CORE 42: The Higher Education Core Transfer Curriculum Act

CORE 42: Primary Objectives
• Transfer should operate in the best interest of the student; simplify transfer for students
• Specific courses shall transfer one-to-one, and fulfill major and graduation requirements.
• No “lost” or “wasted” credits; courses transfer one-to-one• 42-hour block transfers to all public IHEs
CORE 42: SB 997visions
• Recommended lower division core curriculum of at least 42 semester credit hours
• Common course numbering equivalency matrix• All IHEs adopt; include matrix in catalog• 42-hour block transfers to all public IHEs
• No additional general education courses• Students receive credit for completed courses

CORE 42: Basic Competencies and Framework
• Basic competencies of Valuing, Managing Information, Communicating, and Higher-Order Thinking through the completion of at least 42-semester hours distributed across the broad Knowledge Areas of Communications, Humanities & Fine Arts, Natural & Mathematical Sciences, and Social & Behavioral Sciences.
• Students obtain the competencies through completion of the CORE 42 in its entirety.

Transfer Paths • Transfer with AA Degree
– completed all lower-division general education requirements at the receiving institution.
*institutionally articulated agreements for the associate of science and associate of applied science should be encouraged.
• Transfer with CORE 42– completed all lower-division general education
requirements at a receiving institution; also fulfills course prerequisites and major requirement
• Transfer of courses– receive credit at receiving institution for each core
course completed.

AppealsTransfer of Course Credit Not Accepted by Receiving InstitutionIf an institution of higher education does not accept CORE 42 course creditearned by a student at another Missouri public institution of highereducation, that institution shall give written notice to the student and theother institution that the transfer of the course credit is denied.
Written notification will not have to be given in the following circumstances:
1. Outside of institution’s mission (upper division in the case of two year and/or technical credit in the case of four-year)
2. Remedial credits transferring to four-year schools3. Graduate course work (policy limited to undergraduate course
work only)4. Written notification must be sent within 10 working days of
the denial of credit.
1. At least two, no more than three levels of appeala. Two within the institutionb. Final appeal to commissioner of higher education
2. The student or institution (for whom the credit was denied) has ten business days to file a complaint; begins on the receipt of notification.
3. If not resolved to student’s satisfaction within 45 days, the receiving institution justifies denial to commissioner.
4. The commissioner shall make the final determination.5. Data will be collected on disputes and disposition.
CORE 42: Course Transfer Tracker
College and Career Readiness
• Passed in 2012, HB 1042 directed all public institutions of higher education in Missouri to “replicate best practices in remediation,” to improve student retention and degree completion
• The Coordinating Board for Higher Education approved Principles of Best Practice in Remedial Education in September 2013
• In 2015, MDHE staff collected data using a comprehensive survey and available data on remedial education for the first annual Report on the Condition of College and Career Readiness.
• 2018 report used data from a 13 question qualitative survey, disseminated to public IHEs, and quantitative data from the High School Graduates Report and CCA data collection

• Total remediation rate has decreased by 36% from 2013• Math remediation rate has decreased by nearly 42%

• Goal is to identify alternative entry-level mathematics courses
• Established four “pathways” courses for mathematics in higher education
