NOTICE INVITING QUOTATION
On behalf of the Maharaja Bir Bikram University, Agartala sealed quotations are hereby invited from the reputed Firms/Manufacturers/Authorised Dealers/Suppliers for Supply, Installation, Testing and Commissioning of ICT Equipment for Extension of Internet Connectivity at MBB University.
The quotations complete in all respect must be sent or submitted to the office of the undersigned on or before J anuary 17, 2019 during office hours (except holidays). The quotations will be opened on the next day in presence of authorised person of the Firm/ Manufacturer/ Authorised Dealer/Supplier, if possible.
Interested Firms/ Manufacturers I Authorized Dealers/Suppliers may send/submit their quotations as per the specifications mentioned in Annexure-A~ along with all the supporting documents. The:: offers without Cost of quotation papers & Earnest Money Deposit (EMD) shall be out rightly are rejected. MBB University reserves the right to extend the date or cancel the quotation process or accept or reject any/all quotations or not to purchase all or any of the items.

• The Firm/ Manufacturer I Authorized Dealer/Supplier should have provided similar nature. of services to State Govt. Departments/ Central Govt. Departments/PSU's/
Universities/ Educational Institutions during last 3 (three) years. Duly certified copies are to be enclosed.
• Quotations are to be submitted in TWO PARTS i.e. (A) TECHNICAL AND (B) FINANCIAL OFFER. In two separate properly sealed covers and both these covers will have to be again put into a single cover. Also, the address of the Firm/
Manufacturer/Authorized Dealer/Supplier submitting the quotation/offer must appear distinctly on both the inner sealed covers indicating also TECHNICAU FINANCIAL OFFER as may be applicable. The outer most cover shall be super scribed as

Scope of Work:
•!• Supply, Installation, Testing and Commissioning of ICT equipment and extension oflntemet connectivity at MBB University, Agartala, Tripura.
•!• There is already Internet connections in Administrative & Academic Building of MBB University and only extension of the connectivity to the different rooms at different floors for both the buildings as per the requirements of MBB
University.
•!• The vendor is requested to visit the site for any survey that is needed to get the accurate distance and data. Prior permission need to be taken from the concerned
authorities before visiting the site.
•!• The supply, installation, testing and commissioning of the ICT equipment should be done for the Administrative & Academic building ofMBB University.
•!• All items should have onsite warranty of 3 (three) years.
•!• The cable laying and installation of I/0 Box for internal LAN should be done nicely with proper fitting and fixing with proper sizing of casing so that it does not look ugly to any person's eyes and not disturb any other existing connections.

Terms and Conditions:
Quotationers should strictly adhere to the following 'terms & conditions before filling the Quotation Papers:
1) The agency should be reputed Firm/ Manufacturer/ Authorized Dealer/Supplier and having all necessary certificates, viz. (a) GST registration certificate, (b) PAN/ TAN issued by the IT Deptt. Govt. of [ndia, (c) Tax clearance Certificate, (d) Authorized Dealership/Distributorship/OEM certificate (e) Trade License etc. The photocopies of all the certificates should be attached with the offer.
2) The Firm/Manufacturer/ Authorized Dealer/Supplier should be an original equipment manufacturer (OEM) in the business of manufacture or supply of equipment for minimum 3(three) years. The Firm/Manufacturer/Authorized Dealer should submit audited fmancial statements for latest 3 (three) financial years in support of this claim.
3) The items being quoted should be of original manufacturer and no non-standard item should be quoted. All detailed specifications with make & model no. of the items accompanied by proper leaflets should be clearly mentioned and attached with the offer. ln case of proprietary or patented item, necessary ,certificates in support of the same should be attached. The quotationer must submit the Compliance Statement and Deviation Statement of technical specification.
4) Products should be from ISO Certified Manufacturer supplier/dealer (Copies to be enclosed).
5) The Quotationer should be ISO 9001:2008 Certified for at least one Year.
6) The firm/Manufacturer/ Authorized Dealer/Supplier should have satisfactorily
manufactured and supplied equipment as requisitioned in this offer, to State Govt. Departments/ Central Govt. Departments/Universities/Educational Institutions during last 3 (three) years. The quotationer should have executed at least one project in Tripura State (Attach documentary proof).
7) The rates should be quoted must be both in words and figures and destination Maharaja Bir Bikram University Agartala -799004, Tripura inclusive of packing, forwarding , surcharge, insurance, Installation, Demonstration and any other charges.
8) Quoted rates should be inclusive of all nothing extra will be paid by the University. If there is any increase /decrease of statutory taxes will be reimbursed accordingly.
9) Payment: (a) Successful quotationer shall give a Performance Security Deposit @10% (as per
purchase order) of the total Order Value or the amount fixed by the MBB University in the form of Demand Draft (DD). The Performance Security shall be furnished after the order for supply is placed and before the final payment. Validity of the Performance Security shall cover the warranty period.
(b) After the completion of the work successful quotationer should collect Test Certificates and Clearance Certificates from the Electronics Test & Development Centre [ETDC], Kunjaban, Agartala, Tripura. The Cost of Testing raised by ETDC is to be borne by the supplier.
(c) Payment shall be made only after the delivery of ordered items as per specification and quantity and successful installation, demonstration, training (where applicable) and commissioning.

I 0) Validity of the Performance Security shall cover the warranty period:
I. The proceeds of the Performance Security shall be payable to the purchaser as compensation for any loss resulting from the Firm/ Manufacturer/ Authorized Dealer/Supplier failure to complete its obligations under the contract.
II. If the Firm/Manufacturer/Authorized Dealer/Supplier withdraws his/ her/ their agency from the quotation/contract at any stage after the execution of Award of Contract with his/her/their agency, agency's Performance Security Deposit shall be forfeited in full and suitable action will be taken against his/her/their agency.
11) Quotationer(s) registered with the State/ Central Government must quote his/her/their registration numbers, and submit a photocopy of registration along with the offer.
12) Onsite warranty/Guarantee of minimum 3 (three) years for the quoted items is to be clearly specified and submitted with the quotation papers.
13) The rates to be quoted by the Firm/ Manufacturer /Authorized Dealer should be valid for a period of 6 (six) months i.e. 180 days after the deadline date specified in the quotation document.
14) The quantity against each items mentioned in the quotation (Annexure-A) may vary according to the actual requirements at the time of placing Purchase Order.
15) Each Firm/Manufacturer/ Authorized Dealer/Supplier should clearly specify that the quotationer agrees to abide by all the tenns & conditions of this quotation document on their printed letter head duly sealed & signed by an authorized person.

a) The rates should be quoted both in figures and words and legibly written without any over-writings. No over-writing is pennissible. Manufacturer's price-list, where applicable, should be submitted along with the offer.
b) In case of any discrepancy between the rates in figures and that in words, the rates in words will be accepted as correct.
c) The Firm/Manufacturer/Authorized Dealer/Supplier should quote the total price for each item inclusive of packing and forwarding, levies, insurance, installation, demonstration and any other charges, etc.
d) The rates quoted by the Firm/Manufacturer /Authorized Dealer/Supplier shall be fixed for the duration of the contract and shall not be subject to adjustment on any account.
e) The price quoted in the offer should include all the taxes including Goods and Services Tax (GST) and duties applicable. Clearance at customs will be arranged by the supplier.
Each Finn/Manufacturer /Authorized Dealer/Supplier shall submit only one offer.
All necessary documents shall be furnished along with the quotation.
Evaluation of Quotations: MBB University will evaluate and compare the offers detem1ined to be substantially responsive i.e. which (a) are properly signed (b) Conform to the terms and conditions, and specifications.

20) Award of Contract: (a) MBB University will award the contract to the quotationer whose offer has been
determined to be substantially responsive and who has offered the lowest price in view of the specificatiofl!.mentioned in Annexure-A.
(b) The quotationer whose offer is accepted will be notified by the MBB University.
(c) Upon delivery of goods, the supplier shall submit Suppliers Invoice, Insurance Certificate, Warranty Certificate or any other document as required/demand.
21) Acknowledgement of the Purchase Order: The supplier shall give an acknowledgement of the Purchase Order within 15
(fifteen) days from the date of issuing of the Purchase Order. In case, the supplier fails to acknowledge the Purchase Order within the stipulated time, the University is at liberty to cancel the Purchase Order.
22) No alterations in quotation forms shall be made by the quotationer and if any such alteration is made the offer is liable to be rejected.
23) Delivery of items and installation of the same should be made within 30 (thirty) days from the date of issuing of Purchase Order or as per terms and conditions of Purchase Order.
24) Demurrages and penalty, if any, paid by the supplier shall not be borne by the University.
25) The offer submitted shall clearly mention the name of the firm/person in whose favour the purchase/supply order is to be placed.
26) Contact details of the person for all post sales instaJlation maintenance support should clearly be given with name & Designation, Phone No, Fax No, Mobile, E-mail and official address.
27) Maharaja Bir Bikram University Agartala is not liable for non-receipt of the quotation papers in time due to wrong address/ any delivery delay of the mail service provider/ force majeure. Quotations received after the last date and time for receiving offers will be summarily rejected.
28) Ifthe supplier fails to deliver any or all of the items/ services within the time period(s) specified in the purchase order or any extension thereof granted by the M.B.B. University, the University may close the contract/ purchase order in whole or in part.
29) The MBB University reserves the right to accept or reject any quotation including the lowest one or to cancel the quotation process or reject all the quotations at any time prior to the Award of Contract without assigning any reason (s).
30) The quotation papers should be downloaded and submitted with two separate Demand Drafts (DD) of Rs. 500/- (Rupees Five hundred) only as Cost of quotation papers (Non-refundable) and Rs 5,938/- (Rupees Five thousand nine hundred thirty eight) only as Earnest Money Deposit i.e. EMD (Refundable) from any Nationalized Bank, in favour of Drawing and Disbursing Officer (DDO), MBB University Payable at Agartala.
31) The exemptions from depositing Cost of quotation papers & EMD procured by the quotationer(s) shall not be entertained in any case. So, the offers send/ submit without Cost of quotation papers & EMD will summarily be rejected.

33) We are not responsible for accidental opening of the covers that are not properly super scribed and sealed before the time scheduled for opening.
34) In case, any problem bas to be attended by the Manufacturer/Dealer/Supplier within 24 hours of reporting of the problem atleast expiry of warranty period.
35) No revision of the financial offer will be al lowed once the financial offers are opened. 36) No increase in price will be allowed after our firm orders are placed.
37) The offer should be submitted only on the format given in "Annexure-A, AnnexureB & Annexure-C", otherwise it shall lead to rejection. The Annexure shall be duly filled up and should clearly mention the features offered by the quotationer against each specification.
38) Failure to comply with all the terms and conditions mentioned herein would result in the offer being summarily rejected.
39) ln the event of any dispute arising out of the notice inviting quotation or from the resultant contract the decision of the MBB U Diversity shall be final.
40) MBB University reserves the right to modify or alter the specification after short listing of vendors submitted their offer.
41) If any Finn/Manufacturer /Authorized Dealer withdraws his/her/their offer within the validity period then the university shall, without prejudice to any other right or remedy, be at liberty to forfeit the EMD absolutely.

The quota tioner has to quote for all items given in Annexure-A; else it will be treated as incomplete offer and is liable to be rejected. MBB University reserves the right to change the order quantity or not to purchase all or any of the items or split the orders among multiple dealers/uislributors without assigning any reason(s) whatsoever.

All legal disputes shall be under the jurisdiction of the Agartala Courts of West Tripura District in the state ofTripura.
