to the Species at Risk Inventory, so that it may be used as an interactive inventory tool.

1.0 INTRODUCTION
Port Metro Vancouver (PMV) is the manager of federally-owned properties within its proprietary
jurisdiction. Most of these properties are subject to development or day to day industrial activities – both
of which may affect the surrounding natural environment, including species at risk. This report is designed
to inform PMV decisions on such development and activities, specifically to meet federal Species at Risk
Act (SARA) and Canadian Environmental Assessment Act 2012 (CEAA 2012) obligations with respect to
federally-listed species at risk.
Species at risk are defined here as those formally designated as extirpated, endangered, threatened, or
of special concern in Appendices 1 through 3 of the SARA. Species at risk require special consideration
by federal land owners and decision-makers. Under the SARA, individuals, and in some cases the
habitat, of species at risk are legally protected on federal lands. This desktop inventory excludes the
identification of non-SARA identified species, and does not include the identification of ecosystems
(including wetlands) at risk. There are additional species at risk defined by other authorities and that
these species and / or plant communities may be present or potentially present on PMV-lands. While
currently excluded, the addition of provincially-identified and protected species is feasible, at a later date,
using the framework used here.
This desktop-based species at risk inventory includes federally-listed species present or potentially
present in terrestrial and aquatic ecosystems within PMV jurisdiction. Three areas currently under PMV
jurisdiction were excluded: 1) areas in the north and middle arms of the Fraser River that will revert to the
Province of BC (the head lease), 2) Roberts Bank and Deltaport; and, 3) areas within PMV navigational
jurisdiction.
The desk-top inventory presented here represents phase 1 of a three-phase project. The purpose of this
report is to document species at risk that are vulnerable to PMV-related activities AND that have a
reasonable or high likelihood (possible or probable) to occur on PMV-lands. The report also prioritises the
species at risk for which future management planning (Phase 2) and future field inventory (Phase 3) are
recommended. These are the species for which there are identified knowledge gaps in distribution and/or
management planning pertaining to PMV-related activities.
In addition to this report we have developed an interactive GIS inventory tool for determining species at
risk that, based on a desk-top review of existing literature and other best available information, are known
to or likely to occur on PMV-managed lands.

2.0 METHODS
The results presented in Phase 1 are based on a desk-top investigation of SARA-listed species that are
likely or known (possible or probable) to occur on PMV-managed lands. We began with an inclusive list of
species at risk that may occur within PMV-jurisdiction. This list was refined, through species-specific
considerations, to develop sub-lists of species at risk for which there are identified knowledge gaps in
distribution and/or management planning pertaining to PMV-related activities.
To generate a comprehensive list of all species at risk listed under the SARA, the B.C Species and
Ecosystems Explorer database (B.C. Conservation Data Centre 2014) was queried for all schedule 1, 2
and 3 SARA-listed species. The B.C. Conservation Data Centre (CDC) is considered to contain the most
comprehensive database of species at risk occurrence records in BC; however, recent COSEWIC / SARA
registry changes may not be reflected in the CDC data. Some discrepancies between the SARA registry
and the CDC were noted, and in any such case the most-recent updated version was adopted for this
report. The results were then filtered to identify species with documented CDC occurrences in the
biogeoclimatic zones in PMV-managed lands, namely:
Coastal Western Hemlock (CWH)
Coastal Douglas Fir (CDF)
The list was then amended to include species added to SARA by a recent Emergency Listing Order
(Environment Canada 2014). Other data sources were also considered to inform assessments of
potential species occurrence including species noted in the South Coast Conservation Program (SCCP),
eFlora, eFauna, and existing data from previous environmental assessments conducted on PMV-lands
(ePIC and PMV Projects and Planning websites).
This initial assessment of species at risk presence considered species-specific habitat requirements.
Occurrence potential was refined in a GIS-based review that considered habitats present on PMV-lands.
The habitat types that occur on PMV-managed lands, and including a 250m buffer, were geo-spatially
mapped specifically for this work using existing habitat data, including open source ortho and satellite
based imagery, and augmented by a coarse terrestrial ecosystem map (TEM) developed by a TEM expert
with knowledge of the study area. Habitat types were classified and labelled based on a slight
modification of the Fraser River Estuary Management Program (FREMP) habitat classification categories
(i.e., where necessary, some habitat categories were added to the FREMP categories to provide
additional detail; Table 1). Polygons for each habitat type were delineated in ArcGIS software. The CDC
list of known habitat associations for species at risk was reconciled against recognized habitat
classifications for PMV-lands to further refine estimates of potential occurrence of each SARA-listed
species.

To ensure accuracy in the process, the PMV managed lands were divided into ten subzones; where
possible these divisions were the boundaries of a Biogeoclimatic Zone or Subzone (Figure 1). For each
of the subzones, a list of species with the potential to occur was generated from the species at risk
inventory. A species was recognized to potentially occur in the subzone if it contained habitats relevant
for that species and the species is known to occur in that Biogeoclimatic zone (based on CDC data).
Expert-based assessments of each subzone list were conducted by senior biologists with expertise in:
Terrestrial Wildlife (Jared Hobbs M.Sc., R.P.Bio), Terrestrial Vegetation (Caroline Astley, M.Sc., R.P.Bio.)
and Marine / Estuarine / Tidal-freshwater fish (Jim Roberts, B.Sc., R.P. Bio.). The senior biologists
estimated potential, or likelihood, to occur based on available literature, previous wildlife studies
conducted in the subzones, available provincial government data (e.g., CDC and / or e-Fauna BC – the
Electronic Atlas of the Fauna of BC) available environmental impact assessment documentation, and / or
personal knowledge of the species or subzone area from previous work. Connectivity to adjacent (known)
occurrences and / or adjacent potential habitat was also considered for each species as these conditions
are requisite to ensure viability of a species within an area. These considerations were facilitated by

review of open-source ortho and satellite imagery (Google and Micro-soft Bing). For each species listed
within each subzone, assessments included the following:
Characterizing the likelihood of species occurrence in the subzone using the following criteria:
▫ Probable (present if there is suitable habitat / micro-habitat, if there were any known
occurrence records (in or adjacent to the subzone) or if the species is adaptable and/or
tolerant of a wide range of conditions / disturbances),
▫ possible (not much is known of the species, or it is uncommon on the landscape),
▫ unlikely (the species is very uncommon on the landscape or because the required
microhabitat conditions are uncommon); or,
▫ not present.
Reporting known occurrences. The list of all species at risk with potential to occur in the subzone
(based on distribution and habitat association) was compared against known occurrence records
on or adjacent to PMV-lands.
Characterizing the state of knowledge for management actions to protect each species at risk
during PMV-related activities. Classified in three categories:
▫ Well known
▫ Not well known
Species that were determined to have a likelihood of occurring in the subzone (i.e. probable or possible
likelihood of occurrence) were then individually reviewed to determine if:
1. Current knowledge of management actions is likely adequate to protect or conserve the species
during implementation of PMV-related activities. Species at risk for which there are gaps in the
knowledge of management actions are recommended for Phase 2 work.
2. There is species presence knowledge on PMV-lands such that PMV-related activities can be
effectively managed. Species are recommended for field-based inventory work (Phase 3) if:
▫ There is known (i.e., identified) or potential critical habitat, as described in an existing federal
recovery strategy, that has implications for PMV management.
▫ Survey work associated with PMV-related projects or specific activities might not identify the
need to address these species because they persist in habitats deemed unusual for a
threatened species, e.g., industrial or agricultural habitat.
▫ There are known or predicted interactions with PMV-related activities. Knowledge of the
actual distribution of these species is required to reduce management uncertainties for PMV.
▫ The relatively defined habitat requirements for the species indicate any presence is likely vital
for the species, and survey work can be targeted to small areas of PMV-managed lands.

Once the expert-based assessment process was complete the lists for each subzone were appended
(joined) to the subzone habitat classification layers in ArcGIS. This process resulted in an interactive
spatial software tool that can be used by PMV for species at risk planning and management.
The B.C CDC (2014) was also queried to identify known element occurrence records (i.e., mapped known
locations) of species at risk that overlap the study area (including a 250m buffer zone). This information
was also added as a layer in ArcGIS. A number of sensitive occurrences of species at risk are input in the
B.C. CDC as ‘masked’ or buffered to protect them from public interference. We have applied to the B.C.
CDC to obtain access to these records.

3.0 RESULTS
This section summarizes the findings of the species at risk inventory, and identifies species
recommended for Phase 2 and Phase 3 of the project. Refer to Appendix B for more detailed information
on each species.
Thirty-two federally-listed species at risk were predicted as probably or possibly occurring on PMV-
managed lands (Table 2). Some (e.g., great blue heron (Ardea herodias fannini)), were predicted in all
subzones. Others were more-restricted in their distributions; for example, Oregon forestsnail (Allogona
townsendiana) was only predicted in two subzones. Most of the listed species predicted to be present are
well-known to PMV, and have been the subject of previous work, e.g., Pacific water shrew (Sorex bendirii)
and streambank lupine (Lupinus rivularis), while others, because of their recent listing or no PMV-related
activity in their habitats, are less-well-known to PMV, e.g., little brown myotis (Myotis lucifugus), northern
rubber boa (Charina bottae) and marbled murrelet (Brachyramphus marmoratus).
Of the 32 species with estimated probable or possible occurrence on PMV lands, six species were
identified as candidates for further management planning work in Phase 2 (i.e., knowledge of
management actions is likely not adequate to ensure effective conservation of these species in
association with PMV-related activities; Table 3). One of these species olive-sided flycatcher (Contopus
cooperi) is relatively common and widespread in forested habitats; by converse, another of these species,
red knot (Calidris canutus), is very uncommon and possibly only infrequently present on PMV-managed
lands. Both are likely unaffected by PMV-related activities and are therefore not recommended for Phase
2 management planning work. Three of the species recommended for future management planning work
are birds present in habitats not widely recognized as habitats for species at risk; common nighthawk
(Chordeiles minor), rusty blackbird (Euphagus carolinus) and the strigata subspecies of horned lark
(Eremophila alpestris strigata). The potential for PMV-related activities to affect them, and the required
management actions to conserve their presence is not known. White sturgeon (Acipenser transmontanus)
is also recommended for management planning because there are unknown, but suspected, effects of
dredging activities on some life stages.
Sound management advice is readily available for the remaining 26 species that are not anticipated to
require further input regarding management planning. For these species, management guidance is
available from several sources (as listed for each species in Appendix B and on the interactive GIS
layers). Available advice includes documentation in federal and provincial recovery strategies,
management plans, and species accounts; future guidance may be provided upon request as required.

A search of the B.C. CDC for masked occurrences that intersect with the 250 m buffer around PMV lands
returned 21 mapped element occurrence records. The CDC applies a buffer, to indicate spatial
uncertainty in the mapping process, to all mapped element occurrences. More information has been
requested. When data are made available these results may be adjusted to reflect more accurate
information. In the interim; review of masked occurrence buffers indicate that nine of ten subzones have
at least one known (mapped) element occurrence (Table 4). Some of these occurrences may be for
species and plant communities that are provincially-listed species at risk, but are not included on the
federal SARA schedule 1, 2 or 3.

Seven of the 32 federally-listed species at risk with probable or possible occurrence on PMV-lands are
recommended for future field inventory in Phase 3 of this project (Table 5). These species share all or
some of the following characteristics, which provide rationale for field inventory to inform PMV
management:
There is or could be identified critical habitat in a federal recovery strategy that has implications
for PMV management (e.g., Pacific water shrew).
Survey work associated with PMV-related projects or specific activities might fail to accurately
identify or recognize the need to address these species because they persist in habitats unusual
for a threatened species, e.g., barn owl (Tyto alba), little brown myotis, streambank lupine.
There are known or predicted interactions with PMV-related activities, e.g., barn owl, little brown
myotis, streambank lupine, painted turtle (Chrysemys picta), nooksack dace (Rhinichthys
cataractae), northern red-legged frog (Rana aurora), and Pacific water shrew. Accurate
knowledge of the current extent, abundance and distribution of these species will reduce
management uncertainty for PMV.
The relatively restrictive habitat requirements, reduced habitat availability and / or restricted
distribution for the species in BC suggest that all extant occurrences are likely vital for species
recovery or persistence within its current range in BC. For these species field inventory can be
focused on relatively smaller areas of PMV-managed lands where appropriate habitats may exist.

More defined work-planning for the Phase 3 field inventory could be completed upon request. This work
would appropriately incorporate species-specific considerations to refine focus to areas where important
habitat characteristics may occur on PMV-managed lands. This step is required to ensure inventory
efforts are focused on areas where each species is estimated to have the highest likelihood of
occurrence.
Twenty-five species identified to have Possible or Probable likelihood to occur are not currently
recommended for inventory work during Phase 3. These species share characteristics that do not
suggest field-based inventory will be required; based on current assumptions regarding species habitat
selection criteria and based on assumptions regarding anticipated development activities on PMV-lands.
Characteristics used to exclude species from further consideration (at this time) include:
Species that are regarded as highly mobile or wide-ranging with foraging or migratory
movements. Although these species may temporarily use some habitats on PMV lands the
documented presence of these species on PMV lands is not critical for specific life-requisite
stages (e.g., breeding, hibernation). If the species’ use of habitat attributes on PMV-lands is
exceptional or likely vital to the species recovery or viability in BC and critical habitat is likely to
occur the recommendation to survey needs to be reconsidered. Examples of these species may
include: monarch (Danaus plexippus), rusty blackbird, peregrine falcon (Falco peregrinus pealei),
band-tailed pigeon (Patagioenas fasciata), great blue heron, Vancouver Island beggarticks
(Bidens amplissima) and deltoid balsamroot (Balsamorhiza deltoidea),
Species with no current interaction with PMV operational activities. These species are typically
highly specialized and occur only locally. Examples of these species may include: Townsend’s mole (Scapanus townsendii), northern rubber boa, marbled murrelet, coastal tailed-frog
(Ascaphus truei), Edith’s checkerspot (Euphydryas editha taylori), horned lark.
Species at risk more-likely to trigger surveys as part of PMV-approval processes to determine
presence when their habitats are affected. Examples of these species may include: Western
screech-owl (Megascops kennicottii kennicottii), red knot, Puget oregonian (Cryptomastix devia),
Oregon forestsnail, northern goshawk (Accipiter gentilis laingi), western toad (Anaxyrus boreas),
etc.
Species that are conspicuous and unlikely to be overlooked. Examples of these species may
include: short-eared owl (Asio flammeus), great blue heron, long-billed curlew (Numenius
americanus), olive-sided flycatcher, rusty blackbird, etc.

4.0 CONCLUSIONS
This report has documented a large number of federally species at risk that are present or were estimated
to have high potential to occur on PMV-managed lands. Of the 32 species identified, a smaller number
have identified knowledge gaps which may hinder effective management in relation to PMV activities
(six species). Seven species have also been recommended for field-based inventory work as a
component of future project phases. Future management planning work or field survey for these species
is recommended in Phases 2 and 3 of this project to inform PMV in management decision making
processes. Particular consideration is afforded to species that have the greatest chance of being affected
by PMV-related activities, and for species that may be overlooked during PMV approval processes.
There are some assumptions associated with this work, the knowledge of which is essential for
understanding the results and recommendations. Identification of species at risk on PMV-managed lands,
with the exception of known occurrences, is based on desktop work; the key part of which was relatively
coarse-scale habitat mapping. The design of this work lends itself to future updates to refine habitat
mapping predictions, and hence improve the resolution and accuracy of species at risk identification on
PMV-lands assessed in this report. Future refinement to habitat mapping or occurrence estimates could
be undertaken on a wide-area scale to include all areas of PMV jurisdiction, or on a site-by-site basis. The
interactive GIS layer output associated with this report lends itself to an efficient update process. There is
also a requirement for the species inventory to be updated from time to time with new information, as
SARA listing status for species at risk evolve.
The focus of this work is federally listed species at risk on schedules 1, 2 and 3 of the SARA. As such it
omits some species at risk that the Province of BC has identified as a management concern (i.e., red-
listed by the CDC). Two species that may be present on PMV-lands and might be affected by PMV-
related activities, but are not listed by the SARA are snowshoe hare washingtonii subspecies (Lepus
americanus washingtonii) and southern red-backed vole occidentalis subspecies (Myodes gapperi
occidentalis).

This report prioritises and, in conjunction with the associated GIS data layers, documents federally-listed
species at risk predicted or known to be present on PMV-lands. In association with existing approval
processes this tool can be used to inform PMV decisions for activities and projects that might affect
species at risk. It will aid PMV in meeting its obligations to requirements stipulated under the federal
Species at Risk Act and the Canadian Environmental Assessment Act 2012 with respect to federally-
listed species at risk.
