LocalGovernmentManagementAgencyGuide to Lodging Certificates of Compliance on Completion on theBCMSThisdocumentis intendedasabasicguideandisnot intendedtoactasausermanual for theBCMSsystem. Its aim is toprovideabasicwalk-throughof thenewmodulesaddedtotheBCMSfromthe19thFebruary2016.The new modules will allow Assigned Certifiers to lodge an application for aCertificateofComplianceonCompletiontotheBCMS.TheFebruary2016updatewillalsoincludeare-designeduserinterface,whichshouldimprovetheuserexperience.TheNewInterfaceTheredesignedinterfacehasbeendesignedtosimplifytheuserexperience.

The ‘dashboard’ tab provides a series of quick links to view the BuildingRegisters,andtolodgenewNotices,orCertificates

The‘MyDetails’tabprovidesaccesstotheuserscredentials,allowingtheuserto update his/her Personal Details, Address Details, Company Details, orQualificationDetails.The ‘My Applications’ tab provides a list of Commencement Notices, 7 DayNoticesandCertificatesofComplianceonCompletionrelevanttotheuser.Here,you can see the status of the Notices / Certificates, whether Incomplete,Submitted, Requiring Additional Information, or complete, along with theValidationStatus,whetherValidorInvalid,andtherelevantReferenceNumbers.Fromhereyoucanselect,andmodifyanyNotice/Certificatethatismarkedas‘Incomplete’or‘RequiringAdditionalInformation’.

The‘NewApplication’tabwillalsoallowyoutolodgeanewNotice/Certificate,andprovidesabriefsynopsisoftherequireddocuments.

14. ClickSaveoncealltheappropriatedetailsareentered.

Once you have clicked ‘Save’, a summary of the details entered willappear,andagreen‘tick’willappearagainsttheCertificationDetailstab.If any of the details have been entered in error, you can click the editbutton tochange them. Ifyouaresatisfiedwith thedetailsentered,youcanproceedtothe‘Roles’tab.

‘Roles’TabOnceyouhaveselectedtherolestab,youwillbeaskedtoconfirmtherolesoftheBuildingOwner,BuilderandAssignedCertifier.

TheCertificateofComplianceonCompletioncanbedownloadedfromthispage.Onceitisdownloaded,signed,andscanned,itcanbeuploadedasaCertificateofCompliance onCompletion. A completed InspectionPlan, as implemented, andanAnnexofdocumentswhichtheAssignedCertifierisrelyingontodemonstratecompliancewiththeSecondScheduletotheBuildingRegulations

1. Click ‘download’ to download your Certificate of Compliance onCompletion

2. Savethefiletoyourcomputer,printout,sign,andscanthesignedCCCtoyourcomputer.

3. Usethe‘Browse’buttontonavigatetothescannedfile

4. Select ‘Certificate of Compliance on Completion’ from the Statutory

DocumentTypedropdown

5. Click‘upload’touploadtheCCCtotheBCMS

If you are satisfied that the correct details have been entered, and that thecorrect documents have been uploaded, you can click the ‘submit’ button tosubmityourapplicationtotheBuildingControlAuthority.Note:Once submitted, youwill not be able to adddocuments ordetails to theCCCapplication,unlesstheLocalAuthorityrequestsadditionalInformation

Warning: When completing any Statutory Notice/Application/Certificate/Declaration, please ensure that all sections of the forms are fully and accurately completed. Any information omitted or found to be inaccurate may render your submission invalid and inspections may take place any time up to 5 years after completion of your buildings or works. Enforcement carries costs.

LocalAuthorityAdditionalInformationRequestsIf theLocalAuthority,havingassessedthesubmission,requires thatadditionalinformationisrequired,thesystemwillbeunlocked,toallowyoutouploadtherequireddocuments,underthe‘SupportingDocuments’Tab.Once you have uploaded the required additional documentation, you mustcontactyourLocalAuthoritytoinformthemthatyouhaveprovidedtherequiredadditionalinformation.

Process for lodging a Pre-Submission Certificate of Compliance onCompletion.In order to lodge a Pre-Notification Certificate of Compliance on Completion(CCC),viatheBCMS,anAssignedCertifiershouldfollowthisprocess.ACCCcanonlybelodgedbytheAssignedCertifiernominatedontheBCMSforthespecificproject.Q.WhatisaPre-NotificationCertificateofComplianceonCompletionA.APre-NotificationCCCisamethodoflodgingaCompletionCertificatewithaBuildingControlAuthority,forplacementontheRegister,byi)Submittingplans,calculations,specifications,andparticularstodemonstratecompliancewiththeSecond Schedule to the Building Regulations, ii) submitting a completedInspection Plan, and iii) nominating a date between 3 and 5 weeks from thesubmissionof thosedocuments,onwhichtheCCCisrequiredtobeenteredontheRegister.TheBuildingControlAuthorityshallthen,uponreceiptoftheCCC,on a date not later than the date preceding thenominated date, at that point begin to consider thevalidity of a prospective Certificate of Compliance on Completion so that the authority is in aposition to include the details of the relevant Certificate of Complianceon Completion on the register on the nominated date. Note: If theAssignedCertifier for aproject hasbeen changed, and this changehas not been notified to the Local Authority, or has not been changed on theBCMS,youwillnotbeabletolodgeaCCCagainsttheCommencementNoticeApplication
