weighed prior to the cut-off time. There will be NO second weigh-ins for any reason for
market animals during the final weigh-in.
Note: Only designated workers on the days of weigh-in that have children exhibitors showing a market
animal, may weigh-in their animal first with permission.
7. NO FOOD, SMOKING, DRUGS, OR BEVERAGES ARE ALLOWED IN THE BARNS OR
EXHIBIT AREAS. This is a State rule.
8. Assigned barn duties are mandatory. Each exhibitor having barn duty shall arrive at the barn by 5:00pm
and stay until the barn closes. **SEE BARN DUTY RULES.
9. Spectators (Non-Exhibitors) will stay clear of scales during weigh-in. Decision of the weigh master is
final. Only the exhibitor and approved designated workers are allowed near the scale.
10. The barn areas shall be clear of spectators and the doors will be closed, when moving steers, dairy/beef
heifers, goats, lambs, and swine from their area to the arena. This is to prevent possible injury and
additional liabilities to the exhibitors and Martin County Fair Association, Inc.
11. All steers, dairy/beef heifers, lambs, goats, and swine will be placed in alphabetical order by the exhibitor’s
name within their FFA Chapter or 4-H Club designations inside the barns.
12. There will be a MANDATORY livestock exhibitor meeting Saturday, February 11, 2017 at 2:00pm
in the arena. This will be an opportunity for the exhibitors to meet the Livestock Committee members, go
over the exhibitor’s responsibilities and provide any additional information needed during fair week.
13. Failure to abide by ANY these rules will result in the disqualification of the exhibitor to show in the current
year’s show and subsequent 2018 year. An essay will be required (see General Livestock rule #13) for
consideration to exhibit in the 2019 Martin County Fair & Youth Livestock Show.
BARN DUTY RULES
1. All exhibitors are responsible for the cleaning, watering and feeding of ONLY their animals. You are
responsible to clean any feces your animal may leave in the walkways – not the person on barn duty.
2. Exhibitors will sign in and out on their barn duty days with a livestock committee member, failure to do so
will result in a red tag and you will be assigned another barn duty day. When re-assigned you must
complete your barn duty or you will receive a 2nd red tag and additional premium deductions.
3. We will assign barn duty in an alphabetical order by club and exhibitor name. However, this assignment
order is not guaranteed. Small animal exhibitors are to maintain their individual area and the general
cleanliness of the tent as a group.
4. On the assigned days, the 4-H leader/FFA advisor will be responsible to make sure their exhibitors are
completing the assigned barn duty. However, designated Livestock supervisors will oversee and verify
completion of those assignments.
5. While on barn duty you will stay in your area and make sure it is kept clean. You must check-in and check-
out with the designated Livestock supervisor, who will initial and verify completion of your barn duty.
6. On the day of your assigned barn duty, you are to stay at the fair until it closes with no exceptions unless
your 4-H leader/FFA advisor AND a livestock committee member have excused you due to illness.
7. Exhibitors on barn duty are responsible for keeping their area clean of trash and other debris. In the steer,
heifer and swine barns you must sweep/clean the walk ways. NOTE: All exhibitors should pick-up any
feces left in the walkways by their animals.
NOTE: Barn Rules are subject to appropriate changes deemed necessary by the Livestock Committee at any time.
INTERNATIONAL ASSOCIATION OF FAIRS AND EXPOSITIONS (IAFE)
CODE OF SHOW RING ETHICS Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship.
Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote
the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in
structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition
to the “IAFE Code of Show Ring Ethics”, fairs and livestock shows may have rules and regulations which they impose
on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an
affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so
certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors,
fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and
auction proceeds and shall be prohibited from future exhibition in accordance with the rules adopted by the respective
fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and
should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of
guidelines for all exhibitors and all livestock in competitive events:
1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of
ownership, and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto
is prohibited.
2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health
certificates from licensed veterinarians upon request by fair or livestock show officials.
3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows.
4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues.
The act of entering an animal in a livestock show is the giving of, consent by the owner, exhibitor, fitter, trainer
and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or
other substances from the animal to be used in testing. Animals not entered in an event which culminates with
the animal entering the food chain shall not be administered drugs other than in accordance with applicable
federal, state and provincial statutes, regulations and rules. Livestock shall not be exhibited if the drugs
administered in accordance with federal, state and provincial statutes, regulations and rules affect the animal’s
performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other
sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie
evidence such substance has been administered to the animal either internally or externally. It is presumed that
the sample of urine, saliva, blood, or other substance tested by the laboratory, to which it is sent, is the one taken
from the animal in question, its integrity is preserved and all procedures of said collection and preservation,
transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the
laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the
animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely
responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises,
all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the
animal shall be administered by a licensed veterinarian.
5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance
(irritant, counterirritant, or similar substance) which could affect the animal’s performance or alter its natural
contour, confirmation, or appearance, except external applications of substances to the hoofs or horns of animals
which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for
the sole purpose of protecting the health of the animal, is prohibited.
6. The use of showing and/or handling practices or devices such as striking animals to cause swelling, using
electrical contrivance, or other similar practices are not acceptable and are prohibited.
7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed
representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of
their official duty, all judges, fair and livestock show management, or other show officials shall be treated with
courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them.
8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons
to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons
either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such
individual to disciplinary action.
9. The application of this code of ethics provides for absolute responsibility for an animal’s condition by an owner,
exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual
knowledge of the treatment of the animal in contravention of this code of ethics.
10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely
responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of
Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the
fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary
action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expos and any special
notices to members.
11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor,
fitter, trainer, or absolutely responsible person that he or she has read the IAFE Code of Show Ring Ethics and
understands the consequences of and penalties provided for actions prohibited by the code. It is further a
consent that any action which contravenes these rules and is also in violation of federal, state, or provincial
statutes, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over
such infractions.

Rules:
1. Each exhibitor must have completed one successful year as defined by the organization of Martin County
4-H Club or FFA Chapter. Each exhibitor must have completed and exhibited a Beef or Dairy project in
any sanctioned State or County Fair. Both of the above requirements must be certified by either the 4-H
coordinator or the FFA Advisor prior to submitting intent to show. Exhibitors who have exhibited a 4-H
/FFA Chapter cattle or cattle under 4-H supervision may be eligible if they have cared for the animal for at
least 90 days prior to the show and the 4-H Leader/FFA Advisor certifies this fact to the committee.
Exhibitors must be eight (8) years of age or older by September 1, 2016.
2. Steers must be in possession of and cared for by the exhibitor from initial weigh-in until the final weigh-in.
All steers must weigh a minimum of 630 pounds, maximum of 950 pounds at the initial weigh-in.
NOTE: A back-up steer is allowed at the initial weigh-in but must be weighed by the 11:00 a.m. cut-off
time. Steers must weigh at least 930 pounds when entering the show. Any steer that weighs more than
1250 pounds may show and sell, but the exhibitor will only be paid for 1250 pounds.
There will be ONLY ONE (1) final weigh-in. (Shrinkage due to the stress of travel and weigh-in has been
considered in the minimum weight requirements.)
3. Each exhibitor will be limited to weighing-in and exhibiting one (1) steer. All steers entered in the show
must go to sale and slaughter. All exhibitors must provide a photograph of the side and front views of
their animal at the time of initial weigh-in. Each steer that makes weight will be ear tagged and/or hair
removed for DNA testing at initial weigh-in.
4. All animals and exhibitors must be in their designated area 15 minutes prior to their class time, and remain
with their animal until show or sale is completed.
5. All exhibitors and steers must be at the initial weigh-in on Saturday, August 6, 2016 from 8:00am-11:00am
and final weigh-in on Friday, February 11, 2017 at the fairgrounds. The Livestock Committee will check
each steer at this time to ensure it is of acceptable show quality. No Dairy Crosses will be allowed. Each
steer must be weighed only one time. Steers will be divided into classes based on their final weight by the
Livestock Committee. All exhibitors not in line during the specified time frame will not be weighed-in
unless there is a phone call notifying us as to the reason for the delay.
6. All steers must have a suitable halter and be double-tied in the barn with one rope on the neck, and one
rope on the halter. A proper show halter must be used to exhibit all cattle in the ring. All steers must be
halter-broke and de-horned. No horns beyond one (1) inch of the hairline will be allowed.

8. Order of sale will be: Grand Champion, Reserve Champion, Blue Ribbon winner classes chronologically
followed by Red and White winners, in that same order.
9. A buyer appreciation plaque will be ordered by the Livestock Committee and deducted from the exhibitors
sale check. Additional plaques must be prearranged and will also be deducted from the sale check.
NOTE: Steers must have a health certificate. (See state requirements)
** Exhibitors will be judged several times each day by a Livestock Committee Member on the appearance
of your steer’s surrounding area. All feces should be removed promptly and shavings replaced. You
should act courteous to others and to the public. The Herdsman Award is based on how well you present
your area, steer project and your conduct during the fair.

Rules:
1. Each exhibitor must have completed one successful year as defined by the organization of Martin County
4-H Club or FFA Chapter. Exhibitors who have exhibited a 4-H/FFA Chapter swine or swine under 4-H
supervision may be eligible, if they have cared for the animal for at least 90 days prior to the show and the
4-H Leader/FFA Advisor certifies this fact to the committee. Each exhibitor must be eight (8) years of
age or older by September 1, 2016.
2. Swine must be in possession of and cared for by the exhibitor from initial weigh-in until the final weigh-in.
All swine must weigh a minimum of 40 pounds at initial weigh-in. NOTE: A back-up swine is allowed
at the initial weigh-in but must be weighed by the 10:00 a.m. cut-off time. Swine must weigh at least 210
pounds at the final weigh-in when entering the show. There will be ONLY ONE (1) final weigh-in. Any
swine that weighs more than 270 pounds may show and sell, but the exhibitor will only be paid for 270
pounds. (Shrinkage due to the stress of travel and weigh-in has been considered in the minimum weight
requirements.)
3. Each exhibitor will be limited to weighing-in and exhibiting one (1) animal. All swine entered in the show
must go to sale and slaughter. Each swine that makes weight will be ear tagged and/or hair removed for
DNA testing at initial weigh-in.
4. All animals and exhibitors must be in their designated area 15 minutes prior to their class time, and remain
with their animal until show or sale is completed.
5. All exhibitors and swine must be at the initial weigh-in on Saturday, October 15, 2016 from 8:00am-
10:00am, and final weigh-in on Saturday, February 11, 2017 from 8:00am-10:00pm, at the fairgrounds.
Each swine entry will be weighed only one time. Swine will be divided into classes based on their final
weight by the Livestock Committee. All exhibitors not in line during the specified time frame will not be
weighed-in unless there is a phone call notifying us as to the reason for the delay.
6. Subject to change or deletion: The Martin County Fair Association will supply the plywood for swine pens
on the first workday and will deduct the cost from each exhibitor’s sale proceeds.

9. A buyer appreciation plaque will be ordered by the Livestock Committee and deducted from the exhibitors
sale check. Additional plaques must be prearranged and will also be deducted from the sale check.
10. If participating in showmanship, the exhibitor must have their intent turned in with this form..
NOTE: Please remember to not feed your pig prior to the sale. This will greatly enhance the
presentation of your project.
** Exhibitors will be judged several times each day by a Livestock Committee Member on the appearance
of your swine’s surrounding area. All feces should be removed promptly and shavings replaced. You
should act courteous to others and to the public. The Herdsman Award is based on how well you present
your area, your swine project and your conduct during the fair.

Rules:
1. Brucellosis Testing and Calf Hood Vaccinations: Each exhibitor must comply with the state and
federal law requirements. Please refer to the Rules of the State printed in the premium book.
2. The show is limited to Dairy Heifers and Cows. Registered animals must have a certificate issued by
the Florida Junior Grade Dairy Cattle Identification Program. Forms are available at the Martin County
Extension Services Office, 2614 SE Dixie Hwy, Stuart, FL 34996.
3. All animals must be in possession of, cared for, and trained by the exhibitor at least sixty (60) days prior
to the show.
4. All required health papers must be presented before entering the barn.
5. Registration or other proof of age of the animal must be presented at fair entry.
6. Animals will be delivered to the show barn between 10:00am and 12:00 Noon on Saturday, February 11,
2017. They will remain on exhibit until fair closing on Saturday, February 18, 2017.
7. Animals must be exhibited in their class by age. Each exhibitor must exhibit their own animal.
8. Each exhibitor will exhibit their animal in the show ring at the direction of the judge.
9. All dairy heifers must have a suitable halter and be double-tied in the barn with one rope on the neck,
and one rope on the halter. A proper show halter must be used to exhibit all cattle in the ring. All dairy

BEEF HEIFER SALE - OPTIONAL:

Entries in this class are open to individuals entered in the Martin County Fair Youth Lamb Show.
1. The lambs used in this class should be conditioned, fitted and trained to show at halter.
2. An entry form submitted along with a short resume of activities and interests of the contestant and
description of the outfit to be worn must be submitted before the show.
3. The objective of this class is to present sheep in the most attractive manner, to improve the image of
the sheep show, and to give spectators a real opportunity to view well-groomed sheep being shown in
halter by attractively dressed contestants wearing wool garments.
4. Entrants may purchase or construct their own garment, which should consist of at least 70% wool,
exclusive of accessories. Entrants should select a garment which will be most attractive and which will
lend elegance to the class.
5. Entries will be judged on costume, poise, appearance (60%) and the control and presentation of their
lamb (40%). Class will be divided between junior and senior.

Rules:
1. All rabbit and cavies (guinea pigs) must be owned by the exhibitor at least two (2) months prior to the show.
2. Entries will be received between 9:00am and 11:00am on Saturday, February 11, 2017. Entries must be transported
in an appropriate, washable carrier.
3. Judging will be at 2:00pm on Sunday, February 12, 2017 in the arena. Each exhibitor must be present in order to
receive premiums.
4. The superintendent may refuse any rabbit or cavy that they feel should not be shown. Only healthy animals in good
condition will be accepted. (See state requirements)
5. Animals MUST remain on exhibit until 11:00pm on Saturday, February 18, 2017.
6. All rabbits and cavies will be judged on the ARBA System. Rabbits will be judged according to breed.
7. All barn and exhibitor rules apply to small animal exhibitors.
