July 2010 Dear SIEF members, With this SIEF Information Letter the SASFORREACH consortium (“Consortium”) would like to inform all SIEF members about the next steps in the REACH registration process for Synthetic Amorphous Silica (EINECS # 231-545-4), consisting of

(i) Silica, amorphous, pyrogenic (fumed), crystalline-free (CAS#:7631-86-9, 112945-52-5);

(ii) Silica gel, precipitated silica, crystalline-free (CAS#: 7631-86-9, 112926-00-8). The Consortium has meanwhile finalized the documents for the SIEF members who want to register Synthetic Amorphous Silica as described in the previous SIEF Information Letters and on the homepage of the Consortium [http://www.reach-sas.org/]. For this purpose, the Consortium has prepared the following documents:

1. NDA (Non-disclosure agreement) 2. LoA agreement 3. Cost calculation

1. NDA The NDA is available on the homepage (pdf) http://www.reach-sas.org. There are two separate versions available, one for producers/importers and one for Only Representatives (“OR”) and/or Third Party Representatives (“TPR”). Please print out and complete the appropriate document. Important notes for OR’s/TPR’s: - Please complete one NDA for each and every client represented by you (incl. the UUID and pre-registration code). - Please also identify in your response the respective tonnage band applicable for each client represented by you. PLEASE DO NOT PROVIDE INFORMATION REGARDING ACTUAL TONNAGES PRODUCED/IMPORTED BY YOUR CLIENT. 2. LoA Agreement The price for the letter of access to the joint registration dossier for Synthetic Amorphous Silica (“LoA”) depends on the tonnage band for which a registration is made:

> 1000 t/a: €200,000 100 - 1000t/a: €180,000 10 - 100t/a: €50,000 1 - 10t/a: €30,000 The price calculation is explained in detail in the document ‘Cost Calculation SASFORREACH’, also available on the homepage http://www.reach-sas.org. Please bear in mind that every study/action which is listed in the cost calculation document was necessary for the successful registration of Syynthetic Amorphous Silica, thus the price of the letter of access is not negotiable. Likewise, the LoA agreement defining the terms and conditions under which a letter of access will be issued is a standard document. As the Consortium expects less than 20 potential registrants to join the joint submission for Synthetic Amorphous Silica in the highest tonnage band, no rebate in case of additional buyers is planned. The Consortium will ensure full compliance with applicable REACH and other EU legislation. After receipt of payment for the LoA, the lead registrant will provide purchasers of a LoA with a complete registration package, including a Letter of Access to the technical part of the dossier (parts 4 – 13), a prepared template for the company-specific part of the dossier (parts 0 – 3, except confidential business information), and the Chemical Safety Report.
