Beneficiaries and Key Activities• Target HH in 196 target communes will

improve food shortage from 3 months in 2008 to 1 month and no. of beneficiaries households classified in ID Poor reduced by 50% by 2020. Direct benefits will include

(i) Achieve higher yields and productivity of crops and other agricultural products

(ii) Higher gross margins from improved market access and crop diversification;

(iii) Higher market prices with reduced risk of food poisoning, particularly in the production of livestock, aquaculture, and vegetables

(iv) Greater access to formal rural financial services for smallholders involved in livelihood improvement groups, which will gain knowledge and graduate to being rated creditworthy;

(v) Improved incremental asset accumulation through more alternative livelihood opportunities and risk diversification, higher gross margins from increased productivity, and greater access to markets and affordable finance.

Component 1: Commune Development through commune block grants

• 531 small scale of RI sub-projects were constructed from 2012-2015, those are;

-239 Km of laterite road, -89 Km of earth road, -279 Km of canal, -118 Km of dam, -137 concrete structures, -29 ponds.

• 1241 LIGs with 30,050 members (F:15,912) were established

• 1241 LIGs received first tranche and 399 LIGs received second tranche of GRF.

• 16,484 LIG members are using loan of GRF for livestock activities.

• 7,675 LIG members are using loan of GRF for non-livestock activities.

• 612 LIG members are using group revolving fund for other activities

• 818 village demos on chicken raising were established.

• 28 chick production units were established.

Summary of achievements of TSSD under MAFF COMPONENT 2: ENABLING ENVIRONMENT FOR INCREASED AGRICULTURAL

PRODUCTIVITY AND DIVERSIFICATION

• Conduct commune agro-ecosystem analysis (AEA) for all 196, with AEA report printed and delivered to each target commune.

• Organized provincial dissemination workshops of agriculture policies/laws (rice varieties, rice export, agricultural extension, contract farming, agricultural cooperative)

• Capacity building (workshop, training and study tour) for project staff (PDA and DSTs) and field piloting (+FFS) on good agricultural practice (GAP).

• Capacity building (workshop) for project staff (PDA and DSTs) and field piloting on contract farming (rice – seeds and grain) between farmers and rice millers. So far around 100 tons of rice seed and grain have been produced/ purchased through CF agreements.

• Production and publication of extension materials (GAP, technology manuals, leaflets, posters, training videos)

• Support regular market information (price of key produces and inputs) collection and dissemination (through social media/FB), provincial radio programs (+ call-in) based on identified needs of local farmers and national TV program (to disseminate nation-wide the project’s achievements/successful experiences and extension/training videos.

• Development of master plan for Cambodia crop vision 2030.

• Support two agriculture stations (Balang/KPT and Teuk Vil/SRP) in capacity building (technical and management), infrastructure and equipment for production of quality certified rice seeds for rice seed producer groups (RSPGs) and other buyers.

• So far 117 tons of certified rice seed have been produced and distributed by the two stations.

• Support 35 RSPGs in capacity building (technical and management), infrastructure and equipment for production of quality commercial rice seeds for farmers, rice millers, and other buyers.

• 1,570 tons of commercial rice seed have been produced and distributed by the groups.

• Provide continuous capacity building support (through training, workshop, study tours) to project staff (PDA and DSTs) on both technical and management subjects so that they have required capacity to manage field extension program.

• 49 capacity building events (of 2-3 days in duration) have been organized for the project staff.

• Support conduct of field extension programs for farmers which include field demonstration (+field days), farmer field training, cross visit/study tour and trade fairs. Out of 1,060 conducted extension programs, there are 1,050 field demonstrations which cover crops (rice, vegetables, mushroom, cash crop), livestock (chicken, pig, duck, forage, feed), and aquaculture (fish and frog).

• Coordinate with commune council through commune extension workers in planning and organizing field extension programs in target areas.
