Human Resources Management System (HRMS) – PeopleSoft
Provides leave accounting and time tracking, training administration,
fixed asset inventory management and purchase requests.
Financial Management System - PeopleSoft
Provides agency General Ledger and Accounts Payable. Currently
upgrading and will include e-Procurement module.
Cash Draw and Monthly Expenditure Reporting
Supports Local Workforce Development Boards (LWDB) with cash draw
requests and monthly expenditure reports to TWC Financial system.
Contract Administration Tracking System (CATS)
Provides contracts management and tracking.

Unemployment Insurance Systems
UI Tax System
Performs quarterly tax calculation of quarterly taxes and due under the
unemployment insurance program.
UI Benefits System
Provides automated claim application and claims processing. Claimants’
identities are verified through SSA and other sources like Driver’s License.
Depending on Texas’ economic climate, annual benefits payments
processed through TWC’s UI Benefits System, range from $1-$7 billion per
year.
Appeals and Commission Appeals
Provides automated capability for Appeals Tribunal (AT) and Commission
Appeals (CA) staff to process appeals to Unemployment Insurance (UI),
Child Care Services (CCS), and other program determinations and
decisions.

Allow UI claimants and employers to receive electronic-only (no
printed/ mailed) correspondence to view their records online.
PeopleSoft Financial Upgrade
Risk mitigation project to move TWC from PeopleSoft v8.8 to a
more current, vendor-supported version.

Treasury Offset Program
Allows for outstanding debt collection from IRS for both UI overpayments
and/or outstanding employer tax contributions.
Office of Investigations Case Management
Provide case management for fraud investigations. Converting from
paper to electronic process.
UI Debit Card Re-Procurement
Contract with existing vendor Chase is expiring.
IT Service Management
Process improvement project to tailor ITIL’s ITSM processes in IT.
Start with processes then evaluate tool.

Migrate Adjudication & Appeals Teams to Electronic Case
Files
Implement electronic case management system to improve assignment, reassignment and tracking of cases.
Appeals Application Improvements
Migrate Appeals application to newer technology.
Develop a web-based application for customers to submit and review UI appeals electronically.
Short Time/Shared Work Compensation
Develop customer portal to submit and review new and ongoing short-
time compensation plans and claims. Gather data for helping identify
opportunities for layoff avoidance.

Tax Filing Upgrade
Upgrade electronic UI Tax filing methods to allow for additional volume
and to facilitate employers moving from paper to electronic filing.
Workforce Strategic Plan Initiatives
Improve WorkInTexas job matching program.

older platform.
