Editor’s pick of the week:As small businesses in South Africa are recognised as a driving force for economic growth and creation of jobs, enterprise development programmes offered by gov-ernment and corporates offer black entre-preneurs the opportunity to find support and training to further develop their small businesses.
Businesses serve a critical role in driving more inclusive and sustainable develop-ment. Large companies can create posi-tive impact by improving and growing development. Corporates can achieve this by including small business into their value chains and local communi-ties.
Helping small businesses to achieve sus-tainability and growth is vital for both the development of industries and cor-porations. Small businesses are critical for job creation, improving living stand-ards, raising productivity and achieving inclusive economic growth and social cohesion.In the coming years there will be a great demand for jobs and the private sector will be the core to the solution of this challenge. Many of the new jobs will come out of the small, medium and mi-cro-enterprises, which is why enterprise development programmes are emerging around the world.
The enterprise development programme is just one of the elements of BB-BEE and is considered an effective way to combat poverty across the globe. Its objective is to teach potential entrepreneurs how to create a sustainable business that will grow and increase job creation, which in turn contributes to economic growth.
Enterprise development programmes ought to be aimed at transferring skills and wealth as well as leading to the sus-tainable growth of small businesses.80% of South Africa’s start-ups fail in the first three years and this is largely attrib-uted to a lack of support. However, the survival rate of a start-up is increased by the incubation process, which assists small businesses in becoming financially
viable. Youth enterprise development programmes:
The programme consists of 20 four hour sessions which runs for three to four months. The students are expected to start running a real business, with the in-tention that the businesses are sustained after the programme is completed.
This programme is targeted at young adults between the ages of 18 and 25, who are not in school and are currently unemployed. Participants are chosen based on:

preneurial activity• Ability to demonstrate problem solv-

BDO Bursary 2017BDO awards bursaries to students deserving of and studying towards a Chartered Accountancy qualification.
Preference is given to well-rounded individuals who perform equally well in all areas of their lives.
Bursaries are financial assistance given to students for further study for either degree, post graduate studies or both.
Bursaries are awarded on a financial needs basis and are linked to satisfactory academic achievements with a solid academic track record at school and/or university.
Students who are awarded a bursary are required to serve a training contract with the specific office who award-ed the bursary on completion of their studies.
Bursaries have conditions attached to them and once students have completed their studies, students will have to work for a period of three years.
BDOS’s amount of money can be for that of a full bursary or that of a half bursary.
Our bursaries do not cover all study expenses and only covers registration fees, tuition fees and books for each year of study.
Students have to therefore be prepared to meet some of the costs.
Applications are collected and processed throughout the course of the year, due to the number of applicants, applicants may only receive feedback towards the end of the year.
Bursary applicants should meet the following criteria:
NOT be signed with any other professional services firm to complete a training contract; NOT be in possession of a bursary / scholarship / financial assistance award which has employment obligations
or post training contract employment obligations; Be planning to study towards a Chartered Accountancy qualification (learners/scholars);
Commitment to study towards a Chartered Accountancy qualification with majors in accounting and auditing; Be studying at a university which offers South African Institute of Chartered Accountants’ (SAICA) accredited
programmes through to Honours / CTA level.
Competency RequirementsTo be considered for a Bursary, you will need to meet the following selection criteria:
(Candidates who meet these criteria will be shortlised for interviews and psychometric assessments before a decision is made)
Matriculants:Minimum “B” in Maths higher grade and minimum “B” in English higher grade either 1st or 2nd language; and
an overall average of 70% or higher in the final grade 12 or equivalent results.
University students:
70% or more in Accounts I70% or more in Accounts II
65% or more in Accounts III

The National Youth Development Agency is offering youth businesses the opportunity to apply for and receive grant funding. This funding will help to grow youth business and increase job creation within South Africa.
Through the National Youth Development Agency (NYDA) Grant Programme, young entre-preneurs have the opportunity to start and grow sustainable businesses.
In 2013, the NYDA changed its youth enterprise funding model from a fixed interest loan structure to a micro-finances grant provision system. This R25 million grant programme offers both financial and non-financial support to qualifying young entrepreneurs between the ages of 18 and 35.
Only around 500 small to medium enterprises can expect to benefit from the financial portion of the NYDA Grant Programme per year. These businesses will consist of individual ventures and cooperatives. Liberty Bursary Tertiary Programme
LIBERTY
Bursaries are granted for full-time study of Actuarial Science at various tertiary institu-tions. Applicants must show the ability to innovate and share our passion for people; thus
maintaining our competitive advantage.
Successful applicants are expected to do a minimum amount of vacation work during the June and December holidays at Liberty Life’s Head Office in Braamfontein, Johannesburg.
Bursaries are reviewed after each examination based on the student’s academic perfor-mance and are renewed annually. All bursaries are granted on merit, but preference is
given to black (African, Coloured and Indian) applicants.
Requirements:
Excellent overall results including a distinction for higher grade mathematics. A minimum of two distinctions (including mathematics) if higher grade physical science
is one of the incumbent’s subjects. A minimum of four distinctions (including mathematics) if physical science is not one of
the incumbent’s subjects. At tertiary level, students must maintain continuous excellence in academic performance
in all subjects. Good leadership qualities and participation in extramural activities such as sports, debat-
ing societies, chess clubs and various Olympiads, etc are an added advantage.
Costs Covered:
Tuition fees are paid for each academic year of study and reviewed annually based on academic performance.
Residence fees/subsistence allowance is paid for shared accommodation at a university residence.
A monthly subsistence allowance is paid if the student chooses not to live at the univer-sity residence.
A book allowance is paid annually for the purchase of textbooks. First year students qualify for a calculator allowance.
Applications are open to all students regardless of the year of study.
Once approved, the bursar will enter into an agreement with Liberty Life that will be re-newed annually.

SA Reserve Bank Bursaries for 1st Year studentsThe South African Reserve Bank (the Bank), as part of addressing the severe shortage of skills in South Africa, provides bursaries
to students in relevant fields of study who are from disadvantaged backgrounds.The purpose of the bursary scheme is to assist financially needy students who obtain good results in Matric/Grade 12 and who
want to study in fields relevant to the Bank.
The bursary is intended for undergraduate studies at a South African university on a full-time basis.
Studies for which bursaries will be granted
The studies that students intend to pursue shall have a bearing on, and be applicable to, the functions and activities of the Bank. (For more information on the Bank, visit the Bank’s website: www.reservebank.co.za). This includes, for example, Economics,
Information Technology, Finance, Law and Accounting, and excludes, for example, Medicine, Dentistry and Social Work.
A bursary will be granted from the first academic year and reviewed annually
Bursary holders need not reapply for the bursary each year.
Criteria for awarding bursaries
Over and above the criteria set out in paragraphs 1 to 3 above, the following will be used as guidelines in the awarding of bur-saries:
• Bursaries will be awarded to students who obtain 60 per cent in the June Matric/Grade 12 examinations. Final awarding of a Bank bursary is subject to a student’s final Matric/Grade 12 results and enrolment acceptance at a South African university.
• Bursaries will be awarded to South African citizens only.
• The total number of students and related bursary costs will be reviewed annually.
• An annual one-off payment for books, accommodation (university accommodation only) and tuition fees will be made to a student.
Post-bursary obligations
The Bank will have first right of refusal with regard to funded students, that is, bursary holders will be obliged to work for the Bank for a period equal to their bursary period, unless the Bank chooses not to employ them.
Students who choose not to work for the Bank despite the Bank offering them a position after completing their studies will be required to pay the full cost of the bursary back to the Bank.
The Bank will provide students who are Bank bursary holders vacation work opportunities that are funded by the Bank.
How to applyThe closing date for submission of applications shall be 30 September of each year.
Examination results, university enrolment form (student number) and any other supporting documents must be submitted with the application form.

Applying for a home loan is stressful for most people, but this simple financial process can become dispro-portionately complex for entrepreneurs or freelancers ‒ people who have uncertain or unpredictable in-come flows. The rigorous affordability assessments required by the National Credit Act don’t quite take into account the circumstances of those not earning a regular monthly salary. However, not all hope is lost.
Careen McKinon, provincial sales manager at bond originator ooba, says the home loan application process requires a little bit more effort when you are self-employed or a freelancer, as the banks look at you as a higher risk. “The lack of a guaranteed income from a single source can make banks anxious about financing a home for you,” she says.
According to ooba, 10% of home loan applications received in the third quarter of last year were from self-employed applicants, compared to 11% in the second quarter of last year and 9% in the third quarter of 2014. This is about half of the 20% level experienced in 2007, indicating that self-employed applicants are generally less confident about their ability to qualify for home finance.
Freelancer Sue Charlton says she was able to qualify for a home loan. “If you ignore the pointy-down faces of estate agents and bank personnel and get your financials from a tax person/accountant, supply your banking details, assets and liabilities and statements, it’s not too bad. My experience is that I have not had too bumpy a ride despite the pessimism of some,” she says.
The first step is to ensure that all your paperwork is in order. If you are self-employed, McKinon suggests that you submit the following when applying for a home loan:
Comparative financials covering a trading or working period from the last two years.• A letter from your auditor confirming your personal income.• If your financials are more than six months old, you will need up-to-date signed management accounts.• A cash flow forecast for the next 12 months.• A personal statement of assets and liabilities.• Personal and business bank statements (six to 12 months, depending on the banks’ requirements).• Latest IT34, which serves as confirmation from SARS that your tax affairs are in order.• Company, CC or trust statutory documents.• ID documents for all the directors, members or trustees.
Although this list seems rather daunting, it is all the more reason to use an expert to guide you through the process, as this will get you one step closer to acquiring a home loan. “It is imperative to have your tax affairs and finances in order and up to date. In addition, it will help to separate your personal and business expens-es,” says McKinon.If you know you want to buy a property at some stage, one of the best moves you can make as a freelancer is to start saving towards a deposit. Barker says the home loan application process instantly becomes smoother once the bank sees that you have saved up a deposit, reducing the risk that the bank is taking on. Ideally, you would have a bigger deposit than a typical home loan application. Instead of a 10% deposit, work towards a 20% deposit so that the bank only takes on 80% of the loan-to-value risk. “A large deposit undoubtedly weighs the odds in your favour,” Barker says.
“Only as a last resort and even then, we are moving away from the surety model,” Barker says. Typically, a fam-ily member or spouse would offer suretyship and the banks tend to prefer a joint ownership structure rather than surety. When someone stands surety for you on a loan, it means that they are undertaking to repay the loan if you default or are unable to meet the loan repayments. Previously, this was the equivalent of standing guarantor on your loan. However, under the National Credit Act, standing surety for someone on a loan has taken on greater significance and can now affect your own affordability assessment.
“Ultimately, a freelancer wants to be in the position where they have multiple contracts with different clients, where they have built up track records and can assure the bank of future income streams,” he concludes.
