Entity Standard Proposals – Steve VechyP0010• Project Title: Recommended Practices for Energy Storage System Design using Second-life Electric Vehicle

Batteries• Scope of the proposed standard:

– This recommended practice focuses on the selection, repurposing method of second-life electric vehicle(EV) batteries and design, operation and maintenance of the energy storage system with voltage levels of 10kV and below using these repurposed batteries. Various technical indexes of batteries and equipment are assessed in different stages of engineering to evaluate the system efficiency, safety and economic aspects.

• Purpose– The purpose of this recommended practice is to identify the technical requirements for the second-life electric vehicle

batteries. The content includes original design and data interaction in their service life on cars; battery status assessment indicators and methods in repurposing, system integration and technical essentials of key equipment; management requirements for operation, maintenance and monitoring; overall technical consideration for system safety.

– Availability of this information promotes efficient, safer and economic applications of the energy storage technology using second-life electric vehicle batteries in scenarios. The scenarios include backup power supply, peak-load shifting and stabilization of fluctuations in low-voltage power distribution system.

– This recommended practice fills in relevant standard gaps.

• Purpose:– This guide provides reference for the design, manufacture, testing and operation of energy storage coordinated

controller in BESS.

ESSB Satellite Committee-China• ESSB Satellite Committee-China aims at forming a platform for the cooperation of electric power industry-

universities-research institutes, and to enlarge the influence of PES and development of PES members in China, and to bridge to PES TCs and to support PES TCs more effectively in China.

• Six technical subcommittees are included as Stationary Battery & Electrochemical ES, ES System and Equipment, ES Grid Connection and Operation Control, ES Market and Planning, Hydrogen ES, and DC Station Power Supply and Distribution. Moreover, an ES Industry Collaboration Subcommittee is specifically for businesses.

• The secretariat is in the Institute of Electrical Engineering, Chinese Academy of Sciences and Prof. XishengTang is the General Secretary. Prof. Liying Zhang, a former General Engineer of China State Grid, is the Chair.

• Under the direction of past-President Saifur Rahman, elected-President Jessica Bian and friends from PES and China, ESSB Satellite Committee-China kicked off on Aug 28, 2020 after 2 years of gathering and preparation.

• There are 500+ members and 40%+ of them are IEEE/PES members, and 50+ corporation members, and arising.• ESSB Satellite Committee-China is urgent to work with the main ESSB for the better of PES and energy storage

Sizing and Rating of Hybrid Asymmetric Supercapacitors will affect:• P2685- “Recommended practice for Energy Storage for Stationary Engine Starting Systems” • Would like to apply to UPS, and other applications where high cycle-life and less energy than Lith-Ion is practical.

1. Historically, Symmetrical EDLC’s required an impractical quantity of parallel modules to meet NFPA-110. [3x 15-Sec Cranks] (Abundance of Power, not enough Energy).

2. Hybrid Asymmetric Supercapacitors have more than 10x the Energy Density; can meet NFPA-110.

Performed 4x 15-Sec cranks @ -15°C.
