The Urgency of Now…Action for Road Safety

Over 3500 people are killed in road crashes every day. Around 3% of GDP is lost worldwide and road crashes are the leading cause of death of young people.

Low and middle income countries account for 90% of globalroad deaths and have fatality rates twice that of highincome nations.

In response the UN has adopted the strongest ever set of commitments to road and vehicle safety mandate. These include:

• The UN Decade of Action 2011-2020 aiming to “stabilise and then reduce the level of road fatalities worldwide”.

• The UN Sustainable Development Goals with a target to halve road deaths & injuries by 2020.

Both have been endorsed by resolutions of the UN General Assembly with specific recommendations for vehicle safety.

Global Plan 2011-2020 & Vehicle Safety

The Global Plan of the UN Decade supports use of the most important safety standards available through the UN World Forum for Harmonisation of Vehicle Regulations (WP29).* These are:

Reg. 14 Seat belt anchoragesReg. 16 Safety belts & restraintsReg. 94 Frontal collisionReg. 95 Lateral collisionReg.140 (GTR 8) Electronic stability controlReg.127 (GTR 9) Pedestrian protectionReg. 44/129 Child restraints

*or equivalent national standards (eg: FVMSSs)

The Global Plan also calls for NCAPs to be established in all world regions. This has also been endorsed by the UNGeneral Assembly.

70th General Assembly resolution (A/Res/70/260) calls onMember States to adopt:

“Policies and measures to implement United Nations vehicle safety regulations or equivalent national standards to ensure that all new motor vehicles, meet applicable minimum regulations for occupant and other road users protection, with seat belts, air bags and active safety systems as standard”.

Secretary General’s report to the 72nd UN General Assembly calls on Member States to:

“Participate in NCAPs” and “support the elimination of the production of unsafe cars and implement the United Nations vehicle safety regulations or equivalent national standards”

Building a Market For Safer Cars…Worldwide

The first NCAP was launched in 1978 by the USNational Highway Traffic Safety Administration.There are now nine NCAPs (or similar) activearound the world.

NCAPs promote a ‘market for safety’ by raisingawareness of the car buying public, andrewarding manufacturers that build the safestcars.

Global NCAP is a UK registered charity launchedin 2011 to serve as a platform for co-operationamong NCAPs and to support the aim toestablish NCAPs in all world regions.

Global NCAP has consultative status with the UN(ECOSOC), is a member of the UN Road SafetyCollaboration, and an observer at the UN WorldForum for Harmonisation of Vehicle Regulations.

Emerging Market NCAPs

Global NCAP gives financial and technical support to emerging NCAPs in Latin America and South East Asia. Despite weak regulatory systems in these regions ASEAN and Latin NCAP have seen a rapid increase in the availability of four and five star cars.

In India we have created a ‘Safer Cars for India’ project and this has acted as a catalyst for action by industry and Government who have mandated crash test standards from October 2017.

Now we are proud to launch the ‘Safer Cars for Africa’ project with the AA of South Africa. We are also pleased to acknowledge support from the Bloomberg Philanthropies, the FIA Foundation and our Technical Partner, the ADAC.

Our 2020 Vision…#NoZeroStarCars

In 2016 from a total of 72 million new cars as many as 20% fail to meet UN minimum safety standards, lacking air bags, anti-lock brakes, or electronic stability control.

By 2020 at the latest Global NCAP wants all new cars to meet UN crash test standards with air bags, ABS and ESC fitted as standard.

To support this vision in 2015 we launched the report ‘Democratising Car Safety: Road Map for Safer Cars 2020’

Three key crash avoidance systems are today’s priority technologies for passenger cars, buses, commercial vehicles and motor cycles:

Electronic Stability Control (ESC) anti-skid system with capacity to reduce up to 40% of run-off road crashes. Now mandatory in most high income countries.

Autonomous Emergency Braking (AEB) automatically applies the brakes if the driver does not react and cancut collisions at low speed by 20%. Pedestrian systems are also appearing and will become an important injury prevention technology.

Motorcycle Anti-lock Brakes (ABS) improves stability and braking performance. Motorcycles equipped withABS have rate of fatal crashes 37 per cent lower thansame models without.

Market Pull & Regulatory Push Makes Safety Affordable

• Meeting minimum crash standards can cost less than US $200 per vehicle.

• Airbag costs have fallen by over 60% in 15 years to about US$50 per unit.

• Car companies use global platforms to produce many different models with large costs reductions.

• Universal implementation of UN regulations bring economies of scale, and promote fair competition .

• Governments can promote safer cars by giving short term fiscal incentives for safety technologies.

• Fleet mangers can choose ‘five star’ safety rated vehicles.
