[Speech of Comrade Provash Ghosh at the concludingsession of 3rd Party Plenum held on 28-30 June, 2019]
Comrade President, Members of the Presidium,Respected Comrade Mobinul Hyder Chowdhury, GeneralSecretary – BASAD (Marxist) and Comrades,
All of you have come from the election battle field.Being imbued with the teachings of our great teacher, leader, Marxist Philosopher Comrade Shibdas Ghosh –every comrade of our party fought this battle as arevolutionary soldier. You have come here with richerexperiences, enhanced energy and more firmdetermination. When known left parties like CPI(M) CPIthrowing overboard the flag of leftism, moved door todoor from Congress to other regional party offices onlybegging for some seats, at that hour ours is the only partyto have raised high the banner of Marxism-Leninism-Shibdas Ghosh’s Thought and highlighting the need ofmilitant leftism joined this Election battle to place beforethe Indian people a real revolutionary line. Now from thepoint of view of getting votes and getting seats we aredefeated. But there is no sign of defeat in the face of our
[ 6 ]
comrades. There is no sign of frustration in the mind ofour comrades, rather comrades feel they are victorious, they feel more enthusiasm. This is so because though interms of election result we are defeated but in terms ofpolitical gains we are victorious. Whatever strength wehave even in a remote village in a state , even where wehave only recently started our work when a group ofcomrades with little experiences moved, they gottremendous moral support from the people. Peopleappreciated our political line. People helped usfinancially. Our party is the only party which collectedelection fund only from the common people. Peopleexpressed keen desire for the rapid and speedy growth ofour party considering it as their only hope. They are readyto help, cooperate and strengthen our party. That is themessage we got from this election battle. We got fewthousands of new contacts those who are left mindedpeople, honest CPI(M) activists, non-left minded people, intellectuals, workers, peasants, students, youth andwomen – a very large number indeed. Many new areasare explored.
It is known to us if in a bourgeois country people arenot politically educated and organized then in electionpeople get swept away by the wind of media propagandajust like a straw as Comrade Shibdas Ghosh pointed out.He said, essentially parliamentary election is a bourgeoispolitics. We are compelled to participate in it followingthe teachings of Great Lenin. He said if a country is notprepared for revolution, if people do not reject electionout of political consciousness it is the duty of arevolutionary party to join election in order to fightbourgeois politics, to expose bourgeois parliamentarypolitics and to educate the masses on the revolutionaryline. So the question is not the number of votes or numberof seats, question is, whether we are able to provide
[ 7 ]
correct and real expression of the working class interest,of the theory and policies of the revolutionary proletariat. From that point of view we are successful.
You have witnessed a very dirty atmosphere in thiselection. Two bourgeois combinations, one was organizedand the other was not organized rather were atloggerheads with each other to capture the seats of thepower with the blessings of the ruling bourgeois class. Inelection campaign their filthy languages, their dirtybehaviour, their mud throwing against each otherpractically would put even the urchins of the streets toshame. They stooped so low that the ugly face ofcapitalist politicians today was revealed nakedly. Notonly in our country, but in other bourgeois countries alsosame is the situation. Today for the bourgeois politicians, principles, morality and concern for the people do notmatter at all. Their sole concern is anyhow to grabpolitical power. Comrades, you know the verdict of thiselection and you know the cause of this verdict. Longback Comrade Lenin pointed out that in bourgeoisdemocracy election is merely selection of servants by thebourgeois class. During that time there were at least somevalues of the bourgeois democracy. So in a bourgeoisrepublic, election means change of servants. They selecttheir chosen servants. That was the expression of GreatLenin. ‘By the people’, ‘of the people’ ‘for the people’‘verdict of the people’ – these were the lofty slogans onceraised by rising bourgeoisie. Even at that time also in thetruest sense bourgeois democracy could not fulfill it.When there is class division between exploiter andexploited how can there be equality? How can there befraternity between exploiter & exploited? Liberty toexploit the workers enjoyed by the bourgeoisie underbourgeois democracy is not the liberty of the exploitedpeople to fight for emancipation. They use the workers
[ 8 ]
just as human raw materials to be grinded by theirexploitative machine. They suck their blood to satisfytheir greed of profit. But whatever democratic practicewas there at that time, now there is no trace of it. That’swhy instead of calling it a parliamentary democracy wecall it a parliamentary autocracy. Under the garb ofparliamentary democracy there is a simple autocracy. BJPhas served multinationals, corporate sectors, monopolyhouses and big business houses to their satisfaction. Sothey wanted to reinstall BJP in power. Moreover theruling class could not trust the other bourgeois parties asalternative. They were disunited, quarrelling with eachother in the matter of distribution of seats, and evenbefore election there were many claimants of future PrimeMinister`s chair. How the ruling bourgeoisie could trustthem in providing stable government? That is why againthey selected their most faithful servant BJP to be saddledin power. It is known to you that the entire election wasmanaged by money power, muscle power, media powerand administrative power. What happened in Pulawama, whether it was an act of the terrorists or it was engineeredby others remains an unanswered question. That incidentand Balakot air strike – all these were used by BJP tosuppress all other problems haunting the peoples mind. All other burning issues had been relegated to the back, only bogey was “save the nation” and the “danger ofPakistan.” All those slogans were raised to fomentnational zingoism, particularly the Hindutwa sentiment.Who can save the country – this question also was posed.Thereby they bypassed all other questions related tofulfillment of their promises made in earlier election in2014. This was a conspiracy. EVM manipulations alsowere there. Election Commission had practically workedas a servant of the ruling class and the ruling partythrowing away any shade of neutrality. That’s why
[ 9 ]
although BJP grabbed many seats in the country therewas no sign or mood of jubilation among the masses. Onthe other hand at the time of swearing-in ceremony, whowere present there? They are the chief representatives ofall the multi nationals, corporate sectors and monopolyhouses. It was they who enjoyed this victory as actuallyit is their victory. And you know that the 95% of the socalled representatives of the people, the members ofParliament are owners of billions of rupees. They arerepresenting the starving, half-starving, dying millions ofpeople of our country! This is the naked reality ofbourgeois democracy. Comrades, these are all known toyou.
Now I want to discuss the background of the rise ofRSS-BJP. When bourgeois democracy was in the dyingstage, even then some relics of bourgeois democracy andbourgeois humanism were still alive. At that time the lastrepresentatives of bourgeois humanism like Einstein,Romain Rolland, Bernard Shaw, Rabindranath, SaratChandra, Premchand, Subramanyam Bharati and othershailed the rise of Soviet Socialism as a savior of mankind.Romain Rolland even commented that if socialism isdestroyed in Russia it not only would enslave the workersof Russia, darkness would engulf the whole mankind fora few decades. That agony expressed by great humanistRomain Rolland, had happened in course of time. WhenSoviet Union was in existeence, when internationalcommunist movement was in its onward march, whenanti-imperialist struggles were going on, when Chineserevolution was on the verge of the victory, whenrevolutionary struggle was continuing in Vietnam, therewas a different atmosphere. At that time in Europe,Africa, Asia, Latin America there were surging waves ofworking class movements, democratic movements andrevolutionary struggles. At that time, religious
[ 10 ]
fundamentalism could not raise its ugly head. But nowafter the fall of socialism, situation has turned quitedifferent. The western countries where at the time ofrenaissance there was fight against religion now theruling classes of those countries are reviving religion andencouraging it. In other countries also religiousfundamentalism is now a sweeping current and all sortsof reactionary ideas, medieval ideas, ultra-nationalism,racialism are being encouraged everywhere to destroyclass struggles and democratic movements.
In this background we are to view the rise of BJP inour country. Here I want to mention that if you go throughthe works of Comrade Shibdas Ghosh, you will find thathe had shown that at the time of freedom movementIndian bourgeoisie which as a compromising bourgeoisiehad opposed revolutionary line and real secularism andcompromised with religious thought. National Congressleadership represented that class interest of the Indianbourgeoisie.. You know Indian renaissance started withGreat Raja Rammohan Roy, followed by another greatpioneer Ishwarchandra Vidyasagar. Rammohan came justlike the red colour in the morning sky of the east justbefore the rising of the sun in fighting religion, but stillhe was not free from religion. However he opposedSanskrit and Vedanta education. That was his position.Vidyasagar as a full rising sun stepped up further and verycourageously declared all religious scriptures likeVedanta, Sankhya as false and so they do not reflect truth.Students should understand this. They need scientificthinking, materialist thinking. All books written byVidyasagr reflected these ideas. Vivekananda opposedVidyasagar and tried to uphold Vedanta. AlthoughRabindranath compromised with spiritualism but he hadupheld modern democratic thought in the main. But SaratChandra fully supported Vidyasagar’s ideas and
[ 11 ]
strengthened them further. Among the political leaders, only Shaheed-E-Azam Bhagat Singh denounced religionwrote an essay with the heading ‘Why I am an atheist’.Subhas Chandra Bose preached secularism in politics. Hesaid that politics must be freed from the influence ofreligion and should be guided by scientific, economic andpolitical theories. Though not many know it, but the factis that in the later part of his life Subhaschandra also freedhimself from religious thinking. But the Indian nationalistmovement was pre-dominantly guided by religiousapproach. You know in India, religious thought, spiritualist ideology existed as a very powerful idea sincelong. It was not fought out properly by bourgeoisleadership rather they strengthened it. They were afraidof scientific thinking because they were opposed to armedrevolution, working class revolution. Even united CPIwhich was formed in 1925, also never foughtideologically against religious thinking, religious ideas. They also compromised with it. Some of you may notknow that this CPI had even provided a queer theory thatHindus & Muslims are two separate nations. So there wasnothing wrong in partitioning India between the Hindusand the Muslims. CPI also along with the Muslim Leagueand Hindu Mahasabha and RSS, had supported thepartition of India. Some of their leaders and cadres mightbe atheist individually, but as a party they never foughtagainst religious approach and spiritualist ideas. All theseserved to prepare the ground for the rise of RSS-BJP. Youmust note it.
So long there was the current of left movement andimpact of Soviet revolution in our country, RSS could notraise its head as it has done today. From 1950 to 1966was the period of militant left movement. Leftism wasdeveloped in India by Netaji Subhas Chandra Bose.Leftism means uncompromising, bold, militant struggle
[ 12 ]
against the ruling power. In India during the days offreedom movement, there was a powerful left currentcentering round Subhaschandra Bose, Bhagat Singh andother martyrs. CPI took advantage of it to expand itsinfluence and support. CPI was further helped by theimpact of world communist movement, Soviet andChinese Socialism. In 1964 CPI was divided into CPI andCPI(M). Till 1966 they had played a role in militant leftstruggle. We were a part of that struggle. Their object wasto strengthen their reformist line; our object was to carryforward our revolutionary line. In the joint movementsthere always was a contradiction between their approachand our approach. Here I want to refer to another point. Some comrades know, some may not know, that in 1948-49 the Forward Bloc, RSP, RCPI being powerful leftparties at that time opposed united movement with CPIagainst Congress as because CPI opposed 1942 Augustuprising. Incidentally, the CPI line was later bitterlycriticized by Great Stalin. Further CPI castigated NetajiSubhas Chandra Bose as an agent of Japan. For thesereasons, those left parties did not want to include CPI inthe joint movement. Comrade Shibdas Ghosh directedComrade Nihar Mukherjee to convince them that CPI isa powerful party; they must be included in the interest ofthe united movement. Accepting this proposal, CPI wasincluded in the united movement. First CPI came inpower in Kerala in 1957. There we came to see a differentface of CPI. They started functioning just like a bourgeoisgovernment there. They suppressed workers’ movementwith police in Kerala. We condemned it. But in 1967when United Front came to govt. in West Bengal bittercontradiction appeared between our party and CPI(M) ledother parties in West Bengal. Lenin said, communists willparticipate in election and if they are elected, asopposition they will expose ruling bourgeoisie and
[ 13 ]
develop extra parliamentary struggle. At the time ofLenin, there was no occasion for the left parties to forma government. In such a situation, a new formulation wasneeded and that task was fulfilled by our departed leaderComrade Shibdas Ghosh. He said, united frontgovernment must function as an instrument of struggle todevelop class and mass struggle and police must not beallowed to suppress legitimate struggles in the name ofmaintenance of law & order. CPI(M), CPI and othersvehemently opposed it. To some extent our party hadbeen able to implement this policy despite oppositionfrom CPI(M) & others and this made the ruling capitalistclass more apprehensive about our party and it insisted toexclude our party from United Front government. Here Iwill not elaborate it further. At the time of 1977 election,CPI(M) leader Jyoti Basu declared in the radio speechassuring the bourgeoisie that although at the time ofunited front government in 1967 there were troubles (bytroubles he meant movements) but this time SUCI wasexcluded from the front. So there will be a peacefulgovernment without any movement. Jyoti Basu assuredin that way and fulfilled that condition. Since then,CPI(M), CPI abandoned militant left movement only tosatisfy the ruling capitalist class. Absence of powerfulleft-democratic movements also helped BJP to strengthenits organization. How CPI, CPI(M) had contributed in therise of RSS-BJP, that is another instance. In 1974, therewas a massive upsurge of students and youth movementthroughout the country on some democratic demands. Atthat time CPI openly supported Congress. CPI(M) waskeeping clandestine relations with the Congress.Comrade Shibdas Ghosh defined it as a mass movementon legitimate democratic demands but RSS-Jansangh wasmisguiding it in their own interest taking the advantageof absence of the left parties. He suggested let the left
[ 14 ]
parties join this struggle to provide an alternative correctleft direction. But they refused. They did not join withthe plea that rightist forces were there. With our limitedstrength, we joined and tried to spread our ideas. Thusentire prestige of the movement was usurped by RSS-Jansangh at that time. It helped RSS-Jansangh to risefurther. But note that when election came in 1977,CPI(M) with a view to getting electoral benefits did nothesitate for a single moment to forge unity with JantaParty composed of RSS-Jansangh (later became BJP),Congress(O), Swatantra Party and others. Janata Partywon the election and thee central govt. was formed andled by Morarji Desai, in which Vajpayee-Advani becameministers. The West Bengal LF government led byCPI(M) and the central Janata Party govt. called eachother as friendly government. This also helped RSS-BJPto consolidate further. Next CPI(M) and BJP jointlysupported VP Singh government in Centre. In Calcutta, there was a meeting addressed by both Jyoti Basu and ABVajpayee along with V P Singh, where Jyoti Basu andVajpayee clubbed their hands together and raised up toshow their solidarity. These were all against the spirit ofleftism and proof of sheer opportunism. All these helpedthe rise of BJP. This also we must understand.
Now, in the present juncture, comrades, I want to callupon you that we should face the situation very calmly, coolly and intelligently. Do not take it for granted thatBJP ideology is fully accepted by the common people ofthe country. It is true that their influence has increased, they have created some confusion also, but it is not a factthat the people as a whole have accepted them. Peopleare still prepared to listen to anti-BJP views if presentedproperly and they can be convinced. Fifty-sixty yearsback RSS & BJP had some honesty on the basis ofreligious morality. Now they have lost it almost fully.
[ 15 ]
RSS is also corrupt, has become money greedy, powerhungry. BJP is also as a bourgeois party very corrupt, nowtheir leaders are quarrelling with each other forministerial post. BJP has been engaged in horse-tradingto purchase MLA from other parties in its bid to capturepower and spending millions of rupees to purchaseunemployed youths and anti-socials to use them inelection. Their leaders are also accumulating wealth interms of crores of rupees. Swayang Sevaks of RSS now-a- days are not much attracted by ideology but moreattracted by money. These things are there. People arealso witnessing it. Once Comrade Lenin said, honestpriest is more dangerous than dishonest priest. Byhonesty, a priest creates more confusion. But if a priest isdishonest he creates less confusion. From that point ofview, BJP may appear very strong being in power in manystate governments and centre, but this is the situationinternally. Comrade Shibdas Ghosh already pointed outwhether advanced or backward in all capitalist countriesfascism has developed in diverse forms with its threedistinct features i.e. concentration of capital, centralization of power in the hands of executive andfusion between spiritualism and technical aspects ofscience. Further he pointed out that fascist features arealready there in India since the rule of Congress but it isdifficult on the part of ruling class to develop all outfascism in India like Germany as there is antagonisticcontradiction between national monopoly capital andregional capital as well as contradiction between bigcapital and small production besides caste-parochial-linguistic conflicts. Moreover there are large number ofscientists, historians, academicians, intellectuals, artistsand journalists who are already protesting against allundemocratic acts of government. We can depend uponthese contradictions and also on liberal democratic forces
[ 16 ]
to counter fascist advancement of BJP. It is noteworthy, when they protest, they protest honestly andcourageously. Still then, we should not undermine thestrength of RSS-BJP. Firstly a well thoughtoutpropaganda movement is very essential. There are twotypes of propaganda. One is formal, another is informal.Formal means holding meetings, selling literatures andorganise discussion. Informal means public talk in teastall, in bus, in train, in market place, in the house of arelative or friend. This is the informal propaganda.Informal talk is also very powerful. Comrades must beworking in that way. Suppose in a train two comrades aremoving. One is raising the arguments of BJP, anothercomrade is answering those artfully. There will be adiscussion. Other passengers will listen to it, some mayparticipate, if they are convinced, they will in turn preachthose in their own sphere. Everywhere you can talk in thisway. In mass meetings, you can discuss our views one byone. For this prepare yourself. Leaders should educate thecomrades accordingly. Ask any person do you hail IndianRenaissance? Do you consider renaissance was a greatachievement. What the pioneers of renaissance preachedat that time? Even Rammohan believed in Vedanta butsuggested not to includee Vedanta in school, collegeeducation, because Vedanta denounces material world. Itwill not help the new generation. Rammohan told in thatway. Rammohan opposed Sanskrit education also. Youquote Rammohan, Vidyasagar, Rabindranath, SaratChandra, Subramanyam Bharati, Prem Chand and othersalso. They are respected personalities. Collect theirquotations. Ask them, do you respect them? If you respectthem, how you can accept BJP-RSS? They are opposingthe views of these great men. They are attacking theirideas. Raise this point. Comrades must be furnished withthe materials with 1-2-3-4-5- points in this way. Already
[ 17 ]
I advised West Bengal state committee and All India DSOleaders to prepare their comrades. In this house also Isuggest that all the states should prepare accordingly.Secondly you say, do you consider Indian freedommovement was a glorious movement? Do you respectNetaji Subhas Chandra, Bhagat Singh and other freedomfighters and martyrs, but RSS condemned the Indianfreedom movement branding it as a reactionarymovement. Even they denounced these leaders asunpatriotic. Do you know this? Raise these points. QuoteRSS accordingly, all these are available in ourpublications and you will get them. Then you tell even ifone believes in Hindu religion, if he considers Chaitanya,Ramkrishna, Vivekananda as the authorities of Hindureligion – tell them what they preached? Make referenceto those. These you will get from our booklets, publications. We raised these questions in publicmeetings also. Who are real Hindu—Chaitanya,Ramkrishna, Vivekananda or the RSS-BJP leaders? Inthis way, calmly, patiently, intelligently you prepare thematerials, educate the comrades, you can find even fromyour own mind many arguments also while you are indiscussion. Give emphasis on informal talks ordiscussions. Truth is very powerful. If a truthful word isspoken in train, if the passengers accept it, they will carryit. They will preach it.
Today, tomorrow or the day after we have to face thereligious ideas, because without defeating religious ideasintellectually we cannot establish superiority ofdialectical materialism in our soil. So it is also anotheropportunity before us. We are to fight spiritualism, religious idealism in the intellectual level. Scientists areraising the voice of protest. They are opposinggovernment policies in many countries. On 9th August, there will a ‘March for Science’. They are opposing
[ 18 ]
government’s policy on science. But they are not awarethat, government’s policies are reflecting the interest ofthe ruling bourgeois class. Historians are opposingdistortions of history. They think it is merely agovernmental policy. They do not understand that it is theneed of the ruling bourgeois class. Academicians areopposing educational policy. They do not understand it isthe need of the bourgeois class. Who can make themunderstand? Only we can make them understand. That isour task. But when you talk about religion amongcommon peasants, common workers you must be verycareful. There are many honest minded religious people. And they will cling to religion so long they are noteducated on the basis of scientific thought. Natureremains a mystery before them. Many things are unknownto them. So they are bound to believe in super naturalworld. So long there is class division as ruler and ruledthey are bound to believe that there is a ruler of the world. So long they are not getting justice in the world they willseek justice in another world. Moreover there is themotivated campaign from ruling class and parties tocreate religious illusions among the people. So, do notinjure their religious sensibility by your uncaredcomment. You can mention two things to them I tell you. One, great founders of all religions preached to fightagainst injustice, to fight against crime. But what ishappening today when there are so many injustices in thesociety, so many crimes are in the society, no religiousinstitutions Church, Temple and Mosque – are comingout against it. Why? When women are raped, whenchildren are dying in the street what religious priests do?Vivekananda said first provide bread, then talk ofreligion. Vivekananda said do not waste money forbuilding temples. Spend for the hungry people. Seeingrape of women, would Hazrat Mohammad say let us go
[ 19 ]
for Namaz? Rather he would have come out with a swordto fight it. Why it is not happening today? Raise thisquestion. Those founders of religions were executed; theystarved. But now the religious preachers are having hugewealth, they are accumulating more wealth. Whyexploiting ruling class backing them? Tell these points. Then you will say, you believe in Gita, Koran, Bible, alright. But today’s problems confronting our lives areprice increase, tax hike, problem of unemployment, retrenchment, eviction from the land – there are manyproblems of modern life, is there any chapter dealt onthese in Koran, Bible, Gita, Ramayana, Mahabharata? Then how to solve these problems? Who can providesolution? Only Marxism-Leninism-Shibdas GhoshThought can provide the real path today. Founders ofreligions dealt with the problems of their times. Thosewere adequate at that time. We respect their struggles andcontributions. But for today, are their teachingsapplicable to solve the problems of life? In this way, youmay discuss. I can tell you my own experience. In 1971,in a village of Murshidabad in West Bengal, I faced apeculiar problem. I was conducting a class dealing on thedifferences between our party and CPI(M) regarding thefunctioning of a government. A written piece of paperwas given to me with the question-”comrade tell uswhether as communist we should believe in Allah or not.”I became astonished because it was not relevant to mydiscussion. After few minutes again the slip cameasking”comrade I asked this question but you are notanswering.” In the recess , I asked the district secretary(he is no more with us) about the questioner. He becameagitated to see the name. Because that person was an anti-party element. I had felt he raised the question withulterior motive, so that if I bluntly answer him that wemust not believe in God, then he would get the chance to
[ 20 ]
campaign against our party. In the next session he stoodup and asked in the house that comrade repeatedly I amasking the question, but you are not answering me. I saidyou will get your answer after my discussion. Then I told,Hazarat Mohammad himself told that before him threemessengers of Allah namely Ibrahim, Musa, Isha cameand he was the last one and they also must be respected. He said Ibrahim carried the message of Allah, Musa alsocarried the message of Allah and then again Isha alsobrought another message successively. But HazratMohammad said, those messages were no more valid inhis time. All three brought different messages one afteranother from the same Allah. I respect this HazratMohammad. At that time people believed whatever wascoming in their mind actually those were coming fromsuper mind that is Almighty God or Allah. They honestlybelieved in that. They did not tell lie. At that time sciencedid not develop to analyse the functioning of mind. Theyall were honest men and believed honestly that thesupermind controls the human mind and if one honestlywith full dedication in meditation prayed to God,definitely he would receive the message of God for thewelfare of the mankind. Accordingly with full convictionthey preached religious ideas. Hazrat Mohammad feltsociety had changed. Earlier messages of Allah were nomore applicable. He again appealed to Allah for a newmessage. Whatever came in his mind, he told that it is anew message of Allah. Then I told the meeting, just see,Hazrat Mohammad rejected earlier messages of Allah andprayed for new message to guide people who were facingnew problems of life. And then I asked why Allah sendingone after another messenger to create conflicts? How is itjustified? Because situation changes, accordinglymessage or path of truth also changes. So Koran and otherreligious books also cannot deal today’s problems.
[ 21 ]
Questioner became silent. I do not know whether he wassatisfied but house was satisfied. Now today also I usethese arguments. Regarding discussion on religion youmust be very careful. Even I told in mass meetings alsothat in Ramayana, Ramchandra without any questionbeing instructed by King Dasharath went to forest.Dasharath was committed probably to his 4th wife andaccordingly he instructed Ramchandra to go to forest. Sitaand Laxman followed him. If today it happens that afather is instructing a son to go to the forest and sonobeys what will happen then? Both father and son will besent into mental hospital. Ramchandra instructed Sita toenter into fire to prove her chastity and Sita obeyed.Today if one man asks in that way he will be chargedwith attempt to murder and Sita will be charged withattempt to suicide. People simply laugh if you put in thisway. So you have to deal these things intelligently andartfully.
Now let me deal with the next point. You know atthe time of party formation what obstruction was facedby our great leader Comrade Shibdas Ghosh. At that timeCPI was very powerful. Their leaders and cadres weremostly honest and dedicated. Great Stalin and Great MaoZe Dong supported them. With 6 compatriots ComradeShibdas Ghosh started the struggle to build up a realcommunist party in this soil. These are written in books, you know that. When we joined the party in 1950,Comrade Manik Mukherjee, Comrade Mubinul HyderChowdhury and myself, we used to face banter fromCPI. They used to ask do you consider Shibdas Ghosh isgreater than Stalin & Mao. We used to organizedemonstration with just twenty or thirty peoples, not morethan that we were able to mobilize. A public meetingaddressed by Comrade Shibdas Ghosh was attended by150 persons, or at best 200. But at the later part, of course
[ 22 ]
he addressed mammoth gatherings. When we joined theparty we attended a class consisting of twenty to twentyfive persons addressed by Comrade Shibdas Ghosh. Werecollect those hard days. Now what is the position ofCPI, CPI(M)? What CPI(M) did in West Bengal? Whatwas the result? I tell you, BJP could not have gained somany seats in West Bengal without the help of CPI(M).In the last election CPI(M) got 28% vote. In this electionit has been reduced to 7%. Where have gone those votes? It has gone to the pocket of BJP. CPI(M) supported BJPto dislodge TMC government with the hope that in thenext term, CPI(M) will be able to capture power. Beingfaced with questions CPI(M) leaders are arguing in selfdefence that due to religious polarization their workers &supporters were carried away. Even if it is so, then aninescapable question will arise what sorts of leftisteducation not to speak of communist education theyprovided to their workers and supporters so that they arenot swayed away by religion? CPI(M) leaders & cadresfeel powerless without governmental power. They ruledfor 34 years in West Bengal, but they have become sounpopular that even the section of people who are anti-TMC government due to its misrule, have consideredBJP and not CPI(M) as an alternative to TMC. CPI(M) ispracticing utter opportunism and has no principle at all. They themselves have exposed and disgraced themselvesby their election oriented opportunist policies one afteranother. Their Party is now in disarray. In India, everywhere you will find honest CPI(M) workers, activists and honest left minded people who used tosupport them, now are thoroughly frustrated. They areraising questions. They are listening to our views, someof them are joining us also. In India now we are not facingthose hurdles what we once faced from the united CPIand then the CPI(M). I can tell you, once in a joint public
[ 23 ]
meeting in Calcutta in 1952, when our party comradesinsisted on allowing Comrade Shibdas Ghosh to speak inthe meeting, initially they opposed, ultimately gave justone minute for Shibdas Ghosh. I was present in thatmeeting. In that meeting he created a sensation byspeaking in one minute. But now the situation haschanged to such an extent that the erstwhile CPI(M)General Secretary Prakash Karat came to Calcutta to talkwith me. He also invited me for the first time to theirParty Congress. You know this. Now CPI(M) issuggesting let us have a unity. They want to exploit theprestige of the SUCI(Communist). We are not againstunity. But first they must break with Congress and otherregional castiest, parochial parties. They must joinmilitant left movement. A six-party combination wasformed after our talk with them. We are in it. But the factis it is now on ventilator. It is not at all working.Everywhere they are very much eager to combine withCongress and other parties. This political line they willcontinue, they cannot give up it. They cannot go back tothe phase of their earlier militant left line. They cannotexist without assembly seats, parliament seats or withoutgovernment. At least they have to remain in the corridorsof power. In 1952, CPI was the largest opposition in theParliament, now this time CPI(M) has won only oneparliamentary seat with their own strength, two moreseats with the blessings of DMK. CPI also got two seatsin the same way. That is their position. Entire field is openfor us, not only to develop as a real communist party butto develop as a real militant left party also. This is a scopebefore us.
Regarding honest CPI(M) followers, I will suggestthat you do not engage in discussion with them in anaggressive manner. Observing the standard of each one,you talk with them very sympathetically, carefully and
[ 24 ]
patiently. Broadly there are three categories among them. One section is completely polluted. Second section is stillwith the party but bear criticism, differences andfrustrations. Third section is ready to support us, evenready to join in some of our activities. Accordingly yougive emphasis on 2nd & 3rd section. First, listen to them, and then accordingly put your arguments in a convincingway. Tell them, you joined the party honestly with left andpro-communist mind. But now what is happening? Whois responsible for it? CPI(M) leadership, and its wrongpolitical line is responsible. In this way, you put yourarguments. Not that, you will quote from ‘Why SUCI(C)is the only genuine communist party in India’. You candiscuss on that book only with the advanced sections ofthe left minded and CPI(M) people. You can tell thementire history of undivided CPI and then CPI(M) whichwas a complete deviation from Marxism-Leninism. Butordinary CPI(M) cadres even do not know what is theirpolitical thesis. You will have to first tell them that theirthesis is people’s democratic revolution. That meansalliance with the national bourgeoisie. They seek thisalliance when national capitalism already reached thestage of monopoly, developed multinationals, exportingcapital and emerged as a contending imperialist power.Theirs is an utter anti-Marxist formulation indeed. Thisis the one of the reasons or a plea that they discoverprogressive bourgeoisie in the bourgeois parties. Firstconvince them and then involve these contacts, newcomers in different new forums. Develop Save EducationCommittee, Anti imperialist Forum, Intellectual-ArtistForum, CPDRS, Committee fighting againstcommunalism – different types of forums. In whateverforum they can be involved you develop that type offorums. Many of them may not join our party but theywill help us. Involve them in these forums and in many
[ 25 ]
movements. And gradually through our association, love, affection and discussion, attract and convince them. Thatshould be our approach. We will get a large number ofCPI(M) followers and left minded people. Situation isvery ripe for that. In local movements, in any programmeif CPI(M) people like to join involve them. There is nodifficulty. Even if a local unit of CPM wants to join withtheir banner in the movement there should not be anyobjection or rigidity in our approach. But rememberalthough CPI(M) has sufficiently exposed and disgraceditself among the left & democratic minded people, rulingbourgeoisie in its class interest will fully back CPI(M) asa social democrat party with money and media power tomislead and disrupt class & mass struggles and distractattention from revolution to election.
Comrades, now to utilize this very excellentsituation for the development of the party, class and massfronts and for the development of class and massstruggles we must be prepared ideologically, organizationally, politically and ethically. ComradeShibdas Ghosh repeatedly emphasized on this point.Comrade Nihar Mukherjee also emphasized on this point.I am also trying to put emphasis on the same point. Ourcomrades are very good, honest and dedicated. They arefighters also. Many of them sacrificed many thingswithout expecting anything. But it is also a fact that dueto the impact of social environment we are carrying manyshortcomings. Firstly we are surrounded by a degradedcapitalist environment. A capitalism which is completelypolluted, decomposed and spreading poison everywheredestroying all human qualities. Constantly, daily hourly,in every minute this environment is pervading us,permeating us, corrupting us and causing constantrelapses among ourselves into bourgeois individualism, selfishness, consumerism, immorality, various types of
[ 26 ]
weaknesses, lust for name, fame and post. ComradeShibdas Ghosh taught us to remain alert in every moment, because within me also there is contradiction betweenbourgeois and proletariat. In some aspects knowingly orunknowingly bourgeois approach is influencing me. Insome other aspects consciously I am carrying proletarianapproach. Comrade Shibdas Ghosh himself said that tillthe last breathe of his life he wuld have to prove that hewas a revolutionary. This is a very difficult struggle. Howwe can be alert? It means we must have alert mind. Ishould alert my mind on the basis of Marxism-Leninism-Shibdas Ghosh thought. When we study Marxism-Leninism-Shibdas Ghosh thoughts, we are to understandtwo aspects. One is the process of thinking, the processof judging tthings that is philosophical aspect, dialecticalmaterialistic outlook. Understanding of this philosophy isgeneral but it is to be particularly applied in particularconcrete situation. Just like a doctor is examining apatient with the knowledge of general medical science, but when to diagnose whether it is TB Typhoid orPneumonia, particular branch of science is to be applied.Whether it is electron or proton, what types of moleculethese are – here application of a particular science isnecessary. Similarly when we approach a social problem, economic, political, moral, ethical any problem orwhenever we approach any organizational problem, orwhen we are dealing with a movement, or even while weare judging a comrade, everywhere this scientificphilosophical outlook is to be concretely applied. Mostof us are incapable to apply this science. It is verydifficult to acquire this science. Only by reading threeprinciples of contradiction i.e. unity and struggle betweentwo opposite forces, from quantitative change toqualitative change & vice-versa, negation of negation andexternal contradiction, internal contradiction,
[ 27 ]
antagonism, non-antagonism, principal aspect ofcontradiction – you cannot acquire these concretely.Acquiring means to be able to understand whether thiscontradiction is antagonistic or non-antagonistic, whatform of the unity and struggle between opposite forcesare there, what is the state of change whether it isquantitative or qualitative, or how one is being negatedby another negation, I can objectively visualize thoselaws governing a phenomenon concretely with all itsparticularities and peculiarities. According to sciencefrom smallest to biggest elements everything is in motion,in the process of change. Unless we can acquire theunderstanding of those laws governing the motion, i.e.understanding the principles of dialectical materialism, the only scientific philosophy, we cannot act consciouslyto accelerate the process of revolutionary movement.Comrades the leaders at least must acquire this capabilityby conducting hard struggle. Not by simply reading thebooks. That will be merely a scholastic knowledge. Onlyapplying Marxism in all aspects of life including love &sex following the teachings of Comrade Shibdas Ghosh,by constantly participating in building party and byconducting class and mass struggles we can acquirehigher proletarian culture. Only that will enable us torealize and acquire Marxist philosophy. Remember, thereare thousands of threads of capitalism. We are entangledby those knowingly or unknowingly. Our instinctiveforce, habitual force, that itself is a degraded bourgeoisforce. Unless we culturally change ourselves defeatingbourgeois culture in all aspect of life and acquireproletarian culture and by that being impersonal identifyourselves with revolution I cannot acquire that Marxistscience also. Next is, by applying this science ComradeShibdas Ghosh propounded many theories on variousnational-international-organisational-cultural questions.
[ 28 ]
Those are guiding us. Since his time although notqualitative but some quantitative changes have beenthere. So following his teachings we are trying toelaborate some of his ideas to meet the concrete situation. Our literatures are carrying those things. History will saywhether these elaborations are right or wrong. Comradesshould also study these.
Comrades, firstly ideological and cultural struggle isnecessary. We must know to discern from any politicaland topical incidents the manifestations of political, ethical, moral side of the ruling class. We must applydialectical analysis in estimation of all aspects of life ofthe ruling class. We must be able to understand theireconomic nature, political and cultural features. We mustacquire the capability to know the weakness and strengthof our enemy. We must acquire the capability tounderstand by which deception they are confusing themasses and by various acts how they are serving theirclass interest. These things cannot be found in books. These things we can acquire from living incidents in oursurroundings. Many incidents are happening. What is thepublic discussion around us? Sometime people may talkloudly, sometimes in whisper. We must follow those.Always we must have keen observation. Remember, onlycorrect ideology and political line itself will not bringsuccess. It has to be won by conducting hard struggle, along stubborn struggle which demands firm discipline, unwavering conviction, undaunted spirit, clarity of mind, perseverance, unity of will and courage of the comrades. Here let me quote Great Stalin. He said, “Victory nevercomes of itself – it usually has to be attained. Goodresolutions & declarations in favour of the general lineof the party are only a beginning; they merely express thedesire for victory, but not the victory itself. After thecorrect line has been laid down, after a correct solution
[ 29 ]
of the problem has been found, success depends on howthe work is organized; on the organization of the strugglefor the application of the party line; on the properselection of personnel; on the way a check is kept on thefulfillment of the decisions of the leading bodies.Otherwise the correct line of the party and the correctsolutions are in danger of being seriously prejudiced.Furthermore after the correct political line has been laiddown, organizational work decides everything includingthe fate of the political line itself, its success or failure.”It does not need any explanation comrades. It is aneducation for the communists of all over the world. Soeven if our line is correct that itself will not make usvictorious. We will have to attain victory. We have tofollow the teachings of Great Stalin. Comrades, let meremind you our great teachers Lenin, Stalin, Mao- ZeDong and Shibdas Ghosh all of them have emphasizedrepeatedly – go to the masses, remain with the masses toraise their level of standard, to upgrade their level ofstandard, but not to degrade ourselves to their lowstandard. That is also lacking in our party. Comradesoccasionally go to the people. Most of us have come frommiddle-class families. It is natural. Lenin said some of thebourgeois intellectuals developed the idea of scientificsocialism because without the knowledge of science, history, economy and philosophy it cannot be developed. They were the product of class struggle. That is whyconcept of scientific socialism comes from without notfrom within the working class movement. Working classitself can acquire trade union consciousness. So it is thetask of the de-classed middle class intelligentsia as avehicle to carry it among the proletarian masses and toeducate them accordingly. But if we cannot be declassedby conducting hard struggles invariably there will remainmany bourgeois approaches in our life. In our family life,
[ 30 ]
in our centre life, in any places of our life we will reflectthose. Last time in West Bengal MSS meeting I raised apoint. A considerable section of the comrades who arenow mothers, are developing their children in a differentway. They have forgotten their past. How our illiterateparents took care for us. There was no impact ofconsumerism then. Now bourgeois approach isinfluencing them to build up the carrier of their children.Academic result, singing, dancing, swimming, this &that, many dresses, new dresses, mobile phones – theseare coming. These are polluting the society. These areinvading our life also. Once I asked a mother comrade doyou know what is my academic degree? Do you know thedegree of our leaders? I am not asking to give up theschool-college education. But give emphasis and developreal manly character. That is the most important thing. Many bourgeois approaches are unknowingly invading usand we are getting habituated in that way. That is also adanger. Go to the slums, go to the workers’ barracks, livewith them just to see how their children are brought up,how they are staying during cold winter, at the time ofhot summer, under torrential rains, their death due tostarvation and absence of medical treatment. Then youcan feel how capitalism is exploiting them cruelly. Out ofthat an emotional feeling will be generated. Theemotional feeling must always keep our character alive.Once emotion develops, it may die out also. It is to bekept alive. Out of emotional feeling for the oppressedpeople we seek revolutionary ideology. That’s why weneed Shibdas Ghosh’s Thought, we need SUCI(Communist). If the link with the common oppressedpeople is disconnected then merely good words, andspeeches will not save us. Constantly I should ask myconscience- today what I have done for the oppressedpeople? What I did for the revolution? How I spent my
[ 31 ]
day? Ask yourself individually and collectively. So wewill have to go to the oppressed people to learn fromthem, to educate then, to organize them, to live amongthem, to develop and keep alive our emotional feeling forthem. There must not be any selection or preference, wherever oppressed people are found we should go there.Let me quote Great Lenin in this context. He taught us,“In order to be able to help ‘masses’ and to win thesympathy, confidence and support of ‘the masses’, it isnecessary to brave all difficulties and to be unafraid ofthe pinpricks, obstacles, insults and persecution of the‘leaders’; and it is imperatively necessary to workwherever the masses are to be found. Every sacrifice mustbe made, the greatest obstacles must be overcome, inorder to carry on agitation and propagandasystematically, perseveringly, persistently and patiently, precisely in those institutions, societies and associations– even the most reactionary – to which proletarian orsemi-proletarian masses belong … To refuse to work inthe reactionary trade unions means leaving theinsufficiently developed or backward masses of theworkers under the influence of the reactionary leaders, the agents of the bourgeoisie, influence of the reactionaryleaders …” Just see, Lenin is asking us even to work ina most reactionary association or organization if thereare proletarian or semi-proletarian masses.” This is theguideline of Lenin. Comrades, we have to develop ourclass fronts. A good number of comrades from all statesshould be deputed to develop trade union front. This isvery much lacking. Young energetic leadership isnecessary here. Party state committee must look after it.Other trade unions have practically deserted the traderunion struggle. They are bribed by the bourgeoisie.Already I have told barring DSO, DYO, KOMSOMOLall women comrades of the party and MSS should be
[ 32 ]
deputed for unorganized sectors, where millions of poorwomen are working. Out of poverty, they left their homesand joined the rank of semi-proletariat and proletariat. They are very vocal and militant. Organize them. If youcan win them you will get millions of families. Generallywomen are better than men because women do bear moreresponsibility in family life. They have to look afterfamily, children. Only some upper class women are victimof alcohol, some other addiction and ultra-modernism.Ordinary women are not victim of that. If you can win awoman you can win her husband, her children also. Soorganize them. Depute comrades also to organize maleworkers in unorganized sectors. Similarly in organizedsector also if there is no contact organize gate meetings.Party should involve party comrades, youths and studentvolunteers who will address those meetings, they will goto the worker’s barracks to organize coaching classes, toorganize medical camps in slum areas, by that you willfind out contacts and develop organization in organizedsectors. You can develop committees in the slum areas, inworkers’ barracks. Out of that you can develop unionalso. Large number of workers are there. Similarly in thevillages all village party committee should developpeasants’ organization. In India, peasants are in a vastnumber. You organize them. Peasants are the worstsufferers and mostly unorganized. Lakhs are committingsuicide out of distress.Sometime sporadic outburst arehere and there. They need organization. They needproletarian leadership. Party committee should look afterit. You must give emphasis on DSO, DYO, MSS andKOMSOMOL also. From here you will get cadres. Partyshould look after it.
I am having another suggestion. There are stateswhich are yet to be explored, there are areas in stateswhich are yet to be explored. In South India, I already
[ 33 ]
suggested in Central Committee meeting, Kerala andKarnataka should undertake to help Tamilnadu,Puducherry, Goa and other areas. Regarding West Bengaland Odisha they will send cadres to explore and developin Hindi speaking zones. It is the responsibility of Assamto develop Tripura and other North-Eastern states. Deputecomrades in new areas. At the time of party formation, when cadres were very few, Comrade Shibdas Ghosh sentComrades Sachin Banerjee, Pritish Chanda, Hiren Sarkar,Tapas Dutta and others to develop organization in otherstates. He sent Comrades Krishna Chakraborty, AsitBhattacharyya in different areas. He sent ComradeMobinul Hyder Chowdhury to build up party inBangladesh. Today, a if one is released from an area orfront then some comrades feel our local committee, ourdistrict, our front will suffer. Even a weak state likeGujarat has released comrade Mukesh for Uttarakhand, anewly explored state. You have heard his very inspiringreport that within two years he has developedorganization there. Not only the organization developedin a new state, that comrade has also developed. Ourweapon is very powerful. Wherever we preach ComradeGhosh’s ideas and views on the basis of his teachings, itevokes tremendous response. Entire India is thirsty, crying for leadership, crying for new path. We canprovide it. So comrades have to be released for that.
Another point, despite this victory of BJP, there aresevere grievances among the masses on burning issues oflife. Gunpowder of grievances are accumulated. At anymoment it can burst forth and explode at any place in theform of spontaneous outburst as happened in earliertimes, like peasants outbursts, workers outbursts, studentsoutbursts. That situation is still prevailing. We must beprepared for it. A revolutionary party must be preparedfor any eventuality. Situation is continuously changing.
[ 34 ]
The change is diverse and sometime very rapid. We mustbe prepared to adapt to the changed situation.Immediately we have to adapt to any new situation.Anything can happen at any moment which may not beforeseen. A calm period may give way to a stormy periodor a favorable situation may turn into most unfavorablecondition and accordingly without minimum dalay wewill have to change our form of organizations andactivities. A communist must have the mind to protestagainst any injustice even if he is alone. Against any sortof injustice or crime I must object and protest. If Icompromise, that will destroy my character. There is aplenty scope of developing movement throughout thecountry. You must develop movement everywhere.Sometime, there are sparks of discontents flying aroundus and at any moment any spark can turn into a big fire.We must be prepared for all these eventualities. Andwhillee developing this movement raise the point whetherin respect of problems of life there is any differencebetween Hindus & Muslims? Is the unemploymentproblem affecting only the Hindus and not the Muslims? Is there any special price rise for Hindus not for Muslims? All the problems of life are same, we all are attacked, weare all exploited. There is no question of religiousdivision here. Only division is between rich and poor, exploiter and exploited. This is the only division.Religious minority section of the people of our country isvery much terror-stricken. Go to them, mix with them.Tell them, if you seek Muslim solidarity and for thatchoose a political party to save you, you will only beplayed at the hands of the particular party and will beexploited as vote bank of that party. You have beenexploited many times in that way. You join this classstruggle, democratic movement, there is no religiousbarrier here. Convince them in this way. Unity in class
[ 35 ]
struggles and democratic mass movements is the onlyguarantee against communalism, caste and tribal eviction. At the time of movement we can educate the people.Struggles and movements are the best educators for thecommon people. Common people do not attend school ofpolitics. They do not attend political classes. They getlessons from struggles. At the time of struggle flashes ofrudimentary political consciousness gleam in the mindsof people. That is the moment you can introduce yourpolitical views in them. Who is the real enemy?Apparently people feel government is the enemy, but wewill have to prove that the real enemy is the capitalistclass. We should link it in a way that they can understand. There we can fight communalism. Why this communalapproach is there, because they plan to divide theproletarian people. They are dividing the poor people. They are diverting people’s attention from class and massstruggles to communal riots. That is a heinous conspiracy. They are emphasizing on religious and communal ideasbecause they are to use religion as opium. They say, youare unemployed, starving, dying, because you havecommitted sins in previous life, it is your bad fate. Thatis why they need religion. Tell people and expose theruling class at the time of movement. Similarly fight casteoppression, tribal eviction, free them from exclusivenessand involve them in class and mass struggles against realenemy i.e. capitalism. At the time of movement you willfind many brave fighters. They show their valour, courage, undaunted spirit. Choose them and contact them. You will find many brave cadres. Develop this type ofclass and mass struggle everywhere on local, district, state, national issues. Even if a rudimentary form ofdiscontent is there, you utilize it to organize a movement. That is our task.
In every area in one‘s locality each comrade must be
[ 36 ]
a friend of at least 100 families. Each comrade in hiss/herlocality whether you are All India leader or state leader itis immaterial, you visit the houses. If they do not wantpolitical talk, avoid it. Talk about family problems, localproblems and on local issues, civic issues. Ask for tea, orfor a glass of water, in this way you enter that house. Mixwith them, attract them by your culture, character, behaviour. If they feel attraction they will accept you. Bythat they will accept party also. You must develop yourroot in the locality. We must not be the rootless in thelocality. All comrades must implement 11 points tasksmeticulously. These are not merely programmes, butshould be the mode of life of a revolutionary. Spare twohours in the morning on Sunday to organize sports &other cultural programmes involving local children tobuild up their character. They are getting spoiled bydegraded filthy culture of capitalism. Save them, it is ourhumane duty. In the corners of the streets or in the teastalls there are young people gossiping, mix with them infriendly way. In India there are millions and millions ofyoung people unemployed or migrant labourers. They arehaving migrant culture also. They are daring, desperatebut devoid of moral values and social obligation. Theycan do anything. They are the victim of the vile culture, filthy culture, but they are a force. They are purchased bybourgeois parties. Unhesitatingly you will have to mixwith them. Hate their culture but do not hate them. AsComrade Mao Ze Dong taught us fight the disease, savethe patient. Win these forces. Change these forces. Theyare sufferers, oppressed but misguided and polluted. If wecannot win and change them, then this young force whoare now being utilized in election they will be a forceagainst movements and revolutionary struggles in thehands of the bourgeoisie. Another point, in the societyalmost all the values have been destroyed. Corrupt
[ 37 ]
bourgeoisie is corrupting the masses. Rampant corruptionis there in the peasant family, workers family, in thevillage life. Old village life is completely shattered now. That is the position presently. Comparatively it is easy toinvolve them in movement, but it is very difficult tochange them culturally. For that you have to conduct ahard struggle, a cultural movement to uplift their morality. What happened in the election? People wait for electionbecause they will get money. People feel these leaderswill do nothing. Only thing they can get is some amountof money or some material benefits. This mentality hasdeveloped throughout the country. Note that for aproletarian revolutionary party it is very difficult to winelection today. Unless an area is developed on the basisof class struggle, and masses are educated on the basis ofrevolutionary education in the furnace of class battle, these masses will be bribed and carried away by theruling class. Earlier the situation was not so deterioratedas it is turning out to be now. All the states, districts andlocal units must select some areas to develop them asmass base where most of the downtrodden families, exploited people can feel observing our diverse activitiesthat SUCI(Communist) is the only party serving theirinterest.
Comrades, there are difficulties, problems anddisadvantages. But there are also possibilities, potentialities and advantages. Both are there. We are todecide how to utilize this excellent situation. Here I quotean appeal of Comrade Shibdas Ghosh made in 1974. Heappealed, “On one side there are big hurdles, manydifficulties, but on the other side is the prestige of theparty, the interest about the party’s political assessments, that is, the interest about the party that has grown in thepeople’s mind and the possibility of the party’s expansion. If we correctly understand these, we would realize that it
[ 38 ]
is an excellent time in the history of the party’sdevelopment. In other words, if we make good use of thepresent circumstances, compared to all in the past, thepresent time is very good for us. Good does not mean thatthere is less opposition. Good time means that it is anexcellent time to grow, if the party workers can show thestamina, the working ability, the political consciousnessand the maturity to politically combat the opposition inall spheres, to properly develop party bodies andcommittees of mass organizations. It is because the publicwant to hear us, they harbour a soft feeling for us. Andnot only among the public but, in spite of all theopposition, even among the rank and file of differentparties the direct and indirect influence of SUCI’sanalysis comes to notice. We can see this from its manysymptoms. Hence, at this juncture it is necessary to closefurther the ranks of our party. The individual initiative ofevery party worker has to be increased, his politicalconsciousness elevated, his ability to carry out politicalactivities, his style of overall collective functioning, hisworking style — all these have to be developed furtherand made adequate to meet the need of the hour… Eachparty worker should try to augment his political initiative, raise the level of his political consciousness, so that hisindividual political and organizational initiative in thespheres of political movements, of various struggles ofdaily life and of discharging his various responsibilitiesgets augmented more. What it means is not the takingdown of instructions from leaders at every moment, beingbriefed by them and then acting according to it. It meansequally to act using one’s prudence when instructionscome, and to act according to one’s own contemplationwhen there are no instructions. When a question is beingraised, I should be able to provide the answer myself; Ido not have to rush to the leaders. I may commit some
[ 39 ]
mistakes, but I would myself learn from them, or otherswould point them out. In this way one has to equiponeself… Under the given circumstances, a historicalresponsibility has devolved on us, whether we want it ornot. One course would be to shirk this responsibility, andthereby go down in history as cowards; the other courseopen to us would be to accept as a challenge, manly andas a revolutionary, the responsibility that has devolved onus. But it is not enough to just resolve to act. To act wouldmean to release a torrent of efforts, initiative andpreparation.” This appeal was made in 1974. All of yousurely will agree that situation is hundred times excellenttoday for the growth of the party.
Shall we respond to this call of our departed greatleader? Ask our conscience? Now the present situationdemands who can dare to carry forward the banner ofMarxism-Leninism-Shibdas Ghosh’s thought? It is onlywe who can dare to carry forward this great banner. Whocan highlight the nobility of the great idea of communismwhich was tarnished by the social democrats? Only wecan highlight the nobility of communism in this soil.Entire mankind is crying for emancipation. Who canprovide that path? Only the party who is carrying forwardthe banner of Marxism-Leninism-Shibdas Ghosh’sThought, banner of internationalism, the great partyfounded by Comrade Shibdas Ghosh i.e.SUCI(Communist). It is our task to develop our party, class struggles and mass struggles in the soil of ourcountry. If we can develop it only then we can help todevelop international communist movement also at thiscritical hour. In other countries also there are spontaneousmovements and struggles. There will appear moremovements like Great Wall Street Movement in USA,many strikes in Europe, which will cry for leadership, butno leadership is there. If we can develop our party here
[ 40 ]
with the requisite strength we can help them and providethem with real guidance. That is the urgent need of thehour. This is our international obligation too. So again Icall upon you. You are all young cadres. You changeyourselves completely accordingly to the teachings ofComrade Shibdas Ghosh in order to carry forward thisnoble banner, that is my appeal to you all. Let me hereconclude.
Red Salute to you all.
Long Live RevolutionLong Live SUCI (Communist)
Red Salute to our great departed leaderComrade Shibdas Ghosh
