Mr. Lester Ifill RQS-ASSET INTEGRITY SERVICES LIMITED 11-13 ALMOND BOULEVARD, COCONUT DRIVE, CROSS CROSSING, SAN-FERNANDO, TRINIDAD.

SUBJECT: LETTER OF RECOMMENDATION

Mr. Ifill,

I am writing this letter to thank RQS-Asset Integrity Services Limited (RQS-AISL), as a general contractor, for a job well done on supplying the highest level of Inspection Professionals – Level II &III for our June 7, 2011 – July 23, 2011 Turn-A-Round (TAR) Project.

Within the seven weeks of the project, the inspectors/inspections comprised of:- 1-off Piping Engineer. 2-off Piping Inspectors (570) 2-off Certified Welding Inspectors (CWI) 4-off Non-Destructive Testing Inspectors (NDT)

All provided technical services to support the piping works as requested. These included the preparation of a materials take off sheet and associated specifications for the piping and fittings for the proposed slurry line change out. Works, also carried out, included installation of slurry polymer PVC piping system and modification to the associated slurry piping system.

Works were also done on the design and supervision of the fabrication of the 2 belt press slurry tank platform extensions and installation of a man hole on one of the slurry tanks.

The inspectors provided technical services on the NDT of some of the welding activities on the plant as directed and were also associated with the compilation of the Quality Assurance / Quality Control documentation preparation associated with the NDT activities.

Even though there were several challenges during the course of the TAR project, the inspectors were able to maintain efficiency within the project. Their attention to the specifics of the project has been laudable, and general performance met our high standards.

Again, I would like to express sincerest thanks to all your teammates for the safe and efficient completion of work on our TAR project.

We would not hesitate to refer RQS-Asset Integrity Services Limited to other organizations that are also in need of Reliability; Quality and Safety services from a contractor.

Please feel free to use this letter as a professional reference.

Sincerely,

Daniel R J Peters II Nu-Iron Plant Mechanical Engineer Tel: 1-868-636-1944 ext 3055 Fax: 1-868-679-0561

June 6th, 2012 TO WHOM IT MAY CONCERNED We are a national state-owned energy provider in the country of Barbados. Founded several decades ago, the company satisfies about 30% of the country's total consumption of oil and gas. In addition, to the many homes connected to the islands' natural gas infrastructure, BNTCL also supplies the Barbados Light and Power Company, the airport, and provides gas distribution for many of the islands' privately owned gas stations. The day to day Operations, Maintenance, Health and Safety of our Employees and Neighboring environs are our number one priority. Every effort is made to prevent any adverse impact on the environment and as such, the integrity of our assets is of utmost important. It is therefore critical for BTNCL to have condition assessments done on our Floor Plates as required by API Codes and Standards. Without any downtime of operations, RQS-Asset Integrity Services Limited (RQS-AISL), who first introduced BNTCL to this AUT-In-Service Technique, was able to assess 2 Crude Oil and 2 Gasoline Storage Tanks – (Annular to Floor Plates), while in-service using the AUT-Shear, Guided and Surface Wave (SGSW) Technique. This methodology has proven to be a very valuable tool as we continue to build on our Risk Based Inspection and Maintenance Program for our Tank Farm facility. It is without any hesitation, that I recommended RQS – Asset Integrity Services Limited and its principals, Mr. Lester Ifill and Mr. Philip Berkeley to your organization. I am confident that the technique being offered by RQS-AISL will undoubtedly add value to any operation that require in-service storage tank condition assessment of their annular and floor plates. Please feel free to contact us should you require any additional information.
