October - December 2010 – a series of trainings on ICZM for the representatives of the key County departments/institutions:
— physical planning and construction— regional development— nature conservation and cultural institutions— tourism sector— aquaculture sector— port authorities — university/research centres— NGO
January - September 2011 – consultative workshops with the same team during the preparation of the Guidelines
October 2011 – presentation of the final version of the Guidelines

These Guidelines should be seen as a document summarising in oneplace the information necessary for a commitment towards ICZM as aprocess leading to sustainable development of coastal areas.
The aim of the Guidelines is to : Explain the process of ICZM, its fundamental objectives and
principles, its benefits as well as tools for its implementation Promote a coordinated approach to planning and management of
coastal areas Increase awareness of coastal issues and the need for finding
integrated solutions

Many ICZM elements are already integrated in key County documents, there are still needs for improvements
Need for introducing elements of modern approach into management of coastal areas - dynamism and proactivity
Need for strengthening the frame for preparation, implementation and monitoring, as well and assessment of cumulative impacts of plans for spatial, economic and social development

Recommendations
Key steps, following the ICZM phases:1. County decision to implement the ICZM (official document)2. Coordination body for the preparation, setting-up and implementation
of the process3. Education, availability of information (data bases) and public
involvement – public involvement needs to be continuous, during all the stages of the ICZM process
4. ICZM Plan (legal, institutional and coordinative frame for implementation of the spatial and regional plan)
5. Formalised integration and coordination – the ICZM body (forum)
