Report of the Student Regent on the 1305th BOR Meeting
(BOR Room, Quezon Hall, 29 January 2015, 9:10 AM)
This is the first time that the members of the BOR have been furnished a copy of the
Summary of the BOR Decisions by the Office of the Secretary of the University (OSU).
This report would discuss only pertinent issues deliberated during the BOR meeting.
Attached in this report is the aforementioned Summary of the Decisions for thereaders’ perusal (Appendix A).
PRESENTATIONS
All agenda items under the Matters Arising from the Previous Minutes were tabled
under Presentations.
Implementation Plan of the Proposed Establishment of a UP Los Baños College
of Agriculture in Mindanao
Chancellor Fernando Sanchez Jr. of UPLB, together with Dr. Domingo Angeles, Dean
of the College of Agriculture (CA), and Dr. Jose Camacho, Dean of the Graduate
School (GS), explained the initial implementation plan of the planned extension
program of CA in Panabo City, Davao Del Norte. The said program is a collaboration
between the College of Agriculture and Graduate School of UPLB, with Anflo
Management Investment Corporation (Anflocor) as the Principal Donor of land in the
said area. For its pilot run, the University shall offer the Masters of Science in
Entomology Program, where classes will be held in an Anflocor Office in Davao City.
The presentation of the proponents is attached in this report, and the Memorandum ofUnderstanding between UP and Anflocor as Appendix B and C respectively.
UPLB would initially offer a graduate program as they expected that the number of
potential undergraduate students to enrol would be minimal due to the effect of the K
to 12 program. However, they affirmed to the Board that eventually they shall offer BS
Agriculture program in Mindanao, in which UPLB shall collaborate with UP Mindanao
for other non-agriculture courses that students shall take.
During past meetings of the BOR, several Regents have asked what Anflocor expectsto gain from the University aside from the naming rights of the building to be

constructed. For instance, Regent Rep. Roman Romulo maintained during previous
BOR meets that all research gains must be owned by UP and not by Anflocor. 1 Due
to several doubts regarding the program, Student Regent Neill John Macuha asked
again what Anflocor would want to gain from this collaboration, in order to clear some
doubts. Dean Angeles clarified that while Anflocor would shoulder the land andbuilding expenses, the design and specifications of it would be administered by UPLB.
In addition, Anflocor, being an agro-industrial company, reached out to UP in order to
bring the UP brand of education closer to them, in turn making the necessary trainings
more accessible to them. Dean Angeles further clarified, that whatever cost that the
education to their employees would be paid by them, expecting no discounts from the
University.
Staff Regent Anna Razel Ramirez than clarified whether there would be available
items for the support staff for the extension program. President Alfredo Pascual
assured the Staff Regent that the current Administration would be looking into the
matter. In the end, the BOR noted the implementation plan pending the final MOA with
Anflocor. Meanwhile, as earlier stated, UPLB already commenced with the pilot
implementation.
Presentation of the Implementation Plan of the MOA betwwen UP and Smart
Communications Inc.
Dr. Annette Lagman, Team Leader of EIS under the eUP Program, together with
representatives from Smart Communications Inc. presented the implementation planof the previously approved Wi-Fi deal between Smart and UP. The full presentation is
attached as Appendix D.
Student Regent Macuha then asked the proponents on how students and other
stakeholders would avail of the service beyond the 30-minute free period that Smart
would provide. Representatives from Smart said that they would sell Wi-Fi cards that
would be available in different areas in the campus. President Pascual then added
that several issues raised during the previous meetings are still being negotiated with
Smart, such as the extension of the free service up to one hour, and added whitelisted
sites that would be available for free. He further added that Smart already agreed to
pay for the full cost of the electricity of the Wi-Fi service. The BOR approved the
Implementation Plan as presented.
Presentation of the Strategic Initiatives
As per the request of Regents Magdaleno Albarracin Jr., and Gizela Gonzalez-
Montinola, President Pascual discussed the initiatives that are being done, or already

finished during his term. The OSR is still in the process of requesting the presentation
of the President, and will be uploaded as soon as possible.
OTHER MATTERS
Request of UP Los Baños for Authority to Use 69.9998 hectare Area as SpecialEconomic Zone for at least Twenty-five Years
Chancellor Sanchez, together with two additional resource persons, was invited topresent on the said request. To note, it was Vice President Elvira Zamora, in referenceto a letter by Dr. Sanchez, who endorsed the said request to the President for theconsideration of the BOR. Pertinent documents regarding the presentation is attachedas Appendix E.
Before the presentation, SR Macuha asked that the decision of the BOR be deferredin order to commence some consultations with UPLB Constituents who did not evenknow about the proposal. Citing the previous BOR decision that controversial items inthe BOR meeting that the Regents did not have ample time of studying may bedeferred by the BOR. SR Macuha noted that the BOR were only furnished of thedocuments of the SEZ application the night before the scheduled meet. Staff RegentRamirez re-echoed the same sentiments as according to her, Union members in UPLBdid not even know about the SEZ. Vice President Zamora appealed to the BOR not todefer the approval of the SEZ as there was a previously approved 155.8 ha of land asScience and Technology Park, where the almost 70 ha would be derived from.President Pascual was also wary of the request for deferment as the BOR changes itscomposition, thereby bound to implement those that are previously approved. Char
Licuanan then clarified that as much as she understands the sentiments of theSectoral Regent, there must also be a balance as continuous consultation wouldhamper developments in the University. She then asked the Chancellor to proceedwith their presentation, and let the BOR to decide whether to defer afterwards.
Former Vice Chancellor for Research and Extension, Dr. Enrico Supangco, presentedto the BOR a drone-shot video of the lot that would be utilized as the SEZ. Accordingto him, the land is basically idle, with some experimental farms that would be affected.When asked whether consultations have already been done, the proponentsanswered in affirmative as it is a requirement of the PEZA to have consultations withthe community. However, when asked whether students, faculty, and staff have been
consulted, they clarified that only stakeholders were present in the consultativemeetings. SR Macuha further asked whether REPS have asked for their opinion onthe matter as the project claims technical transfer. The proponents said no, andadmitted that the project would generate income for the University.
SR Macuha then reiterated his position to defer the matter in order to gather moreinformation on the matter. Staff Regent supported this, in which, Regent Senator PiaCayetano agreed as she herself had no time to study it further. However, Regent Sen.Cayetano would be more willing to decide should the proponents discuss it a littlefurther. After the detailed discussion, and further arguments to defer the matter, ChairLicuanan called for a vote whether to defer the BOR decision or not, with six Regents

agreeing to proceed with the decision2. On whether to approve the Request of UPLBto declare the SEZ, SR Macuha objected, while Staff Regent Ramirez abstained todecide, all of the remaining Regents voted otherwise.
SR Macuha moved to adjourn the meeting. Regent Montinola then suggested to the
Student Regent to discuss the issues with the Chancellor on some other time. BothSR and Chancellor Sanchez agreed on this.

to forge an academic partnership with UPLB

• In view of the reduced number of new freshmen in
2015 to 2017, it was suggested that an off-campus
graduate education program can be offeredinstead to make the proposed Campus operational.
• The recommendation was made in the spirit of
UP’s new charter: one of being a research
university.
