DOE-STD-3009-2014 Roll-outAU

DOE-STD-1189

Reason for Revision

2

5-year periodic review required per DOE Order(O) 252.1A,

Technical Standards Program

A critical supporting standard for the following

directives/standards, all of which have been revised since 2008

• DOE O 413.3B, Program and Project Management for the

Acquisition of Capital Assets, 11-29-2010

• O 420.1C, Chg 1, Facility Safety,

• DOE-STD-3009-2014, Preparation of Nonreactor Nuclear

Facility Documented Safety Analysis

Secretarial commitment in DOE Implementation Plan, dated

Sept 26, 2011, in response to DNFSB Recommendation 2010-1

Actions Completed

3

Conducted 13 conference calls and meetings with DOE

Program Offices, sites and contractors – collected their

experiences in using STD-1189:

• What’s working

• What’s not working

• What improvements would be helpful

Developed objectives for the revision based on these meetings

Developed Project Justification Statement (PJS)

PJS received concurrence by all organizations

Developed list of team members to support revision

DOE-STD-1189

Scope of Revision

4Office of Environment, Health, Safety and Security

Provide consistency with DOE O 420.1C.Chg.1, DOE O 413.3B,

STD-1020-2012, and STD-3009-2014

Evaluate Appendices A, B, C, and D for potential relocation to

more appropriate technical standards or handbooks

Update format to be consistent with industry codes and

standards

Clarify requirements for change control of safety design

documents and support of the critical decision milestones

Clarify requirements for identifying ‘major modification’ projects

Streamline format of CSDR and PDSA to be in-line with DSA

DOE-STD-1189

Scope Details

Provide consistency with DOE O 420.1C. Chg 1,

DOE O 413.3B, STD-1020-2012, STD-3009-2014:

• Significant changes were made in above listed directives

since DOE-STD-1189 was issued, such as, requirements

for confinement ventilation systems, Fire Protection,

NPH design, use of industry codes and standards,

hazard analysis, co-located worker safety, chemical

safety, defense-in-depth, and critical decision processes.

DOE-STD-1189

Scope Details, cont.

Evaluate Appendices A, B, C, and D for potential

relocation to more appropriate technical

standards or handbooks:

• Intent is not to duplicate requirements; DOE-STD-1189

will focus on ‘design process requirements’, not ‘design

requirements’ or ‘safety analysis requirements’.

• Many of the requirements in Appendices A-D are

addressed in DOE O 420.1C. Chg 1, DOE-STD-1020 and

DOE-STD-3009.

DOE-STD-3009-2014 Roll-outAU

DOE-STD-1189

Scope Details, cont.

Update format to be consistent with industry

codes and standards:

• Any revision to DOE standards should follow industry

practices

• Clear requirements statements

• Separate requirements and guidance

DOE-STD-3009-2014 Roll-outAU

DOE-STD-1189

Scope Details, cont.

Clarify requirements for change control of safety design

documents and support of the critical decision milestones

• Provide flexibility with CD process vs. design status

• Provide guidance for combined CD-2/3

Clarify requirements for identifying ‘major modification’

projects

• Use of graded approach for documentation requirements

and design process

• Evaluate DOE approval process

Streamline format of CSDR and PDSA to be in-line with DSA

• Possible use of DOE-STD-3009 DSA format for CSDR and

PDSA would make the process more efficient
