DESCRIPTION

This will be a short presentation on the Occupational Health and Safety Act as prescribed to the Farming Sector. The emphasis will be an update on the new requirement for employers to provide mandatory supervisor and worker awareness training. It will include highlights of the resources which the Ministry of Labour and Workplace Safety & Prevention Service have to assist employers.

Fatals 1990-2008 trends

• Counts have dropped about 50% still about 20-25 a year.• September and October are the worst months• Males are about 93% of total• 13% under 15 yrs and 36% are over 60 yrs.• Overall frequency is 12.9/100,000

– Highest fatality rate is 80+ yrs (72.6/100,000)– Highest number was 70-79yrs (16% fatals and 47.0/100)– Up to 15yrs ( 12.5% fatals and 36/100,00)

Fatals 1990-2008 trends

• 94% are work related (10% worker and 73% operator or direct family member)

• 71% are machine related• Top 5 causes

– 23% rollover, 215 runover,85 entanglement,6% struck by not machine and 6% animal related.

• Rollovers 68% are sideways (too close to edge and on incline) and29% backwards

• Run-overs 34% unmanned, 29% operator (falls), 20% bystander and 17% passenger

injuries 1990-2008 trends

• Numbers per year relatively flat at 264/year• 66% in May to October (peak in July/august)• Average rate is 112.8/100,000

– Under 19 are rates lower than average– Highest number in 50-59 yrs (frequency just over average at

136/100,000– Highest risk is 80+ yrs frequency rate 363/100,000 or 3.2x average!

• 51% machine• Fastest growing is ATVs.

Focus

• No Rider• ATV• Safe Play Area• Child Supervision• Working Alone Plans• Road travel/lighting and SMVs• Aging population• Electrical Safety (9% of non-occupational electric related fatals are on Farms).

OHSA & Farming Operations

oDoes the Occupational Health and Safety Act (OHSA) apply to all farms?

oFarming Operations, Ontario Regulation 414/05

Application of OHSA

o OHSA applies to farming operations where there are paid workers, including;– Seasonal, temporary, contract workers– Workers who migrate on a work permit– Foreign & domestic workers– Ontario Works Act program participants

o OHSA does not apply to farms where there are no paid workers

Health and Safety Guidelines for Farming Operations

• Set of Guidelines:– Tractors and Other Self-Propelled Equipment– Mechanical Equipment– Large Animal Handling– Personal Protective Equipment– Hazardous Atmospheres and Confined Spaces– Fall Protection– Lockout Procedures– Occupational Illness
