Entity Standard Proposals – Steve VechyP0010• Project Title: Recommended Practices for Energy Storage System Design using Second-life Electric Vehicle
Batteries• Scope of the proposed standard:
– This recommended practice focuses on the selection, repurposing method of second-life electric vehicle(EV) batteries and design, operation and maintenance of the energy storage system with voltage levels of 10kV and below using these repurposed batteries. Various technical indexes of batteries and equipment are assessed in different stages of engineering to evaluate the system efficiency, safety and economic aspects.
• Purpose– The purpose of this recommended practice is to identify the technical requirements for the second-life electric vehicle
batteries. The content includes original design and data interaction in their service life on cars; battery status assessment indicators and methods in repurposing, system integration and technical essentials of key equipment; management requirements for operation, maintenance and monitoring; overall technical consideration for system safety.
– Availability of this information promotes efficient, safer and economic applications of the energy storage technology using second-life electric vehicle batteries in scenarios. The scenarios include backup power supply, peak-load shifting and stabilization of fluctuations in low-voltage power distribution system.
– This recommended practice fills in relevant standard gaps.
27
Entity Standard ProposalsP0015• Project Title: Guide for the Technical Specification of Energy Storage Coordinated Controller • Scope of the proposed standard:
– This guide specifies the operating conditions, functional requirements, performance requirements, safety requirements, mechanical requirements and environmental adaptability of energy storage coordinated controller used in Battery Energy Storage Systems (BESS).
• Purpose:– This guide provides reference for the design, manufacture, testing and operation of energy storage coordinated
controller in BESS.

EESAT Planning, Drivers & Decisions• Mission, “A biennial international technical conference sponsored by the DOE, Sandia
National Laboratories, and the Electricity Storage Association that focuses on storage technologies for utility applications.”
• Resume Biennial Tempo? – Re-start 2021? 2022? First year DOE OE ES Peer Review is in-person vs virtual?
• Co-locate with the DOE Office of Electricity’s ES Program Peer Review?– What is the target dates for 2021 DOE Peer Review?
• Future EESATs as a co-sponsored IEEE-DoE event? – Fits well with IEEE-DoE MOU – EESAT used to be joint sponsored with ESA– ESA now does a technical conference with EPRI– ESA/EPRI tech conf is relatively more ‘applied tech’ and product focused than RD&D and emerging
tech. Basis for coordinating future ESA/EPRI and EESAT programs?

New Hybrid Supercapacitor technologies are pushing the envelope and definition of what a Supercapacitor can do.
Supercapacitors (General name)
Symmetrical EDLC
Hybrid - Asymmetrical
• Linear discharge w/ CC (like a big capacitor)• Electrostatic storage of ions• No Mass Transfer• High-Power / Low Energy• Discharges like a “capacitor”; • Porous Carbon or Graphite on BOTH electrodes• High Self Discharge• No Thermal Runaway• Highest cycle life
• Non-Linear discharge w/ CC (similar to a battery)• Electrostatic storage of ions & Faradic storage
• 1-Electrode to electrolyte, behaves as EDLC-Capacitor
• 1-Electrode to electrolyte, behaves as Battery• Either Mass Transfer or Intercalation : “LiC”• Med-Power / Med-Energy• Discharges mostly like a “battery”• May contain 1-Lithium doped electrode• Low Self Discharge• No Thermal Runaway• High cycle life compared to Lithium Ion Battery

Sizing and Rating of Hybrid Asymmetric Supercapacitors will affect:• P2685- “Recommended practice for Energy Storage for Stationary Engine Starting Systems” • Would like to apply to UPS, and other applications where high cycle-life and less energy than Lith-Ion is practical.
1. Historically, Symmetrical EDLC’s required an impractical quantity of parallel modules to meet NFPA-110. [3x 15-Sec Cranks] (Abundance of Power, not enough Energy).
2. Hybrid Asymmetric Supercapacitors have more than 10x the Energy Density; can meet NFPA-110.
Field Data:2-parallel Hybrid Supercaps. (25Lb ea/Group-31)
Performed 4x 15-Sec cranks @ -15°C.
50L, 1.5MW, Dual Starter.
PAR-Request: SupercapacitorA. Supercapacitor Technology has recently advanced to new energy density levels.B. How to rate & size the new Hybrids?C. Traditional Symmetrical EDLC’s:
A. Are easy to size due to their “linear” capacitor behavior. B. Probably still make the most Power & greatest cycle lifeC. Essentially no-maint, no thermal runaway, wide temp-range, can be discharged to Zero-V.
D. Hybrid Asymmetrical Supercaps:A. Have 10-100x greater Energy density than Symmetrical EDLC. B. May be labeled in “Farads”, but due to “battery-like” discharge, this is confusing.C. Essentially no-maint, no thermal runaway, wide temp-range, can be discharged to Zero-V.D. Higher cycle life than most Lith-Ion Batteries
