Introduction

TheInstituteofStrategicStudiesIslamabad(ISSI)wasestablishedin1973underadirectivefrom the President of Pakistan as a non-partisan, non-pro�it organisation that promotespolicy-orientedresearchonthecriticalnational,regionalandinternationalissuesaffectingPakistan'ssecurityenvironment.

AimsandObjectives

Thecoreobjectiveof ISSI is to fosterdialogue,understandingandcollaborationamongstscholars,policy-makers,andotherstakeholders.Forthispurpose,theISSIundertakesstudies,arrangesdiscussions,andpromotesresearchandanalysis.Italsooffersaforumforscholars,specialists, and policymakers to examine and engage in scholarly interaction on nationalsecurityandstrategicissues.

Organisation

ThegovernmentofPakistanfundstheISSIannuallythroughtheMinistryofForeignAffairs.However,theInstitutefunctionsasanautonomousresearchorganisation.ItisheadedbytheDirectorGeneral,whoactsas itsChiefExecutive.ABoardofGovernorsand itsChairmansupervisethefunctioningandworkoftheInstitute.

SearchFocus

TheresearchinterestsoftheISSIcoverallcriticalgeographicalregions.Thefocus,however,remainsoncontemporarythematicissues,suchasnuclearproliferation,armscontrolanddisarmament,energyandwaterissues,internalsecuritychallenges:sectarianism,terrorism,insurgenciesandradicalmilitantmovements.State-andnation-building,regionaleconomiccooperationandregionalsecurityproblemsaresomeoftheresearchareaspursuedattheInstitute.TheInstitutemaintainsasizeableresearchfaculty,trainedinPakistanandinforeignuniversitieswithdiverseexpertise,coveringmajorareasofresearchinterests.

ISSI-HannsSeidelFoundationFellowshipProgramme

The Institute offers this fellowship to two candidates each quarter, selecting amongdistinguished scholars, intellectuals, former high-ranking of�icials of the armed forces ofPakistan, former diplomats and policymakers. The Institute has funding available for 8fellowshipsduringacalendaryear.

InternshipProgramme

The ISSI offers internship opportunities to promising under-graduate and graduate

students.Theobjectiveofthisinternshipistogroomandtrainstudentsinresearchmethods,

andorientthemtowardsdefenceandsecuritystudies.

InternationalCooperation

The ISSIhas signedmemorandumsofunderstanding (MoUs)withover30 institutesand

think-tanks in 24 countries. Under these MoUs, the Institute holds bilateral

dialogues, hosts scholars from partner institutes, and organises joint seminars and

conferenceswiththem.ThesearrangementsalsofacilitateresearchvisitsoftheInstitute's

ResearchFacultytoforeigninstitutions.

TheISSIconvenesnationalandinternationalconferencesandseminarsonaregularbasis.

Distinguishedscholarsandpolicymakersare invitedtoaddress in-housemeetingsof the

ResearchFaculty.TheInstitutefrequentlyorganisesroundtablediscussions,publictalksand

booklauncheswiththeaimofpromotingacultureofdialogueandopendebate.Participants

at these events usually include foreign diplomats, senior government of�icials, military

experts,leadingacademics,andcivilsocietyactivists.Mostoftheseeventsareopentothe

public.

LibraryandDocumentationCentre

The Institute's library has over 15,000books, and subscribes to 68 printed national and

internationaljournals.Itsdocumentationsectionmaintainsvertical�ileson111subjectsand

indexcardson211issues.Thelibraryresourcescanbeusedbyacademics,researchersfrom

think-tanksanduniversities,aswellasstudents.

Publications

The Instituteuses itswebsite andprintmedia topublish its researchpapers, conference

reportsandcommentsoncontemporaryissues.Itsmajorpublicationisthepeer-reviewed

quarterly research journal Strategic Studies.The ISSIperiodicallypublishesPolicyBriefs,

Islamabad Papers, Special Reports, and Conference Reports, centering on contemporary

issues.

Eng.KhurramDastagirinhisremarksstatedthatPakistanhasalwaysbeensupportiveoftrade with Afghanistan, and even supported the latter's entry into the World TradeOrganisation.Dr.ZubairspokeabouthowtradebetweenAfghanistanandPakistanismulti-dimensional and has been the subject of political debate, negotiations and bilateralagreements,butalsoasourceoftensions.HesaidthatforPakistan,thedevelopmentoftradelinkswithAfghanistanacquiressomewhatofanenhancedimportanceintheregionalcontext.

Thespeakersstatedthatthereporthasmadeaveryvaluablecontributionintheareasit

hascovered.Theyagreedthatillegalsmugglingisamajorsourceofincomeforpeopleliving

alongtheborder.Thoughthingshavesigni�icantlyimproved,thetrustandpeacede�icitsare

handicappinganumberofeffortsmadebythePakistanigovernment.

TheInstituteofStrategicStudiesIslamabad(ISSI)onMarch25,2016,organisedaroundtablediscussiononPakistan'sRoleinNuclearSecuritySummit(NSS)Process.ThechiefguestattheoccasionwasLt.Gen.(Retd.)KhalidKidwai,NI,HI,HI(M),AdvisorDevelopment,NationalCommandAuthority(NCA)andformerDirectorGeneral,StrategicPlanDivision(SPD).Otherdistinguishedspeakersattheoccasionincluded;Dr.AnsarParvez,formerChairmanPAEC;Mr.ZafarAli,DirectorGeneral,SECDIV,MinistryofForeignAffairs;Brig.ZahirKazmi,Director,ArmsControlandDisarmamentAffairs(ACDA),SPD;AmbassadorAliSarwarNaqvi,ExecutiveDirector,CenterforInternationalStrategicStudies(CISS);Dr.ZafarIqbalCheema,President&ExecutiveDirector,StrategicVisionInstitute(SVI);Dr.AdilSultan,Director,PDS,SPD;Dr.RabiaAkhtar, Director, Center for Security, Strategy and Policy Research (CSSPR), University ofLahore;andDr.RizwanaAbbasi,AssistantProfessor,NDU.

Gen.Kidwai,inhisremarkscommendedPakistan'sroleintheNSSprocess.HesaidthatPakistanhasattachedhighestimportancetonuclearsecurity.Hehighlightedthatoverthepast15years,Pakistanhasdevelopedarigorousnuclearsecurityregimeat thestrategic,operational,andtacticallevels.

Dr.AnsarPervaizbrie�lyspokeabouttheNSSprocess,howitwasinitiatedandwhatithas achieved so far. He said that Pakistan actively participated in theNSS process andassuredtheinternationalcommunityaboutthatsafetyandsecurityofPakistan'snuclearassets.

Mr.ZafarAlitalkedaboutPakistan'sroleinstrengtheningitsbordercontrolandstrategicexport controls. Dr. Naeem Salik said that there is a need to change our outlook as theinternationaltrendsarevisibleregardingsafetyandsecurityofnuclearmaterials.Dr.ZafarIqbalCheemainhisremarkscounteredtheinternationalpropagandaregardingPakistan'sfastestgrowingnuclearweaponsprogramme.

Ambassador Masood Khan, Director General ISSI, appreciating Gen. Kidwai's strongpresentation stated that he has highlighted theNSS preparatory process; steps taken byPakistan at the NSS process; and Pakistan nuclear policy and programme in a veryauthoritative manner. His remarks have increased con�idence in Pakistan as a nuclearweaponsstate.

PovertyAlleviationandNationalSecurity

April22,2016

The Institute of Strategic Studies Islamabad (ISSI) organised a roundtable discussion on“PovertyAlleviationandNationalSecurity”onApril22,2016.Civilsocietyrepresentatives,government of�icials, members of academia and students from various universitiesconstitutedthediversediscussionpanel.

AmbassadorMasoodKhan,DirectorGeneral,ISSIsaidthatthereisadirectcorrelationbetweenpovertyalleviationandnationalsecurity.Heemphasised thatpublicandprivatecollaborationisessentialforalleviatingpovertyinPakistan.

Thekeynotespeaker,Dr.Ha�izA.Pasha,asenioreconomist,appreciatedgovernmentofPakistan's efforts for prioritising poverty alleviation. Contextualizing the link betweenpovertyalleviationandnationalsecurity inPakistan,hesaidthat there isapowerful linkbetweenpovertyandabsenceofhumansecurity.

The chief guest, Ms. Marvi Memon, MNA and Chairperson, Benazir Income SupportProgramme(BISP)saidthatthereisasymbioticnexusbetweenpovertyandinsecurityinPakistan,whichcanbeattackedmosteffectivelythroughthepropagationoftheruleoflawandaccesstojustice.

SpeakingduringtheseminaronPakistan’sForeignPolicy:theRoleofParliamentorganisedbytheISSI,ChairmanStandingCommitteeofNationalAssemblyonForeignAffairs,SardarAwaisAhmedKhanLegharisaidthatthecommitteeistryingtoimproveitsworkings,sothattheExecutiveisbetterinformed.However,hestatedthattheworkofthecommitteeisrestrictedbyresourcesandacademicconstraints.Pakistan,forthe�irsttime,isdiscussingsensitiveissuesintheParliament.Healsosaidthatthecommitteeislookingat5clusters:US-China,GCC,Regionalintegration, Foreign Of�ice and India. On India, he said that there is a need for selectedengagementbasedonresult-orientedapproach,andallpeacefulmeansshouldbeusedwhendealingwiththeissueofJammuandKashmir.

Theotherpenalistsemphasisedtheneedformorediscussionanddebateinthecommittee.TheysaidthattheinstitutionsareimportantbuttheyneedtobeusedeffectivelybycreatingabalancebetweentheExecutiveandtheLegislature.

Pakistan’sSoftPower

April8,2016

Aone-dayseminarwasorganisedbytheInstituteofStrategicStudiesIslamabad(ISSI)onPakistan’s Soft Power onApril 8, 2016. The seminarwas inaugurated byMr. Sartaj Aziz,AdvisortothePrimeMinisteronForeignAffairs.WhileinauguratingtheseminarMr.SartajAzizstatedthatinthiseraofglobalisationandemergingthreats,Pakistanneedstodevelopand implement its “Soft Power” in order to get rid ofmost of its problems. Pakistanhassuffered enormously because of its tarnished image, which was largely due to falsepropagandabysomeinternationalplayers.Tocounterthistrendandtobuilda‘Brand’and'Narrative'ofPakistan,wehavetouseoursoftpower.Therealfoundationsofsoftpoweraretheruleoflawanddemocraticinstitutions.

ThekeynotespeakerattheseminarwasMs.MarviMemon,ChairpersonBenazirIncomeSupportProgramme(BISP).inherkeynoteaddresssaidthatBISPisasuccessstorythatcatersfor the 5.2 million of the poorest, and is ready to share its experiences with the globalcommunity. She highlighted that Pakistan is committed to �inancial empowerment of thewomen.Economicwisdom,shesaid,islinkedwithsoftimage.

During the three sessions of the seminar, a wide range of views were expressed byparticipants on issues related to the needof constructing a narrative for Pakistan's softpower; how Pakistan can effectively project it and what are the next steps to promotePakistan's soft image across the globe. Theparticipants of the seminardiscussed issuesrelated to the role of education, diplomacy, public perception, culture, connectivity,performing art, media, visual media, religion, knowledge economy, tourism, think-tanks,youthandempowermentofwomeninpromotingPakistan'ssoftimageacrosstheglobe.

Acrosssectionofpeopleincludingpeoplefrommedia,academia,think-tanks,ministriesand armed forces attend the seminar. Ambassadors and representatives of internationalorganisationsinIslamabadwerealsopresentattheoccasion.FacultyandstudentsfromRootsMillenniumSchoolandUniversity,NationalUniversityofModernLanguages,NationalDefenceUniversity,Quaid-i-AzamUniversity,andtheUrduUniversityalsoparticipatedintheseminar.

Pakistan’sNon-ProliferationEffortsandStrategicExportControlSystem

May3,2016

TheInstituteofStrategicStudiesIslamabad(ISSI)organisedaseminaronPakistan’sNon-ProliferationEffortsandStrategicExportControlSystemonMay3,2016.Thechiefguestofthe seminarwasMr. Sartaj Aziz, Advisor to the PrimeMinister on ForeignAffairs. In hisinauguralspeech,SartajAzizsaidthatPakistanwasstronglycommittedtotheobjectiveofnuclearsecurity.Pakistan'snuclearsecurityparadigmthatevolvedovertheyearsiseffectiveandresponsiveagainsttheentirerangeofpossiblethreats,hesaid.SartajAzizstatedthatnuclearsecurityregimeinPakistanwasdynamicandregularlyreviewedandupdated.Hesaidin linewith the commitmentmade during the 2014NSS, Pakistan had rati�ied the 2005AmendmenttotheConventiononthePhysicalProtectionofNuclearMaterial(CPPNM).HealsoreiteratedthatPakistanrejectsanyforeignpressureaimedatdictatingforeignpolicyandexpressedthegovernment'sstancetodiversifytradepartnersrelatedtomilitarytechnology.

Thekeynotespeakerat theseminarwasMr.ZafarAli,DGSECDIV,MOFAon“PakistanStrategicExportControlSystem:LatestDevelopments.”Inhiskeynoteaddress,heexplainedtheeffortsandfundamentalsofPakistan'sStrategicExportControlSystemandhowrobustandef�icientsystemisbeingmaintainedtoensurenuclearsafetyandsecurity.

Thekeynoteaddresswasfollowedbyfourpresentationsbyexpertsonnuclearsecurity.The experts belonged to SPD, PNRA, andMOFA. The Q&A session commenced after thepresentations.TheQ&AsessionwasmoderatedbyDGISSI,Amb.MasoodKhan.

InhisconcludingremarksAmb.MasoodKhanstatedthatPakistanisalegitimatenuclearpower.Before1974,ittrieditsbesttode-nucleariseSouthAsia,butPakistan'sovertureswerereciprocated neither by India nor by the international community. Pakistandeveloped itsnuclearcapability,perforce,becauseofthepeculiarsecuritysituationprevalentinSouthAsia.There shouldbeno exceptionalismanddiscrimination,Pakistanhasalways rejected suchpreferential treatment. Pakistan had established its credentials as a responsible nuclearweaponstatebeyondashadowofdoubt.HeemphasisedontheneedforPakistan'scivilsociety,mediaandthink-tankstosynergisetheireffortstogetrightfuldispensationforPakistan.

Gen. (Retd.) SardarMohammadYaqoobKhan,PresidentAzadJammuandKashmir,inhisinauguraladdresssaidthatKashmirmovementcannoteverbecompromised.Kashmirisnomoreaone-pointagendabetweenIndiaandPakistan.PeopleofKashmirwanttokeepthemovementpeaceful,anditshouldnotbeassociatedwithterrorism.Kashmirisaresmallinnumberbuttheirdemandisonprinciplesandhasimmensestrength.

TheInstituteofStrategicStudiesIslamabad(ISSI)organisedapublictalkonClimateChange,NuclearDisarmamentandHumaneGlobalGovernanceonAugust30,2016.ThespeakerattheoccasionwasProfessorDr.RichardAndersonFalk,ProfessorEmeritusofInternationalLaw,PrincetonUniversityandFormerUNHRCSpecialRapporteuronPalestine.ThetalkwaspartofISSI'sDistinguishedLectureSeries2016.Dr.RichardwasaccompaniedbyhiswifeDr.HilalElver, who is a Research Professor and global distinguished fellow at the University ofCaliforniaSantaBarbaraLALawSchoolResnickFoodLawandPolicyCenter.

Dr. Falk said that this over-arching subject highlights the short-comings of theinternational arrangementwhich cater to the existential threats to humanity. Theworkshopwasorganisedbytheinstituteinordertohelpitsresearchfacultygetmorefamiliarisedwiththenewtrendsinresearchmethodologiesandhowtomaketheprocessofresearchmoreef�icient.

ProfessorSaminaYasmeenexplainedthedifferentkindsofresearchmethodsbeingusedin contemporary times. She explained the signi�icance of literature review in the �ield ofresearchandsharedherexperienceandmethodsofhowtoconducteffectiveandef�icientliteraturereview.

RespectiveresearchareasofalltheresearchfacultymemberswerediscussedindetailbyProfessorSamina.Shebriefedtheresearchscholarsonhowtoaccessreliableandauthenticsourcesofliteratureandinformationregardingtheirparticularresearchareas.whichneedsaneffectiveadvocacyinmedia.

Theobjectiveoftheworkshopwastointroducetheresearcherswiththeinternationalresearchstandardsandpractices.Forthispurpose,Prof.SaminaYasmeenofAustraliawhowasinPakistanwasinvitedtohaveaninteractivesessionwiththeISSIresearchers.

Mr.S.M.Halistatedthatthroughhisbookhehadtriedtoshowcaseandbringtogetherthedifferentculturesandtraditions,whichexistinChina.HedubbedChina'ssuccessonthefactthatthecountryhasalwaysremainedfocused.Chinahasnotjustdevelopedinthe�ieldsofscience,technologyandinfrastructurebutalsoinitsintellect.HereiteratedthatthepeopleofPakistanandChina, loveeachother from thedepthof theirhearts.This love isbasedonsincerityofemotions─afeelinghardto�indamongothercountries.

Mr Ahsan Iqbal called the CPEC a game-changer and stated that credit goes to theleadershipofboththecountries.SenatorMushahidHussainstatedthatthe21stcenturyisthe'Asian'centuryinwhichChina'speacefuldevelopmentisamodelandasourceofstrengthforthecountriesofAsiaandthedevelopingcountriesoftheThirdWorld.

Dr.A.H.Nayyar,an internationallyknownPhysicistandamemberof theInternationalPanelonFissileMaterials(IPFM)praisedtheeffortsoftheauthorsandsaidthatthisbookmakesasigni�icantadditiontotheexistingknowledgeaboutthesize,historyandcapacityoftheIndianunsafeguardednuclearprogramme.
