Report of Codex Committee meeting on Food Hygiene (CCFH)

The Codex Committee on Food Hygiene (CCFH) held its Forty-seventh Session in Boston, Massachusetts, the United States of America, from 8-13 November 2015. Dr Emilio Esteban of the United States of America Department of Agriculture chaired the Session. The Session was attended by 250 delegates representing 75 member countries, one member organization and nine international organizations.

The Indian delegation was led by Shri Kumar Anil, Food Safety and Standards Authority of India(FSSAI) along with following members: Ms Praveen Gangahar, Quality Council of India(QCI); Shri Aditya Jain, National Dairy Development Board(NDDB); Dr Bhoopendra Kumar, Export Inspection Council of India(EIC); Shri S S Shaji, Marine products Export Development Authority (MPEDA) and Ms. Simi Unnikrishnan, Agricultural and Processed Food Products Export Development Authority(APEDA).

CCASIA meeting of CCASIA MEMBER COUNTRIES were also held at the 47th Session of CCFH in which concerns of Asian countries were identified from the various Agenda items of CCFH and discussed. India was CCASIA coordinator. USA also later on participated in few meetings of CCASIA and discussed their views/comments on various agendas.

The following agendas and discussion papers were discussed in the 47th Codex Committee on Food Hygiene (CCFH):

Proposed Draft Guidelines for the Control of • Nontyphoidal Salmonella spp. in Beef and Pork Meat:

These Guidelines were prepared to provide information to Governments and industry on the control of nontyphoidal Salmonella in beef and pork meat with the aim to reduce the risk of foodborne disease whilst ensuring fair practices in the international food trade. These Guidelines provide a scientifically sound international tool for robust application of GHP- and hazard-based approaches for control of Salmonella

in beef and pork meat according to national risk management decisions. The control measures that are selected can also vary between countries and production systems. However, these Guidelines do not set quantitative limits for Salmonella in beef and pork meat in International trade, rather, the Guidelines follow the example of the overarching Code of Hygienic Practice for Meat (CAC/RCP 58-2005) and provide an “enabling” framework which countries can utilize to establish control measures appropriate to their national situation.

An electronic working group (eWG), chaired by the United States and co-chaired by Denmark prepared a draft document which was circulated for comment and considered at CCFH46. The revised draft document was then considered and revised based on the eWG comments from Australia, Brazil, Canada, Denmark, Finland, France, Honduras, India, Japan, Mauritius, New Zealand, Spain and United States.

Proposed Draft Guidelines on the Application • of General Principles of Food Hygiene to the Control of Foodborne Parasites:

The primary purpose of these guidelines is to provide guidance on preventing, reducing, inactivating, or otherwise controlling foodborne parasite hazards that present a public health risk. These guidelines provide science-based advice to Governments and the food industry with the aim of protecting the health of consumers against foodborne parasites and ensuring fair practices in food trade. These guidelines are prepared for the control of foodborne parasites that are applicable to all foods especially those foods identified in the FAO/WHO report, from primary production through consumption. They should complement guidelines in place for any other pathogens (e.g. bacteria and viruses). Section 3 of this guideline is subdivided into four food categories: i) Meat and meat products, ii) Milk and milk products, iii) Fish and fishery products, iv) Fresh fruits and vegetables. However, the remaining sections contain

guidelines applicable to the food chain after primary production (i.e. processing, food service, home preparation, and consumption), but are not subdivided into food categories. The Delegation of Japan, as co-Chair with Canada, summarized the CCFH work on the Guidelines, which had involved three PWGs(The Physical Working Group) and two EWGs.

Proposed draft annexes to the Code of Hygienic • Practice for Low-Moisture Foods:

The Delegation of Canada, as co-Chair with the United States of America introduced this item and reported that the Electronic Working Group(EWG) had developed six annexes (examples of microbiological criteria for low-moisture foods, guidance for the establishment of environmental monitoring programmes, and four commodity-specific annexes) and determined that there was no need for additional scientific advice. The Committee agreed to discontinue consideration of Annexes IV, V and VI on account of the limited guidance they contained and to continue the discussion on Annexes I, II and III.

The proposed draft Guidelines for the Control of Non-typhoidal Salmonella spp. in Beef and Pork Meat; the proposed draft Guidelines on the Application of General Principles of Food Hygiene to the Control of Foodborne Parasites and the proposed draft Annex I “Examples of Microbiological Criteria for Low-Moisture Foods When Deemed Appropriate in Accordance with the Principles and Guidelines for the Establishment and Application of Microbiological Criteria Related to Foods (CAC/GL 21-1997)” and Annex II “Guidance for the Establishment of Environmental Monitoring Programs for Salmonella spp. and other Enterobacteriaceae in Low-Moisture Food Processing Areas” to the Code of Hygienic Practice for Low-Moisture have been recommended for adoption by Codex Alimentarius Commission 39. Further Code of Hygienic Practice for Spices and Dried Aromatic Herbs were also forwarded for revocation by Codex Alimentarius Commission 39.

Discussion paper on the need to revise the • code of hygienic practice for fresh fruits and vegetables (cac/rcp 53-2003)

The Committee agreed to start new work on the revision of the Code of Hygienic Practice for Fresh

Fruits and Vegetables and submit the project document to the Codex Alimentarius Commission for approval as new work and establish an EWG, co-chaired by Brazil and France to prepare the revised proposed draft Code for circulation for comments and consideration at the next session of the Committee.

Discussion paper on the revision of the general • principles of food hygiene (cac/rcp 1-1969) and it’s haccp annex

The Committee agreed to start new work on the revision of the General Principles of Food Hygiene and its HACCP annex, amend the project document to indicate that managerial aspects were not within the scope of the work and submit the project document to the Codex Alimentarius Commission for approval as new work and establish an EWG, chaired by France and co-chaired by Chile, Ghana, India and the United States of America, to prepare the proposed draft revision of the General Principles for circulation for comments and consideration at the next session of the Committee.

The Committee also requested FAO and WHO to provide scientific advice to help clarify the use of clean, potable and other types of water in the General Principles of Food Hygiene and other hygiene texts and scientific advice on Verotoxigenic E. coli (VTEC) / Shiga toxigenic E. coli (STEC).

Additionally, information on other related work, including the development of guidance for the establishment of shellfish sanitation systems, hazards associated with animal feed, histamine sampling tool, FAO guidance on risk-based meat inspection systems, whole-genome sequencing and the activities and forthcoming report of the WHO Foodborne Disease Burden Epidemiology Reference Group (FERG), were also shared in the meeting.

Agriculture in UAEAgricultural production centered largely in the emirates has expanded considerably through the increased use of wells and pumps to provide water for irrigation. However, agriculture contributes only a small fraction of gross domestic product (GDP) and employs less than one-tenth of the workforce. Dates are a major crop, as are tomatoes, cucumbers, and eggplants, and the United Arab Emirates is nearly self-sufficient in fruit and vegetable production. The country also produces enough eggs, poultry, fish, and dairy products to meet its own needs but must import most other foodstuffs, notably grains. The Arid Lands Research Centre experiments with raising crops in a desert environment. Most commercial fishing is concentrated and the emirates have one of the largest fishing sectors in the Arab world.

Economy of UAE The economy of the United Arab Emirates is the second largest in the Arab World after Saudi Arabia with a gross domestic product (GDP) of $570 billion (AED2.1 trillion) in 2014. The United Arab Emirates has been successfully diversifying its economy. 71% of UAE’s total GDP comes from non-oil sectors.

Although UAE has the most diversified economy in the Gulf Cooperation Council (GCC), the UAE’s economy remains extremely reliant on oil. With the exception of Dubai, most of the UAE is dependent on oil revenues. Petroleum and natural gas continue to play a central role in the economy, especially in Abu Dhabi. More than 85% of the UAE’s economy was based on the oil exports, While Abu Dhabi and other UAE emirates have remained relatively conservative in their approach to diversification, Dubai, which has far smaller oil reserves, was bolder in its diversification policy. Oil exports accounted for 77% of the UAE’s state budget.

Food Processing Sector in UAEThe United Arab Emirates is well known as a poultry market. The demand for frozen processed chicken leads the distribution channels in frozen processed food retail market. The manufacturers have also been focusing on value added products due to the higher profit margins that come along with it. Since staple foods still have price controls from the government in the country, value-added has helped companies

maximize their revenues. Considering the increase in health problems in the country, the government is trying to promote healthier lifestyles. As a result, consumers are becoming more health conscious and concerned about their eating habits. In response, consumers are expected to seek fresher meat, poultry and fish/seafood as well as low-fat options. Frozen processed fish/seafood is expected to benefit due to its high nutrient content, while vegetables will replace carbohydrates, which will boost sales of frozen processed vegetables. Frozen processed food will remain more affordable than fresh produce; hence, consumers will still be willing to purchase frozen processed food if lower-fat and organic frozen processed food items are introduced.

Food Habit/ConsumptionBefore oil was discovered in the United Arab Emirates country was a little more than a desert, received very little outside influence. After the discovery of oil in the mid-1900s the country "opened up" and their food changed dramatically. For the most part, the local population in the U.A.E. eats a diet similar to the Levantine diet, consisting of meats (but no pork), dairy, and breads in conjunction with fruits or vegetables in various forms, like hummus. Food consisted mainly of fish, rice, bread, dates, yogurt, homegrown vegetables, and meat from sheep, goats, and camels.

Family meal usually consists of fish, rice, meat, and a vegetable dish. Many Emiratis prefer the traditional style of eating with the right hand. There are strict Muslim taboos against pork and alcohol, and meat must be slaughtered according to the Islamic halal method.

Today, the U.A.E is an immigrant or foreign worker destination and each group has arrived with their own foods consumption habit. The United Arab Emirates doesn't consume any true staple foods anymore. Historically their staple foods consisted of camel’s milk and dates, but due to the globalization immigrants residing in the country have influenced to change the traditional food habit significantly.
