Kangra SSP amongtop 3 PIOs in IndiaGaurav Bisht■gauravcharlie@yahoo.co.in

DHARAMSALA: Dr Atul Fulzele, 36-year-old Himachal Pradesh cadreIPS officer, has shot among topthree public information offi-cers (PIOs) in India.

Bringing policemen out oftheir colonial mindset hasn’tbeen easy, says the Kangra SeniorSuperintendent of Police, whoshares rank two with RajaSekhar, who fought general hos-tility among bureaucrats towardsthe Right to Information Act.

Dr Lalit Narayan Mishra isthe top-ranked PIO for his workas district inspector of schoolsin Uttar Pradesh.

Dr Fulzele will receive theRTI award on December 1 inNew Delhi from Vice-PresidentDr Hamid Ansari for his dis-tinctive work in coming out withinformation.

The Kangra SSP has tried

to introduce transparency inpolice working and give timelyinformation to the aggrievedpeople.

Fulzele was Superintendentof Police in district Una whenthe RTI Act was notified. He dis-posed of all 43 applications hehad received by supplying fulland satisfactory information toall applicants.

When contacted, Fulzele said:“I wasn’t easy to convince jun-iors officials to come out withinformation under the RTI Act.The officials feared the infor-mation might be used againstthem. I had to fight this fear andscepticism.”

Fulzele’s gentle behavior, aptfunctioning and proactiveapproach in providing peoplewith information has made himpopular in district Kangra.

He had addressed the issuesraised in nearly all RTI appli-cations and only just 11 appli-

cants have gone for appeal.Fulzele has trained subordinatesin filling out forms for the RTIapplicants and submitting replywell before the 30-day deadline.

An NGI which assesed thefunctioning of the PIOs for theRTI award says Dr Fulzelereceived 202 RTI applicationssince 2006, of which only 11 wentinto first appeal and only oneinto second. He responded tomany of the 191 applicants with-in a week and won positive feed-back from 85 per cent of the peo-ple.

Fulzele put orders and setdeadlines for the police to com-ply with Act.

Born at Neri in districtChandrapur of Maharashtra,Fulzele holds the MBBS degree. He was forensics specialist atMumbai before venturing intothe police because of his grow-ing interest in criminal investi-gation.

Gurdial is a guilty man. “It waseither use it (oxytocin) or watchmy family starve,” he said. “Iwent to many agriculturalexperts to find out what waswrong. None of them had anysolutions to offer.”

The experts all said the samething: fluctuating temperaturesand erratic rainfall were caus-ing abnormalities in crops acrossUttar Pradesh, Punjab andHaryana.

The problem is so widespreadthat oxytocin is flying off theshelves of chemists' shops acrossthe region. Some shops are evenstocking up on a buffet of steroids

that can be fed to ailing crops;a few cost as little as Rs 5 pershot. “This trend is extremelyworrying,” said Dr. GursharanSingh. Balwant Singh, a veg-etable grower in Bathinda, 150km southwest of Chandigarh,is unmoved. “There was noth-ing for us farmers to do but usethe shots — or wait for a mir-acle.”

“It is a matter of serious con-cern,” said Suchha Singh Langah,Punjab's agriculture minister.“We've ordered random sam-pling of vegetables being soldin markets. We are going tolaunch a massive drive againststeroids soon. We would never

let anyone poison our people.”“Successive studies have indi-

cated that non-germination andfailure to fructify are linked tochanging weather patterns, par-ticularly rising winter temper-atures,” said J.S. Kanwar, agro-scientist and former profes-sor at Punjab AgriculturalUniversity.

“Added to this are increasedattacks from crop diseases andblights as pests and diseasesthrive in rising temperaturesand humidity levels.” The result:failed crops and, when the cropsdo bear fruit, deformed veg-etables and fruits that have noseeds. Meanwhile, while agri-

culture experts say there is noscientific data to indicate thatsuch growth-promoting steroidsprove to be of any help for farm-ers, the farmers have beenunabatedly using the banneddrug in their fields. Last May,PAU had announced to under-take a research project to studythe impact of such growth pro-moters. The project, the resultsof which are awaited, wasannounced after farmers raisedthe issue during a monthly meet-ing.

Health experts, however, saythat Oxytocin effects are so last-ing that an injected dose of drugeven remains in certain amounts

in cooked vegetables. “Medicalopinion based on research andstudies done on women inWestern countries revealed thattraces of Oxytocin — popular-ly known as Love Harmone —were found in every woman whowas administered the drugthrough various means, includ-ing cooked fruits and vegeta-bles.”

The drug traces were large-ly found to be responsible formiscarriage and menstrual prob-lems among subjects of stud-ies, Dr Anurag Goswami,Chairman, DisciplinaryCommittee , Punjab MedicalCouncil, said.
