CONSTRUCTION MANAGER

Valley City Public School DistrictValley City, North Dakota

Athletic Complex at Hanna Field

The Valley City Public School Districtrequests a statement of qualificationfrom qualified parties to provide con-struction management services forproposed improvements to theschool’s facilities in Valley City, ND.

The project plans and specificationshave yet not been finalized, but thegeneral scope of the project will in-clude improvements to the existingHanna Field athletic complex, includ-ing track replacement, drainage, andbuildings. Final project scope will bedetermined with the architect andconstruction manager, based on pri-orities and available funding. Projectbudget is estimated to be in the $1.0to $1.5 million range, including alldesign fees, equipment, and contin-gencies. Construction is scheduled tobegin in Spring, 2018 and completeby August 1, 2018.

The project architect will generally beresponsible for such preconstructionservices as project budget, cost es-timates, design, and bid documentswith input from the construction man-ager. The construction manager is ex-pected to participate in the budget es-timate development, constructabilityreview, scheduling, and the develop-ment of the bid packages and docu-ments. The architect together with theconstruction manager will be gener-ally responsible for the bid review, bidtabulation, recommendations, andcontract documents. During construc-tion, the construction manager, to-gether with the architect, will monitorthe budget. The construction man-ager will be generally responsible forthe usual and customary constructioncoordination, scheduling, and alloca-tion of construction activities amongthe multiple contractors. The con-struction manager will review re-quests for payment for verification ofmaterials delivered and work com-pleted, sign and approve, and submitto the architect for review and approv-al.

The responsibilities of the construc-tion manager for this project will be in-cluded in a written agreement basedon a modified version of AIA C132-2009 Standard Form AgreementBetween Owner and ConstructionManager As Adviser. The proposedmodified AIA C132-2009 is availablefor review upon request.

As part of your response to the re-quest for qualifications, we ask thatyou provide us with the following in-formation which will form the basis ofschool district’s selection:

1. Description of your company, loca-tion of the business, and years inbusiness.

2. Personal qualifications and re-sources, including personnel youwould use in your management of thisproject.

3. Willingness to meet time andbudget requirements set forth in thisrequest.

4. Previous experience in projects ofsimilar size, scope and nature, spe-cifically, involvement in projects re-lated to a sports complex such asthis.

5. Your recent, current, and projectedworkloads.

6. Copy of current certificate of insur-ance, including workers compensa-tion. Copy of the most recent experi-ence modification rate for workerscompensation.

7. Copy of current class A NorthDakota contractor’s license.

8. Proof of ability to secure a perform-ance bond in an amount equal to yourproposal for construction manage-ment services.

9. Three (3) current references thatdescribe services provided and in-clude contact person employed bythat reference.

10. Three (3) copies of your qualifica-tions.

Request for Proposals are due in theoffice of the Business Manager at theabove address by 2:00 p.m. on Feb-ruary 12, 2018. We will review theproposals, complete the referenceevaluations, and select not more thanthree firms to be interviewed for con-struction management services. It isour intent that this review, evaluation,and interview process be completedbetween February 14, 2018 and Feb-ruary 21, 2018, with a recommenda-tion available for the Board to con-sider at our regular scheduled boardmeeting on February 21, 2018. Wewill contact the firms selected for theinterview no later than February 13,2018. Interviews will be scheduled theweek of February 14, 2108 throughFebruary 21, 2018.

The firm selected for the provision ofconstruction management servicesfor this project will begin working withour design team immediately and willbe considered a vital part of the oper-ations until completion of the project.

The school district reserves the rightto reject any and all proposals and towaive irregularities and informalitiestherein and further reserves the rightto award the contract in the best in-terest of the school district.
