Bringing policemen out of their colonial mindset hasn’t been easy, says the Kangra Senior Superintendent of Police, who shares rank two with Raja Sekhar, who fought general hos- tility among bureaucrats towards the Right to Information Act. Dr Lalit Narayan Mishra is the top-ranked PIO for his work as district inspector of schools in Uttar Pradesh. Dr Fulzele will receive the RTI award on December 1 in New Delhi from Vice-President Dr Hamid Ansari for his dis- tinctive work in coming out with information. The Kangra SSP has tried to introduce transparency in police working and give timely information to the aggrieved people. Fulzele was Superintendent of Police in district Una when the RTI Act was notified. He dis- posed of all 43 applications he had received by supplying full and satisfactory information to all applicants. When contacted, Fulzele said: “I wasn’t easy to convince jun- iors officials to come out with information under the RTI Act. The officials feared the infor- mation might be used against them. I had to fight this fear and scepticism.” Fulzele’s gentle behavior, apt functioning and proactive approach in providing people with information has made him popular in district Kangra. He had addressed the issues raised in nearly all RTI appli- cations and only just 11 appli- cants have gone for appeal. Fulzele has trained subordinates in filling out forms for the RTI applicants and submitting reply well before the 30-day deadline. An NGI which assesed the functioning of the PIOs for the RTI award says Dr Fulzele received 202 RTI applications since 2006, of which only 11 went into first appeal and only one into second. He responded to many of the 191 applicants with- in a week and won positive feed- back from 85 per cent of the peo- ple. Fulzele put orders and set deadlines for the police to com- ply with Act. Born at Neri in district Chandrapur of Maharashtra, Fulzele holds the MBBS degree. We are going to launch a massive drive against steroids soon. We would never let anyone poison our people.” “Successive studies have indi- cated that non-germination and failure to fructify are linked to changing weather patterns, par- ticularly rising winter temper- atures,” said J.S. Kanwar, agro- scientist and former profes- sor at Punjab Agricultural University. “Added to this are increased attacks from crop diseases and blights as pests and diseases thrive in rising temperatures and humidity levels.” The result: failed crops and, when the crops do bear fruit, deformed veg- etables and fruits that have no seeds. Meanwhile, while agri- culture experts say there is no scientific data to indicate that such growth-promoting steroids prove to be of any help for farm- ers, the farmers have been unabatedly using the banned drug in their fields. Last May, PAU had announced to under- take a research project to study the impact of such growth pro- moters. The project, the results of which are awaited, was announced after farmers raised the issue during a monthly meet- ing. On Sunday, the union met Health Minister Laxmi Kanta Chawla regarding the issue. Union general secretary Harish Taneja, speaking at a press con- ference, claimed a delegation led by president Balraj Singh Sekhon had met Chawla, who checked their documents of appeal filed before the deputy commission- er and termed the demolition as illegal. Taneja said the traders were settled on the land in 1952. “After several representations, the land, which was Anjuman Islamia Park, was given to us on a lease of 12 years at a rent of Rs 6 per month,” he said, adding that after sev- eral years the rent was raised to Rs 45 per month. However, after 2004, the gov- ernment stopped accepting the rent. “As the government refused to accept cash, we sent cheques, which were returned,” Taneja said. Also, a claim of the union demanding ownership of the land was pending with the govern- ment since 1976. The union has also sent telegrams to the chief justices of the Supreme Court and the Punjab and Haryana High Court, Chief Minister Parkash Singh Badal, Local Government Minister Manoranjan Kalia, city MP Navjot Singh Sidhu, MLA Anil Joshi, Deputy Commissioner K.S. AMRITSAR: The local Fruit andVegetable Merchants Union hasdecided to meet Chief MinisterParkash Singh Badal regardingthe demolition of 75 shops in theold vegetable market here onFriday.

On Sunday, the union metHealth Minister Laxmi KantaChawla regarding the issue.

Union general secretary HarishTaneja, speaking at a press con-ference, claimed a delegation ledby president Balraj Singh Sekhonhad met Chawla, who checkedtheir documents of appeal filedbefore the deputy commission-er and termed the demolition asillegal.

Taneja said the traders weresettled on the land in 1952. “Afterseveral representations, the land,which was Anjuman Islamia Park,was given to us on a lease of 12years at a rent of Rs 6 per month,”he said, adding that after sev-eral years the rent was raised to

Rs 45 per month.However, after 2004, the gov-

ernment stopped accepting therent. “As the government refusedto accept cash, we sent cheques,which were returned,” Tanejasaid. Also, a claim of the uniondemanding ownership of the landwas pending with the govern-ment since 1976.

The union has also senttelegrams to the chief justicesof the Supreme Court and thePunjab and Haryana High Court,Chief Minister Parkash SinghBadal, Local GovernmentMinister Manoranjan Kalia, cityMP Navjot Singh Sidhu, MLAAnil Joshi, Deputy CommissionerK.S.
