Competency of local public bodies in public transport managementTransport services• Transport services are considered as a provision of transport

within the whole week mainly to schools and school facilities, to public administration offices, work, health facilities providing basic health care and for utilization of cultural, leisure and social activities, including return transport, contributing to permanent sustainable development of territorial entity.

1) Setting a range of transport services in the Moravian-Silesian regionIn the Act No 129/2000 Coll., about regions Regional

Assembly could determine the range of basic transport services:

• In public bus transport is determined a basic transport service for the area of the Moravian-Silesian region (in a range of approved valid timetables) for the whole week:– in a range of all service lines from Monday to Friday – and selected service lines for journey to work (2 pairs

of service lines) on Saturdays and Sundays.• In railway transport is determined a basic transport service

for the area of the Moravian-Silesian region – in a range of passenger (local) trains and express

trains according to approved valid timetables for the whole week

Integrated transport services

• "integrated public passenger transport services" means interconnected transport services within a determined geographical area with a single information service, ticketing scheme and timetable

• for Moravia-Silesia Region => KODIS, Ltd. (Coordinator of integrated regional transport system „ODIS“)

Character of the public transport organizers / coordinators – Ltd.

• mostly limited companies estabilished and owned by regional authorities or capital cities of the regions or by both (as in Moravian-Silesian Region).

• in Czech republic they have no competencies of the law, but by the law they can be entrusted to some competencies by the region (city).

Established in year 1996 and owned by:

• City of Ostrava (since 1996)• Regional Authority (since 2002)

History of ODIS (and KODIS)

• 1996: KODIS (Coordinator of ODIS) established• 1997: first partners achieved (bus operator

CSAD/Veolia Ostrava and Transport Company of City of Ostrava) => first integration of the operators

• 1999: railway integration (pilot project in CZ)• 2000: 87 lines, more than 10 % of MS region covered• 2006: regional transport info centre• 2010: more than 90 % of MS region covered• 2011: introduction of e-card

ODIS – current status

Tariff zones

2 types of tariff zones:1. GREEN: regional zones, unified (same tariff for

each zone, ie. number of zones = ticket price). Zone price is regulated by Regional Authority.

2. COLOURED: urban zones (different prices regulated by municipalities in coordination with Reg. Authority). These tariffs are included into regional tickets.

- information about changes in traffic- operation and maintenance of technologies for

voice and graphic information system in the area of interchange terminal Ostrava -Svinov

Conclusions – coordinator of the integrated transport system• clear ownership• supporting role for the city with the formulation of

public transport obligations• setting principles, rules and contracts of

integration with the particular towns and transport companies

• info service – phone, email, SMSinfo, timetables• information tables in the interchange terminals• tariff policy, division of sales between transport

operators

4) KODIS Future plans

Plan for 2012-2013 - establishment of a central dispatching and development of intelligent information systems• NOW: electronic off-line information system at

several stops• THEN: After accomodating the vehicles with

GPS system the information will be displayed on-line for departures

• utilisation of the on-line data: to ensure compliance with timetables - to penalize the operators for failure to the timetables, especially to the coordination and monitoring the changes.

Plans for the future - a 5year plan of regional transport service until the 2016- Development and optimization of the range of

transport services (performance, line management, organization of the operation)

- Improving the quality of transport service (barrier free accessible transportation, information systems)

- Deepening of the tariff integration (standardization of fare collection equipment, the integrated smart card, the new elements in the tariff)

- Optimization of the structure of financing the public transport (region and cities and towns are participating)

- Preparation of tenders (input parameters)- Establishment of a central dispatching of public

transport (2012-2013)- Program of public transport promotion
