•Donotconductareturn-to-dutytestuntil youreceivethewritteninitialandfollow-up evaluationreports,includingthefollow-up testingplan,fromthesubstanceabuse professional(SAP).•Beforereturninganemployeetoduty,make surethatyoureceiveanegativereturn-to-duty testresult.•Administerthefollow-uptestingplanexactly asprescribedbytheSAP.•Advisethecollectionsitetoconductadirect observationforallreturn-to-dutyandfollow-up testingwhenyousendtheemployeefortesting.•Explaintotheemployeethereasonforadirectly observedcollection.

Best Practices:TalktotheSAPifyouhaveanyquestionsabout theSAP’srecommendations.Youmustfollow theSAP’splan,somakesureyouunderstandit.Beforesendinganemployeeforareturn-to-duty orfollow-uptest,explainthedirectobservation processtotheemployee.Afterthetestistaken, verifythatthedirectobservationprocesswasused.Whenanemployeegoesonextendedleave duringthefollow-uptestingprogram,theclock stops.Thefollow-uptestingplanresumes whenevertheemployeereturnsorgoestoa newDOTemployer.

Every Designated EmployerRepresentative (DER) should have the knowledge and authority to make decisions about his or her aviation employer’s drug andalcohol testing program. TheDER is responsible for educating employees, conducting drug andalcohol tests, making sure theprogram complies with DOT/FAA regulations, and maintaining alldocumentation.
