“NEW EUROPE, NEW TWINNINGS” PROJECT

Castellón County Council, through its European Integration Department, as coordinator

of the “Work group ENLARGEMENT” of the network Partnenalia, is the entity responsible of the “New Europe, New Twinnings” project’s design and carrying out. It’s an informative campaign to promote twinning and to strengthen bonds among Partenalia Members and the new Member States, which financing has been approved in a 60% by the European Commission’s Directorate-General for Education and Culture, submitted to the DG EAC’s call for proposals No. 24/05 – “Promotion of Active European Citizenship, Support to Town Twinning Actions: Conferences, Training Seminars and Information Campaigns”

The project’s main objective is the Town Twinning Forum’s organization in Castellón

(Spain) on November the 22nd 2006, which will be useful to strengthen bonds among the municipalities of the EU15 and the current European Union municipalities.

In the Forum it will be dealt with the important role of Local Corporations in the

European Construction process: from the Network advantages to echo their necessities faced with the Common Institutions to the town twinning projects importance.

The project, co-financed by the European Commission, Partenalia Network and

Castellón County Council, adds up to 81,205 euros. The main objectives of the project are:

• Establishment of new town twinnings with the participation of new Member States and therefore, promoting the mutual knowledge.

• Promotion of the active European citizenship through town twinning. • Involvement of the citizens in the building of Europe, encouraging the

dialogue about the future and extending its knowledge. • Diffusion of the culture and traditions of other cities and regions in the

territory to improve the understanding and knowledge of the Members of Partenalia (EU15) and the cities of the new Member States.

• Diffusion of best practices regarding town twinning. • Establishment of cooperation bonds (wish of town twinning) between

the municipalities belonging to the territories involved in the Partenalia Network and those municipalities belonging to the new Member States, creating communication stable communication channels which make easier a better co-operation with the regions of the new Member States.

This catalogue has been elaborated as a suitable instrument for obtaining those

objectives. It contains some brief practical information about the more than 60 European municipalities and provinces that will participate on the Forum.

This catalogue has been designed to be a practical and useful tool for the Local

Administrations to get in contact among them. That’s the reason for a multilingual publication, published in Spanish, English and French, as the Forum working languages.

The catalogue will be also available in Castellón County Council’s Website (www.dipcas.es)
