DESCRIPTION
The Order of Quetzalcoatl, colloquially known as the "Q", is a Masonic invitational body. The Order, which was founded on March 14, 1945 by Arthur J. Elian, takes its name from the Aztec god Quetzalcoatl. Its chapters (called Teocallis, Nahuatl for "house of god") are located in the United States, Canada, Mexico, and Panama. All members of the Order—called Artisans or Coates (Nahuatl for "twin brothers")—must be Shriners in good standing in their Shrine Temples.The Order derives its terminology from Nahuatl, and its rituals are loosely based on Aztec ritual, including the use of the teponaztl war drum and the sacred drink, pulque.

Our motto is ‘Fun isthe name of the Game,Transportation is ourAim’ and I certainlyam doing my part withthe ‘Fun’ by attendingvarious Teocallis,Associations anddoing Pyramidc o n s e c r a t i o n s .However the secondhalf of the mottoreferring totransportation needssome attention by allof us in the ORDER.
Let me first addressthe transportationsituation. The ValleyForge parade ofchecks wasoutstanding with more
than $30,000.00 contributed to the Supremetransportation fund. So far this year we have paidout two separate $5000.00 checks for the MexicoCity Hospital Transportation fund. To date, theSupreme Office has not received any requests fromTeocalli’s or Shrine Centers needing money fortheir transportation fund. Our purpose is to helpby donating our available transportation moniesfor their needs. So, if your Shrine Centertransportation fund needs help, please submit aletter to the Supreme Office specifying therequested amount up to $5000.00.
The ‘Fun’ aspect of our motto is that I havevisited Teocallis La Ciudad De Palmas T-118 (Ft.Myers), Cinco Estaciones T-77 (Cedar Rapids),Multnomah T-46 (Portland), Kukulcan T-16A(Kansas City), Cey-Note’ 23 (Minneapolis), ArcaT-21 (St. Louis) and Ayudando Ninos T-183(Sarasota). I also consecrated 36 new Artisans and35 new Master Artisans during my travels.Currently there are 20 candidates signed up forMaster Artisan degree at Teotihuacán during theApril Mexico City pilgrimage.
Once again this year ‘The Order ofQuetzalcoatl’ will host a hospitality room formembers and guests during the 133rd ImperialShrine Session in Anaheim, California. There willbe an ad in the Imperial Program Book announcingthat the hospitality room will be located on the 5th
floor of the Hilton Headquarters Hotel.

I sent a letter to all Teocalli Camaxtli’sseeking a member of our ORDER to chair theSupreme Insurance committee as our currentchairman Paul Black will complete his threeyears as chairman. If you have a background incommercial insurance and would like tovolunteer for this committee, please let meknow. I have one candidate who is interested,but more members on the committee would bebetter.
There are some proposed Constitution andBylaw changes approved by the Full Board ofDirectors at the mid-year board meeting inKansas City. Goff, Supreme Tlacuilo Fred Madison andSupreme Calpixque David Sweeney. Themeeting was well attended by most of theNEQA Teocalli’s. On Friday December 1stmy lady and I attended the Installationof officers of T-7-11 Las Vegas, a meet-ing we almost missed due to inclementweather, flight cancellations etc. Howeverafter a late arrival all had a good time.Toronto T-383 Christmas Party Decem-ber 14th was a great success and wellattended by the members. On January 9th I had the pleasure ofconducting the Installation of Officers ofmy Teocalli T-383 at a dinner meeting innew market. I am very proud of this hardworking group and am looking forwardto our third annual Feast of the TowerMay 4th to 6th. My lady Diane and I werepleased to attend T-22 Ladies night inRochester, NY January 13th. Fortunatelylake effect snow stayed clear of the areafor the entire weekend. On February 8thI returned to Rochester, NY and installedthe T-22 officers, again lake effect snowstayed away from the area even thoughforty miles East of Rochester receivedEIGHTY-EIGHT INCHES of the whitestuff in two days. March 2nd to 4th I attended the SEQAMidyear meeting along with SupremeTitlauacan Brian Murray and PCSTHorace Russell in Mobile, AL. the meet-ing was well attended and plans madefor the annual meeting July 19th to 22nd.
March 9th to 11th I attended theNEQA mid year meeting in SouthburyCN. Along with Supreme Calpixque DavidSweeney. Plans for the FOF 2008 are wellunderway under the direction of Jim Cainand his committee, I have signed the con-tract with the Maxwell House Hotel andplans are already in the works for theOKET dinner and Mystery Trip. Since ValleyForge and the greatattendance at the 2006Supreme Feast of Fire,I have attended theAnnual Meeting of LaCiudad de las PalmasTeocalli No. 183 atLover’s Key Resort nearFt. Myers, FL. Thisweekend is always wellattended and the ArtisanDegree team does an
outstanding job for Coates from all over Florida.My compliments to the new Master Artisan
Degree Team from Kansas City. It was the firsttime the Team put on the Master Artisan degreeat the Supreme Feast of Fire and they did anincredible job.
As the new year begins, activity heats up.Cancun with the CSQA-sponsored trip followedtwo days after our return to Wisconsin by a fiveday trip to Las Vegas for the InternationalAssociation of Shrine Yacht Clubs SpringMeeting. Then it’s Kansas City for the CSQAAnnual Meeting, Reno for WSQA, Mexico Cityfor the Chief Supreme Tlaloc’s Pilgrimage andKlamath Falls, OR, for the PNQA AnnualMeeting. In short, it’s go, go go but veryworthwhile!
In my additional position as Membership andExpansion Committee Chairman, I have beenbusy pulling together all the notes and reports ofcontacts with various Shrine Centerrepresentatives. This compilation will be goingto the members of the committee shortly and Ihope to be able to report the formation of one orpreferably more new Teocallis by the October2007 Supreme Feast of Fire in Bloomington.

PROPOSED CHANGES TO SUPREME BYLAWS
The following changes were approved by the Supreme Board of Directors at the Mid year meetingin Kansas City, KS on March 24, 2007 and will be presented October 13

at theFOF General meeting for approval.
Section 108.1 Members: Only Shrine Masons in good standing will be considered for membershipin the Order of Quetzalcoatl. The Order seeks for members from Nobles who are truly “Artisans ofthe Temple”. The qualities and qualifications for membership are ongoing and must be maintainedat all times in order to continue as a member of the Order.———————————————————————————————————————Section 104.3 Qualification: To be eligible for nomination and/or election to a progressiveSupreme Line Office, Supreme Calpixque or Supreme Tlacuilo, a member must be:
1.) Be a Master Artisan2.) A Member of the Order of Quetzalcoatl for a period not less than (3) three years3.) A past Camaxtli4.) WSQA ANNUAL MEETINGThe WSQA Annual meeting was held at
Terrible’s Hotel and Casino in Reno, NV, April12 to 15, 2007.
The Hospitality was outstanding, Topshelfbooze, all the food you could possibly want toeat, including fresh cooked turkey and especiallylegs. Simply delicious. T-17 Teocalli CamaxtliBill Mueller and his crew did a suprebe job.Especially Bill, every where you looked therewas Bill restocking what ever needed to berefilled.This function was attended by all theSupreme Officers except for 2 as well as JackWise and Don White. It’s good to see they aregoing to be active. All 3 candidates for Supremeoffice were also in attendance. The CSQA ChiefCamaxtli John “Grumpy” Loran’s Driver Garton.The SEQA as well as others were represented.
The meeting with the Supreme officers andrepresentatives from the WSQA and others wentoff well with a lot of questions being answeredand problems areas being ironed out to hopefullyeveryones satisfaction.
The OKET 30th Anniversory banquet wasterrific. Excellant meal complete with keepsakeshot glass commenorating the 30th anniversoryof the OKET’s.
The mystery trip was enjoyed by all that wenton it. Since it was a mystery trip, no descriptionwill be given here. You had to be there.
The fun slot tournament was just that FUN.The rest of the slots were not so much fun. Atleast for some.
The Artisan degree was done in a fine mannerby the WSQA team on a large class and the backdrop was excellant. If I heard right it was copiedfrom featured pictures in National Geograpic. Iwould print some pictures but Black and Whitedoesn’t do it justice, It must be seen in person orin color.
The business meeting went off with out a hitchother than that “Biker Bitch” Jerry Niziolek beingelected WSQA Chief Camaxtli. Her picture canbe found else where in this publication
There was a slide presentation on what theyare doing with a sack lunch program for our kids.It needs more room than this publication allows,except to say there was a monetary sum raisedfor it thru fines and donations.
The saturday Banquet was also out standing,more steak than any 2 people should eat. Theonly problem at the banquet was thedisappearence of the Book of finances for WSQAfrom Tolli and a bag of lanyards with $450.00 to$600.00 Cash in it taken from the table in frontof and belonging to Lou Metz SupremeChimalma. Artisans Personal items, especiallycash or financial things are not only a No-No tosteal but border on being criminal. I have beentold that the WSQA records have been found, asfar as I know the lanyard and cash belonging toLou is still missing. This report was written byFred Madison Sorry for any errors.

BAD addresses are muchbetter only 19 that I couldnot resolve this time. We had34 BAD addresses last issue.It is a lot better than two is-sues ago when we had 140
Bad addresses. We are still spending money onreturns that could be put to better use. If there issomeone on the list that you know and you knowtheir address please send it to me. In some casesthe BAD address return from the Post Office wasthe exact address we had listed so maybe you willneed to have a chat with your local Postmaster orat the very least confirm your address with me.Which can be done if the member tells his Tlacuiloof an address change. Or you can let me knowdirectly and I will make the changes.
New addresses continue to be a problem as wereceived 47 this time which included several thatturned out to have died. There is no reason what-so-ever that it was not reported that a member haddied.

Supreme Tlacuilo’s Notes!
This will be a reminder that
there are a few Form 15’s
that need to get filed with the
Supreme Tlacuilo. This is not our requirement, It
is the big boy’s The IRS requires that you file them
annually with the Supreme Tlacuilo and NOT with
the IRS. They need to be on file IN C ASE the
IRS wants to check on our Non-Profit status. If a
Teocalli makes MORE than $25.000.00 in a year
then YOU are required to file with the IRS. To my
knowledge no one is in that class. If by next issue
there are still some out standing form 15s I will
have to embarass you by listing your names. So
get them in ASAP Please.
I can’t stress enough on the importance of fil-
ing a form 10C whenever there is ANY change in
a members status, pesonal or otherwise.
The Coate’s without an Artisan date who were due
to be suspended December 31, 2006 have received
a final repreave from the CST, and as requested
by the Chief Camaxtli’s at the full board meeting
in Valley Forge to have more say in activities of
the Orderhave been given the job of getting these
members up to date and/or suspending them. This
has fallen on the Association Chief Camaxtli’s,
Tlacuilo’s and other Association Officers. They
will have until their Association’s next meeting
this Spring and if any of their members are not in
compliance then, they will have to suspend them
per our By-Laws.
FYI, the following Teocallis have been sus-
pended this date for non-payment of Per Capita.

passed away on 3/30/07 after a short illness. Hewas born on 7/8/36 to Otto and Alicia (Beyer)Ludewig of Weimar, Germany. He attendedWentworth Military Academy in Lexington, MO,UNL and proudly served in the US Army in theKorean Theater. Locally known for hisprofessional contributions as a partner in theengineering firm, Lamp Rynearson andAssociates, his involvement in the communityand as a mentor for young professionals. He wasan enthusiastic soccer player, instrumental inadvancing youth soccer leagues. And as amember of the German American Society heenjoyed promoting the German culture inOmaha.
Otto served as Grand Knight in the localCouncil #5046 and was a 4th degree Knight ofColumbus. After a term a Master of MasonicLodge Capitol Lodge #3, Otto served hiscommunity through the many facets of theShrine, as a 32nd degree Mason, Scottish Rite,a York Rite Mason, Consistory and Commandry,Directors Staff, Road Runners and the RoyalOrder of Jesters. Additionally he served as aSupreme Officer of the Order of Quetzalcoatl.During retirement Otto enjoyed tree planting,traveling, and the companionship of GermanShepherds participating in Schutzhund activitiesnationwide.

2007 Feast of Fire
The 2007 Feast of Fire will be Hosted by
Cey-Note’ Teocalli #23 of Minneapolis, Min-
nesota. It will be held at the Sheraton Hotel of
Bloomington, Minnesota. All the forms and in-
formation needed can be found elsewhere in this
issue.
General Chairman Robert Meyer and Reg-
istration Chairman Ron Wagner have things
pretty well organized and under control to show
everyone a good time in the North. There is
going to be several trips to the Shrine Hospitals
for a tour in order to remind us of what we do.
In case some of you haven’t heard why the
FOF was changed from New Orleans it was due
to the fact that most hotels were a little iffy about
when they would be rebuilt and the price from
the ones that were open was way out of range.
A furture time is not to be ruled out when things
calm down a little in the next year or so. In fact
I think it may be there in a couple of years.

As per Section 104.9 of the Supreme Bylaws,
when a vacancy occurs in the progressive line, the
line will automatically advance with each elected
officer moving up to the next higher office (see
below).
Therefore, with the death of Supreme Huemac
Otto Ludewig, the current Supreme Titlauacan,
Brian Murray is now automatically moved up to
the office of Supreme Huemac and the office of
Supreme Titlauacan will remain vacant until filled
by election at the next Feast of the Fire. Brian will
also be the Supreme liaison officer to the NEQA
and SEQA associations.
When the Supreme line officers advance at the
next FOF election, there will be two offices,
Supreme Huemac and Supreme Titlauacan to be
filled by election. Currently, three Artisans have
announced their candidacy for these offices on the
Supreme line.
Section 104.9 Vacancies: In the event a vacancy
exists in the Supreme Teocalli progressive line, the
line would customarily and automatically advance
with each elected officer moving up where indicated
to the next higher office. The resulting vacancy shall
be filled by a majority vote at the next session of
the Supreme Teocalli. However, special
circumstances may not make it feasible and/or in
the best interest of the Order. In this event the
Supreme Executive Committee shall determine the
best course of action for the good of the Order. Such
action shall only be temporary and shall not extend
beyond the next Feast of Fire. In the event of a
vacancy in the office of Supreme Tlacuilo or
Supreme Calpixque, the Supreme Executive
Committee will appoint a qualified member to
assume the duties of the office until the vacancy
can be filled by a majority vote at the next session
of the Supreme Teocalli.
As Chief Supreme Tlaloc and on behalf of all
members of the Order, I am authorizing a check for
$1000.00 from our Supreme transportation fund to
be given as a memorial in Otto’s name to the Board
of Directors of the Mexico City Shriner Hospital
for Transportation purposes.
Otto has requested that memorials should be sent
to the Mexico City Shriner Hospital Transportation

January and
February have been
months of upheaval for
me and my dear wife
Linda. I do not know
how, or why, she has
tolerated me for all of these years. We have sold
our home in Arkansas and have moved to Fort
Payne, Alabama to be near friends and family.
My new contact information has been posted on
the Supreme web site.
In February I met with Ray Ordinachav
(Supreme Orator) and discussed his efforts to
establish a Teocalli in Arkansas and other issues
concerning the Order. I also had the opportunity
to meet with John Epps (Chairman of the Board
of Directors for the Mexico City Hospital). We
talked about our continued support of the Mexico
City Hospital Transportation Fund, the
procedures established to safeguard and transfer
funds to support transportation and opportunities
to provide information to Imperial Officers, and
our members, on the impact the Order of
Quetzalcoatl has nationally and on a local level.
The most important thing we do is get the
children to the hospital.
March arrived with a busy schedule and the
opportunity to enjoy spending time with warriors
throughout the country. I traveled to the SEQA
meeting in Mobile, the SAQA meeting in Pigeon
Forge and the CSQA / Supreme Board meeting
in Kansas City. In April I will, with a great deal
of anticipation, attend the WSQA meeting in
Reno. I continue to be told the WSQA and the
Teocallis of the west party better than everyone
else. If last year in Ensenada was an example,
then Reno should be another outstanding event.

Here is the statement I issued to PCST’s, Chief Camaxtli and Teocalli Camaxtlis:
The lawsuit filed by Don White and Jack Wise against ‘The Order of Quetzalcoatl and a Supreme
Officer has been settled through court ordered mediation without expense to the Order. As directed,
a letter of apology will be issued in the next ‘Voice of the Coate’ for all members to read and dispel
any misunderstanding. Additionally the court issued a directive to reinstate PCST Don White and
Jack Wise as full active members of the ORDER provided their dues are fully paid. They were not
reinstated to their prior offices.
