PURPOSE OF REPORT

To inform Members of the outcome of theComhairle's submission for funding to Bord naGaidhlig.

COMPETENCE

~1.1 There are no legal or other constraints to therecommendations being implemented.

SUMMARY

2.1 In the financial year 2006/07, the Comhairle wereawarded £250,000 under Bord na Gaidhlig'sLanguage Act Implementation Fund. A Report onhow the funding was spent was submitted to theComhairle in September 2007.

2.2 That Report also indicated that the Comhairle wouldbe submitting a funding application to Bord naGaidhlig for the 2007/08 financial year in the sum of£476,000. The Report detailed the 12 projects thatthe Comhairle proposed to carry out under thefunding agreement, including Gaelic Projects in theCommunity, which was submitted at £175,000.

2.3 In October 2007, the Comhairle were informed thatthe funding application approved by Bord na Gaidhligfor the financial year 2007/08 was £142,000. The listof projects approved forms Appendix 1 to this Report.

In its letter of award, Bord na Gaidhlig indicated thatthe Comhairle had an opportunity to submit furtherprojects as not all of the Gaelic Language ActImplementation Fund had been allocated. It was feltthat the Integrated Services project should beresubmitted with a stronger case and this wassubmitted to Bord na Gaidhlig by the deadline of 19November 2007. The result of this application will beknown in the New Year.

RECOMMENDATION

3.1 It is recommended that the action taken by theChief Executive in re-submitting the applicationfor funding towards Integrated Services behomologated.

BACKGROUND

4.1 Comhairle nan Eilean Siar received funding of£250,200 from Bard na Gaidhlig's Gaelic LanguageAct Implementation Fund for preparing projects in2006/07. The funding was fully utilised and spent bythe end of June 2007. In August 2007, Bard naGaidhlig sought bids for the 2007/08 GaelicLanguage Act Implementation Fund, and theComhairle approved a bid in the sum of £476,000. InOctober, Bard na Gaidhlig informed the Comhairle itwould be receiving a reduced award in the sum of£142,000. The projects receiving funding aredetailed in Appendix 1 of this Report; the Appendixalso details the projects which were not consideredappropriate for funding under the Gaelic LanguageAct Implementation Fund.

4.2 The reduced funding will have implications in relationto the Comhairle's ability to support community-basedprojects. Previous Reports have stated thatapplications for funding in 2006/07 exceeded£350,000, which is a clear indication that there aremany Gaelic-related projects that would benefit fromrelatively small grants. Members will see from theAppendix that Bard na Gaidhlig has made no awardfor community projects in this financial year and hasgiven a strong indication that it would not support theGaelic Language Act Implementation Fund beingutilised in this way.

4.3 Members will also see from the Appendix that Bardna Gaidhlig has rejected the application to fund theIntegrated Services project. This project looked atthe Comhairle's translation service and consideredways in which an integrated service could beprovided across the public agencies in the WesternIsles. The Translation seminar held in the CouncilChamber on 28 September 2007 highlighted therequirement for an increased number of translatorsas a result of the Gaelic Language (Scotland) Actbeing implemented. The seminar also highlightedthat in order for commissioning agencies to haveconfidence in the product, there was a pressingrequirement for translators to be accredited.

SUMMARY

Development of a national IntegratedGaelic Language ServiceDevelopment of a written & simultaneous

translation course for Gaelic in partnershipwith Lews Castle College. This wouldincrease competence of those alreadyworking in this field & also attract newpeople. It is hoped that the Comhairle willestablish an IGLS of use to other agencies &organisations throughout Scotland.
