• Policy/Regulation is always:• Clear• Addresses all situations
• Contractors• Have proactive property systems• Always agree with us

Where Are We Headed?
• Property is more visible than ever!• Anticipate more governmental oversight/reviews
• Especially Overseas
• Change is driving:• More oversight
• New systems
• Better training
• More Guidance
• Increased Communications
• So how do we get there?
Where Are We’re Headed?

9
Where Are We Headed?• Training
• Brown Bags started on new rules/policies • Changed IND 100 to incorporate audit principles
• Replaced by IND 105 (Pilot in October 2011)• Emphasis on auditing protocol/technique (GAGAS)
• Provides property personnel with toolbox• Property personnel (keystones/New journeymen) then know
what questions to ask
• Cognizant of unusual scenarios – knows to ask
• Drives towards that “consistency”• Level II and Level III courses also in re-design
10
Where Are We Headed?
• Communications• Initiated DCMA Property Councils
• Inaugural meeting held with PAs for Northrop Grumman (June)
• My expectation is these meetings will:• Increase quality of communications
• Allow PAs to compare audit approaches/outcomes
• Partner with contractor on enterprise issues
• Drive that “consistency”
• Additional councils will be created• Let’s see how the “pilot” goes
• Goal is one per quarter
11
Where Are We Headed? • Policy and Guidance
• New Instruction in draft• Expand risk criteria• Puts more “rigor” into processes• Emphasizes data integrity
• Changes in regulations/policy (i.e. BSR, CARs)• Slows the draft process
• We just can’t get it done to keep up with the changes
• Sent “ Standard PMSA Model” to the field• Again – to drive “consistency”
• Desk Audit “model” being finalized – out in July
12
Bottom Line• Will continue to:
• Drive towards consistency in:• Audit approaches• Audit methods• Documentation• Reporting
• Encourage our personnel • Provide tools and training• Applicable guidance• Leadership opportunities• Support them through change
• More work to be done!
