very happy every morning when it istime for her to go to school. She has 7other children from the neighborhoodwho accompany her. She is studying inclass 3 now at the age of 7. Her grand-mother, a widow working as a domestichelp says "I want to educate her prop-erly. Her father hardly goes to workdue to his sickness.After my daughter-in- law (her mother) expired, I havebeen bringing her up. Now that she hasbeen admitted to a Govt. School, notvery far I am really happy. She hasmade many friends at school. I don'thave to pay for her tution fee,text booksand uniform. Last session she wasgiven a School bag also free by theGovt. Had such facilities existed earlierI would have educated my son Ganesh.I wish she could become a doctor!" Kritika is only one out of at least 192million children in 1.1 million habita-tions in India being educated under theRight to Education - restrengthenedSarva Shiksha Abhiyan (SSA). Thegirls in India are still deprived of educa-tion due to economic constraints andbackwardness.In certain tribal areasthey are forced into earning livelihoodat a very tender age,some are keptaway from school due to lack of help-ing hands in the agricultural fields.Those kids who are sent to schoolssometimes don't get access to equity ineducation. Some are found to be drop-

ping out after a short spell due to theircircumstances. But, all these problemsare now being addressed with theenforcement of Right to EducationApril, 2010.All the children in the age group of 6 to14 have now been guaranteed Right toElementary Education. They are nowprovided Free and CompulsoryEducation through Sarva SikshaAbhiyan (SSA). The rural people anddeprived urban folks for whom it wasbeyond imagination to educate theirnext generation have now taken a sighof relief. Their children have startedgoing to School dressed in clean uni-forms, looking tidy like any other betteroff children! The success of SSA isconfined not only to making the childrenread and write but parents from certaineconomic categories are satisfied thattheir wards have been getting set ofclothes to wear without any payment. The scheme has been successfullyreducing the gender gaps and socialinequalities in the rural and urban soci-eties. The achievement if sustainedwould have more empowered gener-ation of women and of course betteremotionally integrated Indian society.The educated women , whether at workor at home are always a source ofstrong and well planned & arrangedfamily units. The very basic idea ofDemocratic Socialistic system will befunctional in reality.

The children need to be free from someof the problems while at school.Students with sufficient energy tend tostudy harder. The present educationsystem has a scheme of mid day mealfor children at schools.The current wave in India supported byRight to Education pledges to ensurethat no citizen is deprived of education.India has always been a seat of learn-ing and learned. History speaks ofHiuen Tsang and Fahien type of schol-ars coming all the way to india to studyscriptures here. Living up to its ancienteducational glory, modern India hasbeen striving to educate one and all ofits citizens.By implementing Right to Education,the Govt.of India is all set to achieveuniversalization of education.The children enrolled under free andcompulsory education programme areexpected to complete the studies.Ameena a resident of Pillonji, Delhi, isthe lady who earns her livelihood bydoing cleaning and washing chores inhouseholds and has a child going togoverment school regularly. She is atpeace. "My son shows interest in stud-ies and I am happy that he got theopportunity and the school providesmeals in the afternoon, which he relish-es. He does not need much pocketmoney. They have clean drinking waterfacility and toilet, which solves all theproblems."At least 98% of the schools boast of

drinking water facilities, 90% toilets ,insome schools there are separatetoilets for girls and boys.Awareness Programme by SSA hasincreased enrolment of SCs and STs inschools considerably.The free compulsory education, provi-sion of free text books,uniforms andmid day meal, better infrastructure atschool and the children backed bytheir parents have been attracted toschools. The quality of learning hasimproved with children friendly textbooks. The teachers are beingtrained in-service and otherwise too.Now it has become mandatory toappoint teachers only after passingTeachers Eligibility Tests, which isexpected to improve the quality ofteaching in a desired manner.The policies and programmes of theMinistry of Human ResourceDevelopment including provisions likestopping of expulsion and detention,the children being admitted at right ageand providing education at par with oth-ers of the same level has decreasedthe rate of ' drop outs' and 'out ofschool children'.This has already started ushering inemotional, social and academic inte-gration. Kudos to the innovation at ele-mentary stage in India.

B iomedical Engineering is a unique branch in the streamof engineering studies. The uniqueness lies in the fact

that this branch bridges the gap between engineering andmedicine. Biomedical engineering is defined as the applica-tion of engineering knowledge to the development of med-ical products. In other words, it involves the study and appli-cation of engineering processes and the design concepts forvarious diagnostic and therapeutic activities.This branch of engineering provides a clear understandingof health maintenance processes, manufacture and opera-tion of various medical equipment with applications in surgi-cal, therapeutic and rehabilitative procedures. Biomedicalengineering is a blend of traditional engineering fields andmodern day domains such as software and genetic engi-neering. It is the application of the principles of the naturalsciences, especially biology and physiology to clinical medi-cine.Biomedical Engineering provides the students the knowl-edge and understanding of the basic engineering principles.The curriculum of Biomedical Engineering includes;Engineering Technology Courses and BiomedicalEngineering courses. The other subjects include MedicalSciences, Clinical Sciences and Basic Sciences. Besidesthese, there are elective subjects. The course covers varioussubjects such Anatomy, Physiology and Circuit Analysis. Theother subjects that the biomedical students get to study areDigital Electronics, Biomedical Instrumentation,Microprocessors and Microcontrollers in MedicalApplications. Robotics and Intellectual Property Rights are afew among the electives. As graduates, the biomedical engineers have to apply thesebasic engineering principles in the medical field. This helps

them serve the medical fraternity in design and developmentof Medical Equipment, implants, and other devices. The roleof biomedical engineers is thus crucial to the medical andhealthcare fields in particular and the society in a broadersense. The contributions of biomedical engineering are significant.Biomedical instrumentation is one such major contribution tothe life sciences and clinical medicine. BiomedicalInstrumentation deals with the devices that are designedand connected in a scientifically appropriate manner tosense signals such as electromagnetic, mechanical, ther-mal, acoustic signals. It also involves the processing ofthese signals for use in monitoring and control. Examplesinclude digital thermometer, pacemaker, electrocardiographmachines, glucometers and so on.Advances in this field of biomedical instrumentation haveresulted in the development of new types of biomedicalequipment. The developments that are being adopted in theclinical approaches have become crucial. Electronic patientmonitoring is an important aspect of critical care medicine. Inaddition, biomedical technicians are bringing up variousdevices to assist individuals with disabilities.Areas of SpecialisationThe subject of Biomedical Engineering is vast. The areas ofspecialisation that come under the umbrella of Biomedical Engineering course are Biomedical SignalProcessing, Biomechanics, Medical Image Processing,Medical Instrumentation, Medical Embedded Systems, Bio-materials, Bio-Nano technology, Tissue Engineering andRehabilitation Engineering.

The Union Cabinet gave its approval for setting up of a Rail Tariff Authority, asan advisory body, through a government resolution, pending amendment ofthe Railway Act, 1989. The setting up of such an authority will institutionalizea regulatory mechanism at arms length for pricing of passenger and freightservices. The Rail Tariff Authority shall comprise a Chairperson and fourMembers at the apex level and will be vested with the function to develop anintegrated, transparent and dynamic pricing mechanism for the passengerand freight segments of the Indian Railway's business.The Union Cabinet gave its approval for setting up of an electric locomotivefactory at Madhepura, Bihar and a diesel locomotive factory at Marhowra,Bihar at an estimated cost of Rs. 1293.57 crore and Rs. 2052.58 crore respec-tively, with limited equity contribution by the Ministry of Railways.The Union Cabinet gave its approval for inclusion of Jains as a minority underSection 2 (c) of the National Commission for Minorities Act. The Cabinetapproved the inclusion of Jains in the list of notified minority communitiesunder Section 2(c) of the National Commission for Minorities Act, 1992 pend-ing the outcome of court cases in addition to the five communities alreadynotified as minorities under Section 2(c) of the National Commission forMinorities Act, 1992.These communities are Muslims, Christians, Buddhists,Sikhs and Zoroastrians (Parsis).The Ministry of Rural Development has issued a directive to provide 150 daysof wage employment under MGNREGA for Scheduled Tribe households livingin forest areas. The move will benefit about eight lakh people in the states likeJharkhand, Odisha, Chhattisgarh and Andhra Pradesh, The additional 50days of employment beyond the stipulated 100 days under the MahatmaGandhi National Rural Employment Guarantee Act (MGNREGA) will be appli-cable to those individuals who got pattas under Forest Rights Act, FRA( 2006). India test-fired its new-generation Agni-IV with a strike range of 4,000 km, andpromptly declared that it was ready for induction. The over 5,000 km Agni-Vmissile, in turn, will be tested for the third time later this year. India's advanced communication satellite GSAT-14, which was put into its ini-tial orbit on January 5th by the Geo-synchronous Satellite Launch Vehicle(GSLV-D5), reached its final, circular geo-stationary home at a height of36,000 km above the earth. Uttarakhand became the first State to adopt the provisions of the Lokpal Actwith the Vidhan Sabha passing the Uttarakhand Lokayukta Bill-2014.The Advanced Light Helicopter "Garuda Vasudha" of Geological Survey ofIndia equipped with Heliborne Geophysical Survey System (HGSS) was ded-icated to the nation. The helicopter was launched from the HindustanAeronautics Ltd. (HAL) Complex, Bangalore. The Garuda Vasudha a 'Dhruv'category helicopter has been indigenously built by HAL.In a move that is likely to hit currency hoarders and counterfeiters, theReserve Bank of India (RBI) has decided to withdraw from circulation all cur-rency notes issued prior to 2005. From April 1, the public will be required toapproach banks for exchanging these notes. Banks will provide exchangefacility for these notes.Petroleum and Natural Gas Ministry announced the launch of the portability ofLPG connection scheme across 480 districts of the country covering all the oilmarketing companies (OMCs) and distributors which have multiple LPG dis-tributors of various ratings. With the launch of this new initiative, consumerscan now switch to the distributor of their choice.The Union government has opened a new campus of the Indian MaritimeUniversity (IMU) in Karaikal to promote educational and employment opportu-nities both in India and abroad.
