Friday, April 15, 2016 Wichita, Kansas

Establish the Bar of the Conference Tish Schultheiss, President, established the Bar of the Conference as the stage area and the room with the exception of the last two (2) rows of chairs and tables. She said that in order to vote, members must be seated in the established area and are members in good standing. She reported that the tellers will be the Nominations Committee. Tish also informed the Annual Conference that the Robert Rules of Order would be followed. Betsy Lovelady-Smith, (IL), presided as parliamentarian.

Call to Order The 34th Annual Business Meeting was called to order by President, Tish Schultheiss at 6:05 pm.

Acceptance of Agenda Connie Christopher, (KS), motioned to approve the agenda, Janette Coffelt, (KS), seconded. Motion_passed.

Welcoming and Introduction of Natalie Schuette Tish welcomed everyone attending the Annual Conference. Tish welcomed Natalie Schuette, the GCFA Liaison Representative. She greeted the Annual Conference and thanked the PAUMCS online certification team and noted that there were two attendees for the Certification course from the Central Conferences in the Philippines and the Congo.

2015 Annual Conference Minutes Gail Douglas-Boykin, Interim Recording Secretary, presented the 33'd Annual Business Meeting minutes for acceptance. Minutes were approved as amended. Pam Mullay, Maryland, reported that the General Fund Balance was different than noted. It was noted that the balance in the minutes reflected interest earned. Sherry Heath, Ohio, motioned to accept the minutes as amended. Evi Melberg, Maryland seconded. Tish stated that the minutes were approved as amended.

2015 Treasurer's Report Rhonda Ramsey, Treasurer, presented the Treasurer's Report:

• General Fund balance: $108,120.29 • Leslie Bayles Scholarship fund balance: $4,468.83 • Promotional Items Fund balance: ($3,205.38) • Annual Conference Fund balance: $23,380.14 • Endowment Fund balance: $55,230.23

Total fund balances: $187,994.10 Rhonda presented the 2015 account balances:

• GCFA savings account: $19,935.94 • Administrative checking account: $30,046.67 • Administrative savings account: $45.00 • Endowment fund at GCFA: $55,230.23

Total account balances: $ I 87,994.11 Terri Pagani, New Jersey requested an explanation of the over budget amount of$6912.73 for Communications. Rhonda explained that an $8000 payment had been made as the first installment payment for the membership database. Rhonda further explained that an additional payment of$8000.00 would be made next month and a final payment of $6000.00 would also be due. It was explained that this was a decision made by the Executive Committee. Discussion followed.

Proposed 2017 budget Josie Hickom, Georgia, Finance Chair, presented the proposed 2017 Annual Budget for approval. Discussion followed regarding the source of funding $22,000.00 for the membership database. It was noted that the funding for the membership database would come from the Money Market Account. The proposed budget was approved.

Endowment Fund Update Rhonda Ramsey reported that the United Methodist Foundation Touching Tomorrow Today Endowment Fund balance including gifts given is $56,289.32.

Membership Report Chris Grosson, Membership Secretary, reported that as of April I, 2016 there were over 257 members. There are 18 active chapters.

Chapter Report Chris Grosson, Membership Secretary, reported that there were 2 new chapters, Baltimore-Washington Administrators in Ministry and PAUMCS Middle Tennessee. There are 18 active chapters. She requested that if there was anyone interested in starting a chapter to contact her and she will provide assistance.

Nominations Committee Barbara Buck, Nomination Committee Chair, thanked the nominating committee for all of their hard work. She presented the 2016-2017 Slate of Officers.

PTS Committee Report Mary Schramm, PTS Committee Chair, reported that there were 10 scholarships for a total of$1800 approved. She also said there would be an offering for the Leslie Bayles Scholarship Fund. Mary thanked the PTS committee for their dedicated work on the committee.

Vice President's Report Dianne Beam, Vice President, announced that the 2017 Annual Conference will be hosted by the Northern lllinois chapter and the 2018 Annual Conference will be hosted by the Tennessee Chapter. She also announced that Linda Young (NC) will be consecrated as a Deaconess at General Conference.

Finance Committee Report Josie Hickom, Finance Committee Chair reported that Promotional Item would be available online by the summer of 2016. There will be a vast assortment of items with the PAUMCS logo available to all PAUMCS members. Josie informed members to contact her or any member of the Finance Committee if there were particular items that they were interested in purchasing.

Elections Continued Tish opened the floor for nominations of all positions. Hearing none Karen Albro (VA) moved to accept the 2016-2017 Slate of Officers as presented. Bridgette Boyce, (NY), seconded the motion. Motion passed. Tish declared the 2016-2017 Slate of Officers are elected by acclamation and announced that the Executive Committee will be voted on and approved at the next meeting of the GCFA Board. The report would be published in the Vital Link.

The Northern lllinois Chapter gave a presentation on the 2017 Annual Conference which will be held in Chicago, Illinois, May 4 -May 6, 2017. The theme presented is "Feel the Spirit in the Windy City".

Tish Schultheiss asked for a motion to entertain the closure of the business meeting. Fonda Kirkman, (AR), motioned to close the business session. Jenny Landers, (KS) seconded. Motion passed.

It is because of these potential changes that there are two slates. The by-law changes will be voted on before the elections will be held for the officers and offices of PAUMCS. Therefore, two slates are necessary.

PAUMCS Executive Committee

Gail Douglas-Boykin-Nominated for President

Gail serves in ministry as the Coordinator of Ministerial Services for the New York Annual Conference Board of Ordained Ministry and previously as the Church Administrator of Vanderveer Park United Methodist Church after having retired from The New York City Police Department after 20+ years of service as a Police Officer. Gail joined PAUMCS in 2012 and was certified in 2014. Gail has served PAUMCS as a member of the Communications Committee, Chair of

Communications and National Secretary.

Gail has served as the Communications Coordinator for the New York Conference United Methodist Women and currently serves as a Director and Chair of Governance Committee on the United Methodist Women National Board of Directors.

Gail is a Certified Lay Servant and active in her church community. Her passion is working with the youth of her church, district and conference. Gail has served as the Youth Ambassador in Mission Coordinator for mission trips to Ecuador, Cambodia, Antigua, and Ghana. Gail has led youth mission studies in New York, West Virginia and Baltimore-Washington Conference Mission u Events, formerly known as United Methodist Women Schools of Christian Mission. In 2015, Gail facilitated workshops at the Discipleship Ministries "Youth 2015" event in Orlando, FL entitled "The Church and Its Response to Persons with Disabilities.

In her spare time Gail enjoy reading, technology, crocheting and trying new recipes. Her guilty pleasure is Pinterest. She resides in Brooklyn, NY with her husband, Princeton and their one daughter, Elise.

Rhonda Ramsey -Nominated for Vice President

Rhonda began her ministry as Office Administrator of The First United Methodist Church of Plainwell, Michigan on January 2, 1997. She joined the West MI PAUMCS in 2000 as the Secretary and also served as Vice President, President and Treasurer. Rhonda attended P AUMCS Certification class in 2001 and the Advanced Certification Class in 2003. She served three years on the Finance Committee, one year as Nominations Chair and on an Ad Hock Committee for the Endowment Fund, one year as Treasurer in Training and has served five years as Treasurer. In January of 2017 the Executive Committee voted to appoint her as Interim

Vice President. Rhonda is also a Certified Lay Servant in the West Michigan Conference and is serving on their Lay Ministry Board and District Evangelism Committee. Rhonda also began and leads a faith accountability small group at her home church. Rhonda has been married to Jeff for 40 years. They have four children and eight grandchildren. She enjoys camping, walking, reading, and quilting.

Mary Schramm - Nominated for Secretary

Mary has been in the Administrative Assistant at Perry Hall United Methodist Church since June of 2002. She has been a member of the church for 15 years and is active in the Hand bell choir, Women's Ministry, Missions, Outreach, Food Pantry and Bible Studies. Mary has been a member of PAUMCS since 2004 and was certified in 2009. She was asked to serve on the PAUMCS Nominating committee in 2012, and became Interim Nominating chair in 2013-2014, and was elected as Nominating chair in 2014-2015 and PTS chair 2015-2017.

Mary has been married to her husband, Tony for 35 years. They have two daughters, Danielle who is 32 and Jessica Diffenderffer who is 26. Danielle has one son, Austin, who is 11 and a girl, Ava, who is 2 years old. With the marriage of her daughter Jessica, she now has a son-in-law, Mike, and a grand dog Marilee. Some of Mary's favorite things to do are sporting events, reading, spending time outside, going to the beach and "spoiling" her grandchildren.

Josie Hickom -Nominated for Treasurer

Josie has served as the Administrative Assistant in the Rome-Carrollton District of the North Georgia Conference since December 2000. Before that she worked as Office Manager for approximately 4 years at Faith UMC located in Cartersville, GA. She has been a national member of P AUMCS since 2002 and was certified in 2003. An active member in the Georgia Chapter since 2002, Josie currently serves as Scholarship Chair. She has also served as Treasurer for 8 years and has been on the Scholarship and the Ways and Means Committee. Josie considers her job a ministry and enjoys offering support to pastors and

churches. When not working, you can probably find Josie having tea parties with her granddaughters or exploring the woods with her grandson most likely from the enjoyment of her camper at a state park with her husband, Doug, in tow! She loves her morning coffee and growing her own vegetables. She is a wife, mother, "Ma Jo" to three, and friend to many.

Denise Wilson - Nominated for Membership Secretary /Committee Chair

Denise is the Administrative Assistant in the LaGrange District Office of the North Georgia Conference - a position she has held for almost 20 years. Prior to that, she was a bookkeeper for a local construction company. She has been a member of the National PAUMCS and the Georgia PAUMCS since 2003 . She has served her local chapter as Newsletter Editor, Vice­President, President and Site Chair for the 2015 National Conference in Atlanta. Denise is a "preacher's kid" and grew up in parsonages all over South Georgia. She is married to Mike and they have 2 adult sons and 1

daughter-in-law. She is an active member of LaGrange First UMC where she currently serves as chair of the Policy Committee and plays in the Hand bell Choir.

Bev Amperse- Nominated Finance Committee Chair

Bev began working in the church in February 1994. Just after beginning by job her pastor told her about an organization for church secretaries that she could get involved with. That is where it began. She attended certification in 1995 and also was part of the Advanced Certification.

She helped organized the Desert Southwest Chapter of PAUMCS and served as Membership Secretary, Treasurer, and as a member of the

Nominations Committee. She served as the registrar for the 2000 National P AUMCS Conference held in Mesa and as Site Chair at the 2013 Annual Conference in Phoenix. In 2001 she was elected to serve as the Communications Coordinator and served in the position for 3 years. Bev currently serves on the PTS Committee and will be completing 3 years on the committee this year. She currently works at Willowbrook UMC and has been there since October of 2001 as the Business Manager and Financial Secretary.

Bev' s passions in life are her family, which includes husband, Bill, daughters Kristi and Nicole, son-in-law, Jason and 4 grandchildren; Ryan (16), Kyle (12), Kendall (9) and Wyatt (7). In addition Bill and Bev love scuba diving. She completed my 100th dive in March on our vacation in the Bahamas.

Barbara Buck- Nominated for PTS Chair

Barbara has served as the Mark Twain District Administrative Assistant for the last 15.5 years. She joined the local MO PAUMCS Chapter in 2002 and the National Chapter soon after. She was certified in 20 I I .She has served on the National PTS committee and is currently serving as the Nomination Committee Chairperson. She has served as the President, Vice President, Newsletter Editor for the MO PAUMCS Chapter and currently serves as Treasurer/Membership/Communications Chair.

Barbara is married to WR "Dub" and they have 3 biological children, Dakota, Nancy and Eva. They have hosted 6 foreign exchange students that they consider "children of our hearts"; Houda from Morocco, Gabrielle from Brazil, and Salvador from Mexico, Anna Jovita "Amy" from Germany, Firuza from Tajikistan and Holly from South Korea. They hope to someday travel to the homes of all of their "children of the heart". They are a busy family with Dub's summer drag racing events, Girl Scouts and the many activities of their church, Atlanta First Baptist Church. Beginning this fall of 2017, Barbara will serve as the AW ANA Commander for the church.

Barbara's hobbies include reading, reading and reading! She loves to read! She also enjoys baking, camping and traveling.

Lori Sluder- Nominated for Communications Chair/Coordinator

Lori has served in various local churches as an Administrative Assistant since 1984. She began working with Holston Conference of The United Methodist Church in 2004 and now serves as the Executive Secretary to the Bishop. Lori has been in the Episcopal Office for 5 years. Lori joined PAUMCS in 2008 and was certified in 2011. She currently serves PAUMCS on the Communication Team and serves as Webmaster.

Also, Lori has been a part of the United Methodist Women since 1990 on the local, district, and conference level. She is currently on the Holston Conference UMW team as the Social Action Coordinator and Webmaster.

She attends St. Marks United Methodist Church, Louisville, TN with her husband, the Reverend Michael Sluder, who is the Director of Connectional Ministries in Holston Conference. They have two young-adult children, Josh and Katie. Lori enjoys reading, camping, and scrapbooking.

Natalie Schuette- GCFA Liaison

Natalie Schuette serves as the Executive Assistant to the General Secretary and Treasurer the General Council on Finance and Administration of The United Methodist Church (GCF A). She has been employed at GCF A since 2011. Her role at GCFA includes staff to the GCFA Board of Directors, Committee on Audit and Review, and the Economic Advisory Committee. Natalie became a certified member of PAUMCS in 2011.

However, this person will be working and training with the Treasurer as often as possible, coordinating work times during Annual Conference, and whenever convenient. The Treasurer in Training must agree to a background check conducted by GCFA prior to nomination. II. FINANCE COMMITTEE Members of the Finance Committee shall be responsible for all financial

matters of the association. This shall include the following: A. Association

I. Assist the Finance Chair and Treasurer, as needed in preparing the yearly Operation Budget.

2. Assist the Finance Chair in promoting the Leslie Bayles Scholarship Fund.

3.Perform such duties as may be assigned by the National President or Executive Committee.

B. Annual Conference 1. Assist by working shifts (determined by the Finance Chair) at the Promotional Table

during the Annual Conference (Includes unpacking, set up, break down of booth and counting inventory and the repacking of promotional items).

2. Serve as ushers collecting the Leslie Bayles Scholarship offering during Worship Service at t h e Annual Conference.

3. Assist Finance Chair, as needed, with selecting and ordering promotional/souvenir items for the Annual Conference.

4. Assist Finance Chair and Treasurer, as needed, in counting money at the Annual Conference.

5. Meet as a committee during the Annual Conference as needed.

III. NOMINATIONS COMMITTEE A. Association

1. Assist in preparing a proposed slate of officers for the approval of the membership. 2. Assist in maintaining a database of officers' tenure and record of past leadership. 3. Assist in maintaining a database of possible nominees and qualifications. 4. Assist in maintaining a biographical sketch for all officers and nominees 5. Assist in maintaining current job descriptions. 6. Assist in filling any vacated position on the Executive Committee and Standing

Rules Committees. 7. Recruit people for leadership positions and maintain profiles.

Certification Renewal

CERTIFICATION RENEWAL AS A PROFESSIONAL UNITED METHODIST CHURCH SECRETARY

Maintaining your Certification as a Professional United Methodist Church Secretary is required every two years. Requirements are fulfilled by completing items 1 and 2 plus at least one of the choices in item 3.

1. Maintain national membership in the Professional Association of United Methodist Church Secretaries (PAUMCS) with dues current and paid in full for the calendar year.

2. Attend the full session of a PAUMCS National Annual Conference at least once every four ( 4) years and earn one Continuing Education Unit*.

3. a) Earn one Continuing Education Unit* in the two-year period by attending the full session of a National Annual Conference of PAUMCS.

OR

b) Earn one Continuing Education Unit* in the two-year period by attending the full session of an approved annual meeting of any local PAUMCS Chapter in good standing. Prior to the distribution of any publicity by a PAUMCS local chapter, the program and academic requirements must be approved by the PAUMCS National Professional Training and Standards Committee. Request for approval must be submitted to the Executive Committee/Professional Training and Standards Committee at least 30 days prior to the event.

OR

c) Earn one Continuing Education Unit* in the two-year period by attending an event related to the church secretary's profession with prior approval of the PAUMCS National Professional Training and Standards Committee Request for approval must be submitted to the Professional Training and Standards Chairperson at least 30 days prior to the event. Failure to comply with the 30 day approval could not be granted. Failure to comply with the 30 day approval guidelines may result in CEU not being granted.

*Definition for Continuing Education Unit (CEU): One CEU is defined as Ten (10) contact hours of participation in an organized continuing education experience under responsible sponsorship, capable direction and qualified instruction. Business Meetings, Worship Services, breaks, meals, snacks and fellowship/gathering times are not to be considered. Contact hours of less than 10 but not less than 5 will be granted .5 CEU (Example: an 8-hour workshop/seminar would be equal to .5 CEU.)

You need to meet the above requirements to maintain your certification as a Certified United Methodist Church Secretary/ Administrative Assistant.
