The cost of construction materialsjumped in March, even as the amount con-tractors charge to complete projectsremained stagnant, according to an analysisof producer price index figures releasedApril 12 by the Associated GeneralContractors of America. Association offi-cials noted that the spike in materials pricescontinues despite relatively weak overalldemand for construction, and cautionedthat current market conditions could forcesome firms out of business.“Price shocks for a number of key con-
struction materials may have caught con-tractors by surprise in a period when over-all inflation remained very moderate,” saidKen Simonson, the association’s chiefeconomist. “Even though the increases aregenerally small compared to the high levelsof last March, contractors have not beenable to pass along these new costs, puttingfirms at risk of insolvency.”Simonson cited increases in March for
diesel fuel, up 3.5 percent for the monthafter rising 3.0 percent in February; gyp-sum products such as wallboard, up 2.2percent after increasing 5.1 percent inFebruary and 5.9 percent in January; andaluminum mill shapes, up 1.2 percent aftera 1.9 percent rise the previous month, asparticular problems. Overall, the producerprice index for construction materialsprices increased by 1.4 percent betweenFebruary and March, following a rise of 0.9percent from January to February.Even as materials prices spiked in
March, the amount contractors are able tocharge for completed projects remainedrelatively flat, the construction economistadded. He noted, for example, that theamount contractors charge for new indus-trial building construction declined by 0.2percent between February and March.Meanwhile, the amount contractors chargefor new warehouse construction rose by

HONOLULU (AP) A $500 million construc-tion package aimed at stimulating job growthhas cleared the state Senate. The “Invest in Hawaii Act of 2012” would
fund numerous capital improvement projectsacross the state. These repair and maintenanceprojects would update aging infrastructure atstate facilities and address health and safetyconcerns. The bill focuses on funding projects that are
ready to begin to avoid delay in creating much-needed construction work. The capital improvement projects also would
help Hawaii businesses that provide suppliesand other support to the construction industry. The state’s estimated repair and maintenance
backlog exceeds $1 billion. If the bill also clearsthe House, funding would be available for pub-lic works projects at schools, health centers andother state-owned properties.

Enbridge to Spend $3.8B on Pipeline WorkCALGARY, Alberta (AP) Pipeline builder Enbridge Inc.
is investing nearly $4 billion in a new round of constructionthat will increase the flow of Canadian oil sands crude to theU.S. Gulf Coast. Enbridge, Canada’s largest transporter of crude, said
March 27 it will expand its Flanagan South Pipeline fromFlanagan, Ill., to Cushing, Okla., to a 36-in. (91 cm) diame-ter line with a capacity of 585,000 barrels per day. The Flanagan pipeline, expected to be in service by mid-
2014, will be built along the route of Enbridge’s existingpipeline from southeast of Chicago to Oklahoma. In a separate announcement, Enbridge said it will twin the
jointly owned Seaway Pipeline from Cushing to the U.S.Gulf Coast at Houston, where crude is expected to startflowing in June. The expansion, which includes an extension of the
pipeline to Port Arthur-Beaumont, will add 450,000 barrelsof capacity to that system. Both projects will cost Enbridge$3.8 billion, including $2.8 billion for the Flanagan projectand $1 billion for the twin line and extension of Seaway, which is partly owned by Enterprise Products Partners LP. The new construction will relieve a supply glut of oil in
the U.S. Midwest and boost prices and producers’ bottomlines. Oversupply at Cushing, caused by ever-increasingdomestic supplies, has been eroding the value of NorthAmerican crude. Draining that oil to refineries along thecoast would likely act to lift prices and increase producerrevenue. The construction also gives Enbridge an edge in the race
to tap into profits from domestic oil over rival TransCanada
Corp., which is still waiting for U.S. State Departmentapproval for its controversial Keystone XL pipeline. Aside from Enbridge’s network of oil pipelines, oil sands
crude can get to the U.S. market now throughTransCanada’s base Keystone system, which currentlydelivers crude to the U.S. Midwest and Cushing. Crude from the oil sands and oil-rich states like North
Dakota and Montana currently runs into a logjam at Cushingbecause of a lack of pipeline capacity and a limited numberof rail cars that can transport the oil south to Texas refiner-ies. Oilsands producers say there’s enough pipeline capacityfrom Canada to the United States for now, but their plannedexpansion in the years ahead depends on new pipelines —the full Keystone XL or Enbridge’s Northern Gatewaypipeline across northern British Columbia to the West Coast. Some have touted rail transport as a stop-gap solution. TransCanada recently announced plans to build the most
urgently needed portion of its controversial Keystone XL oilpipeline as a $2.3 billion stand-alone project. U.S. President Barack Obama pushed for the speedy
approval for the southern leg of TransCanada’s KeystoneXL pipeline as he said oil has an important place in hisnational energy plans. The announcement came just a few weeks after Obama
rejected the entire length of Keystone XL, a pipeline thatwould transport Alberta oil sands bitumen from the northernreaches of the province through six U.S. states to Texas. The president said there wasn’t enough time to review a
new route around a crucial aquifer in Nebraska in order tomeet a deadline imposed by congressional Republicans.
widening project will make the highway safer while at thesame time reducing congestion for more than 36,000motorists who travel this route daily.“Caltrans is committed to improving mobility throughout
California,” said Caltrans District 4 Director Bijan Sartipi.“This commitment includes partnering with local transporta-tion agencies to provide new solutions for North Bay com-muters.”The $115 million project received $55 million from
Proposition 1B, a 2006 voter-approved transportation bond.To date, more than $11 billion of Proposition 1B funds havebeen distributed statewide.“This project means improved safety and less time spent
in traffic,” said Jack Batchelor Jr., STA Chair. “It translates
into additional time families can spend together, improvedair quality, and millions of gallons of gasoline that won’t bewasted through idling engines.”“This segment of Highway 12 has been a concern for
years,” added NCTPA’s Paul Price. “Improving safety andreducing congestion along this stretch of the highway willimprove the quality of life for all who use Highway 12.”The project will be constructed in two segments. The
Napa County segment is scheduled to be completed in 2013by San Rafael-based Ghilotti Brothers.Santa Rosa-based Ghilotti Construction will build the
Solano County segment, which is targeted for completion in2015.For more information on the project, visit

only 0.2 percent, for new school con-struction rose by 0.1 percent and fornew office construction was up by only0.2 percent.Association officials said construc-
tion firms have been coping with overfour years of relatively weak marketconditions, driven in particular bydeclining public sector demand for
construction and little demand for newhousing construction. They added thatconditions were being made more dif-ficult because just as many stimulusand Base Realignment and Closureprojects were wrapping up, Congresshas failed to enact a number of long-term infrastructure investments pro-grams for highway, transit, airport andwater maintenance.
“Contractors are paying peak marketprices for construction materials evenas they charge bottom market prices tobuild new structures,” said Stephen E.Sandherr, the association's chief execu-tive officer. “Needless to say, manyfirms won't be doing much hiring ifthey have to continue to cope withhigher costs, less income and littledemand for work.”

In the fast paced, sometimes exhausting, auction business the ability to adapt andchange is essential to continued success. That is exactly what is happening at WesternConstruction Auctions Inc.When a portion of the company’s leader-
ship became a little discouraged with theeconomy and the outlook for the future, some new faces helped revitalize the 11-year-old Perris, Calif. based-WCA while stillretaining the company’s original local,American owners. One of those new faces was new WCA
CEO Eric Kazakoff.“Eric came aboard in January 2011, after
nearly 30 years in the southern Californiaconstruction industry, 20 of which as ownerof a well known construction company,”said WCA President and Owner GreggScott. After working closely with each depart-
ment with WCA, Kazakoff took over asCEO in May 2011.Another important change saw top sales
representative Ken Ramstad, who has beenwith WCA since its inception, move into theposition of director of sales in August 2011.The following month WCA welcomedSteven Egg as its outside sales representa-tive, covering San Diego and Orange coun-ties.
To augment Egg’s efforts, WCA hasrecently welcomed Nick Cotenas, andStephen Wren as outside sales representa-tives covering Los Angeles and SanBernardino counties, as well as a full tele-marketing staff. In addition, long time Facilities Manager
Brian Moening has stepped up as director ofoperations of the growing company.“We have recently added a new sales and
conference facility onsite, and we will beadding more sales staff as we expand intoother markets,” said Scott. The additions have positioned WCA for
exactly where the company wants to be tomove forward.“Gregg, Eric and I are excited and fully
aligned in our new vision for WCA’s future,”said Ramstad. “We are in rapid expansionand market domination mode. We added aWest Sacramento auction to last year’s cal-endar, and we foresee moving into severalmore markets, and conducting off-site cus-tomer liquidations over the next year.“We have made vast improvements to our
facilities and internal processes, and with ourfresh and motivated new leadership team,we see our potential as unlimited.“Our customers have noticed improve-
ments across the board, from our facilities toour sales staff to our customer service and
even in the prices we are bringing them fortheir vehicles and equipment.”Despite the changes, some things have
definitely stayed the same.WCA continues to provide the fastest pro-
ceeds disbursement in the industry, compli-mentary Trumarket fleet appraisals, compre-hensive CMEA certified fee appraisals, anon-site DMV registration service, and a
complete menu of remarketing and assetmanagement services, according to the own-ers.“WCA is an auction house,” said
Kazakoff. “We are and always will befocused on consigning equipment becausethat offers our customers the best return. Ourcompetitors are out buying up customers’equipment packages for the lowest possibleprice, so that they can maximize their ownreturn. This is not the best solution for mostequipment owners.“We advertise each auction’s inventory
extensively nationwide, draw worldwidebidders and we provide outstanding expo-sure for our customers, and this helps us putthe most money possible back in our cus-tomers hands.“If and when it makes sense for a cus-
tomer to take advantage of our AuctionMaxAdvance program, where we advance partof the value of a customers equipment tothem before the auction, or for us to pur-chase a part or all of a package outright fromthem, we are happy to oblige.”For more information, visit www.wca-

John Deere Announces Final TierIV/Stage IV Engine Technology PathJohn Deere announced continuation
of its planned building-block approachto meet United States Final Tier IV andEuropean Union Stage IV emissionsregulations. Final Tier IV/Stage IV reg-ulations for off-highway diesel enginesbegin as early as 2013 for engines 74hp (55 kW) and below. Regulatorydates for engines 75 hp and above willbe implemented in stages starting in2014 and 2015, and require particulatematter (PM) levels established byInterim Tier IV/Stage III B regulationsto be maintained while requiring anadditional 80 percent reduction innitrogen oxides (NOx) from previousregulations. To meet Final Tier IV/Stage IV
emissions regulations in some powercategories, John Deere developed theintegrated emissions control system —an optimized aftertreatment solutionpaired with the performance-enhanced,fuel-efficient Interim Tier IV/Stage IIIB engine platform, featuring provencooled exhaust gas recirculation(EGR). The John Deere
Integrated EmissionsControl system willtypically consistof a dieselox i d a -t i o ncat-
alyst (DOC), diesel particulate filter(DPF) and a selective catalytic reduc-tion (SCR) system specificallydesigned to meet the rigorous demandsof off-highway applications. JohnDeere will continue to tailor its inte-grated emissions control system con-figurations to fit a variety of off-high-way applications.“At John Deere, we continue to offer
the right combination of technologiesat the right time to meet increasinglystringent emissions regulations andcustomer needs,” said John Piasecki, director of worldwide marketing, salesand customer support of John DeerePower Systems.“Exhaustive research and testing
determined that an application-specificSCR system that is well integrated withour proven Interim Tier IV/Stage III Bengine platform will be the best solu-tion to achieve Final Tier IV/Stage IVemissions compliance while deliveringthe power, performance, ease of opera-tion, fluid efficiency, reliability andeconomical operating cost that our cus-
tomers expect from John Deere.”Consisting of an exhaustfilter and SCR
aftertreatment
components that are optimized andfully integrated, the IntegratedEmissions Control system will allowJohn Deere engines to utilize less dieselexhaust fluid (DEF) than alternativeInterim Tier IV/Stage III B SCR tech-nology solutions. Lower DEF con-sumption means DEF tank size can besmaller — minimizing the impact onvehicle applications, extending DEFfilter service intervals and reducingoperator involvement. Monitored andcontrolled by proprietary electronicswithin the John Deere enhanced enginecontrol unit (ECU), the integratedemissions control system also providesfluid efficiency without sacrificingoverall performance.Like the John Deere approach to pre-
vious tiers, its Final Tier IV/Stage IVtechnology solution has been designedto consider overall performance andoperating efficiency, which takes intoaccount total fluid consumption includ-ing diesel fuel and additional fluidssuch as diesel exhaust fluid (DEF).John Deere Final Tier IV/Stage IVengines will operate efficiently withtraditional ultra low-sulfur diesel aswell as biodiesel 5 to 20 percent (B5-
B20) blends meeting applicableASTM standards, providingoptimal performance andfuel choice flexibility.

ELFA Releases February’s Survey of Economic ActivityThe Equipment Leasing and Finance
Association’s (ELFA) Monthly Leasing andFinance Index (MLFI-25) , which reportseconomic activity for the $628 billion equip-ment finance sector, showed overall newbusiness volume for February was $5.0 bil-lion, up 22 percent from volume of $4.1 bil-lion in the same period in 2011. Volume wasdown two percent from the previous month.Year-to-date cumulative new business vol-ume is up 22 percent.Credit quality metrics were mixed.
Receivables over 30 days increased to 2.5percent in February, up from a two-year lowof 1.9 percent in January, due to higher-than-normal delinquencies reported by one of the25 companies responding to the survey.Charge-offs were unchanged from the previ-ous month at 0.5 percent. Credit approvalsrose to 79 percent in February up from 77percent in January. Finally, total headcount for equipment
finance companies in February remainedunchanged from the previous month, and wasdown 3.0 percent year over year.Supplemental data show that the constructionand trucking industries continued to lead theunderperforming sectors. Separately, the Equipment Leasing &
Finance Foundation’s Monthly ConfidenceIndex (MCI-EFI) for March is 61.7, up fromthe February index of 59.6, indicating indus-try participants are optimistic despite con-cerns that external factors, including gas
prices and the upcoming elections, may haveon the market. ELFA President and CEO William G.
Sutton said: “The data show that companiescontinue to invest in equipment, replacingobsolete and worn assets in some sectorswhile beginning to expand in others. Theroller coaster trend pattern of our credit-qual-ity metrics, aging of receivables, charge-offsand credit approvals are caused by the uniqueaspects of different sectors and their cash-flow cycles. However, we see them continu-ing to move in a positive direction overall.”Jerry Newell, executive vice president,
Bank of the West, headquartered in SanFrancisco, Calif., said, “Bank of the WestEquipment Finance has seen an increase incapital spending and equipment financeactivity across most equipment sectorsincluding technology, manufacturing, con-struction, healthcare, and agriculture. Muchof this activity is for replacement equipmentthat was deferred in the downturn, but wehave also noted capital spending for expan-sion, which is a positive sign. While a fewindustry segments remain soft, overall we arecautiously optimistic that the equipment leas-ing and finance industry will continue to seegrowth at a moderate pace this year.”
About the ELFA’s MLFI-25The MLFI-25 is the only index that reflects
capex, or the volume of commercial equip-ment financed in the United States. The
MLFI-25 is released globally at 8 a.m.Eastern time from Washington, D.C., eachmonth, on the day before the U.S.Department of Commerce releases thedurable goods report. The MLFI-25 is afinancial indicator that complements thedurable goods report and other economicindexes, including the Institute for SupplyManagement Index, which reports economicactivity in the manufacturing sector.Together with the MLFI-25 these reportsprovide a complete view of the status of pro-ductive assets in the U.S. economy: equip-ment produced, acquired and financed. The MLFI-25 is a time series that reflects
two years of business activity for the 25 com-panies currently participating in the survey. The latest MLFI-25, including methodologyand participants is available athttp://www.elfaonline.org/Research/MLFI/.
MLFI-25 MethodologyThe ELFA produces the MLFI-25 survey
to help member organizations achieve com-petitive advantage by providing them withleading-edge research and benchmarkinginformation to support strategic businessdecision making. The MLFI-25 is a barometer of the trends
in U.S. capital equipment investment. Fivecomponents are included in the survey: newbusiness volume (originations), aging ofreceivables, charge-offs, credit approvalratios, (approved vs. submitted) and head-
count for the equipment finance business. The MLFI-25 measures monthly commer-
cial equipment lease and loan activity asreported by participating ELFA memberequipment finance companies representing across section of the equipment finance sector, including small ticket, middle-market, largeticket, bank, captive and independent leasingand finance companies. Based on hard sur-vey data, the responses mirror the economicactivity of the broader equipment financesector and current business conditionsnationally.
About the ELFA The Equipment Leasing and Finance
Association (ELFA) is the trade associationthat represents companies in the $628 billionequipment finance sector, which includesfinancial services companies and manufac-turers engaged in financing capital goods.ELFA members are the driving force behindthe growth in the commercial equipmentfinance market and contribute to capital for-mation in the United States and abroad. Bomag BW90AD-5 Light TandemRoller Designed for EfficiencyDesigned for more efficient operation, Bomag’s
new BW90AD-5 tandem vibratory roller featuresintuitive controls and optimum all-around visibility.Highly maneuverable and fuel-efficient, the roller isan ideal solution for a wide variety of small andmedium asphalt compaction projects, according tothe manufacturer. The newly developed driver’s platform is high-
lighted by a multifunctional travel lever and theSmart Drive steering wheel, which has a smallerdiameter that provides comfortable space for theoperator, as well as a clear view of all controls. Thedashboard contains modern circular instrumentationwith warning signals, hour meter and fuel level indi-cator. An adjustable operator seat also providesadded comfort and an enhanced view of the drums. The BW90AD-5 is powered by a 20.2-hp (15
kW) Kubota diesel engine that features ECO-MODE, a system that automatically idles the engineto conserve fuel during inactivity. Offering a work-ing width of 35.4 in. (90 cm), the roller delivers3,822 lbs. of centrifugal force at a frequency of4,200 vpm. Additionally, the roller is equipped withBomag’s intelligent vibration control to achieveconsistent compaction quality.Built with travel motors contained within the
vibratory drums, the unit’s compact design is well-suited for operation in tight spaces, thereby elimi-nating the need for additional compaction withvibratory plates near obstructions. The BW90D-5includes a 26.4-gal. (100 L) water tank and pres-surized spray system. The water spray nozzles arewindscreen protected and triple filtered to ensurethe drums receive sufficient water coverage even instrong winds.Maintenance is simple, due to a durable com-
posite hood that allows easy access to the engineand a steering column that can be quickly opened toview central electronics. A bolt-on articulating andoscillating joint is maintenance free, and each drumincludes two flexible scrapers. Front, center andrear lift points help simplify transport and reduceunloading times.Standard safety features on the BW90AD-5
include a spring-applied, hydraulically releasedparking brake, ROPS with retractable seat belt,back-up alarm, emergency stop button, and frontand rear working lights for night operation.Additionally, the engine hood and instrument panelare lockable to protect against vandalism. For more information, call 800/782-6624 or visit

Putzmeister Debuts Its 56Z Mounted Concrete Boom Pump
Putzmeister America Inc. will introduceits new, lightweight 56Z-meter truck-mount-ed concrete boom pump during 2012. Thenew pump’s compact design will offer areduced unit weight and a smaller footprint, while accommodating a long-reachingboom, according to the manufacturer.
“The product advances found in the new42Z-meter model have now been extendedinto the 50-meter class,” said Jim Bury, director of engineering of PutzmeisterAmerica. “From the small, but revolutionaryRFID hopper grate switch to the all newweight-to-strength optimized boom andstructural components, we have broughttogether world-class design and user valueinto a D.O.T.-friendly package.”
The 56Z-meter’s design reduces unitweight to less than 100,000 lbs. (45,000 kg),delivering a 50-meter class boom to areaspreviously unreachable due to weightrestrictions. The standard one sided support(OSS) outrigger system will allow for asmaller footprint, with 19 ft. 4 in. (5.90 m)front and 25 ft. 11 in. (7.90 m) rear spreads.Despite its smaller size, the pump will offera long-reaching boom — 181 ft. 1 in. (55.20m) vertical, 163 ft. 9 in. (49.90 m) horizon-tal. The 56Z-meter will feature commonboom elbows, interchangeability of manyparts, decreased maintenance costs and evengreater reliability.
For more information, call 800/884-7210or visit PutzmeisterAmerica.com.
Putzmeister’s new 56Z-meter boasts a unit weight of less than 100,000 lbs. (45,000 kg).

WHILE SOME PEOPLE ARE HAVING A PROBLEM GRASPING THE CONCEPT,THEY’RE SURE NOT HAVING ANY DIFFICULTY GRABBING THE RESULTS.
It’s a rubber tire roller that vibrates with enough centrifugal force to equal the out-put of a 55,000 pound pneumatic. The GW750 handles the toughest HMA mixeswith ease, getting balanced high densities from the top through the bottom of themat. Great on SMA, too! And it provides a sound interlock between new overlaysand profiled surfaces. It’s bonus time!

Volvo Rents acquired Nelico Equipment Service andSupplies, a three-store outfit with construction equipmentrental showrooms in Mills and Rock Springs, and a contrac-tor supply location in Casper, Wyo.
The move comes just one month after Volvo Rentsopened its first Wyoming rental center in Cheyenne and putsthe worldwide provider of small-to-medium sized construc-tion equipment in excellent position to grab a bigger piece ofthe rental pie that is currently up for grabs in Wyoming.
“Generally, in any market where oil and gas drilling istaking place, we’re seeing an uptick in rentals,” said MikeCrouch, vice president of business development of VolvoRents, noting Wyoming’s mineral commodities, whichinclude coal, natural gas, coalbed methane, crude oil, urani-um and trona. “This obviously puts us in a very favorableposition as we continue to expand our footprint throughoutWyoming.”
In addition to Volvo Rents’ expanding line of Volvo com-pact equipment — such as backhoe and skid steer loaders, compact wheel loaders, compact excavators and com-paction equipment — the more than 7,000 sq. ft. rental cen-ter carries a comprehensive line of essential equipment andtools for the construction, commercial, industrial and home-owner markets. The focus is on daily, weekly and monthlyrentals.
“I have great admiration for the integrity of the VolvoRents management team and their commitment to local
decision-making. The company’s culture of taking care of itsemployees and customers made becoming part of VolvoRents an attractive and easy decision,” said Carl Nelson, who founded Nelico in 1994. “Volvo Rents is embarking ona significant expansion and I look forward to helping facili-tate that growth.”
Nelson will remain active with the operations/manage-ment of all three locations as general manager. All 30 ofNelico’s employees will remain employed by Volvo Rents.
Although store hours will be Monday-Friday, 7 a.m. to 5p.m., the company offers 24-hour service, every day of theweek.
