TRADE PASIFIKA Corporate Service Manager—Australia Papua New Guinea Business Council, (Nalini Nandanhallt) met with Asif Chida (UNDP) and Alisi Tuqa, Pacific Islands Private Sector Organisation is liaising with Private Sector Peak bodies to prepare for a regional trade show to be held October 2016 (mid). The event is anticipated to cover 2-3 days, have a forum presentation with speakers and approx 40 trade booths. Speakers will be selected around the topics of SME development; Fair Trade; Women in Business in the Pacific and Youth entrepreneurship. DRAFT NATIONAL TRADE POLICY - circulated for comment 15/3/2016. Nalini Nandanhallt to attend workshop on the 22nd of March 2016 and will be able to provide feedback on the policy. DRAFT SME POLICY - draft letter sent to DCI . Nalini Nandanhallt (Corporate Services manager) attended the Regional Consultation on the Draft PNG National Trade Policy and the fol-lowing issues were raised regarding the recent Trade Policy on 22 March 2016, Holiday Inn. The following are my comments, we are still collecting feedback from our membership base. ITEM (1) CAPTURING BUSINESS INPUT From the Trade Policy Document provided – there needs to be more detail provided on how input from the Business community will be cap-tured to ensure that the following is achieved:-

PNG becomes a net exporter – ie Business can advise on how to increase production

Proper Identification of new and emerging markets - Business knows how to identify markets – so it can provide informed advice in this area.

Identification of Market Access - Business has experience in market access issues – so it can provide informed advice in this area.

Understanding PNG’s comparative Advantage in the Region: Business can assist in detail comparative advantage in the region – so it can provide informed advice in this area.

Co-ordination of Trade Intelligence - Business can assist in the proper co-ordination of trade intelligence– so it can provide informed advice in this area.

The common denominator in all of the above is DIALOGUE with business - It is input from the Business Community that can inform this policy regularly so that the Policy remains relevant. There needs to be more detailed information provided on the Governing Board on representation of all the stakeholders There are 8 in total and they need to actively participate in all levels IE GOVERNING BOARD of the NATIONAL TRADE OFFICE , its TRADE ADVISORY BOARD and the National Trade Consultative Com-mittee The stakeholders are;-

Business Council of Papua New Guinea Papua New Guinea Chamber of Commerce and Industry (PNGCCI) Australia Papua New Guinea Business Council Chamber of Mines Chamber of Manufacturers Rural Industries Council Fishing Industry Association Employers Federation

CIMC – Commerce and Services subcommittee

All of the above should have permanent representation in steering the sector forward at all levels ie With representation on the GOVERNING BOARD of the NATIONAL TRADE OFFICE , its TRADE ADVISORY BOARD and the National Trade Consultative Committee ITEM (2) – POLICY CO-ORDINATION WITH OTHER GOVERNMENT DEPARTMENTS From the document it is unclear how other Government Departments will be bound to check with Trade Division first and get clearance be-fore they introduce adhoc policy that affects business. This is disruptive to the sector at present and needs to be addressed in this policy document. ITEM (3) SECTOR MONITORING As policy environment must remain dynamic and responsive to ever changing global conditions, it is important that any feedback from the National Working Group to Improving Business and Investment Climate is taken into consideration. There must be policy space to en-able industries to change to adjust to changing global trade conditions. Furthermore Foreign Direct investment needs to be steered carefully and the concession framework carefully considered so that concessions that are given do not end up being a drag on the economy. ITEM (4) REGULAR MEETINGS for the NATIONAL TRADE OFFICE GOVERNING BODY How will this body - if standalone, ensure that the board will meet regularly? In PNG, many important Boards fail to convene...how will this new proposed Board be different? Is there an alternative? ITEM (5) FUNDING OF POSITIONS WITHIN THE STRUCTURE. From the Policy Document – it is unclear when there will be sufficient funding commitment from GoPNG to fund all necessary positions. Is it possible to provide this information.

PROPOSED BIOSECURITY BILL An invitation was circulated 18/4/2016 regarding this Bill and the workshop was attended by Nalini Nandanhallt

Corporate Services Manager—The proposed legislation has arisen through local adaption from Pacific regional model to provide harmonization across the Pacific and has been drafted to comply with WTO trade related commit-

ments and adopt standards essential to assist PNG to engage in trade arrangements globally. This legislation

forms a critical part of the reform agenda and involves the transfer of the codex food safety functions from DAL to NAQIA to reduce red tape and improve food safety standards and engage laterally with other agencies and sub

national levels of government effectively. Members are invited to attend the consultation session on Biosecurity workshop on Thursday 21 April 2016 (Gateway). If you have any queries - I would encourage you to con-

There are no plans to close the Manus Regional Process-

ing Centre, Foreign Affairs & Immigration Minister Rimbink

Pato has announced. The refugees and non-refugees at

the Manus Regional Processing Centre would be accom-

modated separately. He said all refugees will be assisted to

find work and start a new life in PNG while non refugees

will be assisted to return home in line with the International

The 32nd Australia Papua New Guinea Business Forum and Trade Exposition should be an opportunity for Papua New Guinea to

explore options to help narrow the current balance imbalance between the two countries. Presidents of the Australia PNG Busi-

ness Council Greg Pawson, Business Council of PNG David Toua and Australia PNG Business Council (PNG) Phil Franklin in a

joint statement had revealed Australia is the largest foreign investor in PNG with investments over many decades totally around

$20 million. The event will be staged at the Cairns Convention Centre, Australia from May 15 -17, 2016. The theme for the two day

Australia’s seasonal workers scheme for Pacific Islanders has been described as a “con scheme”. Petroleum and Energy Minister

Ben Micah said the relationship between PNG and Australia has been bad when it comes to talk about visa requirement by a for-

mer colony unlike the treatment Fijians receive from Britain and France offers to South Africa. Mr Micah said all bilateral relation-

ship with Australia needs to be reviewed because many opportunities exist for Papua New Guineans in Australia like education. He

said Australia’s visa requirements were very restrictive and an example was the seasonal worker scheme while other Pacific Is-

landers are working there. PNG should be treated like a sovereign nation and former colony. It is about time we review the bilateral

Operators in the tourism industry say existing restrictions on Australian’s wanting to visit Papua New Guinea have impacted on

visitor arrivals. They are concerned the figures may be further reduced should Government go ahead with its proposed K200 tour-

The Australian Government has funded the upgrading of Sogeri Health Centre and a new Disease Control Unit and Voluntary coun-selling and Testing Clinic in Sogeri, Central Province. These new health facilities were funded through the Kokoda Initiative Program at a total cost of K710, 000 opened on (17/3/16). Source: Post Courier, p14, 21/3/16.

The Australian Government has reiterated its commitment to work with the Government, communities, partners and the private sec-

tor to “Unite to Ent TB”. The Australian Government has been providing a package to assist the Western Province Health office .

The insufficient and enefective ways to control and treat the outbreak of MDR-TB in PNG can be likened to the disaster brough on

by the delayed response to Ebola pandemic 2 years ago. 1% of the Daru population some 150 cases per year were sick with MDR-

TB.

A new police unit to provide support for survivors of family and sexual violence has opened in Kerema, Gulf Province. The establish-

ment of the unit is a joint initiative of the Royal Papua New Guinea Constabulary (RPNGC) and the Gulf Provincial Government with

support from the Australian Government. Since 2009, 17 specialized units in police stations have been established across PNG with

funding from Australia. Speaking on behalf of RPNGC, Deputy Police Commissioner Jim Andrews described the establishment of

this specialised unit as a positive step in the fight against family and sexual violence in PNG. Source: Post Courier, p15, 31/03/2016.

A comprehensive small to medium enterprises policy that will categorise businesses for nationals among others will be table in Par-

liament, Trade, Commerce & Industry Minister Richard Maru said. The draft policy has been sent to Justice Minister Ano Pala to

There has been an influx of illegal immigrants who are conducting business and a taskforce has been established to clean up the

mess, Prime Minister Peter O’Neil said. He said since 2000 the doors were opened to illegal migrants because systems were weak

and people including those that were supposed to protect them compromised. He also mentioned that the exercise by the team is a

The relief sought to ease PNG’s critical foreign exchange shortfall hinges on ongoing negotiations with ongoing negotiations with the

mercial banks with foreign exchange (forex) to loan to their customers. The bank is seeking $US250 million (K783 million) to assist

in easing the now highly restricted forex situation. According to Prime Minister Peter O’Neill, the loan will require the approval of the

Forex affects manufacturing Industries and Mr Michael Kingstone suggested that Bank of PNG free float the Kina and let the local

market decide the value of it. Meanwhile, Lae Chamber of Commerce and Industry Inc executive President Ian McLay said that

forex issue is an ongoing one which need immediate attention so manufacturing companies can

A new K7million a year support package will help Bougainville cocoa farmers boost output, improve quality and gain better market access. The commodity Suport Facility(CSF), launched in Buka last Thursday, is a joint economic development initia-tive of the Autonomous Bougainville Government (ABG) and the Governments of PNG, Australia and New Zealand. The whole-of-industry support package will improve access to cocoa pod borer tolerant planting materials and establish new farmer field schools to help small holders lift production. The government of PNG gave approval for one of the biggest agriculture projects in the country, the K7 billion rice venture in

Central Province. It will be carried out by the Naima Agro Industry Limited employing more than 5000 people. The landowners

will have a 30 per cent stake and the spin off benefits from the project which is worth K6million and will definitely improve the

The Asian Development Bank says the PNG Government is going to have a much more difficult

time in financing its budget deficit in 2016. This is largely because the traditional source of instruments of finance are becoming

tighter and the cost of debt servicing has become expensive. The bank also cautioned against any unplanned expenditure including

cost over-runs as this is likely to worsen the cash flow problem. Source: Post Courier, p27, 8/4/16.

The Arawa town road sealing project funded by the Australian Government has been launched by Acting Bougainville President Pat-

rick Nisira. Central Bougainville MP, Jimmy Miringtoro thanked the Australian government for the great and kind assistance which will

also include the sealing of Kokopau, northern tip of mainland Bougainville to Kangu, the southern tip. Post Courier, p20, 1/04/16.

Economist Paul Flanagan says that PNG will need full assistance to take control of its budget and get its’ house back in order. This

follows the 2015 Final Budget Outcome (FBO) released last week revealing gaping discrepancies between government statements

and actual outcomes. He says the financing challenge is also reflected in the new debt to GDP ratio at 35.2 percent, just above the

ADB 2016 outlook states that GDP will reach 4.3 % and then decrease to 2.4% and will depend on strong macro economic manage-

ment. Country Economist, Yurendra Basnett said that economic diversification was vital. Infrastructure development was key to

boost tourism / agriculture. Inflation expected to increase to 6% and remain at that level. Rising deficits were a problem as public

expenditure was budgeted at K15billion and revenue was budgeted at K13billion. 60% of capital expenditure was funded by direct

government financing and 40% was financed from loans/grants from development partners.

For the first time in 40 years, the people of PNG will have complete ownership of the petroleum and mining resources after

Parliament passed the ownership laws yesterday. The passing of the Organic Law on ownership of hydrocarbons and minerals

and the consolidation and commercialisation of business law 2014 will establish Kumul companies that will give effects to the

amendments to the section 212 of the Constitution. PM Peter O’Neill said the new laws give oil and gas back to the people

The PNG Biomass Joint Venture, oil and gas giant Oil Search and Aligned Energy of Australia will pump into the economy an

investment of over K200 million and guarantee employment for thousands from its biomass energy project in Morobe Province.

Garry Townley, advisedid bio fuel trees are being grown to generate electricity to add onto PNG Powers Limited’s Ramu Grid

The National Government’s ongoing attempts to take over RIO Tinto’s shares (53.86%) in BCL have been slammed by Bou-

gainville president John Momis. Rio Tinto began a review after the passing of the Bougainville Mining Transitional Arrange-

The 21 APEC Summit in PNG in 2018 will see the presence of overseas bureaucrats and diplomats such as the president of USA and security will be paramount. PNG Defence Force Igam Barracks Area Commandant Colonel Carl Wrakonei remarked when certifying 41 High Risk Search (HRS) block one personals, 33 from PNGDF Engineering battalion and eight Lae Metropolitan offi-cer. Most of the world economic power leaders, including the United States and China, will be visiting and meeting in Port Moresby in

2018, Foreign Minister Rimbink Pato advised Leader’s Summit of the Asia-Pacific Economic Co-operation will be held in PNG from

A K10 million nationally owned garment factory is soon to be built outside Port Moresby at Konebada Petroleum Park.Managing

Director Kathleen Ipi Johnson advised, the garment industry will begin with a simple line productions and maybe 100 workers for a

BUSINESS CATEGORY This Category now comprises the following classes: · Short-Term Single Entry: Persons entering PNG for a single visit (to attend business meetings, board meetings, confer-ences, conduct an exploratory business visit or participate in business negotiation). · Short-Term Multiple Entry: Persons entering PNG on multiple visits during a single twelve month period (to attend business meetings, board meetings, conferences, conduct an exploratory business visit or participate in business negotiation). Dependents Dependents of Business Entry Permit Holders can apply for a Tourist Entry Permit at PNG Diplomatic Missions or upon arrival at Port Moresby International Airport (subject to eligibility). Validity Short-term Single entry: The Business Short-Term Single Entry Permit is valid for thirty (30) days per visa. Employment prohibited. Short-term Multiple entry: The Business Short-term Multiple Entry Permit is valid for 12 months with a stay of up to 60 days permitted on each arrival. Employment prohibited. How To Apply 1. Complete the Application for Entry Permit (Form 1) 2. Pay the MSF as set out in the Entry Permit Fee Form and provide receipt. 3. Provide documentary evidence as follows: · Letter from business associate in PNG indicating purpose of visit, duration of stay, loca-tion of business, and proposed frequency of visits; · Evidence of return/on-going ticket.

Where To Apply Short-term Single entry: Applications should be lodged at any PNG Diplomatic Mission before travel, or upon arrival for eligible passport holders at Jacksons International Airport, Port Moresby. Applicants who are Nationals of countries listed as being ineligible for an Entry Permit on arrival must apply for an Entry Permit prior to arrival in PNG. Short-term Multiple entry: Applications should be lodged at any PNG Diplomatic Mission. Not available on arrival. Fees Short-term Single entry: A fee of K500 is payable with each visa/entry. Short-term Multiple entry: A fee of K1000 will apply for each visa. Extension Of Stay Extensions are prohibited for both Short-term Single Entry and Short-term Multiple Entry visas.

Established in 1980 the Council is a non-profit association of Australia-based businesses with interests in Papua New Guinea. The management of the Council is vested under the constitution in an Executive Committee, headed by a President

and three Vice-Presidents, elected at an Annual General Meeting of members.
