• Precedent setting; 92 watersheds,• Cap and Trade for Water, • Expands the reach of the Chesapeake
Bay Program throughout the watershed• Everything, Everybody, Everywhere, All the time (E3);• State Developed, Federally Approved,
and Locally Implemented and Enforced.
Federal Consequences / Backstops
• Assigning more stringent pollution reductions to regulated point sources (e.g., wastewater, stormwater, CAFOs)
• Objecting to state-issued VPDES permits • Limiting or prohibiting new or expanded
discharges (e.g., wastewater, stormwater, CAFOs) of nutrients and sediment
• Withholding, conditioning or reallocating federal grant funds

–Nutrient Management –Cover Crops –Continuous No-Till–Buffers –Livestock Exclusion
Plus Two year milestone adjustments.Status check in 2017; 60% of base
loadings.
