innovation.

• Action focused on priority areas – aligned with the social challenges, e.g. ageing and climate change.

• Creating and unlocking the potential of 21st Century infrastructures – ultra-fast broadband and smart grids across Europe.

• Intermediaries and incubators – labs, networks and exchanges, awards and prizes to test out and share rapidly.

• Build capacity and awareness of methods – support and disseminate R&D, review and remove innovation ‘crushers’, integrate innovation into formation of commissioners.

• Social innovation funds – e.g., in partnership between the European Commission and European Investment Bank (EIB) (following on from JESSICA, JEREMIE and JASMINE etc); through the EU structural funds; or pan EU programs (combined with existing national social investment funds).
