This document provides a recommended practice for the development and deployment of Energy Storage Management Systems (ESMS) in grid applications. It includes a set of core functions of ESMS software and core capabilities of ESMS hardware, addressing the fundamental requirements for operating energy storage systems (ESSs) in grid applications. The software functions include: dispatch of real and reactive power of single or multiple ESSs to provide grid services; monitoring, estimation and visualization of system states (e.g., power flows, voltages, currents, ESSs’ State-of-Charges ) safety sub-system alarms. The hardware capabilities include: sensoring, control and communication. This document does not cover management systems for mobile applications such as electric vehicles; nor does it include operation in vehicle-to-grid applications.

ESMS PAR Draft - Purpose

With the increasing deployment of ESSs in proving grid services, a well-designed ESMS is critical for effectively operating single and multiple ESSs. The purpose of the ESMS is to dispatch single and aggregated multiple ESSs, and coordinate their operation together with other distributed energy resources (DERs) in grid applications. This document is intended to inform the designers and integrators about the challenges in ESMS development and deployment, and provide recommendations and the best practices to address these challenges. This document assists in the selection between design options by supplying the pros and cons of a range of technical solutions.

This document provides recommended design guidelines and procedures for storage, installation, mounting, ventilation, instrumentation, preassembly, assembly, and charge of Li-ion batteries. It also contains safety guidelines to serve as essential considerations. This guideline applies to full-float operation in stationary applications where a Li-ion charger maintains a Li-ion battery fully charged and serves a DC load. Other applications, such as emergency lighting, semi-portable equipment, and alternative energy applications, shall follow other relevant practices and are beyond the scope of this guide.

This guide presents a system that complies with criteria for storage, installation, mounting, ventilation, instrumentation, preassembly, assembly, and charge of Li-ion batteries. It also defines a DC load and describes the calculation of Li-ion battery capacity for a DC load for the full-float operation of stationary Li-ion batteries. Installation, maintenance, qualification, testing procedures, and other storage battery types besides lithium-ion are beyond the scope of the guide, as well as DC system design and the calculation of battery charger capacity.
