can improve it??

with few words, SHO overhead (aka Handover Reduction Factor - HRF) represents the increased
resource usage caused by the soft/softer handover connections. It basically depends on the SHO
areas in the network. Create sharp cell borders, reduce pilot pollution and you improve the SHO
overhead.
Soft Handover Overhead is the additional load on Iub compared to Iu caused by duplicated traffic
between RNC and RBS to serve the different legs of UEs active sets that are connected to different
RBS.
Soft Handover Overheadis calculated in two ways.
1) Average Active Set SizeTotal Traffic / Primary Traffic.
2) Secondary / Total Traffic
Typical Values are like 1.7 (Avg Active Set Size) or 35% (Secondary / Total )
Soft Handover Overhead is not a problem nor a goal to reach. It is an unavoidable side effect of the
RF overlap between different RBS and the need for UE to connect and decode the signal from every
sectors that is above a certain RCSP level.
