Gaz Systems is a gas transmissions systems operator and pipeline developer in Poland.

7.1.1 About Gaz System S.A. Visiongain: What is Gaz System’s current involvement in the Oil & Gas Pipelines Market?

Małgorzata Polokowska: GAZ-SYSTEM S.A., which primarily performs the function of an independent

operator of gas transmission pipelines in Poland, has also been pursuing an ambitious investment

programme since 2009, which has the objective of expanding the domestic transmission network and

cross-border interconnections. More than 1,200 km of new gas pipelines have already been built

under this programme and the technical capacity for importing gas to Poland from the countries of the

European Union has increased from 1 billion cubic meters to 10 billion cubic meters.

The investment activities which have been implemented and which are planned enable the integration

of the Polish transmission system with the transmission systems of the neighbouring countries. They

constitute the grounds for building a competitive market by supporting the development of the gas

market liberalization process in Poland.

Poland is also seeking to create an integrated and competitive gas market in Central and Eastern

Europe, because this is a huge business opportunity for our country and will enable us to take

advantage of our location in the very heart of the continent.

The effect of GAZ-SYSTEM S.A.’s collaboration on the European forum was the preparation of

regional development plans jointly with the operators of the neighbouring countries. The first versions

of the Regional Investment Plans for the Central and Eastern European Region (CEE GRIP) and the

Baltic Sea region (BEMIP GRIP) were prepared as early as in 2012 in accordance with the provisions

of Regulation (EC) No. 715/2009 of the European Parliament and of the Council (Article 12). The

operators prepared an updated second edition of the Plan in 2014.

The objective of Regional Investment Plans is to provide information on the development of the gas

infrastructure in the region, as well as to analyse the broader aspects of the natural gas market, such

will address the current shortage of pipeline infrastructure from these regions to the refining market

along the Gulf Coast.

The most controversial pipeline project in North America at present is TransCanada’s Keystone XL

pipeline. The company had hoped to begin construction on the 1,897km pipeline from Hardisty,

Alaska to Steele City, Nebraska in 2012, but the Obama administration delayed the decision on

whether or not to approve the project. TransCanada has rerouted and submitted a new permit

application with the US State Department; a presidential approval is not expected.

TransCanada will continue to strengthen its position in Alberta’s oil sands industry over the coming

decade to take advantage of the significant production increases expected in the region. There are

plans to increase Alberta’s oil sands production from 2 million bpd at present to 3.3 million bpd by

2020, which will require a significant increase in pipeline infrastructure to transport to markets.

TransCanada has already announced the Grand Rapids and Northern Courier pipelines and

visiongain expects more new project to be announced in the coming years.

Within the gas pipeline market, TransCanada plans to construct the 700km Coastal GasLink Project

and the 750km Prince Rupert Gas Transmission Project by 2018, while the company is also involved

with the proposed Alaska Gas Pipeline. The project, which also involves ExxonMobil, ConocoPhillips

and BP, plans to transport gas from the North Slope to an unspecified port on Alaska’s south coast

where it would be converted to LNG and transported to international markets, principally in Asia.

Transcanada has also operates in the Mexican pipelines industry (it was the first company to build a

private pipeline in Mexico, in 1998), with two projects underway.
