BLE MandatesBLE Mandates

• Formulate policies, standards and procedures on productive manpower resources, development, utilization and allocation;

• Establish and administer a machinery for the effective allocation of manpower resources for maximum employment and placement;

• Develop and maintain a responsive [vocational] guidance and testing system in aid of proper human resources allocation;

(as provided in the Administrative Code of 1987)

MISSION

The Bureau of Local Employment shall  promote full  employment by facilitating  access of Filipino  jobseekers  to local employment opportunities through policy  researches, standards setting, strategy development, labor market analysis and provision of technical assistance  to  regional implementors  in  support  of  employment service operations.

BLE Mandates

• Regulate and supervise a private sector participation in the recruitment and placement of workers locally under such rules and regulations as may be issued by the Secretary;

• Establish and maintain a registration or work permit system to regulate employment of aliens;

• Develop and maintain a labor market information system in aid of proper manpower and development planning;

deserving students pursue their education by encouraging their employment during summer and/or Christmas vacations and providing income to augment their studies.

Work Appreciation Program (WAP)Work Appreciation Program (WAP)

WAP• A Program that provides

opportunities for the youth to appreciate work and develop proper work ethics by exposing them to actual work situations.

• A training modality which the youths are referred to private companies to undergo employment training and receive corresponding stipend of 75% of the prevailing minimum wage in their locality.

• The Greater Modular Access (GMA) Employment Kiosk is an information portal designed to provide information on labor market and livelihood opportunities to the public for free. GMA Employment Kiosks may be found in selected malls and popular places.
